Fifth Meet ing

Held on Monday 28 October 1946 at 11.00 a.m. and 2.45 p.m. Chairman : Mr. J. R. C. HELMORE (United Kingdom) In giving further consideration to the general provisions

which might be applied to all intergovernmental commo­dity arrangements-the Committee discussed the need for provisions for review and renewal of agreements and the settlement of disputes. Reference was also made to the question of denning the types of goods which might be covered by commodity agreements.

I t was decided that the methods which might be used to achieve the objectives of intergovernmental commodity policy would largely have to be determined in the individual commodity agreements.

*ïne Committee also examined the sections of the United States Draft-Charter relating to the conditions precedent to the institution of negotiations for commodity argeements and to the obligations of members regarding existing commodity arrangements.

A Drafting Sub-committee consisting of the Chairman, Yiee-Chairman and the Delegates for Australia, Canada, Cuba, France, Netherlands, United Kingdom and the United States, was appointed to draft a text on the basis of the discussions which have taken place in the Committee.

Tenue le lundi 28 octobre à 11 heures et à 14 h. 45 Président : M. J. R. C. HELMORE (Royaume-Uni) Au cours d'un examen plus détaillé des dispositions

générales qui pourraient être appliquées à tous les accords intergouvernementaux relatifs aux produits de base, la Commission envisage l'adoption de dispositions prévoyant la révision et la prorogation des accords, ainsi que le règlement des différends. La Commission examine égale­ment la question de la définition des catégories de marchandises auxquelles ces accords relatifs aux produits de base devraient s'appliquer.

La Commission décide que les méthodes qui permet­traient d'atteindre les objectifs de la politique inter­gouvernementale des produits de base, devront pour la plupart être définies dans chacun des accords relatifs à ces produits.

La Commission étudie également les sections du projet de Statut proposé par les Etats-Unis, définissant à la fois les conditions qui permettront d'entamer la négociation des accords relatifs aux produits de base, et les obligations des Etats-membres concernant les accords déjà existants.

La Commission décide de constituer un Comité de rédaction composé de son Président, de son Vice-Président et des Délégués de l'Australie, du Canada, de Cuba, des Etats-Unis, de la France, des Pays-Bas et du Royaume-Uni, et le charge de rédiger un texte s'inspirant des échanges de vue qui ont eu lieu à la Commission.
