George Soros visited Tbilisi, Georgiaon May 29-31, 2005 to celebrate thetenth anniversary of the Open Society- Georgia Foundation (OSGF), meetwith President Mikheil Saakashvili andother government officials to discussongoing reform efforts, and meet withcivil society and media representativesto discuss their role in the country'stransformation.

Country ContextGeorge Soros' visit came just eighteenmonths after the Rose Revolutionbrought the new government to power.In this period, Georgia has made sig-nificant strides in a number of areas,including the adoption of a new law onfreedom of speech and expression,downsizing of the government bureau-cracy, introduction of a new patrolpolice to replace the notoriously cor-rupt traffic police, and passage of keyeducation legislation. However, thegovernment has also came in for criticism for its excessivenationalistic rhetoric, increased military spending, lack oftransparency in this and other fields (particularly in the budg-et), increased pressure on the media, and weak judiciary.

In this context, George Soros stressed the important functionsboth government and civil society fulfill in an open society. Heapplauded the government for its successes, but also encour-aged civil society - with the support and leadership of OSGF-to continue playing an important role as a constructive critic.

Meetings with Government OfficialsGeorge Soros met with several key government officials,including President Mikheil Saakashvili, Prime Minister ZurabNogaideli, and Chairman of Parliament Nino Burjanadze. Ata dinner with President Mikheil Saakashvili at the start ofGeorge Soros' visit to Tbilisi, and then a short meeting beforehis departure on May 31, the two engaged in wide-rangingdiscussions of the country's ongoing reform and the chal-lenges that lie ahead. In particular, Soros underscored theimportance of a new anti-corruption initiative by OSI to chartGeorgia's progress in addressing corruption and proposespecific remedies.

A meeting with Prime Minister Zurab Nogaideli centered onthe country's economic development in the past year and ahalf, including increased revenue collection and a simplifiedtax structure, a new emphasis on infrastructure developmentto spur private sector development, and planned sweepingderegulation of licensing requirements and inspection require-ments for small and medium enterprises. Some discussionfollowed on the need for institutionalizing reform, so that it isnot dependent upon individual officials. The role of OSI andOSGF in supporting the anti corruption policy and educationsystem reform was highlighted.

Soros and Parliament Chairman Burjanadze discussed the

need for strengthening parliamentthrough training staff on parliamentcommittees in monitoring the imple-mentation of laws; reformingParliament's research department; andpossibly collaborating with the USLibrary of Congress.

Meetings with FoundationLeadershipSoros met with the OSGF leadershipand discussed various issues withthem. In particular, he met withExecutive Director David Darchiashvili,Board Chair Tinatin Khidasheli, andthe rest of the OSGF board. A sepa-rate meeting was dedicated to theOSGF's Integration Program. Alongwith the OSGF's executive director, themeeting was attended by MikheilMirziashvili, the program coordinator,and Mikheil Chachkhunashvili, the pro-gram consultant. The discussion cen-

tered on the challenges Georgia faces and the foundation'sproposed remedies to these problems.

Soros showed interest in the foundation's new initiatives ineducation reform, media (setting up the Media Council) andgovernance reform projects. He got familiar with OSGF'sefforts to impose democratic control on defense and securityfields and its contribution to shaping the territorial arrange-ment concept.

Moreover, George Soros encouraged OSGF to be more radi-cal in its thinking and to not hesitate to start new programsand cut older ones as appropriate. OSGF's will further focuson the development of education sector, counter corruptionactivities and legal system reforms, court reforms and socialand ethnic integration.

Celebration of Foundation's 10th AnniversaryGeorge Soros was the guest of honor at a reception to cele-brate the foundation's tenth anniversary. The event wasattended by key civil society leaders, including past and pres-ent foundation staff and board members, State MinisterGeorge Baramidze, the Minister of Justice, the Vice Chair ofParliament, government Ministers and parliamentarians, theleaders of the Soros foundations in Armenia and Azerbaijan,and ambassadors and representatives of various internation-al organizations.

In his address to the guests, George Soros underscored theinteresting position he finds himself in, by being at once astrong advocate of the Saakashvili administration and astrong supporter of civil society. Public institutions and thegovernment disagree on a number of issues, there is mutualcriticism, but this is the situation in which both sides may beright in a way, George Soros said during his speech. Hehopes that criticism, without which civil society cannot beimagined, would be always constructive and focused on the

interests of the state and democracy. He reiterated that theactivities of OSGF was to meet changing needs of the coun-try and regarding the latter, he noted how the work of OSGFhas evolved in response to the country's changing needs andhe praised the current and previous leadership of the founda-tion for their important role in this.

Roundtable with Civil Society and MediaSoros met with over twenty representatives of civil societyand the media. He heard their views on Georgia's reformprocess, their interaction with the government, and ideas forstrengthening the media, where much of the discussion cen-tered. The participants expressed broader concerns about thegovernment's perceived unwillingness to work with civil soci-ety, its record on torture and on penitentiary reform, andexcessive nationalism, and stressed the need for local selfgovernance and an independent judiciary. Among the con-cerns cited were pressure on the media from the governmentand from media business owners, self censorship, and theinability of the media to oppose this pressure. George Sorosnoted once more the importance of Georgian civil institutionsand their role in the ongoing democratic processes. Heexpressed hope it would be possible to negotiate variousissues with the government and cooperate with them.

Meeting with IFIs, Other Donors, and Members ofDiplomatic CommunityIn a UNDP-hosted lunch meeting with representatives of theIMF, World Bank, EBRD, bilateral donors, and US and UKambassadors, George Soros exchanged views on Georgia'seconomic development. Soros noted that now would be thetime to spend on infrastructure development, the goal servedfor instance by Millennium Challenge Program.

Finally, Soros noted how proud he was of his contribution tothe Capacity Building Fund, a fund set up by UNDP and OSIand later joined by SIDA to pay government salaries and sup-port governance reform projects. These funds allowed thegovernment to make some immediate changes, as well assupport reform efforts of key ministries. As was noted, cur-rently the Fund is supporting system reforms, organizationaldevelopment in Georgia's public institutions.

Media CoverageThere was a lot of press coverage surrounding George Soros'visit. The media covered extensively the tenth anniversary ofthe founding of OSGF, George Soros' meetings with govern-ment, the roundtable with civil society leaders, and his state-ments at the press conference. The press was particularlyinterested in his views on the state of Georgian democracyand his stance to the current government.

Some of the coverage reported rumors and false allegationsof financial support for the current government, and was dom-inated by reports of the protests to George Soros' visit. Theprotests supposedly were organized by loyalists to the lateformer Georgian leader, Zviad Gamsakhurdia and othernationalist forces.

Some media outlets reported tensions between GeorgeSoros and Mikheil Saakashvili over Saakashvili's good rela-tions with George Bush. George Soros publicly dismissed thereports of tensions, saying that he is not in competition withthe American president over Georgia and welcoming

"President Bush's newfound enthusiasm for spreading free-dom and democracy" - although stating that this cannot beachieved by using force.

George Soros' response to questions about his role in theRose Revolution, which emphasized that the change of gov-ernment was the work of the Georgian people, received sig-nificant attention from both the local and international press.Conclusion

In the press conference concluding George Soros' visit toTbilisi, he applauded the successes of the government as wellas civil society in criticizing the government. As he noted atthe outset of the press conference, "I am really thrilled to seethe success of the new regime. Of course, not everything isperfect. An open society in my definition is an imperfect soci-ety that holds itself open to improvement. And in that senseGeorgia is an open society and the imperfections need to bepointed out and dealt with, and…[OSGF] is performing a veryvaluable function...The foundation is not only criticizing but isengaged in active programs to remedy. So looking at the sit-uation in Georgia today, I am going to leave with great senseof satisfaction, both with the advances made by the govern-ment and by the work of the foundation."

The network of George Soros Foundations embraces over 60states. George Soros founded the Open Society Institute(OSI) in 1993 to contribute to the operation of his foundationsin central Europe and post Soviet states.

The Open Society - Georgia Foundation was founded inTbilisi in 1994 as an independent non-governmental and not-profit organization. It aims to develop and implement a rangeof programs focusing on civil society, education, media, pub-lic health, and human rights as well as social, legal, and eco-nomic reforms.

Mass Media Support Program

Media Council as a Public PlatformThe idea to set up a Media Council was considered andapproved during the latest visit of George Soros, the founderof the Open Society - Georgia Foundation to Tbilisi. Membersof the inner projects OSGF launched to support the MediaCouncil have actively cooperated with the mass media for thepast several months. In late July, the issue was finally nego-tiated. Roughly, on July 20-25 a presentation of the MediaCouncil will be held. We advise all journalists as well as otherrepresentative of the public not to miss the presentation.

The primary goal of the project is to set up the Media Councilas a self-regulatory body of the media, says IrakliTsertsvadze, the program coordinator. Moreover, the MediaCouncil will become a platform for making regular statementson rough violations of media ethics, even in cases when thecouncil will not be reported on the unethical behavior of a jour-nalist, he says. On the other hand, the body will provide sup-port to all journalists who will need its protection.

The Media Council support project also announced a tenderin May for a TV social commercial. At present, the program isworking at making a commercial according the script that wonthe competition.

The first attempt to set up the Media Council ended in failure,as media members were not able to negotiate the issue. Itwas OSGF's initiative to give the idea another try. Intensivetalks and consultations have been held with the managers ofall media organization since the inner project was launched.

As a result of the negotiations, a council's new regulation hasbeen drawn up. According to the new regulation, the MediaCouncil will be an arbitration body, in which the plaintiff anddefendant will be able to resolve their dispute without incur-ring any expenses, as they would in a regular court. "Thescheme will make the council alluring for both the media anddefamed citizens, as this is not linked to any expenses", EkaKvesitadze, head of the project, says. "The media shouldcome in for criticism by representatives of the media itself andthe public rather than the government, as in the latter casethis (criticism) is viewed as a threat".

Eka Kvesitadze took part in almost all activities organizedunder the project. Trainings have been held for journalists inregions on media ethics and self-regulation. Lectures weredelivered jointly with the Liberty Institute in Telavi in May,while in Kutaisi and Poti in June. In mid July, training isplanned to be held in Batumi. "The interactive trainings aimedto give detailed information to journalists on how the currentlegislation provides their professional freedom and availabili-ty of public information on the one hand, and on increasingjournalistic skills in the Georgian media, setting up the code ofethics and the necessity to set up a self-regulation body likethe Media Council on the other", says Eka Kvesitadze addingthat journalists in the regions have expressed desire to furtherattend similar trainings.

International ArenaImportant issues for the media, including the idea of setting up

the Media Council, were considered at a meeting of mediacoordinators in Bangkok (Thailand) in mid June. IrakliTsertsvadze, the program coordinator, and NinoChinchaladze, the deputy executive director, took part in themeeting organized by the Network Program of the Open

Society Institute (OSI).The meeting proved rather interesting and beneficial, saysIrakli Tsertsvadze, who made a speech on reforms in the pub-lic television (the former state television) during the meeting,while Nino Chinchaladze spoke about OSGF's role in theelection process, support models and post election experi-ence.

Media against CensorshipAnother rather important and topical project named "AgainstCensorship" is being implemented as part of the MediaSupport Program. Under the project two films were made -"Without a Bullet" and "Marek Dudaev's Case". The first filmdeals with the facts of Zurab Zhvania's death, while the othertells a tragic story of Ossetian Marek Dudaev, living in theGeorgian-Ossetian conflict zone. The films were shown by TVCompany "202".

Vakhtang Komakhidze, a journalist and the film director, saysthe films raised great interest in the public. Several discus-sions were held, articles published and footages made on var-ious TV channels, including regional TVs. "I think our projecthas already proved a success as the media have started talk-ing about issues it refrained from talking about before", hesays.

Vakhtang Komakhidze promises to offer the public other inter-esting works. He said he is working at two contentious issues- spending funds from the President's Fund and the situationin the Georgian media.

Attention, competitions:

1. to identify the best series of publications in television criticismfor journalists of the press.The deadline for submitting applications is November 15. Thecompetition will be held repeatedly as in the first case the foun-dation did not receive interesting projects (some changes havebeen made to competition terms).

2. a one-month internship for regional journalists (the press, tel-evision, radio and photojournalists). 12 grants will be issued.The deadline for submitting applications is June 30.

3. to organize teaching media representatives Georgian andEnglish languages in the Kvemo Kartli region. The competitionhas been announced for non-governmental organizations, initia-tive groups and organizations working at journalists' professionaleducation. The deadline for submitting applications is July 1.

4. to reveal the best work of investigative journalism in theregional media in 2005. The deadline for submitting applicationsis November 4.

Conflict Resolution, Civil, Regionaland European Integration Program

On the Way to Integration to EuropeOSGF's Integration Program has focused for the past periodon drawing up the Action Plan (AP) for the EuropeanNeighborhood Program (ENP) and securing the involvementof civil society in the monitoring process. ENP is the assis-tance Europe provides to neighboring states and brings themcloser to European values.

To attain the goals, Georgian non-governmental organizationshave met in Brussels. The meeting, Mikheil Mirziashvili, theprogram coordinator, says was rather interesting and benefi-cial. It aimed to draw up ENP's action plan with Europeaninstitutions (the European Parliament, the European Counciland so on) and lobby for the involvement of civil society in fur-ther monitoring.

In the meetings hosted by European policy research centersin Brussels Azerbaijani and Armenian colleagues also tookpart. Another meeting with the Azeri side was held in Baku.The Azeri capital also hosted a conference dedicated toENP's action plan. Along with the involvement of civil socie-ty, participants considered issues like regional cooperationand sharing experience among the states.

Although all three states of the South Caucasus have individ-ual integration plans, the regional cooperation is still topical,says Mikheil Mirziashvili. But the regional cooperation inGeorgia is also considered in the context of the Black Seabasin, the direction that may prove priority in the integration toEurope. There is a considerable diversity of opinion on theissue and we even had a sound argument during the meeting,he says.

Non-Governmentals' Efforts in Five DirectionsIn order to secure the involvement of civil society in drawingup the ENP's action plan and in its further monitoring OSGF'sIntegration Program along with the Heinrich Boll and theEurasia Foundation supported setting up five working groupsby representatives of the civil sector. The groups will give rec-ommendations for the action plan in the following directions:

- enforcement the rule of law, human rights and pluralismenforcement;- poverty reduction, stable development;- fighting corruption and providing transparency, including theprivatization process;- improving a business environment, and the customs sys-tems' reform and liberalization;- conflict resolution and regional cooperation.

Mikheil Mirziashvili says initially, representatives of up to 30non-governmental organizations registered in each group,which have been working hard since June 1. First, the groupswill separately work out recommendations for the Action Plan(AP). Later, they will negotiate them and introduce to the pub-lic and the government. The interested part of the public andthe government should be informed at all stages of the workprocess.

The first stage of the work is due to end in September, whilethe whole cycle in late October. "We have already had some

response from European institutions as well. In particular, arepresentative of the State Minister in European and Euro-Atlantic issues took part in our discussions; we also expectthe involvement of Foreign Ministry officials in the process",says Mikheil Mirziashvili

Conflict ResolutionThe Integration Program along with OSGF's EconomicDevelopment Program, keeps on implementing micro loanprojects in the Gali district, Abkhazia. Future members of theGali consultation center have attended a training and learnedabout the successful project in the Samtskhe-Javakhetiregion.

The Integration Program has also supported projects focusedon confidence building with South Ossetia and Abkhazia.

The project of the restoration of Kosta Khetagurov's monu-ment in the Arashperan village of the Lagodekhi district (theKakheti region) is rather important for the civil integration.The monument in the yard of the secondary school namedafter Kosta Khetagurov was exploded during the Georgian-Ossetian conflict (1989-1991).

"For the past several years the village population has markedKosta Khetagurov's day, "Kostaoba" on October 15. But, thepeople, gathered at the wreckage of the monument felt painrather than joy. My efforts to raise the question of the restora-tion of the monument under the previous government endedin failure. Last year, however, with the support of the OpenSociety - Georgia Foundation my dream came true", saysNaira Bepeeva, head of the Ossetian department of theCaucasian House. Merab Gagloev, a sculptor, who wasassigned to restore the monument, has already completedthe work in clay. By the beginning of the academic year, inSeptember, Kosta Khetagurov will "return" to his homeland.

Law Program

The Public Lawyer's Office for SociallyVulnerable Groups of PopulationThe Law Program of the Open Society - Georgia Foundationis taking active part in setting up a free legal aid system. Theproject is being implemented by the Justice Ministry in asso-ciation with the OpenSociety Legal Initiative,Young LawyersAssociation of Georgiaand IRIS Georgia.

As part of the project,the first territorial officeof the Public LawyersService opened in theGldani-Nadzaladevi district, Tbilisi on June 18. The movewas followed by opening another office in Zestaponi on June25. Seven lawyers of the Gldani-Nadzaladevi district andthree lawyers of the Zestaponi office will provide defense inpretrial detention in courts of various levels. They will standup for the people considered suspects and defendants byinvestigation bodies.

competition, were trained in Bakuriani in association with theLegal Initiative of the Open Society - Georgia Foundation.During the training, Georgian and foreign experts thought thelawyers how to communicate with clients, peculiarities of thepublic lawyers service, defense building and other essentialskills.

Nino Eliashvili, a member of the Young Lawyers Associationand one of the lawyers who has successfully gone throughthe two-stage selection process, will put in practice the skillsacquired during the training. Now she is an administrator ofthe Gldani-Nadzaladevi district. A lot of citizens apply to theoffice for help, as most of them cannot afford a private lawyer,due to high costs, she says. Although we are entitled to pro-vide service to the Gldani-Nadzaladevi district alone, peoplefrom the Isani-Samgori district often come to us for help, saysNino Eliashvili and hopes soon other districts of the capital willhave similar offices.

After one year of the operation of the pilot offices, the programwill define average demand for legal service, as well as pecu-liarities of working in the legal system and an average cost ofservice for one case in the legal aid office, says TamarKaldani.

The opening of the Gldani-Nadzaladevi territorial office of thePublic Lawyer Service was followed by a presentation inTbilisi Marriott Hotel. During the presentation, the JusticeMinistry, the Prosecutor General's Office and the Ministry ofInternal Affairs signed a memorandum, by which the sidesdeclared the willingness to cooperate and provide assistanceto each other during the reform of the free legal aid system inGeorgia.

A Coordinating Board was set up at the Public Lawyers Office.Officials from the Open Society - Georgia Foundation, theOpen Society Legal Initiative, IRIS Georgia and the YoungLawyers Association of Georgia are taking active part in theoperation of the Coordinating Board. The board will supervisethe Public Lawyers Service and go ahead with working at theconcept of a free legal aid system reform, a bill on a publiclawyer and a detailed action plan (including financial esti-mates).

Civil Society in Law Making Process

The Civil Society Institute (CSI) is implementing OSGF-fund-ed project "Civil Society in Law Making Process". The projectaims to make the law making process transparent, secure theinvolvement of the public, timely spread information on pend-ing innovations and lobby for the public interests in the lawmaking process. Tamar Kaldani, the coordinator of OSGF'sLaw Program, says: "The public has welcomed the activitiesand it (the project) has been increasingly successful".

Under the project, CSI has actively cooperated with the LegalCommittee of Georgian Parliament. CSI signed a memoran-dum on mutual understanding with the committee. The par-ties have made joint efforts to provide the transparency of thelaw making process, establish administrative accountability,legally establish publicity principles in politics and renderassistance in the prevention of illegal interests throughinforming the public.

CSI takes copies of all bills submitted to the Legal Committee

of Parliament, disseminates brief information on all the billssubmitted to Parliament by e-mail and publishes them on theweb site of the organization (www.civilin.org.ge). Georgianlaw experts provide conclusions on those bills that causeimportant changes in current legislation.

Since the project was launched (November 2004) to date theinstitute:

- has taken all bills (161) from the Legal Committee ofParliament;- has prepared expert judgments on bills that cause importantchanges in Georgian legislation (47 expert judgments);- has produced 88 electronic newsletters on pending legis-latilve amendments.

CSI's judgments on the following bills have proved particular-ly successful: "On Making Amendments to the Constitution";"On Making Amendments to the Law on Statutory Acts"; "OnMaking Amendments to the Law on Grants; "On IssuingLicenses in the Oil Products Sector"; "On MakingAmendments to the Tax Code" (concerning private arbitra-tion).

Maia Meskhi, the director of CSI's Legal Program, says: "Ourexperts' participation in the discussions has caused seriouschanges in bills. Eventually, most of recommendations givenby the institute were taken into account".

Apart from the Legal Committee, the conclusions of the insti-tute are sent to chairmen of those committees, whose judg-ments on the bill are essential. MPs become regularly famil-iar with expert judgments. Government officials also refer toCSI's expert judgments. Maia Meskhi says: "The projectimplementation has provided the involvement of civil societyin the law making process. It sharply increased public aware-ness of Parliament's operation. Concrete indicators showincreasing demand from the public for information disseminat-ed by CSI and Georgian experts' comments".

The project is also in the focus of the media. The 24 Saati, anewspaper, makes publications under the project. The news-paper has already published 10 articles dealing with ratherinteresting topics for the public (about lawyers, issues like theConstitution, IDPs, adoption, local government, licensing andso on). CSI's electronic newsletter at present has around 257subscribers from the media and 400 from the business sector.

The Civil Society Institute promotes the enforcement of therule of law through establishing democratic values in thestate, educating the public and increasing its activity. Theinstitute runs law, local government, civil society develop-ment, economic, and public policy and administration pro-grams.

Local Government and PublicAdministration ProgramFree CompetitionThe Local Government and Public Administration Programhas already announced winners of its free competition. Theprogram selected seven of 64 projects that had taken part inthe competition. Tiniko Bolkvadze, the program coordinator,stresses regional non-governmental organizations have beenmore active this year. Eventually, the program selected two

rather interesting projects: "Promotion of TransparentScheme", introduced by the association of the Racha-Lechkhumi and Kvemo Svaneti Sakrebulos, and "IncreasingTransparency through Informing the Public" prepared by Info,an initiative group from Kutaisi.

Decentralization StrategyRendering assistance in setting up Georgia's decentralizationstrategy presents one of key directions of OSGF's Local

Government and SelfAdministration Program.

The coalition of non-gov-ernmental organizations- For Local Democracyand Self-Government -advanced the words of

Ilia Chavchavadze, theprominent Georgian writer and public figure of the 19th centu-ry as its slogan: "Self-governance is the best cure for people'severy needs". The coalition prepared as part of the project,which is co-funded by the foundation, a conceptual model forthe administrative and territorial arrangement of the countryand distribution of powers among various levels of the author-ities. The coalition has among its members: Young LawyersAssociation of Georgia, Civitas Georgica, an internationalassociation, and the International Center for Civil Culture.

The coalition will shortly introduce the concept to experts,state officials and the general public for judgment. TinikoBolkvadze, the Local Government and Public Administrationprogram coordinator, says the concept will provide not onlythe first example of a system approach to the issue but alsoof absolutely free discussion in the public. Both the capitaland the regions will host broad discussions. We should alsoask the opinion of population in regions on certain provisionsto secure drawing up a perfect document, she says.

The new concept was developed through a deep analysis ofhistorical, geographical, social, economic, political, adminis-trative and many other aspects. The document provides strictdistinction of administrative, financial, property and legal pow-ers. Tengiz Shergelashvili, the project director, and the chair-man of the board of the Young Economists Association hopesthe country will meet the next local election "with a radicallynew and efficient government system".

Evaluation of Election ProcessesOSGF's Local Government and Public AdministrationProgram and non-governmental organizations have closelywatched changes to election law. They could not turn theblind eye to recent amendments to the election law madehastily and made a written appeal to the Georgian govern-ment.

Here is a brief account of the appeal made by public organi-zations. They show their opinion on amendments made tothe law on "Georgia's Capital - Tbilisi" and to the ElectionCode of Georgia:

"…Nowadays, the Central Election Commission and theGovernment face another test for their adherence to demo-cratic principles, and the public is closely watching how theywill pass this test. We, representatives of public organiza-tions, are obliged to tell you that so far, the developments

linked to the local government reforms have shown danger-ous symptoms, the development of which would put the wholesociety in danger…. We still hope that the fundamental prin-ciples of democratic society - involvements, tolerance andtransparency will not be forgotten".

The appeal has been signed by the Young LawyersAssociation of Georgia, International Center for Civil Culture,Multi-Ethnic Georgia, a civil movement, Civitas Georgica, aninternational association, the International Society for FairElections and Democracy, the New Generation the NewInitiative, a movement, the Civil Society Institute, the UNAssociation of Georgia and the Public Administration andLocal Government Program. The text of the appeal was pub-lished in the June 28 issues of the papers, the “24 Saati” andthe “Rezonansi”.

Internet-Transparency in GeorgiaThe Public Administration and Local Government Programconsiders the introduction of electronic transparency inGeorgia extremely important. Therefore, the local govern-ment, the Open Society Institute (OSI) and the Open Society- Georgia Foundation have made joint efforts to draw up anadequate scheme.

Tiniko Bolkvadze, the program coordinator, says the project inthe first place, aims to fight corruption through increasingtransparency. The transparency of state bodies and voluntaryinstitutions should increase through the introduction and useof modern information and communications technologies, shesays. The introduction of "electronic transparency" willimprove state governance and management, and increasethe efficiency of public service. All the latter provide precon-dition for the introduction of an essential segment of the infor-mation society - the idea of the introduction of the so-calledelectronic government.

The project "Introduction of Electronic Transparency" calls forthe development of a general policy and legislative changes.In particular, it calls for the review and making amendments toarticles on free information in the administrative code or forthe adoption of new law on information. The InternetGovernance Academy (Estonia) and "Internet Cities" (Poland)will provide Georgian experts with recommendations. Thework is due to start in September-October.

Meeting with PR-ServicesMeeting with public relations services of the State Office andthe ministries was another interesting initiative the PublicAdministration and Local Government Program made in thesecond quarter. Unfortunatly, the activities of the public rela-tions services are often viewed as holding PR activities alone,which is not completely true, says Tiniko Bolkvadze, the pro-gram coordinator. There should be direct interaction betweenthem and the public. This was the first such meeting andraised great interest in the public. The public relations servic-es expressed willingness to have similar meetings in thefuture.

Economic Development Program

Small Business Development in AbkhaziaThe Economic Development Program of the Open Society -Georgia Foundation has retained a different style of opera-tion. Small and medium business-focused credit schemes

along with issuing grants present the program's key priorities."The job the Economic Development Program has donethroughout its existence has yielded rather favorable results",says Mikheil Kervalishvili, the program coordinator.

The Economic Development Program, in particular, haslaunched a small and medium business promotion project inAbkhazia. Under the project, the program ran a multi-stagetraining course in the Gali district for 12 people who arrivedfrom Abkhazia. The training, which took place from May 16 toJune 10, aimed to prepare qualified staff for a business cen-ter in the Gali district. Later training participants were practi-cally trained in the Samtskhe-Javakheti district. They gotacquainted with the OSGF-funded projects that have beensuccessfully implemented there. They also learnt on the spothow Akhalkalaki business centers and credit institutions oper-ate, as well as the principles of the evaluation of loan applica-tions and business-plans. The trainees visited those busi-nessmen that have received funding through loan programs.

The training participants ran a special course for local busi-nessmen in business planning in association with the staff ofthe business-centers. At the second stage, they themselvesdrew up a business plan, under which a consultation centerwill be set up in the Gali district. OSGF's office held the pres-entation of the project on June 10. After the presentation, thetraining participants were awarded certificates, certifying theirparticipation in the study course.

During the final stage of the training, the trainees passed aspecial test. "Tests helped us evaluate impartially the skillsacquired during the training, participants' abilities and essen-tial personal qualities for working in the conflict region. Weselected those five candidates who will continue taking part inthe business center foundation scheme", says MikheilKervalishvili.

Under the same project, a microfinance institution to imple-ment the loan program on territory of Abkhazia was selected.Through a tender and due to efficient cooperation in the past,it has been decided that this organization will be World Vision- Georgia. The organization will set to work in the near future.

For Millennium Challenge GoalsThe Economic Development Program keeps on cooperatingwith Millennium Challenge Georgia Foundation (MCG).Program participants regularly take part in meetings organ-ized by MCG. Several interesting proposals have been putforward to secure transparency and publicity of MCG's oper-ation. It was also decided to set up a special advisory boardat MCG to provide public monitoring after an agreement issigned between Georgia and the U.S.

The advisory boards will have nine members - three from thenon-governmental sector, one from Parliament, one from theMinistry of Environment and Natural Resources Protection,two from the business sector, one from the President's officeand one from the Motor Roads Department. The advisoryboard will be able to set up target, professional sub-commis-sions, which will provide the board members with profession-al and qualified conclusions on various components of theproject.

Pilot Employment ProgramThe Economic Development Program, along with the LocalGovernment and Public Administration Program, has

launched preparations for a pilot employment program. Inparticular, they have drawn up a general project and action-plan, held round-table talks with interested organizations andprepared tender applications in order to select partner organ-izations.

The program will shortly issue the tender. Mikheil Kervalishvilisays before it is announced, the program will meet withwould-be partners, who will be assigned to design a specialone and a half month tainting course.

The selection of partner organizations will be followed by acompetition for the unemployed who whish to take part in theprogram. Those who lost their jobs following recent reformsin public institutions will be given an advantage. After attend-ing the training course, they will be able to set up themselvesthe further development strategy, in which the acquired expe-rience will help them very much. OSGF will also provide agrant to fund projects made during the training course.

The Open Society - Georgia Foundation suggests the imple-mentation of the program will provide an example to the stateand other donor-organizations of setting up an efficient modelof employment promotion.

Information ProgramOpen Source for EverybodyThis spring has proved rather important to the InformationProgram of the Open Society - Georgia Foundation. TheMinistry of Education and Science decided on the installationof Linux OS on the computers to be delivered to schoolsunder the Dear's Leap project. The system is based on theopen source.

The decision was preceded by long discussions whether itwould be better to install Windows or Linux, ZviadSulaberidze, the coordinator of the Information Program,recalls. At that time representatives of Microsoft were visitingTbilisi and even offered discount in case of choosingWindows, however, the program opted for Linux, he says.The reason for making this choice he says is the following:

- open source software is safe;- open source software is free;- open source software enables to tailor the system to yourneeds not vice versa.

The information program promotes the development of infor-mation technologies in Georgia and the introduction of theopen source software. Mobile Consultants and OpenPlatforms, a one-year project, was launched in January andwill approximately extend into next year. The OSGF officeheld the presentation of the project on April 22.

Civil society should have information and be able to makechoice; in order to help the non-governmental sector the pro-gram has started promotion of the open source software, saysZviad Sulaberidze. However, he hopes state bodies will alsostart installing the open source from next year. This will savebudget funds, as they will not need to buy commercial, expen-sive software, nor will they have to use pirate versions, hesays. Open Source in GeorgianThe program is actively working at the localization of opensource programs. This is very hard work - there are around40,000 terms (phrases) to be translated, says ZviadSulaberidze. Everyone is welcome to take part in theprocess, it is voluntary and free. Ureki, a town at the BlackSea coast, will host a summer camp for the localization in lateJuly. Project members and volunteers will translate and coor-dinate the terms of the open source office software bundle -Open Office.

Wireless InternetAnother project of the Information Program that raises a lot ofinterest is the Wireless Internet project. It was launched inMarch and will last to October. "The project is particularlyimportant for regions and faraway villages, which have com-munications problems. The machine invented as part of theproject is cheaper than the one bought in a store", saysSulaberidze. Project members are confident that the devel-opment of wireless technologies will promote positive socialchanges in rural areas.

International Student Advising CenterAs always, the International Student Advising Center of theOpen Society - Georgia Foundation is actively engaged inmanaging programs which fall under the field of its compe-tence. It is quite hard work to administer about 20 education,scientific and research programs, says Nino Chinchaladze,the director of the center. Emotions accompanying the test-ing process are already in the past and with the support of thecenter, happy winners are getting ready for studying at univer-sities.

Regions have been rather active this year, says NinoChinchaladze. For instance, for the first time, this year a can-didate from Telavi, Eka Imerlishvili received full funding forstudying at Central European University, which is a great suc-cess.

Natia Nanava, a coordinator of the center, who administerseight programs, is also happy with this year's results. 150applicants applied for Central European University (Budapest,Hungary) programs, of which 19 students were selected.Successful candidates were trained in the English languagein Istanbul (Turkey) in July. Moreover, six candidates wereselected of the 28 that applied for a four-year bachelor'sdegree program in Bulgaria's American University.

Four professionals, who will conduct researches in GreatBritain as part of the Oxford University Colleges HospitalityScheme, were also selected. One of successful candidatesShalva Dundua, who works at the International Institute forEducation Policy, Planning and Management, alreadyreturned to Tbilisi after conducting a one-month research inGreat Britain. "For this short period I was able to do a lot ofwork", says Shalva Dundua and adds: "My field of interestwas computer technologies, in terms of employing them in theeducation system, while Britain is one of the leading countriesin the virtual education policy, especially in relation to 14-19-year-old adolescents". This is very important to Georgiaimplementing at the moment a computerization project Deer'sLeap with the support of the Ministry of Education andScience.

The selection process has also finished in other programswhich are administered by Gaga Gigiberia, a center coordina-tor. In the teachers' retraining program eight persons wereinterviewed in Alma-Ata; of them four reached the final, saysthe program coordinator. Finalists will leave for the U.S. inJanuary next year to upgrade their skills. As for the socialworkers' program, two specialists were interviewed in Alma-Ata. One of them will study at Saint Lewis University (theU.S.).

The International Student Advising Center is in touch with pro-gram alumni. In order to make their work efficient, a smallgrants' competition is held annually, says Nino Chinchaladze.As a rule, 4-5 alumni receive the grant. This year the applica-tions for the competition may be submitted from June toSeptember.

In July, OSGF coordinators hold the annual meeting, at whichfuture plans are drawn up, says Nino Chinchaladze. In par-ticular, it is planned to set up a computer-based testing cen-ter to improve the selection process.

International Soros Educationand Science Programs

The results of the nationwide Olympiad held by theInternational Soros Education and Science Programs for sec-ondary school students are already known. 6,000 applicantsapplied for the first stage of the Olympiad, of which 2,500 gotthrough the second stage held in April. Eventually, 214 stu-dents were awarded diplomas. Of them, 20 were awarded Alevel, 47 B level and 177 C level certificates. Seven studentswere awarded A level certificates in the German Language,while three A level certificates were awarded in the mathemat-ics, informatics and biology Olympiads each.

"Unfortunately, A level certificates were not awarded in theOlympiads of the Georgian Language and History, which hadthe largest number of competitors; this points to the need topay more attention to the subjects", says Tamar Khulordava,the program director. She was happy students from regionswere very active and that students from Kutaisi, Rustavi andZestaponi showed better results in almost all subjects thanstudents from the capital.

For the first time this year, the Olympiads were held in all 12main subjects. Traditionally, students competed during theOlympiads in the five branches of science - mathematics,physics, biology, chemistry and geography - but this year tothe list added the Georgian Language and Literature,Georgian History, informatics and foreign languages.

Another focus of the International Soros Education andScience Programs is a competition for young scientists, heldunder the aegis of the European Union. 15-20-year old stu-dents take part in the competition. Georgia has been anassociated member of the "family" for seven years, saysTamar Khulordava.Seven projects were introduced to the local tournament, ofwhich two were funded. Of the latter two, one will take part inthe 17th European competition to be held in Moscow inSeptember. This is the project of Eka Bakradze, an IDP fromSukhumi. She found ways of diagnosing cancer at an earlystage at the Complex Diagnostic Center. She was led in herresearches by Pavle Chelidze.

Tamar Khulordava is confident this project will be put in prac-tice. She said it would be a good spring-board for EkaBakradze, who has just set to scientific work. "Generally, dur-ing the selection process attention is paid to the contributiona young scientist will make to scientific society not only inGeorgia, but also in the world", she says and adds: "Our cri-teria are so impartial, strong and perfect, there have been nocases of appealing commission's decisions". Therefore, theprogram is even able to offer the Ministry of Education andScience a single approach to the evaluation of scientificworks.

Women's ProgramWomen in Rural Areas for Small Business DevelopmentSmall business development in rural areas has been one ofkey priorities of OSGF's Women's Program for the past sev-eral months. The program launched in April a competition"support for rural promotion projects". Initiative groups of vil-lage women, including young women's non-governmentalorganizations could take part in the competition.

Eight projects were selected of the 29 presented during thefirst stage of the competition "support for rural promotion proj-ects". Marina Tabukashvili, the program coordinator, andZurab Janjgava, a business adviser to the project, checkedthe project viability on the spot during the second stage.Finally, five projects, which would receive the program fund-ing, were selected and a report prepared. "All five projectsare rather important to the local people, since mainly youngwomen residing in villages are involved in them", says MarinaTabukashvili. Even brief annotations of the projects show theimportance of the initiatives aided by OSGF's Women'sProgram.

For instance, Pshavi, a non-governmental organization, plansto launch a project, "Natural Wool in Natural Colors". Theproject presents a serious scheme of the development of folkart (traditional, hand-made products such as carpets, socks,wool and so on) in this high-mountain region. It is interestingthat in 2004, 25 residents of the Sharakhevi village of Pshaviwere provided with drinking water under the project imple-mented with the support of OSGF's Women's Program.

An initiative group "Tori" plans to promote development of pig-breeding in the Timotesubani village of the Borjomi district. Itis important that the district (and also the village, which has apopular restaurant and hotel) has a ready market for the busi-ness.

A women's initiative group in the Natanebi village will set up amini-factory for cracking hazelnut. 70 hectares in the villageis covered by hazelnut farms. The project aims to improvesocial conditions of residents in rural areas and aid sociallyvulnerable groups of the population in various ways.

An initiative group "Idumali" (secret) plans to manufacturevarious fruit products under the project "Meskhuri Nobati"(Meskhetian gift). The project involves 12 young women and2 men from three villages (Nijori, Idumala, and Oshora).

An initiative group "Nobati from Kakheti" will launch grapeprocessing and start making churchkhelas. The preconditionfor the success of the project is that the product has a readymarket.

"All initiative groups have been astonishingly open and enthu-siastic, so in the near future you will see hand-made and agri-cultural products produced with the support of our program",says Marina Tabukashvili.

Gender and EducationWomen's Program goes ahead with the activities underGender and Education. In particular, a book by Paolo Freier,a Brazilian philosopher and one of founders of modern peda-gogy, is being prepared by the program for publishing (thebook has been already translated). This is the first time thebook has been translated in Georgian. To date, the name ofthe author has been known to a small group of specialists,and only from Russian sources.

DocumentariesThe Women's Network Program of OSGF's Open SocietyInstitute (OSI), funded two documentaries made under theproject "Paradigms of Soviet Space". The films are "ModernTimes", directed by Levan Glonti and "Suliko" by Liana Jakeli.The rough versions of the films are already ready, while finalversions will be ready by fall. Marina Tabukashvili, the coor-dinator of the Women's Program, took part in the show offilms along with the authors at the second international mas-terclass that took place in the Crimea (Ukraine) in June aspart of the project. It is important that it was only Georgiawhere two films were funded, while other states were present-ed only one movie each.

"New Times" describes life in one of Kakheti villages, saysMarina Tabukashvili. Everything in the movie is seen throughthe eyes of a main character of the film Lia, who suffered froma family violence in the childhood, but her strong naturehelped her survive terrible conditions and now is living inTbilisi. Village residents love and respect her very much.

Arts and Culture ProgramIntercultural DialogueAn international colloquium on intercultural dialogue is one ofthe most important events that has taken place for the pastseveral months, Tamar Lortkipanidze, the coordinator of theArts and Culture Program, says. Tbilisi hosted the colloquiumon June 16-19. The support for the event was provided by theOpen Society Institute (OSI), the Arts and Culture NetworkProgram (the Budapest Office), the Open Society - GeorgiaFoundation, the Eurasia Foundation, the Caucasian Houseand Poland's embassy in Georgia.

The Tbilisi colloquium was a continuation of the programlaunched in Dushanbe, Tajikistan, in 2004. Dushanbe wasthe first place to host such an event. The program aims toeducate intercultural dialogue animators in South Caucasusand Central Asia, support long-term art and educational initia-tives in multicultural communities, assist in establishing cen-ters for intercultural practices, and contribute to the creationof a trans-regional network of partnership for intercultural dia-logue.Tbilisi hosted heated debates over difficulties multiculturalsocieties face not only in the Caucasus, but also in CentralEurope (the Balkans) and Central Asia, Tamar Lortkipanidzesays. Modern society is experiencing a crisis of ideas in thefield and colloquium participants were considering solutions tothe problem.

"In spite that the term "intercultural dialogue" is invoked todayso often, it is used in many different contexts and, as a con-sequence, its meaning varies", he says and adds: "The inter-cultural dialogue aims to integrate peoples of different cul-tures, religions, social status, and ethnicity".

Among foreign guests attending colloquium were StanislavZapasnik, professor of sociology, Warsaw University; NealAscherson, a writer and traveler; Vladimir Milcin, theaterdirector, Open Society Institute - Macedonia ExecutiveDirector; François Matarasso, cultural animator and writer, aleader of the Living Heritage program in Southeast Europe;Tone Bringe, anthropologists and the senior researcher at theChr. Michelsen Institute, Norway.

Among Georgian participants were Naira Gelashvili, the direc-tor of the Caucasian House, who made presentation on pre-serving cultural and natural heritage of the country, integrationand peaceful coexistence, human rights and ethnic tolerance.Levan Berdzenishvili, one of the leaders of the RepublicanParty, spoke in his presentation about traditions of tolerancein Georgia and recent disintegration processes.

Father Basil Kobakhidze, who represented the OrthodoxChurch, Alexandr Russetsky, South Caucasus Institute ofRegional Security, Director, Zaal Kikodze, ethnographer,Lasha Bakradze, a journalists and others also made speech-es during the colloquium.

Intercultural dialogue can be accomplished only as a long-term activity, aimed at both regional and international cooper-ation, integration and not assimilation, it was said during thecolloquium. Intercultural dialogue is directed at various socialgroups. It is not directed at national minorities only. Meetingparticipants stressed setting up intercultural dialogue centerswould help establish tolerance in every day life.

National Translation ProgramThe Translation Program of the Open Society - GeorgiaFoundation keeps on translating and publishing books ofsocial and cultural importance, which are important to bothscientists and the general public. Special attention has beenrecently paid to the development of philosophy and social sci-ences.

The program selected last year four important and interestingbooks through a competition. Their translation was fundedthis year. The books are:

- Principles of Economy by Carl Menger- The Presentation of Self in Everyday by Erving Goffman- The Theory of Communicative Action: Reason and theRationalization of Society by Jurgen Habermas- National Identity by Anthony Smith

This year the Translation Program of OSGF and the Faculty

of the Development of Philosophy and Social Sciences haveannounced a joint competition in translating scientific bookson social sciences in the Georgian language. The books, 16in all, are to be translated from the original language. Thedeadline for submitting applications is September 20.

Elene Nakashidze, the program coordinator, says the pro-gram currently is selecting books for translation and scientificeditors itself. One innovation is that every 25% of a translat-ed book will be checked for quality, she says. If experts' con-clusion is positive, the translation will continue, if it is adverse,than the program will suspend funding.

The Translation Program is important to society, as it makespossible for readers to become familiar with works of foreignauthors in the Georgian language and improve knowledge invarious fields, says Elene Nakashidze.

Public Health ProgramEstablishing Humane ApproachReducing the harm caused by illegal drug use and preventingHIV/AIDS transmission remains one of key directions of thePublic Health Program of the Open Society - GeorgiaFoundation. "The government's approach to drug use is animportant factor in the field. The requirements in legislationdepend on this", says Lasha Zaalishvili, the program coordi-nator. The program aims to develop a humane and tolerantapproach to drug use. The program has conducted the analy-sis of Georgian legislation with the support of Andrei Tolopilo,a Ukrainian lawyer. "The recommendations based on theanalysis showed that according to Georgian legislation a druguser is a criminal rather than an sick person, therefore it isessential that a repressive policy be conquered, which is theaim of our program", says Lasha Zaalishvili.

The Ukrainian expert says a drug user is subject to adminis-trative liability if he has been exposed for the first time, therepeated offense, however, is liable to criminal liability. Asdrug addiction is a chronic disease, unfortunately, only a smallnumber of cases yields to treatment; the adequate article ofthe law is "illogical, inconsistent and inhumane", saysTolopilo. He also says the majority of drug users are not ableto afford drug addiction treatment.

Principles of Harm ReductionReplacement therapy is considered to be one of the ways oftreating drug addiction,and we actively cooper-ate with the Scientificand Research Instituteof Drugs, says LashaZaalishvili. In April andMay, the institute ranworkshops on the princi-ples of replacementtherapy, ways of HIV-AIDS transmission and prevention. Theprogram signed contracts with "New Way" (Tbilisi), the centerfor psychological and social information and consultation, and"Xenon", the young doctors and physiologists' association(Zugdidi), on launching a voluntary consulting and testingcenter.In May, the foundation organized and coordinated trainingsfor the staff of syringe exchange programs, the voluntary con-sulting and testing center in Zugdidi, Poti and Batumi (trainersNatalia Kitsenko and Natalia Dotsenko).

The intercultural dialogue aimsto integrate peoples of differentcultures, religions, social status,and ethnicity.

According to the data of the NationalAnti-Tobacco Center, there arearound 1.7 million smokers inGeorgia, which is the highest figurein Europe. The number of smokershas recently increased in women,especially in school age girls.

As part of a Global Fund project, Galina Kaminskaya andLeonid Vlasenko, International Harm Reduction Programexperts, visited Tbilisi, Zugdidi, Poti and Batumi. Their visitaimed to provide technical assistance to organizationsinvolved in the implementation of the program, HIV/AIDSPrevention among Intra-Vein Drug Users.

Education Programs for the DisabledThe Public Health Program in association with foreign expertsis trying to draw attention to the mentally disabled, says LashaZaalishvili. In June Judy Klein, the director of the networkprogram for the assistance to the mentally disabled andCamilla Parker, an expert of the same program, visitedGeorgia. They examined the situation on the spot, basicallyfrom the angle of the so-called inclusive education. On thebasis of their recommendations those non-governmentalorganization were selected that will be involved in the imple-mentation of specific projects along with the Ministry ofEducation and Science. It is also planned to visit Romania,the country that has gathered valuable experience in socialintegration of the disabled.

"It is quite difficult to find in Georgia a school, which will agreeto accept mentally disabled children. Nor do we have ade-quately trained teachers to provide their integration", saysMaia Bibileishvili, the head of the union "Disabled Child,Family, Society". The organization is trying to create a posi-tive attitude to the disabled and take such children out of iso-lation. With the support of the union, a Sunday school wasarranged for the children. The children are taking part in pub-lishing a special paper and preparing social commercials.Maia Bibileishvili says they spend much time working withparents as well, as many of them even cannot imagine howtheir children can be thought in a usual environment.

Anti-Tobacco MeasuresThe Public Health Program also applies counter tobacco con-sumption measures. The partner of the program in theendeavor is the center for the implementation and monitoringof the Framework Convention on Tobacco Control. GiorgiBakhturidze, the center director, says Georgia has yet to rati-fy the Framework Convention on Tobacco Control, though thedocument has been in force since February 27, 2005.

The convention calls for the ban on advertising tobacco,reduction of tobacco consumption in public places, or the pro-tection of non-smokers rights and so on. The requirementsare rather important to Georgia. According to the data of theNational Anti-Tobacco Center, there are around 1.7 millionsmokers in Georgia, which is the highest figure in Europe."The number of smokers has recently increased in women,especially in school age girls; the number of the stillborn andpremature disabilities, which is directly linked to prenatalexposure to tobacco, has also risen", Giorgi Bakhturidzesays.

The Framework Convention on Tobacco Control is due to besubmitted to Parliament either in September or in October. Ifthe document is not approved this fall, the country will not beable to receive donors' assistance at least for two years tofund tobacco control measures, says Giorgi Bakhturidze.

Debate Education Association

The Debate Education Association actively participated in theexhibition-forum of public institutions Tbilisi hosted on April 2-3. This exhibition-forum, which was held for the first time,aimed to foster experience sharing and closer relationshipsamong public organizations. It also sought to increase publicawareness about their contribution. 56 public institutions tookpart in the exhibition-forum.

"These were rather busy and interesting days, during whichorganizations held presentations, public discussions, educa-

tion sessions and news conferences", says Nana Pipia, thepresident of the Debate Education Association. The exhibi-tion was visited by a lot of guests, both state officials and ordi-nary citizens. Public institutions showed willingness to holdsuch exhibitions annually.

This year's exhibition-forum attained set goals and fostered:

- building professional contacts;- sharing experience;- promoting public institutions.

For the past several months, the Debate EducationAssociation has also been busy with holding tournaments indebates. For instance, Tbilisi hosted English-language politi-cal debates in April. 18 teams (54 students) from variousschools of Tbilisi took part in the tournament. The topic of thetournament was "Society Should Deal with Drug Problem".The best debaters and players from the best teams wereinterviewed in English on the following day of the tournamentand three winners selected. In July, They will leave forMacedonia to represent Georgia in the International YouthDebate Forum.

In May, Tbilisi hosted a two-day national tournament in politi-cal debates on the topic "Human Rights Should be Protectedin Georgia". 39 teams made up of 9-11 form students fromvarious schools of Georgia (114 students) took part in thetournament. Debate trainers acted as referees during thetournament. Batumi teams became winners and were award-ed prices and certificates. "This tournament was different bythe topicality and acuteness of issues and the format; childrenoffered interesting problem solutions", says Nana Pipia.
