Presentation
As part of its policy of transparency, the General Council of the Judiciary (GCJ),
has taken, for another year, the step of compiling “The Spanish Judiciary in
figures”, which sets out the key statistics for 2014 describing quantitatively the
Spanish Court system.
The full document may be accessed at www.poderjudicial.es, in Statistics
National Plan section, origin of data for this publication, where there is also
available the complementary and most updated information.
We would like to thank the judicial bodies cooperation, who are responsible the

Using the data of the court staff in judicial bodies and the staff status
contained in statistics reports, three indicators have been prepared on the
staff status, applied to every professional status. These indicators are as
follows:
Percentage of coverage by non-permanent staff (PCNP):
Relationships between the number of days in which positions of a concrete
professional status have been occupied by non-permanent staff members,
and the total of those professional status members, multiplied by 365.
This is expressed as a percentage.
Percentage of non-covered days (PNCD): Relationships between the
number of days in which positions of a concrete professional status have
been uncovered, and the number of those professional status members,
multiplied by 365. This is expressed as a percentage.
Rotation index (RI): Relationships between of number of investitures
both of permanent positions and others, and the staff allocated for that
professional status. This is a measurement of the stability of the staff.

ESTIMATED LENGTH OF PROCEEDINGS
The average length of proceedings is another very important indicator of the Quality of the
Justice. As the Judicial Statistics does not offer direct data from lengths, we present a set of
evaluation produced by a mathematical model, according to the data from General Council of
the Judiciary. Judicial Statistics: Incoming cases, resolved cases and pending proceedings at the
beginning of every period of time. It offers an estimation of the average length of the cases
ended in each period. Length is stated in months.

AVERAGE TIME OF PROCEEDINGS PENDING AT THE END OF THE YEAR
Other way to measure the length of proceedings is to considerate the time that the cases,
which have not yet been decided at the end of the year, have been in Court. The “average
time” has been calculated by a mathematical model according to the data from General
