Strong headwinds ate up fuel and forced a pilot to make an emergency landing in a hayfield south of Dawson Creek Thursday morning.
The man, who officials are not identifying, was un-injured after he landed his Cessna near Gundy, 13 miles short of the Dawson Creek airport.
According to Transporta-tion Safety Board (TSB) in-vestigator John Tavernini, the pilot had set out for Dawson Creek from Lacombe, Alta.
and had refueled in Edson.However, windy condi-
tions drained fuel faster than the pilot expected.
"Headwinds experienced were greater than expected, which resulted in a greater fuel flow," Tavernini said.
The pilot ran out of fuel around 10 a.m.
Dawson Creek RCMP re-sponded to the incident and gave the pilot a ride into town. The plane appeared to be largely undamaged, while damage to the field that served as a makeshift runway seemed to be minimal.

About the Project
NOVA Gas Transmission Ltd. (NGTL), a wholly owned subsidiary of TransCanada PipeLines Limited (TransCanada), is proposing to construct, own and operate an expansion to the NGTL System that will safely deliver natural gas. The pipeline will consist of approximately 85 kilometres (km) of up to 36-inch diameter (914 mm) pipe that will start in the County of Saddle Hills, 80 km northwest of Grande Prairie, Alta., and end 31 km southeast of Fort St John, B.C. in the Peace River Regional District. NGTL anticipates filing an application with the National Energy Board in the third quarter of 2015.

A scathing report released Wednes-day from the Auditor General for Local Government (AGLG) found “significant issues” with the way Dawson Creek man-aged and planned the building of the Cal-vin Kruk Centre for the Arts.
The biggest issues involved the city’s project decision-making, risk manage-ment, cost estimates and budgeting oversight.
Originally budgeted at $10 million, the cost of the project increased sev-eral times, eventually reaching a total of $17.63 million.
The project also experienced signifi-cant delays.
The report found that the city did not carry out a full assessment, manage project risks prior to launch, nor did it complete a full business case.
“As a result, the city left itself open to the possibility of significant unantici-pated project delays and cost increas-es,” the report said, which manifested as the project progressed.
The city could have done more to achieve cost predictability, particularly given the “volatile nature of Dawson Creek’s construction sector at the time the project was underway,” the report reads.
The AGLG also found that the city
should have built a much larger contin-gency into the budget.
Council oversight of the project was also lacking, mostly because of a failure to implement a project steering com-mittee — something council consid-ered, but ultimately decided against.
A similar project design and review committee was created instead, but the audit found it did not produce any formal reports, nor did the committee have any teeth.
The audit states council should have provided clear direction to the commit-tee, especially since it made major de-cisions, including changes to the origi-
nal scope. However, it did find cases of informal, verbal reports made by the committee to council.
The project experienced major prob-lems early on.
The conversion of the old post office building officially began May 6, 2011.
Several delays in construction oc-curred from 2011 to 2012. In June of 2012, reports from architects and a project management firm showed
several issues with schedule and cost, which ultimately delayed its com-pletion date.

The B.C. Coroner's Service has identified the man killed by police outside a Dawson Creek res-taurant last week as James Daniel McIntyre, 48.
Officials say the man was a resident of Dawson Creek, and family members are asking for privacy.
McIntyre was shot dead July 16 after allegedly confronting police outside a Dawson Creek res-taurant at around 6:30 July 16. Investigators say the man was wearing a mask and refused to drop a knife.
Little is known about the man, but details are emerging, including that McIntyre had worked as a dishwasher and cook's assistant at Le's Family Restaurant on 8th Street.
Despite having worked there for almost four years, owner Le Nguyen said he knew little about McIntyre, saying he seemed like a "normal guy."
"He was a hard worker," he told the Alaska Highway News at the restaurant Sunday, saying he "didn't know anything about him as a person."
On Friday, Nguyen's son, who manages the restaurant, phoned McIntyre's mother to find out why he was not at work.
Nguyen was “shocked” to discover that the vic-tim was one of his employees. He said that the grey sweatshirt and jeans worn by the man in videos taken after the shooting appeared to be similar to clothing McIntyre wore.
“I thought maybe it was him,” he said of the vid-eos. “Somebody saw a video that looked like him, dressed like that.”
When contacted by Alaska Highway News, a woman believed to be a relative said “we don’t have any comment at this time, please respect our privacy,” before hanging up.
Saturday afternoon, an apartment listed for the family member was raided by Dawson Creek RCMP. However, police say that raid was connect-ed with the disruption at a Site C event and not the shooting itself.
Since the shooting, Twitter users associated with the hacker group Anonymous have claimed the victim was an associate. Two witnesses at the scene said the man appeared to be wearing a Guy Fawkes mask, which is associated with the group.
Sunday morning, Anonymous “members” promising to reveal personal information about the officers involved claimed responsibility for cy-ber attacks that temporarily disabled some RCMP websites. Most of the websites were back up by Sunday afternoon.
McIntyre was shot outside Fixx Urban Grill,
which was hosting an open house on the Site C dam Thursday night. The controversial $8.8 billion dam on the Peace River has the go-ahead to begin construction from the province.
Investigators originally said the victim was “be-lieved to be connected” to a man who knocked over tables and display boards at the event. How-ever, 24-hours later, the Independent Investiga-tions Office revealed that man had never come into contact with police and was alive and well. Spokesperson Kellie Kilpatrick attributed the mix-up to the large number of “moving parts” involved in the investigation.
It is unknown whether McIntyre is associated with the Twitter user jay mack, who at 2:23 p.m. July 16 posted “Anonymous splinter group 2 attend the scheduled meeting in Dawson Creek tonight starting at 6 pm.” The user, who regularly posted links to stories about Anonymous and issues re-lated to oil and gas, has not been active since.

Construction work is progressing well on the Dawson Creek/Chetwynd Area Transmission Project (DCAT).
Starting in June and throughout the summer, helicopter work will be taking place along the DCAT right-of-way. Helicopters are being used intermittently for conductor stringing between the Pine River area and Dawson Creek Substation.
Please note that helicopter work is weather dependent, so all dates are approximate.
BC Hydro and its contractors have obtained the necessary permits and permissions, and will be in compliance with Transport Canada requirements.

wrap up the project within six months. Unable to do so, the contractor left the construction site in January 2013.
The architects and the project man-agement firm reports estimated that another $1.4 to $1.8 million would be required to see the project through. The city put the remaining work to tender that year, and received one bid that was about double that — at $3.27 million.
The city then cancelled the tender and contacted several other contractors in an effort to find a firm prepared to do the work at a lower cost. In Novem-ber 2013, the city awarded the contract for the remainder of the work to Hegge Construction, valued at $2.7 million.
It eventually opened in September 2014 — years overdue. According to an Alaska Highway News report on the be-ginning of the renovation, the project was supposed to be complete by De-cember 2011.
Dawson Creek taxpayers are on the hook for long-term debt of $3.93 mil-lion, while local taxation and reserves
accounted for $2.63 million. Mike Bernier was the mayor of Daw-
son Creek while the project moved through council. He was replaced by Dale Bumstead in a byelection, follow-ing Bernier’s successful bid to become South Peace MLA.
Bernier welcomed the AGLG report, as did the current mayor and council.
“Council at the time worked with professional project developers and managers to assess and plan for all the known and anticipated risks,” Bernier said via text message. “[We] made the best decisions with the information [we] had. Delays were due to many fac-tors and council did the best it could to manage the process.”
Chief Administrative Officer Jim Chute notes that the recommendations from the report will be rolled into poli-cies for the 2016 budget year, as per the city’s action plan that was developed as a part of the report.
The action plan also includes recom-mendations that the city should prepare a business case prior to council ap-proval for all significant projects, iden-tify major risks with each new proposed
project, assess and mitigate these risks, ensure that cost estimates and budgets for capital projects include sufficient contingencies, develop clear policy on the delegation of authority to council committees including forming steering committees, strengthen procurement and conflict of interest policies, and en-hance capital asset management.
The findings of the report were avail-able to the city prior to its consideration of the Memorial Arena and Curling Rink upgrades, and were implemented in that process according to Chute and Bumstead.
The report cost the city $15,000 in staff time, Chute said, as well as addi-tional time spent by council that the city did not attach a dollar value to.
The audit itself ran into overruns, taking just under two years to complete, about a year longer than planned. In March, the province fired Auditor Gen-eral for Local Government Basia Ruta after she refused to participate in an outside review of her office, which had completed only three of several dozen scheduled audits over the course of two years.
The audit also found that the city had good practices in some areas. For example, the city carried out capi-tal project procurement consistent-ly with its policies and made some progress during the period covered by the audit toward the develop-ment of a capital asset management plan. The City of Dawson Creek once again posted a $10 million payroll in 2014, according to the city's latest "sunshine" list.
Released last month, the city's 2014 Statement of Finan-cial Information includes a list of all employees making over $75,000 a year, as well as money paid to elected officials. Munici-palities are required to release
the information under provin-cial transparency laws aimed at publicizing how taxpayer dol-lars are spent.
Of the top ten highest paid employees in 2014, seven were firefighters, while Chief Ad-ministrative Officer Jim Chute topped the list with a remunera-tion of $188,481.74.
The figures listed in the re-port include not only salary, but "extras" like employer paid health care, car allowances,
bonuses and unused vacation time.
City staff were paid a total of
$10,558,432.59 in 2014, around $40,000 more than the previ-ous year, while money paid to
elected officials rose slightly to $158,189.50 from $140,323.54.

A local MMA fighter has won an world amateur MMA championship.
On Saturday, Jamie Her-rington — a fighter with the
Fivestar Fight League in Fort St. John — won the 2015 International Mixed Martial Arts Federation world ama-teur championship in the 145 pound (featherweight) divi-sion.
The competition featured
amateur fighters from Europe, Canada, and the U.S. compet-ing for glory in Las Vegas from July 6 to 11.
Herrington won the match in the third round with a TKO against her opponent, Ireland’s Sinead Kavanagh.
Video posted of the fight online showed Herrington getting on top of her oppo-nent before dealing a flurry of punches to her opponent’s head in the fight’s closing moment.
Herrington had to work her way through two differ-ent opponents before she faced Kavanagh. The first was Sweden’s Cornelia Holm, whom Herrington defeated with an armbar in the second round. Her next opponent was Germany’s Julia Dorny, whom she defeated in an unanimous decision by the judges.
Herrington was one of only two Canadians to receive a gold medal at the competition.

er, Dylan Lielke, also com-peted in the world amateur championship, in the 155 pound (lightweight) division. While Lielke was able to beat his first opponent, South Af-rica’s Marcel Els, with an TKO in the third round, Lielke gave in to an armbar placed upon him by Italy’s Davide La Torre. La Torre would eventu-ally receive a bronze medal.

There are very few venomous insects in North America. Nevertheless, insect stings and bites can pose a risk. In addition to being very unpleasant, they can cause severe reactions in those who are allergic. Some insects can also transmit certain diseases to humans.
It is important to make the distinction between the terms “bite” and “sting”. A sting occurs when an insect thrusts its stinger into the skin. Bees, bumble bees, wasps and red ants are stinging insects. On the other hand, mosquitoes, � ies, bedbugs and ticks bite and feed on human or animal blood.
SymptomsThe most common symptoms associated with insect
stings and bites are:• Burning• Itching
• Pain• Swelling
• Redness
Severe allergic reaction symptoms associated with an insect sting include: drop in blood pressure, di� culty breathing, intense swelling and generalized urticaria (hives).
DiagnosisInsect stings and bites are diagnosed by the person
a� ected, based on the symptoms. However, if a severe allergic reaction occurs, it is important to seek medical care as promptly as possible. The physician will assess the signs and if the bite involves a tick or mite, he will be able to conduct a more in-depth examination and determine whether the insect has imbedded itself in the skin or is at the skin’s surface.
TreatmentThe only thing one can do after having been bitten
or stung by an insect is to wait for the symptoms to disappear. To alleviate symptoms, ice, cold compresses or calamine lotion is recommended. Your pharmacist may also suggest an antihistamine (Benadryl©, Reactine©, etc.) to help reduce the swelling and itching. If you have been stung by a bee, it is important to remove the stinger from the skin. The use of tweezers (disinfected with 70% alcohol) is recommended. If an allergic reaction occurs, a dose of epinephrine (Epipen® or Twinject®) can be injected according to the directions for use.
Insect repellentsThe combined use of commercial insect repellents
and the preventive measures listed above are sure to help prevent insect bites. These methods also reduce the risk of contracting diseases spread by insects.
Regardless of the insect repellent, it is important to read the label and to follow the directions for use. It is also important to avoid getting repellent in the eyes. Should this occur, rinse eyes immediately.

clothing. Avoid applying repellent on open sores and irritated skin. It is recommended to reapply insect repellent as needed only, based on the protection time of the given product. Once protection is no longer necessary, wash skin with soap and water. For safety reasons, avoid inhaling spray mists that emanate from these products.
There are several products on the market. Note: It would seem that insect repellent bracelets and “bug zapping” devices are not e� ective at repelling mosquitoes.
Products that contain citronella can actually make the skin more sensitive. Furthermore, there is controversy surrounding citronella and lavender oil and possible health risks. The use of these products is currently on a downward trend. The use of lavender oil based products is not recommended in those under 2 years of age. As for P-menthane 3,8-diol. it should not be used before the age of 3 years.
DEET-based products (N,N-diethyl-meta-toluamide) repel mosquitoes, ticks and arthropods from surfaces where they are applied. It is not recommended to use a concentration that exceeds 30% since the risk associated with the toxic eff ect of these higher concentrations outweighs the bene� ts.
Pregnant and nursing women It is safe for women who are pregnant or nursing to use DEET insect repellents with a concentration of 30% or less.
Children under 6 months of age Do not use insect repellents containing DEET on infants.
Children aged 6 months to 2 years Generally speaking, the use of DEET in children of this age group is not recommended. However, in situations where there is a high risk for complications (severe allergy for example) the use of a low DEET concentration (10% or less) can be considered but no more than once a day. It is also recommended that insect repellents not be applied to the hands and faces of children to reduce the risk of eye and mouth contact. Prolonged and repeated use should be avoided.
Children between 2-12 years of age A low concentration of DEET insect repellents (10% or less) is recommended. Application should not exceed three times a day. Again, prolonged use is not recommended.

B.C. were in Dawson Creek Friday and Saturday for the Seals’ annual midseason meet.
The Dawson Creek Seals Invitational has been held ever year since 1969, according to coach Danny Schilds. Around 130 swimmers of all ages from Dawson Creek, Fort St. John, Prince George and Quesnel were at the weekend swim off.
“We’re right in the middle of the season,” Schilds said poolside. “We’ve got one more meet then regionals in Mackenzie in August and provincials this year in Victoria.”

Cops for Cancer hosts jail and bail
Prominent members of the commu-nity frantically hit up friends and fam-ily for bail money while locked in an impromptu jailhouse at the Lakeview Credit Union parking lot in Dawson
Creek Thursday. It was all for a good cause, as the
Dawson Creek RCMP and the Lakeview Credit Union held the fifth annual Cops for Cancer Jail and Bail.
All proceeds went directly to the Ca-nadian Cancer Society.
Throughout the spring and summer,
riders on the Cops for Cancer bike tour and other fundraising partners host community events to spread the word and increase awareness and support for children and their families living with cancer.
“People have nominated everyone in this jail,” Dawson Creek RCMP officer
Matt Gould said."We’ve issued warrants for their ar-
rest for various things such as harassing their employees, and having too long hair.”

She will be lovingly remembered by her husband of 53 years, Stuart Minifie, her children Shelan Hanna (Ken), Lori Anderson (Dan), Scott Minifie (Brianne), her grandchildren, Ashlee and Breeann (Francis), Rylan, Trevor and Jenna (Pickett), her great grandson, Dayten (Tom), her brother Ken Correnti, as well as numerous other family members and friends. Anita and Stu met in high school and were married September 16, 1961 in Revelstoke, BC and began their family in 1965. After living in various cities throughout BC, Stuart’s career brought the family to Dawson Creek where they resided for 25 years. Anita enjoyed raising her children and watching her grandchildren grow and was happiest when surrounded by her family and friends. A beautiful celebration of life was held on June 29, 2015 at the Desert Cove Community Hall. Close family friend, Stan Beaulieu, lead the service and son-in-law, Dan Anderson, presented the eulogy. Many family members and friends gathered to remember Anita and their happy memories with her. For those wishing to do so, a memorial donation may be made in Anita’s memory to the Vernon Jubilee Hospital Foundation. r0011079965

Lorne passed away on July 3, 2015 after a battle with cancer. Richard Benedict WheelerSeptember 10, 1936 – July 2, 2015
Richard Benedict Wheeler was born September 10, 1936 in Gander, Newfoundland, to Leslie Wheeler and Bridget Healey. He passed away on July 2, 2015 in Dawson Creek, British Columbia, at the age of 78. He was predeceased by both parents, his sib-lings Elmo, Lionel, Warren, and Lorraine, his loving wife Mary Wheeler, son Richard Wheeler, daughter Darlene Cassell,and grandson Douglas Horton. Richard is survived by his sister Marion Sandegren, children Peggy Horton, John Wheeler,Marion (Ian) Morrison, Mary Remenyk, Jim (Carrie) Wheeler,and numerous grandchildren and great grandchildren.
A memorial service was held for Richard on July 10, 2015 at the Bergeron Funeral Chapel in Dawson Creek, British Columbia. Don Wilson1940 ~ 2015
Donald Alexander Wilson was born August 9, 1940 in Winnipeg, Manitoba. He was the oldest child and only son of Alex and Florence Wilson. The family moved to Abbotsford, BC where two major events impacted his early years: at 12 his mom passed away suddenly and then at the age of 14 he put his trust in Jesus Christ, choosing to spend his life following Him.In 1958, looking for new adventures, he headed to the Peace Country. In Dawson Creek he found a job at City Hall and a lovely young lady named Ella. He managed to win her over and they were married on Dec. 29, 1962. Don was involved in starting Sunday Schools in Sunrise Valley,
Kilkerran, and Tower Lake. He also led an Awana club. For 13 years Don worked for School District #59. In 1981, he started his own bookkeeping business and then purchased the Bemaray Answering Service. In 2003, the business was sold due to failing health. During retirement, he was able to spend more time studying his Bible, learning computer programs, and researching and writing the book he had always planned. Don was a gentle, quiet person. He was not overly social, but loved to sit down one on one and get to know people. Chocolate was his favorite food group. He was a true gentleman, always modest, expressing thanks, polite and considerate right up to his last days. His legacy to us is one of love and an example of how to live a life that has eternal value.Don loved music and singing and was singing up to a day before his death. On July 3, 2015, he entered heaven while Ella and Dawn were singing one of his favorite hymns. He leaves behind his wife Ella, daughters Fay, Dawn, Gale, Penny, son Lorry, and numerous grandchildren and great-grandchildren.Don’s funeral was held July 7th at Bergeron’s Funeral Chapel with a tea following at New Beginnings Baptist Church (a building his father had helped build in the 1950’s). He is buried in Brookside Cemetery. The family wishes to thank the many people who assisted them at this difficult time. Expressions of sympathy in memory of Don may be made by donation to New Beginnings Baptist Church, P.O.
