It was a double honor because this is the year of our 60th Wedding Anniversary and the 60th year that Stier Bus Company has been in business. We were blessed with perfect weather. We enjoyed being part of the parade and were amazed at the spectacular fireworks display to close the celebration. in and for the County of Scott, Minnesota, met in the Courthouse Board Room in the City of Shakopee, Minnesota, and convened at 10:05 a.m., with the following members present: Commissioner wolf, presiding, Commissioner wagner, Commissioner Menden, Commissioner Marschall, and Commissioner ulrich.

(2) On a motion by Commissioner ulrich, seconded by Commissioner Menden the Minutes of june 18, 2013 were approved.

(3) Assure Long Term Fiscal Stability:

A. Commissioner ulrich moved, seconded by Commissioner wolf to remove from the table the request to approve the Amendment to the Royalty Agreement between Scott County and Great Plains Sand, LLC dated july 9, 2012. The motion car-ried unanimously.

Commissioner Marschall moved, seconded by Commissioner ulrich to approve the Amendment to the Royalty Agreement between Scott County and Great Plains Sand, LLC dated july 9, 2012. The motion carried on a vote of three ayes with Commissioners wagner and Menden dissenting.

(4) Consent Agenda:On a motion by Commissioner

Marschall, seconded by Commissioner ulrich, the following actions were approved unanimously. All resolutions are available in the office of the County Administrator and are made a part of this record by reference.

A. Approve the designation of Public Health Nursing Director Merrilee Brown and Public Health Emergency Preparedness Coordinator Alexa Rundquist as the Community Health Services Agency representative and alternate, respectively, to the Metro Region Emergency Medical Services Committee, a sub-committee of the Metro Emergency Services Board.

B. Approve receipt of funding from the Department of Employment and Economic Development in the amount of $46,588 for the Minnesota Youth Program 2013 Program Year.

C. Approve receipt of funding from the Department of Employment and Economic Development in the amount of $55,800 for the Senior Community Service Employment Program 2013 Program year.

D. Approve the request for Conditional use Permit (#1359-C-9) for jim Pass, applicant, to oper-ate a contractor yard and outdoor storage in Section 4 of Sand Creek Township, zoned I-1. This action is in accordance with Chapter 60 of the Scott County Zoning Ordinance No. 3 based on the criteria listed for approval.

E. Approve the request for Conditional use Permit (#1361-C-8) for Randal wagner, applicant, to operate a feedlot having over 250 animal units in Section 29 of New Market Township, zoned uER. This action is in accordance with Chapters 2, 9, and 30 of the Scott County Zoning Ordinance No. 3 based on the criteria listed for approval.

F. Adopt Resolution No. 2013-118; Authorizing Entering Into Agreement No. 04162 with the State of Minnesota Department of Transportation for Federal Participation in a Force Account for the County Proactive Safety Improvement Project.

G. Adopt Resolution No. 2013-120; Authorizing Entering Into an Agreement with Bolton and Menk, Inc. for Project Management and Inspection Services on the County Highway 12 Project.

H. Approve the 2013 Renewal Application for a 3.2 Malt Liquor License for jordan Knights of Columbus in Helena Township.

I. Approve the renewal of the Service Agreement with the Southwest Metro Educational Cooperative for the period july 1, 2013 through june 30, 2014.

Commissioner Marschall moved, seconded by Commissioner Menden to accept the proposal and authorize contracting with Integra Telecommunication for fiber con-struction; and authorize Cost Sharing and Cooperative use Agreements with Integra Telecommunications, the City of Prior Lake, the State of Minnesota, and Access Communication. The motion carried unanimously.

B. Natural Resource Program Manager Paul Nelson stated the purpose of today’s public hearing is to receive comments on Plan Amendment #3 to the Scott watershed Management Organization (wMO) Comprehensive water Resources Management Plan.

Commissioner Marschall moved, seconded by Commissioner ulrich to open the public hearing at 10:32 a.m. The motion carried unanimously.

Hearing no public comment, Commissioner ulrich moved, sec-onded by Commissioner Marschall to close the public hearing at 10:32 a.m.

(6) Assure Long Term Fiscal Stability Continued:

(7) Provide a Supportive Organizational Culture:

A. Commissioner wolf moved, seconded by Commissioner Menden to adopt Resolution No. 2013-117; Designating a Community Health Services Administrator and Authorized Agent for the Scott County Community Health Board. A copy of the resolution is avail-able in the office of the County Administrator and is made a part of this record by reference. The motion carried unanimously.

B. Chair wolf recessed the meeting at 10:59 a.m. to conduct a closed ses-sion to discuss the County Attorney salary appeal and reconvened the meeting at 11:00 a.m.

Commissioner Menden moved, seconded by Commissioner wagner to discuss the County Attorney salary appeal in an open meeting.

Commissioner Menden withdrew him motion and Commissioner wagner withdrew his second.

Chair wolf recessed the meeting at 11:07 a.m. and reconvened the meet-ing at 11:30 a.m.

(8) Other Business:Commissioner wagner moved, sec-

onded by Commissioner Menden to direct legal counsel to proceed with an appeal of the Court’s decision granting the 5% salary increase to the County Attorney.

The motion failed on a vote of two ayes with Commissioners wolf, Marschall and ulrich dissenting.

fied for this tournament and will be competing for a top award of $4,000 and a berth in the 2014 FLw College Fishing National Championship.“They’re going to catch big

stringers whether they’re fish-ing on Lake St. Clair or Erie,” said Chevy pro Larry Nixon of Bee Branch, Ark., who won when the FLw Tour visited the Detroit River in 2012. “You can fish the (Detroit) river and catch fish, but I doubt that you can

compete for the win. You really can’t catch 13 or 14 pounds a day consistently there. And on the weekends it can be a night-mare with all of the boat traf-fic.”Nixon said that the teams fish-

ing Lake Erie would be target-ing the deep, isolated reefs and ridges while those choosing to fish Lake St. Clair would be searching for the massive schools of smallmouth.“The winners are going to

have in the neighborhood of 18 to 21 pounds a day,” Nixon said. “It’s usually a 20-pound-a-day average to have a shot at win-ning any tournament up there. It’s going to be real competitive because I know how bad those college kids want to qualify for the championship.”
