1.0 Monthly Report Overview

This report1 provides the monthly update on the following projects associated with the Muskrat Falls

development:

• the 824 megawatt (MW) hydroelectric development at Muskrat Falls (the Muskrat Falls

hydroelectric generating facility);

• two 315 kilovolt (kV) High Voltage alternating current (HVac) transmission lines between

Muskrat Falls and Churchill Falls (the Labrador Transmission Assets); and

• the 1,100 km long High Voltage direct current (HVdc) transmission line between Muskrat Falls

and Soldiers Pond (the Labrador-Island Transmission Link).

The report includes details on construction and procurement activities, construction costs, safety and

environmental activities, and details on stakeholder and community consultation and engagement

initiatives during the reporting period. The report also provides detailed statistical tables summarizing

employment and expenditure benefits generated from the Muskrat Falls development.

This report covers the activities for the month of July 2015. Construction work during this period took

place on all major work components in Labrador and on the island, including the generation and

transmission components of the project.

2.0 Highlights this Month

Highlights of construction activities in July include:

• Concrete placement continued in the intake, powerhouse, spillway and transition dams at

Muskrat Falls. Significant work occurred in the spillway with 27 spillway pier concrete pours

having taken place.

• Completion of overburden activities in the upstream embankment area at the North Spur by

Gilbert Newfoundland and Labrador Contracting Limited.

• Commencement of civil works activity for the Soldier’s Pond switchyard and converter station.

• Completion of electrode well installation at the Dowden’s Point grounding station site by H.J.

O’Connell Construction Ltd.

3.0 Construction Update

3.1 Muskrat Falls Hydroelectric Generating Facility

The following outlines some of the construction activities completed by Astaldi in July:

• Concrete placements continued in the intake, powerhouse, spillway and transition dams.

Significant work occurred in the spillway, with 27 spillway pier concrete pours taking place.

• Commencement of field testing for curtain grouting operations.

• Began installation of spillway downstream temporary and permanent bridges.

• Ongoing maintenance of curing, hoarding and heating of the placed concrete.

Other significant activities related to the Muskrat Falls generating facility include:

• Manufacturing of the turbines, generators and primary anchor materials for the intake,

powerhouse and spillway is being completed by Andritz Canada. Some of the components are

now en route from China to Labrador.

• Completion of the concrete pad for the cement bentonite plant at the North Spur by Gilbert

Newfoundland and Labrador Contracting Limited.

• Completion of overburden activities in the upstream embankment area at the North Spur by

Gilbert Newfoundland and Labrador Contracting Limited.

• Commencement of excavation activities for access road to downstream slopes and backfilling of

the upstream embankment area at the North Spur by Gilbert Newfoundland and Labrador.

3.2 Labrador Transmission Assets

Construction activities for the High Voltage alternating current (HVac) transmission line by Valard

Construction continued to progress during the period, with ongoing tower assembly, foundation

assembly and installation, and tower erection. By the end of July, 1,158 foundations were installed, 882

towers were assembled, 650 towers were erected, 804 guy anchors were tested and 167,005 metres of

conductor stringing was completed. In addition, testing of the seven transformers for the Churchill Falls

substation was completed. As well civil works and building services at the Churchill Falls switchyard

commenced by Pomerleau Inc.

3.3 Labrador-Island Transmission Link (LIL)

Construction activities for the High Voltage direct current (HVdc) transmission line by Valard

Construction continued to progress during the period with ongoing tower assembly, tower erection,

foundation assembly and installation. By the end of July, 313 foundations were installed, 435 towers

were assembled, 75 guy anchors were tested, and 57 towers were erected.

Work also progressed on the LIL on a number of fronts, including:

• Right-of-way clearing and access continued with approximately 2,892 hectares cleared to date,

including 1,571 hectares in Labrador and 1,321 hectares on the island.

• Fabrication of materials for the HVdc transmission line towers is continuing in Texas, Dubai and

India.

• Work continued by Alstom Grid Canada Inc. for the supply and installation of converters and

cable transition compounds.

• Commencement of civil works activity for the Soldier’s Pond switchyard and converter station.

Work also progressed on the Strait of Belle Isle marine cable crossing, including:

• Manufacturing and testing of the submarine cable in Japan continues to progress.

• All land cables for installation are in Halifax port with delivery to Shoal Cove and Forteau

scheduled for September.

• Continuation of quayside construction activities in Forteau.

• Continuation of civil works at Shoal Cove and Forteau.

4.0 Procurement

Detailed information on procurement activities during the month is provided in Section 11.2 of this

report and includes listings of contracts awarded during the reporting period, as well as issued and

upcoming requests for proposals. Appendix B lists the successful bidder(s) for all contract packages

awarded since project sanction. Information on forecasted, issued and awarded contracts is also

available on the LCP project website at: https://muskratfalls.nalcorenergy.com/procurement/.

No contracts were awarded in July.

5.0 Construction Cost Summary

The direct facilities capital cost forecast for the projects is $6.99 billion.

5.1 Incurred Cost Overview

Table 1 summarizes the incurred costs for the project for the month of July and for the project to date.

Incurred costs refer to the value of work performed during the period regardless of it being paid during

the current period or at some point in the future.

5.2 Monthly Expenditure Overview

• Total expenditures paid for the Muskrat Falls Project were approximately $144 million in July

2015. This included almost $28 million to Newfoundland and Labrador businesses.

• From January 2013 to the end of the reporting period in July 2015, over $900 million has been

spent with Newfoundland and Labrador-based companies.

6.0 Safety and Environment

6.1 Safety

LCP and all contractors working on the Muskrat Falls Project have a relentless commitment to the safety

of workers and the public. The following table outlines the Health and Safety indicators and

measurements for the month of July and for the project to date.

6.2 Environment

The LCP has developed and implemented a comprehensive avifauna management plan to mitigate

potential disturbance to migratory and resident avifauna (i.e., incidental take) based on federal and

provincial legislation.

One of the components of the avifauna management plan includes directed surveys. Ground nest

surveys are conducted ahead of clearing activities and buffers are established if active nest indicators

are observed. Experienced surveyors not only rely upon physical structures as cues, but also look for

behavioural cues that indicate a nest is present. Buffers are then established depending on the species

observed.

This year’s avifauna program included ground surveys in Labrador and Newfoundland along the

transmission line right-of-way. In 2015, 35 buffers were established around songbird nests and 15

buffers were established around raptor nests in Labrador. In Newfoundland a total of 164 buffers

around nests were established, of which 4 were raptor nests.

The LCP environment team is committed to maintaining a high standard of environmental responsibility

that will help to sustain a diverse and healthy environment for generations of Newfoundlanders and

Labradorians.

7.0 Employment, Benefits and Community Engagement

This section provides information on employment benefits generated during the month as well as

details on some of the community consultation and engagement activities undertaken during the

month. Some of these activities are part of commitments made by LCP through the Benefits Strategy

with the provincial government, the Impacts and Benefits Agreement (IBA) with Innu Nation, the Gender

Equity and Diversity Program, in addition to provincial and federal environmental regulatory

commitments.

7.1 Employment Highlights

Following is the employment information for the projects in July 2015. Detailed employment

information and statistics are outlined in Section 10.

• In July, almost 850,000 hours were worked by 5,169 individuals on the projects, including over

711,000 hours of work in Labrador.

• During the month of July, 4,355 residents of Newfoundland and Labrador were employed on

the projects, representing over 84 per cent of the total persons employed.

• In July, there were 4,266 people working in Labrador, of whom 1,221 were Labrador residents

(about 29 per cent). Of these 1,221 Labrador residents, 492 self-identified themselves as a

member of a Labrador Aboriginal group (about 40 per cent).

7.2 Recruitment Activities

Employers continue to utilize muskratfallsjobs.com as a tool to find qualified residents of the province to

fill available positions. To date there are more than 30,000 registered users, including over 22,000

residents of Newfoundland and Labrador.

This website has been updated to reflect current trade requirements required by various contractors for

the project. The website also details current opportunities with the LCP Project Delivery Team.

7.3 Training and Development

7.3.1 Workplace Orientation

To foster a safe and respectful workplace, all workers complete mandatory training in site safety rules

and procedures, respectful workplace protocols, and gender and cultural awareness. In July there were

986 orientations completed. A total of 513 workers participated in Innu Cultural Awareness sessions. A

total of 26 workers completed the Alcohol and Drug Awareness for Supervisors Training. Also in July,

three workers completed an Emergency First Aid course and three workers completed the Standard First

Aid course.

7.3.2 Labrador Aboriginal Training Partnership (LATP) Support

The LATP continued to offer client counseling to Aboriginal individuals seeking employment, as well as

providing funding support for safety certifications.

7.3.3 LCP Supervisory Development Program

The LCP Supervisory Development Program will continue through 2015 until all supervisory staff has

completed the program.

7.4 Gender Equity and Diversity

7.4.1 Employment of Women and Apprenticeships

In July, 586 women were working on all project components, comprising approximately 11 per cent of

the total workforce. Of these, 312 were working in construction, 21 in engineering, 105 in project

management, and 148 in project support. Of the 586 women working on the project, 537 are

Newfoundland and Labrador residents.

During the month of July, 402 apprentices were employed, of whom 29 were women.

7.4.2 Promoting Women in Trades

LCP continued to work with the Women in Resource Development Corporation (WRDC), as this agency

provides practical support to women in the province who wish to pursue employment in the

construction sector.

7.5 Labrador Innu Initiatives

7.5.1 Impacts and Benefits Agreement (IBA) Implementation Activities

Nalcor representatives met with Innu Nation on July 8, 2015, to discuss a variety of IBA implementation

issues. This included a review of IBA scholarship applications, Innu employment and on-the-job training.

On July 9, 2015, Nalcor facilitated a meeting between Innu Nation and Andritz Hydro to discuss IBA

implementation commitments relevant to contractors.

7.6 Community Engagement

7.6.1 Public Inquiries

LCP has established multiple venues for members of the public to ask questions, seek employment

information, and get details about the Muskrat Falls development. LCP has a website for people to apply

for jobs (muskratfallsjobs.com) as well as a website that provides information on project construction

activities (muskratfalls.nalcorenergy.com). In addition, people can contact LCP through the toll-free

number or email or by dropping into the project office in Happy Valley-Goose Bay.

7.7 Community Investment

LCP is committed to giving back to the communities in which it operates and where its workers live. As

part of the corporate community investment program, LCP makes investments in Labrador to help

ensure Labrador-based organizations and events remain vibrant and have a positive impact on the

community overall.

Happy Valley – Goose Bay SPCA

In July, LCP staff was happy to select the Happy Valley – Goose Bay SPCA as a recipient of donations

from recyclable containers collected from the Muskrat Falls site. The donation to the SPCA was a joint

initiative by LCP and the site waste management service provider, Pardy's Waste Management. The

donation to the SPCA is just one of the many ways that the project works to give back to communities. A

total of $926.00 was donated on July 23, 2015.

Northwest River Beach Festival

In July, LCP was a gold level sponsor for the 30th annual Northwest River Beach Festival. LCP contributed

$5,000 toward the festival, which is a weekend long multi-cultural event featuring live music, performers

and family activities.

Canadian Mental Health Association

More than 1,300 workers celebrated Canada Day at the Muskrat Falls site with a BBQ, live band and

fundraiser in support of the Canadian Mental Health Association. As part of the fundraiser, tickets were

sold on prizes by Labrador Catering including a grand prize that was provided by Provincial Air for two

tickets to anywhere they fly. A total of $5,462 was raised for the Canadian Mental Health Association.

11.0 Expenditures and Procurement

Expenditures are captured through direct enter of expenditure breakdowns by contractors which enter

directly into the benefits system. For all other contractors, a listing of payments approved during the

month from the project’s financial accounting system is used. In all cases, expenditure totals are those

that are approved for payment during the month.
