• Q: – All participating PV related SSP are automatically counted

as PVG Member regardless of their will???• A:

– No- PVG member listing on the web simply indicates SEMI member companies engaged in PV

– People from non-SEMI member companies participating in SEMI PV activities (Standards, etc.) as PVG participants, rather than PVG members

– Of course, if a company does not want to be included, we will remove them upon request. However, they will still be included in the SEMI member list

Questions & Concerns on “SEMI PV Group”R0.5Oct., 25, 2010 Nov.3, 2010 Nov.13, 2010To: SEMI HQFrom: SEMI Japan, Standards Dept. (Okuda)

In general, SSP members should understand the following about PVG:

PVG is simply a name for the segment of SEMI that serves the global PV industry.

Participation in the SSP is open to all interested parties.

PVG staff assist the SSP by promoting use of SEMI PV-related Standards and recruiting volunteers into the SSP

Position of this foil

• To state Questions & Concerns on “SEMI PV Group” raised byJapan PV Committee, held on Sept.22, 2010– Derived from ED Slide presented by Okuda,

especially on ED Slide #10, #11, and #12

ED Slide #12

ED Slide #10

Venue, Location, Date

PVG and SSP• SSP is one of the SEMI’s key activities solely governed by the

Regulations– Open to all interested parties who register as SSP Members

• Regardless of whether they belong to SEMI Member Companies or not– Operation of SSP has been managed by James Amano (SEMI HQ

Director, International Standards) and his staff• Presumably unchanged under current SEMI organization (after West2010)

– However, PV related Standards Committees’ members out of non SEMI Member Companies are classified as “Non-dues paying Participants of PVG” (identified as in Slide 9) Anybody involved in PV-related Standards activity is a PVG participant. In the same way, non-PV-related committees in the SSP also include "non-dues paying participants of SEMI activities"

• Very confusing as compared with those from semiconductor/other non-PV areas

– No one other than PVG Member allowed to participate SSP??? Incorrect -SSP is open to all registered SSP members

– Or, all participating PV related SSP are automatically counted as PVG Member regardless of their will??? No- PVG member listing (http://www.pvgroup.org/Membership/ctr_025852) simply indicates SEMI member companies engaged in PV. People from non-SEMI member companies participating in SEMI PV activities (Standards, etc.) as PVG participants, rather than PVG members.Above two points look against philosophies behind current Regulations !

Venue, Location, Date

What PVG does for Standards? • “Standards” is apparently given the top priority among PVG

activities as stated in ED Slide #10– However, also addressed, in ED Slide #12, that;

• SEMI PV Group staff, not directly involved in Standards development, contribute to the Standards Program by publicizing efforts and recruiting members into the Standards Program

Should be more clearly stated such as;• PVG helps SSP (team) in promoting use of SEMI PV related Standards/recruiting

volunteers into SSP … We feel our original wording is clear, but yours is fine also.

Roles/functions of the current PVG (after West2010) to be introduced/discussed at ISC to share better/clearer understanding among them (James) I don't feel that this is relevant the ISC, which has more important topics to discuss. Of course, any ISC member can bring up any issue they want.

• “Roadmapping” in PVG’s scope– Committee once pointed out (in 2009) any Roadmapping in Standards

arena would be problematic from Anti-Trust point of viewRoadmapping to be separated from Standard Program Correct.

Venue, Location, Date

BU and PVG

• PVG has changed from SIG to BU (as of July, 2010)– However, BU is more often used to show a segment of

internal (staff/management) organization, while PVG is comprised of companies (both SEMI Member companies/Non-member companies)

– If so, SEMI PV BU is not identical to PVG CorrectMore careful distinction in use of “BU” and “PVG” is requested to avoid any confusion among those concerned "BU" is for SEMI internal purposes.

Venue, Location, Date

PVG Membership (1/2)

• While PVG consists of companies (as shown on the PVG Web site), SSP Members are individual volunteers with interest in SEMI Standards development regardless of their employment– http://www.pvgroup.org/Membership/ctr_025852

ED Slide #10 is quite misleading TC Members of PV related committees (and their employers) should NOT be automatically listed as PVG Members/Participants without their consent PVG member listing contains SEMI member companies active in PV. It does NOT include SSP members registered for PV-related committees.

Venue, Location, Date

PVG Membership (2/2)• Who/How PVG Members are selected/approved? We assume you are referring

to the PVG member list on the web. As explained above, PVG member listing contains SEMI member companies active in PV. Typically companies are pleased to be included in this list, and several companies that were not initially included in the list have contacted us to be added. Of course, if a company does not want to be included, we will remove them upon request. However, they will still be included in the SEMI member list (http://www.semi.org/en/Membership/MemberDirectory/index.htm).

– Upon request from potential members?– Any criterion to be accepted as a “PVG Member”?

May be problematic if an “applicant” is required to be already engaged in PV business if PVG, as an industry organization, has such an exclusive membership criterionSome “PVG Members” would NOT agree to be listed as “PVG Members” without their advance agreement

• What are the differences in roles/benefits/responsibilities between “SEMI Members who are also PVG Members” (identified as in Slide 9) and “Non SEMI Members & PVG Participants” (identified as in Slide 9)? All SEMI members are entitled to the same set of benefits. Non-SEMI members involved in PVG activities (PVG participants) do not receive member benefits.

– How can we recognize “PVG Participants” who is not a SEMI Member? SEMI members are identified in our internal databases.

– How about the differences between PV primary/secondary segments? Primary refers to companies whose primary business is in PV. Secondary refers to companies who are engaged in PV, but whose primary business is not PV.

• How are the existing Associate Member Companies (DMs) be categorized ? (PV Secondary segment???) As explained above, if their primary business is not PV, they are classified as secondary.

Newly RecruitedMembers (paying dues) (PV primary segment)

The goal of this slide was to show that PVG includes: SEMI members engaged in PV; and also people from non-SEMI member companies who are active in

SEMI PV-related activities (such as PV-related Standards Committees). Please

remember that people from SEMI member companies as well as people

from non-SEMI member companies take part in SEMI activities, such as the SSP.

This category is needed ???

As you've shown on this slide, describing "SEMI" graphically is

difficult, as "SEMI" consists of both people from member companies as well as volunteers from non-member companies. The same

holds true for PVG.

Final Questions/Proposal• How SEMI determine a SEMI Member Company is “active” or not in PV

when listing it on the Web?– Eric does (according to the previous mail to Suzuki-san), or, any other criteria

exist? SEMI member companies who have paid their dues are considered "active" members. Eric keeps a very close eye on the dues payments by our members.

• How each company be notified when listed on the Web?– As the “right” person cannot always be targeted by email blast, we should

more highlight the Web page• Putting following message/note on the web page would work

– Reason/criteria why these companies are listed» e.g. “SEMI determined these companies are active in PV industry…”

– Any listed company may ask SEMI to delete the company’s name• SEMI to have a procedure to delete listed companies when they lose SEMI

Membership We capture SEMI membership in PV, both for primary as well as secondary membership, as explained earlier. Companies that indicate they are engaged in the PV industry are listed on the PV Group website/member directory. If we lose a member company, it will be removed from the semi.org and pvgroup.org directories, that's already standard procedure. And yes, companies who do not want to be listed on the PV Group website will of course be removed.
