 For the week ending July 24 Y N Y O N Immigration Enforcement: The House voted, 241-179, to deny law-enforcement grants to “sanctuary cities” that decline to act as an arm of federal immigration enforcement on grounds that that would undercut community policing efforts. A yes vote was to send HR 3009 to the Senate. Y N Y N N Coal-Ash Regulation:  The House voted, 258 -166, to give states power to regulate coal- ash sludge stored by power plants. A yes vote was to pass a bill allowing states to enforce an Environmental Protection Agency rule to protect drinking-water sources from ash contamination. (HR 1734) Drinking Water Safety: The House refused, 192-231, to require operators of coal-ash impoundment sites to provide notification and alternative sources of drinking water to properties where wells show signs of contamination by coal-ash sludge. A yes vote backed the amendment to HR 1734. Voluntary Labeling of GMO Foods:  The House voted, 275-150, to establish a system of voluntary, state-run rules for labeling foods that contain genetically modified organisms (GMOs). The rules would have to comply with federally set standards. A yes vote was to send HR 1599 to the Senate. Mandatory GMO Labeling: The House defeated, 123-303, an amendment to HR 1599 (above) that sought to require mandatory, federally run labeling of foods that contain genetically modified organisms (GMOs). A yes vote backed mandatory rather than voluntary GMO labeling. Six-Year Transportation Bill: The Senate voted, 62-36, to start debate on a bill that would authorize $317 billion over six years for highway and mass-transit construction projects. The bill was only partially paid for at this early stage of debate. A yes vote was to start work on HR 22.  In the week o f July 27, the House will t ake up bills on federal regulations and veterans’ programs, while the Senate will resume debate on a six-year transportation bill.
