a pre-Happy Birthday Greeting to Civil Service Club! Yes, come 25 October 2011, the Club will be celebrating its 40th anniversary. The Club has indeed come a long way from its humble beginnings, located in a single-storey building at Dempsey Road, to a Club with 3 Clubhouses and a membership base of about 23,300. The highlights of the past forty years are chronologically listed on pages 6 to 8.

as part of the commemoration of this special anniversary, the Club launched the complimentary CSC-Passion Card for members in May 2011. Most members who opted in will receive their CSC-Passion Cards by early Jul 2011, together with a complimentary sports utility bag. a series of activities and promotional discounts will be organised for our members at the Club’s outlets in Oct 2011. an amazing Race, part of the biggest ever Public Service Sports Carnival, will be organised on 26 Nov 2011. The Race will end at Marina Barrage and Gardens By The Bay, the venue for the Carnival. a CSC Karaoke Singing Competition will be held, with preliminaries between aug and Nov 2011. The finals will be held at the CSC annual Countdown Party on 31 Dec 2011. (More details on page 10.)

Over the past months, all feedback received from members, be they accolades or suggestions for improvements, were promptly attended to. as a result, Bukit Batok Clubhouse has included more pool deck furniture, tightened its maintenance process, resolved the high-pitched noise emitting from the aircon condensers that affected the residents nearby, and organised more social activities. at Tessensohn Clubhouse, the unpleasant smells and smoke from the kitchen of our neighbouring Clubhouse was resolved by installing a proper venting duct in the kitchen to extract smoke from the kitchen. We would like to thank our members for their feedback.

The Club will continue to enhance its facilities to enable our members to have a more positive experience. The Multi-Purpose Hall at Tessensohn Clubhouse, which was recently painted, will have its badminton courts upgraded with BWF-approved green mats, umpire chairs and scoring systems. The table tennis courts will be upgraded with new tables and flooring. There will be a screen to compartmentalise the badminton courts, table tennis playing area and Climb asia. a Pro-shop will also be set up. all these upgrading works will be completed by end Jul 2011. at Bukit Batok Clubhouse, the extended indoor children’s playground is ready for use, and new car-park and Clubhouse directional signage will be up by Jul 2011; worn out swimming pool facilities are being repainted and the changing room facilities improved. as for Changi Clubhouse, the existing facilities will continue to be well-maintained. The works will depend on URa’s approval of our plan to renovate and upgrade the Clubhouse.

Since May 2011, the Club has reorganised some of the Corporate Services appointments to enable the management to synergise their roles more effectively to support the Club’s present and future needs. The main changes are reflected on page 11.

I would like to take this opportunity to welcome Ms Serene Chan as Manager of Corporate Services, effective from 1 Jun 2011. Serene has worked in both the commercial and Club sectors, and has a wealth of experience in HR and membership matters. I am confident that she will contribute to the Club’s efforts to better serve our members.

There is a need for rest and recreation for members in the Public Service. The pressures upon them have increased tremendously with Singapore’s rapid economic growth and the government’s greater involvement in the economy.

Soft opening of Changi Clubhouse by Mr Lee Ek Tieng, Club President on 21 November.

SCSSC participated in the launch of the Government Intranet System on 28 June by posting webpages featuring the Clubhouses’ facilities and their social, sports and recreational activities.

SCSSC was renamed to Civil Service Club in October 1996.

A new facility booking system was implemented to enable members to book the Club’s facilities at its clubhouses. The annual Public Service Sports Carnival was first held on 21 November.

Membership rules were simplified and fees lowered to attract more public officers to join. Spouses and children also enjoyed free membership.

First club in Singapore to provide members with online booking and payment services for social and sports activities. Internet homepage was launched.

Launch of online booking and payment services for clubhouse facilities, as well as its e-bulletin, “Eye-Catcher”, on the government intranet to internet subscribers. “Public Service Inter-Organisation Games” (PSIG) was renamed to “Staff Team up for Active sports and Recreation” Games (STAR Games).

25 October 1971 marked the founding of the Singapore Civil Service Sports Council (SCSSC) at the Tanglin Clubhouse on Dempsey Road.

Tanglin Clubhouse officially opened in April 1972.

Construction of the Tessensohn Clubhouse was started at a cost of $17.8 million.

The inter-territorial games between Singapore and Malaysia were inaugurated. Games were held twice a year on a home-and-away basis.

The Social Interaction Programme (SIP) was launched to help single officers in the civil service to come together through social activities.

Portsdown Clubhouse was returned to the Ministry of Defence in June.

A new membership system was implemented, replacing the scheme of voluntary contribution of fees. An affiliation scheme for sports organisations was started.

Inter-territorial games included women for the first time, recognising women’s growing involvement in sports.

The completed Tessensohn Clubhouse was handed over to the SCSSC on 30 September.

The Council took over the Portsdown Clubhouse in January.

Official opening of Tessensohn Clubhouse by President Wee Kim Wee on 9 June.

Launch of the Council’s first printed newsletter, replacing the former cyclostyled version. The quarterly newsletter had news on social and sports activities and upcoming events.

The Club of Choice for Public Officers2011 marks our 40th anniversary and heralds a new beginning. Today, CSC has come in sync with our members’ lifestyles, hobbies, and interests, and it is where individuals and families can come together for fun and quality bonding time!

Forty Years Of HistoryWith four decades of service, CSC has been playing an important role to provide recreational and sporting activities for civil servants. In the following pages, we take a nostalgic stroll down memory lane and look back at the changing times and vibes of the Club over forty years.

Looking Forward TogetherTessensohn Clubhouse has recently been upgraded, and Changi Clubhouse is also scheduled for renovation later this year. CSC faces challenging times ahead, as revenue has been impacted by the Integrated Resorts’ opening as well as rising operation costs. Despite this, we are always committed to our mission to offer our members the best facilities and activities we can, and we hope existing members will keep the faith and bring in more new members too!

To mark the occasion, a Memorandum of Understanding was signed on 19 May 2011 by Mr Ho Siong Hin, Executive Committee Member and Chairman House & Bar of CSC, and Mr Chan Boon Fui, Deputy Chief Executive, People’s Association.

Mr Ho described the tie-up between the two organisations as a “strategic alliance that will provide a strong resource base” which will “benefit our [CSC] members”. Mr Chan added, “The addition of the CSC to the PAssion Card family will result in a community that is more active and vibrant.” For example, CSC can now tap on PA Water Venture Outlets to provide CSC members with water sports programs, or the Outward Bound School for outdoor adventure programs.

CSC, in line with its aim of being a truly family club, is also the first in Singapore to introduce supplementary cards for the families of principal members, which allow their spouses, children and parents to become supplementary members at no additional charge.

AS part of the Civil Service Club (CSC)’s 40th anniversary celebrations, the club partnered the People’s Association (PA) to extend PAssion Card Benefits to CSC members. The CSC-PAssion card is offered to CSC members at no additional cost when they commit to a 2-year membership with the Club. The ultimate winners? CSC members – who benefit from getting the best of both the PAssion Card’s and the Club’s offers.

Tessensohn Clubhouse celebrated its 20th anniversary, with a treat to members who have been with us for the last 20 years. CSC was the first Club to host the Annual Dinner and Dance cum New Year Countdown at the new Integrated Resort at Marina Bay Sands.

To mark our 40th Anniversary, the Club has unveiled several initiatives to further enhance membership value, such as making members’ parents eligible for supplementary cards.

Parliamentary Secretary, Mr Teo Ser Luck, officiated at the opening of Climb Asia on 14 March.

CSC upgraded its jackpot facilities at the 3 Clubhouses to provide a modern and cosy environment for players.

2006CSC returned its Dempsey Clubhouse to Singapore Land Authority. It marked CSC’s 34th year at the Dempsey premises. The new Bukit Batok Clubhouse opened on 1 March, with President SR Nathan officiating at the opening.

2005 PSD announced progressive withdrawal of funding on TOL from the Club. CSC had to be self-sufficient henceforth.

CSC’s biggest sporting event, the Public Service Sports Carnival, took place on 26 October at Bishan Stadium. A&A works completed for badminton hall at Tessensohn Clubhouse.

2001

2003 With the opening of Farrer Park MRT Station along the North East Line, CSC Tessensohn was named as a landmark by LTA due to its prominence in the area. CSC assisted the Singapore Tourism Board and Economic Development Board to quarantine foreign students, who arrived from SARS-hit countries, in their chalets.

CSC’s first bowling center, Planet Bowl, was officially opened at Tessensohn Clubhouse on 27 October with special guests MediaCorp artiste Fann Wong and CSC Vice-President Mr Tan Guong Ching.

1. All contestants must be a CSC member or Public Officer.

2. Contestants are to provide the song title upon registration.

3. Only English and Mandarin songs are allowed.

4. Contestants are required to perform only 1 song subjected to a time limit of 5 minutes for all rounds, except final round.

5. Contestants are allowed to participate only once.

6. Contestants are allowed to perform any song of their choice.

7. Contestants are to bring their own CDs for the song performances for all rounds.

8. Contestants must be properly attired for all competition rounds. Indecent exposure is NOT allowed.

9. Contestants are to remain contactable by the organising committee throughout the competition period.

10. Contestants who decide to withdraw or are unable to turn up must inform the organisers at least 3 working days before the next qualifying round.

11. Contestants may perform the same song as another contestant in any round of the competition.

12. No communication is allowed with the judges during, before and after the competition, except at designated time slots on stage.

13. Judges’ decisions are final. Any forms of complaint with regard to the results will not be entertained by the judges or the organising committee. Any contestants who argue with the judge will be disqualified from the competition.

14. No refund will be made to the participants for any cancellation/No Show.

ONE hundred and forty-five mothers and their families celebrated Mother’s Day at Tessensohn Clubhouse on 8 May 11. They were treated to a sumptuous lunch, and an ensemble of songs, skits and dances. There were also stage games, such as catwalks by mothers and a dance competition. At the end of the event, all the mothers received a special gift from the Civil Service Club as a memento of a wonderful and memorable Mother’s Day afternoon at the Club.

CSC played host to Comifest 2, an annual gathering of comics, characters and games for cosplay fans. Comifest was first held at the Suntec Convention Centre. This year, the greenery and waters of Bukit Batok Clubhouse drew the organisers away from the concrete jungle and into a luscious green-and-blue natural setting!

Over the two days (4 to 5 June), the Club saw larger-than-life characters who stepped out from the pages of manga and fantasy comics. They descended upon the clubhouse, decked out in a dazzling riot of exotic costumes, colourful hairstyles and gung-ho attitudes mirroring those of their manga characters'. For cosplay and manga fans in Singapore, Comifest 2 was indeed a feast for the eyes and mind, with manga characters galore!

Participants and fans alike had a great time. Experienced cosplayer, Cassandra Thai, was dressed as Alice from Pandora Hearts, while her friend Jia Sin, a first-time participant, was there as Will of Abyss. Cassandra described the event as "awesome!" and "really fun", while Jia Sin said it was "fantastic" to be able to "wear fancy costumes which I don't get to do in school". Zhiwen, in the guise of sword-wielding Hitsugaya Toushirou, was also taking part in his first cosplay event and felt it was a great experience!

It was a indeed treat for our members, visitors and photographers who came to capture the parade of flamboyant costumes and props.

sports:MHA Trumps All In Beach Volleyball

THE Public Service Beach Volleyball Tournament, held at a beach volleyball court at Clementi Ave 2, on Friday, 13 May 2011, saw Ministry of Home Affairs (MHA) crowned champions by a distance. Its men’s teams romped to a clean sweep of the top four positions, while their female counterparts also excelled, finishing second and fourth in the Women’s categories. Twenty-two

teams from nine government agencies participated in the event. MHA team captain Mr Wong Chee Wui said his teams hope to maintain this winning streak, which he described would be “even more challenging” in future. He credited the weekly training sessions for the teams’ fitness and winning performances, and support from their supervisors and colleagues in accommodating to their training and tournament schedules.

Bowling Over The Rest

THE Public Service Bowling Competition finals was held from 23 Apr to 14 May 2011 at Westwood Bowl, Club CSC @ Bukit Batok. Held in conjunction with the Public Service Week, the event was very well attended with 215 teams from 30 government agencies participating in the event. Despite tough competition from the other ministries, the Ministry of Education (MOE) teams managed to hold their own. MOE emerged overall champion by coming in top the Women’s Category and second in the Mixed Category. According to Miss Lim Fong Yee, MOE’s bowling convenor, it was because the team members “played beyond themselves” and were “well-prepared”, thanks to their weekly training every Sunday before the finals. Besides feeling delighted, she expressed appreciation to CSC for the opportunities to build friendships and to meet bowling enthusiasts from various ministries.

THE Ministry of Education (MOE) teams showed their prowess in netball by emerging champions and first runner-up at the Public Service Netball Tournament held on Saturday, 21 May 2011, at the CCAB Sports Hall. The event attracted 18 teams from eleven government agencies. Champion MOE (1) captain Tan Seok Kuan. She attributed the team’s “love of the game” and the fun factor which motivated them to perform well. In addition, the chemistry and bond between the more experienced players and the younger ones were crucial to their success. First runner-up MOE (2) co-captain Ms Irene Heng said her team was elated with its performance and the players had an enjoyable time during the matches. Despite insufficient training, they managed to bond together over their “passion” and did well in the tournament.

Splashing To A StalemateTHE Public Service Swimming Meet 2011 saw a neck-to-neck race between Ministry of Education (MOE) and Ministry of Defence (MINDEF), with both teams ending up in a tie for the top position. Held on Saturday, 16 Apr, at Club CSC @ Tessensohn, the event attracted 22 teams from various government agencies. In the Women’s Category, MOE came out tops while their male counterparts from MINDEF won the Men’s category.

MOE’s convenor, Mr Ivan Teo, praised the women’s team for their outstanding performance in retaining its crown and cited the effort, good teamwork and camaraderie of the entire team for the ministry’s success. He also gave credit to the “carnival atmosphere” which participants enjoyed. Mr Ong Kian Meng, MINDEF’s team manager, said his team felt delighted in defending the championship. Through an intensive 12-session training schedule and the swimmers’ “passion and fighting spirit”, the good results were achieved. He also pointed to the unity of the team, which comprised team mates from the army, navy and air force, as a key factor.

Tennis Champions MOH Beats The Odds

THE Ministry of Health (MOH) team notched its fourth championship in the Public Service Tennis Tournament in six years despite the loss of three key players. Twenty-three teams from 19 government agencies took part in this

year’s tournament which was held at the Kallang and Yio Chu Kang Tennis Centre from 12 Apr to 18 May 2011. MOH team captain Dr Julian Theng recounted how his team had to overcome the loss of three strong doubles players and said that his players were thrilled to have won the keenly-contested tournament. At one point, the team was trailing in all the matches being played concurrently, but they refused to give up and dug in for a particularly sweet and rewarding win in the end. Dr Theng pay tribute to his players’ “valiant spirit” and the fact that a few of them were experienced ex-national players. His team, comprising mostly doctors, also managed to work around their packed work schedules to put in enough practice time to prepare for the finals.
