Fellow Trap Shooters, On behalf of the Rocky Mountain Gun Club, its Board of Directors and our Members, I extend our welcome to you and your family to the 105th Annual Wyoming State Shoot. Our Directors and Members have worked hard to prepare for this event to ensure that you have an enjoyable time and an exciting well-run shoot. This program has a complete itinerary of the shoot, as well as other important information. Please take the time to review the information. We want you to review this program carefully as you will notice changes in special categories and trophies. We hope you can join us for dinner on Saturday evening at the Club House. It will be a great time to catch up with shooters from all over the country. If the shoot schedule allows on Thursday and/or Friday evening we plan to host some jackpot fun shoots. Part of the funds will go into the bonus fund for the hardworking trap help. ATA DELEGATE REPORT

Shooters, Welcome to the Wyoming State Shoot in beautiful Casper, WY. The Rocky Mountain Gun Club has gone to considerable time and expense to improve the grounds and works hard to make every shoot better than the last. You may rest assured knowing that they will do anything possible to make it a great shoot to be remembered. The WSTA will be providing beautiful Molly’s Custom Silver trophies on Thursday and Friday as well as for the HAA and HOA. Truly - trophies worth shooting for. Trapshooting Hall of Fame Option & Contributor Award Event 9 Handicap Championship

One half of the $20 entry fee for this option is a tax-deductible donation to the Trapshooting Hall of Fame. This donation provides support to our new museum and to the many projects undertaken by the Hall of Fame. Your entry slip shows this contribution and is your receipt. One half of the entry fee for this option will be forwarded to the Trapshooting Hall of Fame, and the other half will be paid out in three Lewis Classes, 60/40 high gun each class. The high participating shooter will receive a specially crafted Shamrock Leathers oak and leather wall clock suitably engraved. All participants will qualify for this beautiful Shamrock Leathers Hall of Fame Award. Ties will be resolved by shoot management. The Hall of Fame is recognized as a 501(c)3 charitable organization by the IRS.

Welcome shooters, family and guests, I would like to take this chance to welcome all Trapshooters and their families to the 105th Wyoming State Shoot hosted by the Rocky Mountain Gun Club. The Casper area has many opportunities for the shooter and families - the revamped Downtown area along with dining and shopping just to name a few. The directors of the Rocky Mountain Gun Club and The WSTA have put in a lot of time and effort to make sure the shoot will go as smooth as possible. HALL OF FAME SELECTION PROCEDURES

PURPOSE

The purpose of the W. T. H. F. is to promote the sport of trapshooting, and to recognize those individuals who have made outstanding contributions to Wyoming trapshooting.

ARTICLE I – SELECTION COMMITTEE

A three-person committee will be appointed by the W.S.T.A. President. One appointment each year, each appointment will serve a three-year term. The purpose of said committee is to check qualifications of those individuals nominated for induction.

ARTICLE II – CANDIDATE SELECTION

a. Nominations for candidates to the W.T.H.F., accompanied by written supportive evidence, shall be submitted to the President of the W.S.T.A., NO later than May 15, in order to be considered for current year induction.

b. The W.S.T.A. President will then forward all timely submitted nominations on to the W.T.H.F. Committee. The Committee will then verify that the qualifications and requirements for induction have been met.

c. The Committee will forward the names of the successful nominees on to the W.S.T.A. Board of Directors for their approval.

d. The W.S.T.A. Board of Directors will then return the final list of nominees to the W.T.H.F. Committee. The Committee will submit the final slate of nominations to the General Membership, at the Annual Meeting held during the Wyoming State Trap shoot.

e. All voting will be by written ballot only. f. A maximum of three (3) inductees per year. g. Any nominee not selected may be re-nominated for consideration in future

years.

ARTICLE III – NOMINATIONS

Nominations for candidates to the W.T.H.F. shall be considered By the following criteria:

CHARACTER, INTEGRITY, CONTRIBUTION TO TRAPSHOOTING,

AND SHOOTING ABILITY.

ARTICLE IV – REQUIREMENTS

a. Candidate must be a Life Member of the A.T.A. b. Candidate must have at least 25,000 registered singles targets. c. Candidate must have shot as a resident of Wyoming.

ARTICLE V – MEMBERSHIP

a. All persons inducted into the W.T.H.F. shall forever be a member of

said Hall of Fame. b. All past Presidents of the W.S.T.A. shall be noted in the “Hall of

Presidents” as a historical record only.

ARTICLE VI – FUNDING Necessary funds for the establishment and operation of the W.T.H.F. will be budgeted by the W.S.T.A. All bills will be presented to the Secretary-Treasurer of the W.S.T.A.

ARTICLE VII – AMENDMENTS AND CHANGES

These Constitution and By-Laws may be amended by a 2/3s majority vote of the W.S.T.A. Board of Directors at its ANNUAL meeting only. Proposed changes must be submitted to the W.S.T.A. President 30 days before such meeting.

ARTICLE VIII – POSTING REQUIREMENTS

It is required that each club shall post in clear view and make available to all members, a copy of the Constitution and By-Laws. For the 2019 target year, the A.T.A. refunded to the Wyoming State Trapshooting Association, $2,832 as the state’s portion of dues and

membership fees.

ANY SHOOTER PLAYING ANY OPTIONS, LEWIS, PURSES OR SPECIAL EVENT UPON WINNING $600 OR MORE, WILL HAVE TO

COMPLETE AND SIGN AN IRS W9 FORM AND FURNISH A SOCIAL SECURITY NUMBER

STATE TEAM SELECTION PROCEDURE

To qualify for the honor, Men, Junior Gold, and Sub Vet must have shot a minimum of 1700 singles, 1500 handicap and 1500 doubles. Ladies I and II, Veterans, and Sr. Veterans must have shot 1500 singles, 1000 handicap and 1000 doubles. Juniors and Sub Juniors must have shot 1000 singles, 700 handicap and 500 doubles. For a Shooter to make the Wyoming State Trapshooting team, they must also meet the following criteria: Be a Wyoming Resident as defined by ATA Rules; Shoot the Championship Events during the Wyoming State Shoot (events governed by the W.S.T.A.); Each member must have shot 300 Singles, 300 Handicap and 300 Doubles in the state of Wyoming at 3 clubs- 100 each singles, handicap and doubles in addition to the Wyoming State Shoot Week. Team is figured on high composite average (3 averages total and divided by 3). FIND APPLICATION ON PAGE 40.

The Management reserves the authority to reject, refund, or disqualify any contestant who, in their judgment, interferes with the conduct, accuracy or sportsmanship of this shoot. The Management reserves the right to change or modify this program in whole or in part. PRE-SQUADDING: Pre-squadding can be done by one of two methods. You can use the form on page 41 or pre-squad.com. Presquad.com will be available March 23, through June 26, 2020. The form on page 41 must be received by June 26th or they will be returned. Full squads will be given preference. If you are not registered the morning of the event, may slot may be filled. If you are not paid one hour before the event, your slot will be released. REGISTRATION: Registration for the shoot will start at 12 Noon, Wednesday, July 1st. Bring your ATA Card (plastic) and average card. All average cards must be current and completed before you reach the Classification Table.

1. Take your average card to the Classification Table. DO NOT ATTEMPT TO MAKE YOUR PROGRAM ENTRIES BEFORE DOING SO.

2. BE SURE YOUR CLASSIFICATION, HANDICAP YARDAGE AND CATEGORIES ARE MARKED ON YOUR ENTRY SHEET.

3. Next, go to squadding window for squadding. 4. Finally go to cashier window. PLEASE have your entry sheet marked at each event

and option you want to enter. This will save a lot of time at the cashier window. CREDIT CARDS: The Rocky Mountain Gun Club is NOT set up to accept Credit Cards. SHELLS: An ample supply of shells will be available on the grounds. Hand loads will be permitted, providing they meet the requirements set by the A.T.A. All loads are subject to inspection by shoot officials. Any shooter found using shells, which exceed the maximum powder or shot specifications, will be scratched from this event, and will forfeit any and all entry options and purse monies. SPENT SHELLS: In order to protect the shooter on the firing line, no one will be permitted to pick up empty shells on the trap field. If you wish to keep your empties, do not let them hit the ground. The Rocky Mountain Gun Club encourages all shooters to retain their empties and place them in the trash receptacle. PRACTICE: Practice $6.00 per 25. Traps will open one hour prior to registered shooting each day. The management reserves the right to close the Practice Traps during Events 4, 5, & 6 if needed for the shoot program. Notice of closure will be posted in advance. SHOOT-OFF: All ties (Events 1, 3, 4, and 6) will carry over to the respective event (singles & doubles). Events 2 and 5 (Handicap) will be shot off at the end of the day. Ties on Champion events will be decided by shoot-off the day the event is finished. If you are involved in a tie and are not at the shooting trap after three calls, you forfeit all rights. In any case, Management has the right to modify the shoot-off structure in any way, they deem necessary to expedite the shoot as a whole. Consumption of alcohol disqualifies you from participation in any shoot off. GRIEVANCE: Any person with a grievance will be charged a $20.00 set fee, in the event the grievance is successful, the funds will be returned. If the grievance is denied, the money will be put towards the W.S.T.A. Hall of Fame. The grievance can be filed with any W.S.T.A. Director within one hour of the closing of that event.

WATCH YOUR SQUAD: Squads will not be called. Please watch the squad board for your squad number. Your squad cannot wait more than three minutes for you to take position. If you are not there within the allotted time, squad will proceed without you. BANK ROTATION: The starting banks will be drawn before Event 1 and advanced from that point. To facilitate the flow of the shoot, Shoot Management may change the starting banks of some late squads if other banks are empty. Be sure to watch the squad board throughout the shoot. We will start three squads at a time on traps 1, 5, and 9, and shoot 25 per trap. Doubles events will start six squads at a time on traps 1, 3, 5, 7, 9, and 11, and shoot 25 pair. PURSES & OPTIONS: There will be no entry or withdrawal of monies after the event begins. Money refunded if less than five in purse or option. All money is non-compulsory, all money is open, all money is percentage system, all money splits are listed with event, ties divide except special event pays high gun. SPECIAL EVENT: The Calcutta will begin at approximately 7:00 P.M. Saturday at the clubhouse (following singles championship shoot offs and dinner). Tickets for dinner must be purchased in advance. See requirements posted at the shoot. ANNOUNCEMENTS: P.A. announcements will be made as deemed necessary by W.S.T.A. ABSOLUTELY NO FIREWORKS!!! No fireworks will be tolerated on the grounds or in the fields. Fireworks are illegal in Natrona County. TROPHY PRESENTATION: There will be no formal presentation of trophies. Trophies will be handed out daily between 3 PM and 5 PM and pictures of winners will be taken each day except Sunday when trophies will be available as soon as shoot off determines the winners. Unclaimed trophies will be mailed to the recipient at the recipient’s expense. VENDORS, CAMPERS, & TRAILERS: Electrical connections (30 amp) are available on club grounds. Spaces will be allotted by reservations only, on a first come, first serve basis. Dry camping also available for a $10 fee per day. COMMON PERCENTAGE LEWIS: A division of the Entries by classes. (A Class is the division of the total number of Entries by the number of Classes as specified in the Shoot program). If there were 99 Entries and the program states that there are three Classes, each class would contain 33 shooters. If there were an odd number of Entries, the largest number of Entries would be in the last class. [Example: 100 Entry/3 classes = 33/33/34]. PAYOUT CHECKS: Thursday, Friday, and Saturday checks will be ready the following day around 1 PM. Sunday checks will be mailed out to you.

WYOMING STATE SHOOT CLASSIFICATION

Classification will be by current average and known ability per ATA rules. There are no minimum target requirements. All shooters must have their card current and averages figured accurately. Failure to do so or falsification of scores can lead to suspension as per ATA regulations. Decisions of the classification and handicap committee will be final. PLEASE NOTE: All Ladies I and II, Sub-juniors, Juniors, Junior Golds, Sub-Veterans, Veterans, Senior-Vets, and Chair must declare their special category at the time of classification if they wish to compete as a category shooter. Shooters may declare only one (1) category as follows (Chair Shooters are exempt):

1. A female shooter, who has not reached her 55th Birthday, may declare Lady I.

2. A female shooter, who has reached her 55th Birthday, may declare Lady II.

3. A shooter who has not reached his/her 15th birthday may declare Sub-Junior.

4. A shooter who is 15 but has not reached his/her 18th birthday may declare as Junior.

5. A shooter who is 18 but has not reached his/her 23rd birthday may declare as Junior Gold.

6. A shooter who is 55 but not reached his/her 65th birthday may declare as a Sub Veteran.

7. A shooter who is 65 but not reached his/her 70th birthday may declare as a Veteran.

8. A shooter who is 70 years of age and older may declare as a Senior Veteran.

9. A shooter with a permanent disability or condition that requires them to shoot from other than a standing position which has been designated as such by the Central Handicap Committee may declare as a Chair shooter.

Age based categories are established according to ATA rules. For purposes of determining age category for HOA and HAA awards the category declared by the participant on the first day he/she shoots shall be used.
