And more on dog waste binsThe Parish Council has had a number of complaints about

dog waste being left on the pavement and footpaths. This isa plea to all dog-owners, please, not to let your dogs foul any

place where other people have to walk, and to use the dogwaste bins provided for the purpose of disposing of such

waste. Besides being unsanitary and potentially dangerous(Parvo Disease is carried in dog faeces and can

cause a related illness in children, sometimes

with serious complications), letting your dogfoul the pavement or footway is an offence, forwhich there is a fine.

Photocopier looking for a good home ,

The Parish Council has recently replaced its

photocopier, and is looking for a good home to

give the old one to. It is a fairly basic model —

J? does single-sided copies (but can be persuadedto do double-sided by mechanical means!). It is2ft x 18 inches x 18 inches, and comes with a

slightly larger cupboard base. This is free to any villagevoluntary organisation who can come and collect it, first-

come, first—served. Contact the Clerk if you are interested.

Roadside hedgesHouseholders are reminded that it is the responsibility of

anyone with a hedge at the front of their garden to ensure

that motorists' visibility is not restricted (including at road

junctions and across bends), and that the movement of

pedestrians, cycles or vehicles is not hindered by hedgegrowth. In legal terms, no roadside hedge or tree should

overgrow such that it extends forward of the established

Highway Boundary. Verges are considered part of the

public highway and so verges should not be obstructedeither. For safety reasons, roadside hedges are the

exception to the rule that no hedge-cutting should take

place during the bird—nesting season.

Funding surgeriesSouth Cambridgeshire District Council and the South

Cambridgeshire Council for Voluntary Services are holdinga series of funding surgeries across the District. In Julythere will be surgeries in:

All are walk-in sessions, running from 10 am to 3 pm,where people can find out about available grants, receiveinformation on becoming a charity, find out about theroles and responsibilities of trustees, or ask other

Station Road ditchThe District Council have asked that we publicise that in

July they will be cleaning out the ditch along Station Road.This ditch has become increasingly silted, to the pointwhere it no longer does its job of draining the surroundingland. They will need to remove 3-6 inches of silt, which willhave to be piled up on the banks (where most of it fell infrom in the first place). This work will not be done untilafter the nesting season.

Golf on the Recreation GroundPlease be aware that it is not permitted to

play, or practice, golf on the Recreation

Ground. Golf balls are dangerous missiles in

areas open to the general public, and theParish Council has had several complaintsrecently about people and property being putat risk by golf balls being hit around on the Rec.

July Parish Council meetingThe June Parish Council meeting will be on Wednesday5 July at 7 30 pm, in Willingham School. As usual, the

agenda will be posted on Friday 30 June on the VillageNotice Board outside the Public Hall, and in the Library;and there will be a slot in the meeting for members of the

public to address the Council on any matters (whether on

the agenda or not) which concern them.

District Council Report

South Cambridgeshire District Council has the

responsibility for planning decisions for the local area.

This not only means deciding on granting permission for

new houses and extensions but also longer term

planning for .the whole area. This is called the Local

Development Framework or LDF and the finishingtouches to this have been made over the last year. This

includes deciding where the houses that the Government

says must be built in the area should actually go.

To Willingham the biggest part of this scheme will

be Northstowe, the. new town to built near

Longstanton and Oakington bordered by the old

railway line. The old line will be the Guided Bus route

which is the responsibility of the County Council but is

crucial to the development of the new town. The

District Council had three real choices over the

Northstowe site. To limit the town as much as possibleby building only on the old airfield and golf club site,called Option A. To add on land to the other side of the

road as well, option B, making the town 1000 houses

bigger. Or finally Option C which would have seen the

biggest town of all by including about 600 acres of

land on Willingham side of the railway line. The

Council chose option A, the smallest possible, but

when finished in 20 years time it will still be the

biggest town in Cambridgeshire after Cambridge City.The whole LDF recommendations including

Northstowe can be viewed on the Council's Website.

The final decision is now being taken by a Government

Inspector whose report should be made by Christmas.

Because Willingham and Over now elect 3

Councillors to serve the two Villages there is an

election in every year when the County Council is

included. There is a suggestion that this should be

changed so that all three Councillors and the Parish

Council should be elected at the same time. Your three

District Councillors support this as it would save

£80,000 and we hope lead to a bigger turnout on

polling day. This year saw Councillor Corney re—

elected, next year Councillor Burling will stand for re-

election and Councillor Manning in 2008. It is

assumed that it will take that long to change the

system as the Government has to approve it.

This year saw another difficult year for the Council as

we were "capped" by the Government and so could not

raise the Council tax. The Council is actually spendingmore than it raises and has done so for many years. In

the past this was because the Council had such big cash

reserves that it was ordered to reduce them. This was

carried on for too long and now we face difficulties.

South Cambridgeshire remains in the lowest 10% of

English Councils for spending and a Band D taxpayer

pays £98 per year, but the Council spends £140. This

means that the Council must continue to make cuts and

become even more efficient to balance the books over

the next 4 years. This process has begun by reducing the

number of Senior Officers and making drastic changesto the management structure to try and save £550,000over the next 4 years without affecting services.

There are problems with increasing numbers of

Travellers setting up unauthorised encampments in the

area and putting a strain on the local resources. It is

really only happening in the area of Milton to

Sanesey, while Willingham and Cottenham have the

biggest problem at the moment. There have alwaysbeen Travellers camped in the area and these 10calTravellers who have lived here for generations are

being forced out by the influx, often from Ireland. We

need help from government legislation to restrict the

numbers in the "hot spots" thus protecting the locals,while providing space in the wider area of the Eastern

Counties for those with no real local connection. The

Council continues to try and do the best for the best for

everyone by enforcing planning laws equally andlfairly.I hope that Willingham remains a very attractive

place to live. If we Councillors can improve the front

line services, ie refuse collection, street cleaning and

the things that really affect peoples' lives, while

reducing the costs, it will be even better in the future.

How many times have you driven into or out of

a town and seen a sign saying: 'This town is

twinned with ...' andlwondered what on earth

that actually means to the people living in that town?

Well this could be your chance to find out.

The Fen Edge villages of Cottenham, Landbeach,Waterbeach, Rampton and Willingham are twinned

with a French town called Avrille. Avrille is a small

town close to Angers and south of Le Mans (famous for

the 24 hour car race), situated between the Brittanyregion and Loire Valley area in France.

The association has been running for about 8 years

now and we have a good number of members.

However there is always room for more people to joinand become involved. We have 'a real mixture of

members so whether you are single, a couple, a family,young, old, new to the villages or a born and bred local

you will find this an interesting group.

The twinning association arrange and take part in

annual visits with members of the Avrille group. Once

every two years we go to visit them and then in the

alternate year members from France come to visit us here.

These exchanges take place over a weekend, usuallyone of the May bank holidays. Various group activities

are planned for the visits giving you a good chance to

meet others in the group, both from France and the

other villages.Next year the French group will be coming to

England and we would be delighted to hear from anyone

interested in hosting one or more of our French visitors.

This is a real chance to visit real people not like beingon holiday and staying somewhere as a btourist. You get to stay with a familyand really see what it's like.

How's your French?

Are you interested in finding out how the French

live, or

Seeing from the inside by staying with a French

family in their home;Having a French family to stay with you;

A chance to practice your French or a reason to

learn a new language.It can lead to new friendships and a reason for extra

visits to Avrille to visit your French family — we tied in

a visit on our way home from our main summer

holiday this year. The area around Avrille is well worth

a visit — not far from the chateaux of the Loire and the

Brittany coast is also within reach.
