THIRTY YEARS ON!With July almost upon us, we at Eye Publications are also in a reflective mood, for it was thirty short years ago that we decided tostart publishing this local magazine. Originally just an A4 sheet utilising old and tried methods of type setting, we soon were toembrace the new technology of desk top printing.

In 1989 the Pimlico Eye had its target readership confined to justPimlico. A year later the title was changed to its present name -Pimlico & Belgravia Eye which now covers Belgravia, Victoria,Petty France & Millbank. The print run was and still is 10,000

copies.

With 30 years oflocal experience,we can advisepotential clientson the best wayto promote theirhair salon, restaurant orhealth club. Wealso can deliverleaflets or menusas an insert.

Throughout theyears we havepromoted 100’s oflocal businesses,and have broughtto the attention of

readers several interesting facts about their surrounding area.From the numerous blue plaques to many of the local charities,churches and the world’s oldest youth club who carry out important work in the community they service. We have alsoreviewed several local restaurants.

In December 2006 we switched to full colour printing with morepages. Unlike several local newspapers, we still provide a full handdelivery service covering 90% of the area. The publication is alsoavailable on-line and at local libraries. To date we have printedand delivered almost 4 million copies.

We would like to thanks all our clients, readers, printers and handdelivery persons who have worked so hard over the past 30 years,and hope to be with you for the next years.

NIGEL SLATER’S TOAST AT THE OTHER PALACECookery writer Nigel Slater has penned cookery books and Observercolumn for over 20 years and has presented several television series,endearing himself to his legion of fans.

But now his autobiography, Toast: The Story of a Boy’s Hunger, hasbeen stage adapted by writer Henry Filloux-Bennett. A telling story ofhow food provided comfort in escaping the misery of his childhoodafter his mother’s death at the age of nine. Young Nigel, a keen cook,had to contend with a lack of love from his father and a war of attritionwith his new stepmother – the family’s former cleaner and and cook.

Initially made into a BBC film, and following its world premiere at The

Lowry, Salford, in May and a sold-out run at as part of TraverseFestival 2018 at the Edinburgh Festival, Toast is currently wowingaudiences at Victoria’s The Other Palace until 3rd August.

Nigel’s childhood is told through the tastes and smells he grew upwith, and audiences are offered samples of the dishes and tastes central to his story during the show.

Nigel Slater said: “With casting now complete it’s an extremely excitingtime as the words on the page start to come to life. To have your lifestory portrayed through film was incredible but there was always thatthing with film that no matter how beautifully something’s shot, it isn’tquite real. And this production will be. That, for me, is very, very exciting.”

WELLINGTON BARRACKSis a military barracks in Westminster, for the Foot Guards battalionson public duties in that area. The building is located about threehundred yards from Buckingham Palace, allowing the guard to beable to reach the palace very quickly in an emergency, and liesbetween Birdcage Walk and Petty France. Three companies arebased at the barracks, as well as all of the Foot Guards bands andthe regimental headquarters.

The Barracks were designed by Sir Francis Smith and Philip

Hardwick and opened in 1833.. The Guards Chapel was rebuilt inthe 1960s after the original chapel was destroyed by a bomb inWorld War II. On 31st August 2007, Diana, Princess of Wales' twosons, Prince William and Prince Harry, organised a memorial service in the chapel, marking the 10th anniversary of their mother's death. The Grenadier Guards, Coldstream Guards andScots Guards currently have a company based at the barracks.

Wellington Barracks has many amenities open to those workingand living within the barracks. There is a Bar for the junior ranks,which has many games available including horse racing andsnooker tables. The cost cutter shop with a self-serve restaurant, amasseur and mess are located here. There is a single serving personnel room with Internet access available, as well as an interactive learning facility open to all serving soldiers and theirdependants. Elsewhere there is an officers' mess, sergeants'mess, and a gymnasium with squash courts. The Guards Museumhouses a collection of uniforms, colours and artefacts spanningover three hundred years of history of the Foot Guards. TheFlanders Fields Memorial Garden is situated in the barracks, adjacent to the Guard's chapel.

The building is Grade II listed, along with the gates and railings.

OBJECTORS SCUPPER £400M DOLPHIN SQUAREOVERHAUL

The US investment giant Westbrook Partners’ proposal to demolishand rebuild parts of historic Dolphin Square, Pimlico, would “alterthe skyline beyond recognition ”.

There were some 180 objectors to the scheme that would haveadded 230 new “short-term let ” flats to the 1,225-home estate. Just57 flats or just 24.5% of the proposed new homes would be affordable.

Westmister City Council policy is that a third of new homes in majordevelopments should be affordable. Councillors have rejected EricParry Architects’ £400 million plans to increase the size of the UK’slargest single private residential development. The PlanningApplications Sub Committee went against its own officers’ recommendations voting unanimously to refuse consent for the practice’s overhaul of Stanley Gordon Jeeves’s 1938 Dolphin Square.

Proposed works would have included demolishing and rebuildingRodney House, adding a rooftop extension to the rest of the estate,reconfiguring existing units and adding 16 townhouses. The application, originally submitted last year, includes a new nine-storeyreplacement of Rodney House, with a double basement, and rowsof rooftop extensions and townhouses.

A consultation on the scheme elicited 98 responses, most of whichwere negative. The Twentieth Century Society warned the schemewould harm the significance of the Dolphin Square Conservation Area.

‘It is a testament to Dolphin Square’s design quality that despite itsmassive size it sits well with both the adjoining estates and the stuc-co terraces, and its gardens and interior, especially the shop arcade,create an absolutely beautiful haven of 1930s character,’ said theheritage body.

Protest groups had warned that the new homes will be used for“short lets ” that is “contrary to the needs for affordable, residentialhousing for key working Londoners”.

COMMUTE TO WORK?Probably. Love the daily slog of train delays, overcrowding andsweaty armpits? Unlikely.

stampede, you know, like that one in the Lion King? You rememberwhen Mufasa gets killed? How can we forget that? I’m getting emotional just thinking about it…

Today really reminded me of that scene. I was trying to walk against asudden influx of London commuters, all moving very quickly as oneunit. It looked impressive and intimidating at the same time.

A little advice: always keep a tight hold of your bag, as it could atany minute - like Mufasa (weep) - be swept away by the stampede& you will never see it again (apart from maybe on a lovely starry night).

Also, never forget that in London you unfortunately won’t have thecomforting accompaniment of Timon and Pumba singing “HakunaMatata ” to cheer you up when you’ve lost your bag (unless, that is,you have the soundtrack close to hand).”

Why on earth? As a commuting veteran, I want to share a frank account of whathappens on one of the largest and most complex tube networks inthe world, and put into words something which both seasonedcommuters and London newbies alike can relate to. CULT OF THE STRONGMANIn times of crisis western liberal democracies cast around insearch of a leader who can guide them through the storm cloudsand up to the sunlit uplands. Quite frequently those leaders –Churchill, Lloyd George, de Gaulle – are wildly unsuited to thecomparative tedium of peace-time government.

In the developing world,there has evolved over historythe cult of the strongman.The theory runs that a nationstate can be so large, or sodysfunctional, or faced withsuch enormous challenges,that only a form of dictatorship can maintain asemblance of order.Populations that have suffered war, civil war orstarvation have sometimes,perhaps reluctantly, acquiesced to the rule of one

individual or one political party.In today’s world the cult of the strongman is, if anything, on theascendant. In China President Xi Jinping has torn up the rulebook and declared himself to be free of previously mandatoryterm limits. In Turkey President Erdogan appears to be unwillingto accept any electoral setbacks, or any real constraints on hispowers. And, of course, President Putin now utterly dominatesRussia, and also seems intent on re-imposing that country’s swayover the neighbouring nations that were previously part of thesprawling Soviet Union.

Even in America the cult of the strongman seems to have takenroot, and President Trump seems destined to win a second term.Of course, unlike the countries discussed above, Mr Trump isconstrained by Congress and the Supreme Court. But he exhibitsmany of the characteristics of the unchallenged rulers in thedeveloping world.In theory increasing prosperity should act as a spur to democracy,and the world is undoubtedly becoming more prosperous.Frequently, however, this increasing prosperity is credited to thewisdom of the strongman leader, as opposed to the efforts ofpopulations permitted to exercise their natural entrepreneurialinstincts. The danger comes when the prosperity falters, and thestrongman leaders start to look around for others to blame.The job of the West is not to try to impose democracy on thedeveloping world. It is instead to remonstrate, and to demon-strate beyond reasonable doubt that it is, to paraphrase Churchill,the worst form of government – apart from all the rest.

THE GUARDS' CHAPELGuards' Chapel or Royal Military Chapel stands in BirdcageWalk on the south side of St. James's Park and is the spiritualhome of the Household Division. The present chapel was built in1963 but rose from the ashes of the original chapel, destroyed bya flying bomb on 18th June 1944.

The chapel's origins go back to the construction of WellingtonBarracks in 1834 when a site was allocated at its east end for aplace of worship, thanks to the persistence of Dr. William Dakins,Precenter at Westminster Abbey and Chaplain to the Brigade ofGuards, who managed to convince the authorities of the need.The first service took place on 6th May 1838 but the interior wasvery plain and it was to be some years before improvementsbegan in a rather interesting manner.

In 1850 a small committee of officers and their friends put up ablock of tenements in the nearby Francis Street and made themavailable at very cheap rents to married soldiers with families,who would otherwise be living in squalid conditions in the barracks. It was a success until someone pointed out that it wasillegal for officers to rent accommodation to soldiers. The WarOffice, however, recognised the value of this project and boughtout the committee and took over what then became the army’sfirst married quarters outside barracks.

The committee decided to use the money received from this saleto restore the interior of the chapel and the distinguished architect, George Edmund Street, was commissioned to prepareplans for the construction of an apse to form a chancel and re-design the chapel in the Lombardo Byzantine style. The chapelre-opened on 25th May 1879 and as more money was subscribed,further embellishments were added as memorials. Alabaster, marble, mosaics, terra cotta, stained glass and metal work wereused to continue the improvements following the pattern set bythe original architect and committee. The roof was badly burnt byincendiary bombs in 1940 and other damage was sustained during enemy raids from time to time, but it was Sunday 18thJune 1944 when disaster struck. At 11.10 am during morningservice, the chapel was hit by a flying bomb which entered at the

western end and exploded, killing 121 soldiers and civilians, andfive musicians from the Band of the Coldstream Guards. Thechapel was completely destroyed with the exception of the apse.A temporary chapel was erected in a Romney Hut attached to theundamaged apse and this was used from Christmas Day 1945until 1962 when the rebuilding began.

The War Memorial CloisterThe entrance to the chapel from Birdcage Walk is via the cloisterbuilt as a memorial to those members of the Household Brigadewho died in the Second World War. It was the work of a formerGrenadier Guards officer, H.S. Goodhart-Rendel, a one-timepresident of the Royal Institute of British Architects, and wasopened by Her Majesty The Queen in 1956.

The Cenotaph containing Standards and Colours of the sevenregiments, originally stood on a wall at the end of the cloister butwas later moved to its present position on the south wall so asstill to be seen from the cloister.

The cloister contains the Rolls of Honour with the names of allthose who died while serving in the Household Brigade between1939 and 1945. There is also a book showing those who werekilled in the destruction of the chapel in 1944.

The Memorial Garden‘Flanders Fields 1914-2014’ was a gift to the British people fromthe Belgians and was an initiative of the Guards Museum. Thegarden is sited directly in front of the Memorial Cloister whichcommemorates Guardsmen who lost their lives in the SecondWorld War. The raised circular bed stands for eternal life and alsoreflects the circular openings in the roof of the Menin Gate inYpres, through which thousands of poppy petals are scattered onRemembrance Day.

Around the outside edge of the circular wall, the poem InFlanders Fields written by Lieutenant Colonel John McCrae isengraved. This embraces the soil brought over from the 70cemeteries in Flanders where so many Guardsmen found theirlast resting place, symbolising the return of fallen heroes.

LORD MAYOR OF WESTMINSTER - Councillor Ruth Bush

Since she was first elected to Westminster City Council in 2005 as aLabour councillor for Harrow Road Ward, Ruth has sought to supportresidents in difficult situations and involve herself closely in much needed regeneration activity in the ward, particularly around the MaidaHill marketplace. She has served on a number of scrutiny committeesand has been a longstanding planning committee member. For someyears, she has been Chair of Westminster Faith Exchange, the council'sconnection with the city's faith organisations. She will retain this positionas Lord Mayor and seek to extend and deepen connections with thefaith communities and beyond, as part of her commitment to drawingpeople together and representing the city to all who play a part in it.

Her working life has been varied, chiefly moving between the local voluntary sector, as first a community worker and teacher then running a

hostel for homelessyoungwomen,after whichshe workedinParliamentand subsequentlyset up herown parliamen-taryconsultancy targetingsmaller

voluntary sector organisations.

Ruth initiated All Sing! the Harrow Road community choir, which celebrates its 10th anniversary in 2020 and the choir, together withsome other community music initiatives, will be one of her charities asLord Mayor. Another will be Westminster Tree Trust, of which she is atrustee, as a symbol of her great concern about climate change and theloss of biodiversity. She will also be supporting Paddington Law Centre,of which she is also a trustee, and youth club and outreach work withyoung people through the Young Westminster Foundation.

Finally, she will inaugurate the Lord Mayor's STOMP: Speak To OneMore Person - her strapline for the year, to encourage everyone to helpenhance wellbeing across Westminster by just having a word with someone they don't already know.

The Lord Mayor of Westminster is the ceremonial, non-partisan andnon-executive First Citizen of Westminster. They are elected annuallyfrom among the City Councillors and chair all Full Council meetings.

BLACK BINS TO STAY IN PIMLICO

Pimlico residents were recently asked for their views on whetherthey would like the Council to remove the black bins for waste andrecycling and concentrate instead on the twice weekly on-streetrefuse collections only. The overwhelmingly response was in favourof keeping the black bins. .

However, in order to encourage more residents and visitors to usethe bins properly. they are commited to the following actions:-* To provide more information on the correct way to dispose of...waste and recycling to help both residents and visitors. * To provide a street-specific information leaflet about times and...days for waste and recycling collections.* To address the specific problems associated with recycling ... collections including ‘contamination’ of the contents of bins with...non-recyclable waste.* To address with the Council the type of bins in Pimlico and... whether some of these made be more ‘user-friendly’.* To agree with residents of those blocks without in-house waste... disposal facilities how they should manage their waste.* Develop a strategy for dealing with the problem of short-lets... resulting in casual dumping.* Begin a dialogue with local estate and letting agents over how... they can be part of the solution.* Continue pressing for robust enforcement of incorrect disposal of...waste and recycling.
