FITCH AFFIRMS EGYPT AT 'B'; OUTLOOK STABLE

Fitch (link here) Ratings has affirmed Egypt's Long-term foreign and local
currency Issuer Default Ratings (IDR) at 'B' with a Stable Outlook. The issue
ratings on Egypt's senior unsecured foreign and local currency bonds have also
been affirmed at 'B'. The Country Ceiling and the Short-term foreign currency IDR
have been affirmed at 'B'. The rating agency said that Egypt's ratings balance a
high fiscal deficit and debt/GDP ratio, low import cover and recent volatile
political history with low external debt and recent commitment to a wide-ranging
economic reform programme. Fiscal consolidation, stronger growth and lower
commodity prices will reduce the budget deficit, although it will remain large
compared with peers, at a forecast 11.1% of GDP in FY15 (to end June).
Moderate deficit reduction and stronger nominal GDP growth are forecast to put
the debt/GDP ratio on a downward trend, ending a multi-year deterioration.
Prospects for the balance of payments look more stable over the next few years,
but Fitch expects only a marginal improvement in reserve coverage, as stronger
inflows of foreign exchange will be used to satisfy unmet private sector demand.
Economic momentum has been maintained. Fitch assumes that growth will stay
above 4% as the rebound stemming from greater political stability and reform
momentum is bolstered by investment and improved power supply. Political
stability has improved under President Sisi. In Fitch's opinion, this reflects a
desire for stability, a strong clampdown on political opposition and an improving
economy. Nonetheless, significant sections of the population are disaffected,
there are widespread grievances over some public services and there is serious
sporadic violence in North Sinai.
DRAFT BUDGET SLOWS FISCAL REFORM, A CREDIT NEGATIVE

International credit agency Moody's (link here) has marked Egypt's draft budget
as “credit negative” for slowing the government’s medium-term macroeconomic
plan. "This slowdown in fiscal consolidation, while small, is credit negative
because it will translate into a smaller reduction of Egypt’s already high
government debt and keep the government’s gross borrowing needs precariously
high for a longer period," read a statement by Moody's.

The Ministry of Social Solidarity will allocate EGP11.5 billion for cash subsidy
programmes in the upcoming budget, compared to EGP6.5 billion spent in the
current fiscal year, according to Minister Ghada Wali. The cash subsidy
programmes provided by the government include social solidarity pensions,
'Takaful' (a programme targeting poor families), and 'Karama' (a programme
targeting elders and those with disabilities), in addition to other programmes that
offer help to those facing crises, Wali stated.

CABINET APPROVES FY2015/16 BUDGET

The Cabinet has finally approved the draft budget of FY2015/16 after three days
of meetings. The budget targets a narrower deficit of 9.9% of GDP in FY2015/16
from an expected 10.8% of GDP in FY2014/15, according to a statement by the
Ministry of Finance. The budget will be presented to the President for his approval
conditional for the budget becoming into law. Below is a highlight of the key
takeaways for the released statement.
Budget key highlights:
- Fiscal consolidation on track, targeting a deficit of 9.9% of GDP compared
to 10.8% this year
- Key fiscal reforms are: implementation of the VAT, though only partially,
and second round of electricity price hikes
- Strong growth in spending (20% Y-o-Y) outpaced by rapid revenue
growth of 26% Y-o-Y
- The fiscal sector remains a key driver of growth with double-digit
spending growth on investment, health, education and wages
The MOF’s statement released only a few headline figures budgeting for strong
spending growth of 20% Y-o-Y to EGP885 billion (USD116 billion), driven by
double-digit growth in spending on investments (15 % Y-o-Y) and wages (14% Y-
o-Y). Overall social spending, including that on wages, pensions, subsidies, cash
support to needy families amongst other, is set to expand 12% Y-o-Y to EGP431
billion. Revenue growth, however, is set to outpace spending growth for the
second year in a row with the government budgeting for 26% Y-o-Y growth in
total revenues to a total of EGP612 billion (USD80 billion). The stronger revenue
growth is driven by reforms in the sales tax regime and the customs, revaluation
of land prices, as well as accelerating economic growth.
VAT is a key reform measure, though timing and magnitude are yet unclear: The
MOF’s statement pointed that buoyant revenue growth will be partially driven by
partial implementation of the value-added tax regime.
The implementation of the second round of electricity fuel price is the other key
reform measure this year. The increase, in line with the five-year subsidy
reduction plan in the electricity sector announced last year, is planned to be
implemented in July. As per the President’s directives, the first three tranches of
consumer brackets will be exempted from this year’s increase. This will be
compensated for by bringing forward next year’s price levels for the higher three
brackets to this year in a message by the government that rich segments of the
population will be carrying the burden of reforms, as per the MOF’s statement.
It was notable that the budget statement lacked any mention of fuel subsidies.
The Cabinet is yet to present the budget to the President, and he must approve it
to become law. We would assign lower risk for major changes to be introduced by
the President like last year given that the budget is building on a foundation laid
down last year. Moreover, the President has already communicated a number of
directives to the government whether on exempting lower-income households
from the upcoming electricity price hike or postponing the implementation of the
fuel smart card system.

Egypt's draft 2015/16 budget earmarks EGP61 billion (USD8 billion) for fuel
product subsidies, Tarek El Molla, Chairman of state-run Egyptian General
Petroleum Corp (EGPC), said in a statement on Saturday. The Cabinet on
Thursday approved a draft budget for the next fiscal year that starts on 1 July,
but it did not announce the amount allocated for fuel products subsidies. The
subsidy bill for the current FY2014/15 is expected to be EGP70 billion, El Molla
added. EL Molla said the fuel products allocation for the next fiscal year was
based in part on a projected average price of USD70 per barrel for Brent crude. A
switch to coal from natural gas and diesel in the cement industry also helped
determine the figure, as did a change in domestic consumption, he said. El Molla
said the government had a plan to reduce domestic fuel consumption by 3-5%,
which would save around EGP3-4 billion.

Egypt has agreed on a liquefied natural (LNG) supply deal with British oil major
BP (AmCham member) (link here) through 2015 and 2016, but for less than
initially proposed, Egyptian officials and trade sources said. BP will supply 16
cargoes under a deal with the state-run Egyptian Gas Holding Company, or EGAS
(link here), compared with the initially agreed 21 cargoes. This deal was meant
to form part of a major tender Egypt awarded in January to buy 70 LNG cargoes,
worth about USD2.2 billion, but recurring delays threw the deal with BP into
doubt as Egypt scrambled to cover its energy needs. "We signed with BP to
supply 16 cargoes of liquefied natural gas, that will be received through 2015-
2016," head of EGAS Khaled Abdel Badie said. As part of the January tender,
commodity trader Trafigura (link here) won the right to supply 33 cargoes,
Vitol (link here) nine and Noble Group (link here) seven. The remaining 21
cargoes were to be supplied by BP, with the first shipments scheduled to arrive
from April. But delays to signing a deal until recently has reduced the number of
deliveries.
NEGOTIATIONS WITH THE UAE TO IMPORT USD2 BILLION WORTH OF

The government is in negotiations with the UAE to import USD2 billion worth of
petroleum products to cover Egypt’s 2H2015 demands. Egypt is looking to pay for
the imports on installments with relaxed terms. Similar negotiations are also
taking place with Kuwait and Saudi Arabia, but the negotiations with the UAE are
moving faster as an initial agreement expires at end of June. The UAE had
pledged to maintain supplies without delays as contracted.

NTRA APPROVES INTERNET PRICE CUTS

The National Telecommunications Regulatory Authority (NTRA) (link here) has approved a proposed plan for internet price cuts to be undertaken by
Telecom Egypt (link here) said Minister of Communications and Information
Technology, Khaled Negm. Internet service providers (ISPs) will be entitled to
take up the new prices or reject them and stick to the old ones, Negm added. In
related news, TE said it would start implementing internet price cuts during the
month of Ramadan, an unnamed company official said. Meanwhile, the “Internet
Revolution” movement announced it would escalate its campaign for price cuts by
filing a lawsuit against the NTRA and ISPs before the Administrative Court. The
Ministry of Communications and Information Technology (MCIT) is considering to
fund 50% of the cost of internet price cuts through the universal service fund
(USF) for six months.

raise minimum speeds to 1Mbps during June 2015, and then to 2Mbps in January

HOUSING MINISTRY TO OFFER LAND FOR DEVELOPERS UNDER MIDDLE-INCOME HOUSING PROGRAMME

The Ministry of Housing (link here) has announced that it plans to offer land
for real estate developers to develop housing units for the middle income. The
Ministry has set 200 feddans as a minimum land area per developer with 10,000
units. The terms of the agreement will be similar to the ones proposed under the
draft contract for Arabtec’s (link here) one-million housing unit project,
whereby the developer’s net profit should not exceed 7.5% of the investment
cost of the project and unit sizes should not exceed 120 sqm. The government’s
share will be determined based on the cost of the land in addition to the
infrastructure costs, and the return will be on an in-kind basis. A number of real
estate developers, include Al-Dorra Group (link here), have expressed interest
to take part in the project.

The Ministry of Housing declared the completion of 83 drinking water and
sanitation projects, along with 112 sanitation projects in villages on 30 June.
Minister of Housing Mostafa Madbouly said the Construction Authority for Potable
Water and Wastewater (CAPW) completed eight sanitation projects in five satellite
cities, with an investment cost of EGP 700m. Of these, three projects were in New
Cairo, two projects were in the Burg Al-Arab area in Alexandria, and one project
in 6th of October City, 10th of Ramadan City and Badr City respectively.
Additionally, four drinking water projects were completed in three satellite cities,
with an investment cost of EGP 2.8bn, as well as two projects in the 10th of
Ramadan City, and one for both Obour City and Burg Al-Arab. The ministry will
begin operating tests for these projects, and they will begin work officially within
three weeks after the completion date.

The United States has delivered two navy vessels to Egypt, doubling Cairo's total
fleet of Fast Missile Craft to four, the U.S. embassy in Cairo said declared. The
statement said the vessels had arrived in the Egyptian port city of Alexandria on
17 June aboard a U.S. transport ship. "The Fast Missile Craft directly supports
maritime and regional security, which includes protecting vital waterways such as
the Suez Canal and the Red Sea," said U.S. Embassy Senior Defense Official in
Cairo Major General Charles Hooper.

statement. Egypt's total exports dropped to USD8 billion in May 2015, from
USD10 billion in May 2014, according to the General Organisation for Export
and Import Control (link here). In an earlier statement, the Federation of
Egyptian Industries (link here) said that it was seeking to increase export
subsidies to make up for a projected drop in energy subsidies that would cause a
price hike in electricity and gas for factories.

Egypt bought a total of 5.3 million tonnes of local wheat during the procurement
season the country's supplies minister said. The figure is close to the
government's procurement target of 5.3 million tonnes and far higher than the
3.7 million tonnes procured in the 2014 season. The supplies ministry has said
the record level was largely due to the high price offered to farmers. This year,
EGP10 billion (USD1.3 billion) has been allocated for local wheat purchases. Still,
traders and experts argue the high price has further complicated a chronic
smuggling problem, where foreign wheat falsely labeled as Egyptian is sold to the
government pushing up the procurement figures.

Valeant Pharmaceuticals International Inc. (link here) is in advanced
negotiations to acquire Egyptian drugmaker Amoun Pharmaceutical Co.
(AmCham member) (link here) as it seeks to expand into emerging markets,
according to people with knowledge of the matter. The drugmaker, based in
Laval, Quebec, may reach an agreement with Amoun’s shareholders in the
coming weeks, the people said, asking not to be identified as the information is
private. No final decision has been made and any deal may still fall apart, they
said. A sale of Amoun could value the company at US$700 million to US$800
million, people familiar with the matter said in May. Valeant is seeking to become
one of the world’s biggest drug companies, mostly through acquisitions, amid a
flurry of transactions in the pharmaceuticals and biotechnology industries. Amoun
is one of the largest drugmakers in Egypt and offers both veterinary and human
medicines in the region.

President Abdel Fattah Al-Sisi decreed a law amending several provisions of the
law governing “Economic Zones with a Special Nature”, according to the state’s
official gazette. The law organises and governs investment in the Suez Canal
area, and the economic body that will take over managing the Suez Canal
Development Project, in coordination with all the concerned governmental bodies.
According to the official gazette, the amendments stipulated that the general
authority, that is to be formed to manage the zone, has the right to participate in
launching one or more major companies to develop the area, or to licence others
to launch this company. The amendments allow the authority to contract a
private sector party to develop the area and perform the maintenance of the
infrastructure, without acquiring a quota in the development company, or while
owning very small quotas.
