Background
The Fort Worth Performance Cluster, with the assistance from the Southern Area Office, has completed the 151 (6-month) Post Implementation Review (PIR) to measure the success of consolidation of mail processing operations from Clovis NM Customer Service Mail Processing Center (CSMPC) to the Lubbock TX P&DF. The AMP was approved on February 20, 2012.
The approved AMP transferred the processing of all originating and destinating letter, flat, and parcel volumes for the 881 ZIP Code service area to the Lubbock TX P&DF. The transfer of volumes was completed on May 4, 2013. The Clovis NM CSMPC (Clovis) is approximately 103 miles from the Lubbock TX P&DF (Lubbock).

The estimated total first year cost of $1,137,577 is below the proposed first year savings of $848,878 for the AMP. The PIR includes impacts that can be attributed to the following concurrent activities that occurred:
- The hub operation that remains at Clovis and the Clovis Northwest Station share the same finance number. There are Function 2, Function 3 and Function 4 workhours with increased costs to Clovis totaling $151,719 and which are not related to the AMP.
- The AMP of Roswell NM to Lubbock was implemented 4, 2013. The proposed increased workhour costs for this AMP to Lubbock is $389,336. Mail volumes were moved from Albuquerque NM P&DC to Lubbock TX P&DC. These operational mail moves were made at a cost of $515,533.
Adjusting for the various impacts, which total $1,056,188, the adjusted first year cost is $81,369.

Customer Service Considerations
There are 28 delivery rural routes at the Clovis CSMPC (Clovis Northwest Station). There are 2 retail counters and 1, 586 PO Boxes. The recommendation is to retain the facility with no planned consolidations. Clovis service scores are scattered. The district and area will review processes to ensure they align with established targets. Lubbock scores are just under pre-AMP and show impacts from the December holiday season.
Staffing Impacts
' Craft= Career+ Non-career
Lubbock had 1 0 craft employees over the proposed, including 13 additional clerks and mail handlers in mail processing. Some of the additional employees were from the Roswell AMP and some was from the operational changes from Albequerque to Lubbock discussed in the finanancial section. The management staffing for Lubbock is showing three positions over the proposed number, but the current authorized staffing for Lubbock is 14 positions .
. Transportation Changes
For the First PIR, the transportation savings were $658,720 which was $204,029 more than proposed savings. Most of the savings were the decrease in mileage Lubbock to Clovis versus Albuquerque to Clovis for ADC/AADC mail. Clovis to Lubbock is 103 miles versus 217 miles from Clovis to Albuquerque. HCR 88111 was terminated and replaced with HCR 793A3.
Equipment Relocation and Maintenance Impacts
Two DBCSs were relocated from Roswell to Lubbock which were not planned but were necessary to implement the AMP without a service standard change. The DBCS's were moved by postal

employees which impacted the maintenance costs at Lubbock. There were no equipment moves or costs allocated in the Clovis package.
One Time Costs
All of the one-time costs for Lubbock were included in the Roswell AMP PIR.
Space Impacts
The Clovis CSMPC (Clovis Northwest Station) is a 26,086 SF postal leased facility housing 28 delivery routes and hub operations for SCF 881 offices. There are 2 retail counters and 1.586 PO Boxes. The Node recommendation is to retain the facility. There are no recommended consolidations into the facility. It is recommended that 15,650 SF be identified as excess/unused space.
