Diesel Organization

Non-availability of Truck Frames, TSCs and other spares as indicated in Annexure – 1 has affected the POH Cycle time. Assistance is required in this regard.

Crane Organization a) RC of 788 items (Essential for maintenance of 58 cranes over

Indian Railways as well as to tackle future increas ed targets considering increased population) may be finalised early.

b) Arising of 140T Crane 2012-13 is 19 as per Mfg./Dispatch Date of Cranes. JMP shall be able to handle only 07 Cranes per year as intimated earlier vide L.No.F/CR/Off/26 dt.22.08.2011, addressed to CWE/KKK having subject compliance of decisions taken in meeting dt.29.07.11 at RDSO in which its Item No.06 i.e. sharing of work load with Parel had been requested. The issue may kindly be looked into.

c) To reduce cycle time of 140T Crane POH, RDSO is being approached by JMP for “D” cheek of engine during POH owing to less Usage Hours i.e. approx. 735 Hours per year. This will require change in Clause No.8.14 in RDSO Report No.MP-727/90.

d) CWTs from M/S Simplex Casting ltd. Bhilai (03 Crane sets) needs early supply.

e) RSP proposals as forwarded for stocking of Capital Spares required for the maintenance of Cranes working in various divisions needs to be sanctioned.

Special Issues of Attention

Posting against RRB indents needs to be cleared urgently. Filling of DR quota vacancies of technical supervisors (JE & SSE) – Mech (Workshop) as given underneath will be of great help.

4. INNOVATION:

ICF bogie manufacturing shop has developed a circular cutting gadget to facilitate smooth, burr free as well as to have perfect circular gas cutting of Bogie Bolster end pieces. Previously this cutting was done by holding the gas torch in hand which resulted in in-accuracies in the cut.

5. GOOD WORK DONE: Diesel Organization

• As per instruction of RDSO, POH shop is continuing to fit Safety Guards for BP & FP Angle Cocks to avoid loco failure due to breakage of cock in case of cattle run-over or any other reasons. Cumulative figure of such fitment is 18.

• As per directives of Rly. Bd., POH shop is continuing to provide a

separate seat in loco cab for the foot plating officials. Till date such fitment has been done in 18 locos.

• Earning from PSU for Diesel loco repair : Diesel POH shop is earning through undertaking of repair activities of PSU locos. During 2011-12 (till November) 04 Nos. Of PSU locos were repaired. The earning detail through this is as under:

Grievance Redressal

• Staff grievance camps were organized time to time and all the tenable cases are resolved on priority and rests are considered in line. The reporting quantum found coming down gradually rather only general grievances are being switched which bears a healthy sign.

• During November’11 only 2 general grievances were received and have resolved.

EDP Centre – Upgrading of Workshop Website

• Earlier it was being maintained by outside agencies which subsequently have been re-designed by CRIS in October’11. Now since November’11 onwards the Website of Jamalpur Workshop is being maintained by EDP Centre/Jamalpur.

6. MODERNIZATION OF JAMALPUR WORKSHOP:

THE STATUS

• Sanctioned vide P.B. item no-418 of 2008-09 on 03.04.2008. Detail estimate has been sanctioned on 10.5.10 by GM/ER vide estimate No 24/CAO/CON of 2010-11 under P.B no-527 of 2010-11. Total Estimated cost for modernization is � 117.46 Cr. The project cost break up is as under:

Present Status of the Project

• The Civil Engineering work is planned to execute through two contracts. (i) Structural work at the estimate cost of � 40.96 Cr. (ii) other civil work at the cost of � 9.84 Cr.

• Tender for structural work has been awarded on 18.11.10 & tender for other civil work on 25.11.10 to M/s. KEC- DELCO- DUTSON (JV) of Gurgaon, Haryana.

• Construction work of road is on, already 200 meter is completed.

• Heavy duty flooring work in BBF shop, out of 4000 m2 around 3500 m2 has been completed. Likewise 800 m2 also completed in Wagon component shop.

• Renewal of roof sheets by aluminium sheet has been started. In BBF 400 m2 and in Forge shop 2100 m2 (Out of 4000 m2) has been completed.

• Renovation work of CMT lab has almost completed and of BTC is in progress.

• Concrete flooring is being made over the level crossing near main entry.

• Outturn of rebuilding has been 21 against target of 20.83 during November’11.

v) Fitment of Bogie mounted Brake System in wagons (BMBS): - Nil

• Quantity – 200 Nos. (Retrofitment of BMBS in Air Brake Wagons)

• Prototypes were inspected by RDSO on 11-12/10/11 for which joint inspection report is also satisfactory. Communication of RDSO’s approval received. Work is about to start for which materials (25 sets) are made available.

vi) Manufacture of Jamalpur Jack :

• 10 Nos. of Jamalpur Jacks had been manufactured against the target

of 10.

vii) Manufacture of ER Clips :

• No ER Clips could be manufactured in November’11 as there is no order now.

• The in hand order of ERCs has been complied. For capacity utilization immediate orders are required.

viii) Manufacture of 140 Ton Crane:

• No 140T crane could be manufactured completely in November’11 due to non supply of CWTs from CLW (2 new cranes are ready without CWTs).

• Manufacture of the 1st crane of 5 Nos. lot i.e. Crane No.144024/NFR completed within PDC. Now the crane is waiting for CWTs to be supplied by CLW.

11. TRAINING AND DEVELOPMENT :

For Crane Users

• As per the directives of Railway Board time to time training on Maintenance and Operation for 140 Ton new design cranes are being done at this end which excludes the consignees of the cranes those are turning out (During despatch) from the workshop either manufactured or duly POHed.

12. ENERGY MANAGEMENT:

Following action has been taken in Jamalpur worksho p and colonies for energy conservation :-

Justified power regulation has been introduced to control the energy conservation. Regular raids are being conducted to debar energy theft. In addition undernoted planning in force to conserve energy.

i) Provision of T5 and CFL fittings including future contracts ensured. Main hospital, Yantrik Niwas, Gymkhana, QRH and some officers’ quarters were provided with T5 and CFL fittings replacing 40 W T/L fittings. Till November’11 4548 Nos. of T5 and 8138 Nos. of CFL have been provided.

ii) Rewiring of 762 Railway quarters (Type-II, IV & V) was sanctioned in PWP

2010-11. Provision of T-5 (28W) fittings vice 40 W T/L fittings, 60W ceiling fans in place of 90W fans & 159 Nos. of electronic fan regulators in place of resistance type have been replaced.

iii) Adequate capacitor banks have been provided in each sub-stations both

inside and outside of workshop to improve power factor towards energy saving and earning rebate thereby. Month wise achievement is as under.

15. ISO 9001 OF 2008 & 14001:

• Jamalpur workshop obtained its ISO certification (9001-2000) on 28th May 2003 which got subsequently upgraded to ISO 9001-2008 during 2010-11. Thus, now this workshop has become at par with any other heavy engineering industry.

• Functioning of ETP plant – The discharge of the workshop is being treated through this plant and thus only safe discharge is being allowed to flow out confirming to the standard as laid down by Govt. of Bihar. The plant is functional since 01.09.2006, capacity - 1.5 MLD.

• ISO-14001 – Certification is under process considering the conclusion opted by 14th meeting by Standing Committee on Railways and their subsequent authenticity forwarded to all zonal Railways with due approval of Finance Directorate of Railway Board. The issue needs to be finalized by HQ without any further delay.
