PURPOSE STATEMENT The purpose of the Jonesboro Police Department Monthly Report is to compile data into one integrated report

for review, allowing for a seamless flow of information for better decision making. After each department

collates their monthly numbers and sends it to the Office of Crime Analysis, it is organized into sections of

departmental data, analyzed and packaged, and finally disseminated to department heads, the Chief of Police,

the City Mayor, and the City Council. Major sections include Crime Analysis, Emergency 911, Uniform Police

Division, Prowl, Criminal Investigative Division, Warrants, Drug Task Force, Traffic, Animal Control, Fleet

Maintenance, Records, and Professional Standards.

EXECUTIVE SUMMARY Crime in Jonesboro has increased overall, up 8% from this month last year. Total Crime

month over month has decreased, from 1151 crimes in September 2014 to 952 crimes in

September 2018. September Crimes Against Persons have increased from this month

last year to this year, up 18 incidents, or 58%. Property Crimes has decreased from this

month from last year, down 54 incidents, or a 9% decrease. Crimes of Proactive Policing

are down this month by 21 incidents or 8%. Other Crimes has shown a decrease this

month of 3%; down 12 incidents.

CRIME ANALYSIS

The Crime Analysis Unit consists of one Crime Analyst and one part-time Crime Analyst

Assistant. The Crime Analyst position is responsible for the analysis and dissemination of

crime activity data and the collection and maintenance of crime intelligence

information for the City of Jonesboro. Additionally, the Crime Analyst is charged with

providing the Jonesboro Police Department with current and accurate crime maps

presenting crime activity data to audiences of interest and with responding to requests

for crime data from civilians and departmental staff. Data exported from this division is

used by field agents for more effective, efficient policing; by administration for improved

staffing decisions; and by the Mayor’s office for community decision making and

enhanced public relations. The following section is broken down into: Total Crime, Crimes

Against Persons, Property Crimes, Crimes of Proactive Policing, Other Crimes, Arrest

Demographics, and Total Crime Monthly Comparison.

TOTAL CRIME

The crime activity for the month of September 2018 was at a total of 1,213 NIBRS

reportable offenses, there was a 5% decrease compared to the total number of offenses

reported in September of last year. With Jonesboro population estimated to be equal to

72,958, the crime rate in September of this year was at 17 crimes per 1,000 population,

compared to 18 crimes per 1,000 population last year.1 As indicated on the pie chart

below, Property Crimes absorb the majority, 43%, of this month’s crime activity (n = 517),

Other Crimes comprise of 32% of crimes (n = 393), Crimes of Proactive Policing is

comprised of 21% (n = 254) of all reported crimes, and Crimes Against Persons is

comprised of 4% (n = 49) of all reported crimes this month.

CRIMES AGAINST PERSONS

There are 8 NIBRS offenses that make up this section. A total of 49 offenses have been

reported this month, up 58% compared to September of last year. As demonstrated on

the column chart below, the most significant change was Kidnaping/Abduction, which

is up 500% (up 5 incidents) this month. Aggravated Assault is up 24% (up 5 incidents) this

month.

PROPERTY CRIMES

This section displays the criminal activity for property crimes. This month, there were a

total of 517 Property Crimes, a 9% decrease when compared to September of last year.

Shoplifting is up 130% (an 20 incident increase), Theft of Motor Vehicle Parts or

Accessories is up 67% (a 2 incident increase), while Motor Vehicle Theft is down 40% (an

8 incident decrease). No other significant changes are noted for the remainder of the

offenses in this category of crimes.

CRIMES OF PROACTIVE POLICING

Crimes of Proactive Policing are crimes that result from police officers actively policing

the streets to combat certain types of street crime. As chart below indicates, twelve

offenses fall under this category. A total of 254 offenses have been reported this month,

down 8% compared to September of last year. Liquor Law violations are up 50% (a 1

incident increase). Drug/Narcotic violations are down 15% (an 18 incident decrease),

and Drug/Equipment Violations are down 21% (a 13 incident decrease). There are no

other major changes noted for the offenses in this category.

OTHER CRIMES

There are 10 offenses that fall into the Other Crimes category. This month, there have

been a total of 393 Other Crimes reported, a 3% decrease compared to September of

last year. Intimidation has increased by 15% (a 80 incident increase). All Other Offenses

has decreased by 26% (a 979 incident decrease). No other major changes are noted in

this category of crimes this month.

ARREST DEMOGRAPHICS

In September 2018, there were a total of 477 arrests carried out by the Jonesboro Police

Department. This section breaks down this month’s arrests by race and gender. The

majority of arrestees, 65%, have been male (n= 311), as opposed to 35% of female

arrestees (n= 166).

As for the racial/ethnic composition, the majority of arrestees have been Caucasian

(52%) and African American (45%), compared to Hispanic (2%), Asian (0%), or

other/unknown/bi-racial (1%). African American males make up the majority at 33%

arrestees this month, followed by Caucasian males at 30% arrestees. Caucasian

females make up 22%, while African American females make up 12% of all the arrestees

this month. Hispanic males make up 2%, Hispanic females represent 0 arrestees,

Other/Unknown race males made up of 0% arrestees, 2 females of Other/Unknown

race were arrested this month, 0 Asian males and 1 Asian females were arrested this

month.

EMERGENCY 911 Also known as Public Safety Answering Point (PSAP), the Emergency 911 Division is

responsible for answering all calls from public for emergency assistance, accessing the

needed information to best assist, and then assigning the most efficient and effective

emergency response. In addition, this division is responsible for setting priority call

dispatching to field units including Police, Fire, and EMS. Emergency 911 also maintains

all records for radio logs, calls for service, and other emergency service data collections.

UNIFORM PATROL DIVISION The UPD is responsible for responding to calls into the Emergency – 911 Division by civilians

and are normally the first responders. Jonesboro is divided into 6 patrol districts. Officers

from UPD are assigned to a district and work the same district every shift. In addition,

when a Traffic Officer is not available, a UPD Officer will respond to traffic accidents and

assist in directing traffic when necessary.

STREET CRIMES UNIT

The Street Crimes Unit is a uniformed street crimes unit specializing in criminal patrol,

narcotics enforcement, gang investigation, and prostitution activity. The unit conducts

directed patrols, investigates citizen complaints of street-level criminal activity, and

directly assists the 2nd Judicial Drug Task Force. PROWL also assists any division within the

Jonesboro Police Department at any time when needed.

CRIMINAL INVESTIGATIVE DIVISION The primary responsibility of CID is to conduct investigations into criminal acts reported to the Jonesboro

Police Department. Investigations may encompass initial response, locating and interviewing victims and

witnesses, crime scene investigation and reconstruction and evidence gathering, video and computer

related evidence retrieval, general and crime specific intelligence gathering, as well as development of

suspects and other activities related to the suspect arrest. The unit has members who, in addition to their

daily responsibilities, also serve with a variety of state, regional and federal task forces involving financial

crimes, crimes against children, internet crimes and others. The primary goal of CID is to collect, preserve

and present evidence that conclusively leads to a successful arrest and prosecution. Additionally, the unit

works with other department units and city entities toward the prevention of crime and other activities

related to maintaining quality of life for the city residents and visitors.

WARRANTS The Warrants Division is responsible for serving warrants, criminal summons, and

subpoenas that are issued by the District Court. On city court days, the Warrants Division

provides a bailiff for court and a transport officer. In addition, this Division is responsible

for transporting wanted persons arrested in other jurisdictions back to Jonesboro. The STEP

program operates within this division and is a grant-funded operation in which officers

can get paid overtime to enforce the safety belt law.

COURT SERVICES The District Court Services Department oversees all persons placed on probation as the result of criminal

and/or traffic charges. Defendants ordered to complete probation are given sentences with terms ranging

from one to twelve months. Defendants who are placed on one probation are required to meet with the

probation officers regularly to insure they are meeting the requirement ordered by the District Judges

District Court Services is committed to changing the lives of those who find themselves in need of some

positive direction in their lives. Whether this direction is a link to services within the community that could

help them or services that could change the direction their lives are taking, District Court Services

Department is committed to making a difference. It is the belief of the Judges and the Court Services Staff

that positive direction in changing offender behavior through proven evidence based practices will help

the betterment of the community by showing the benefits of what being a positive, productive member of

society can be.

TRAFFIC

The Traffic Enforcement Unit responds to traffic accidents and provides increased

enforcement in particularly challenging areas. This unit also provides extra coverage for

specific congestion problems and special events in the community. Last, they work

details targeting specific issues, such as DWI enforcement and traffic safety checkpoints.

issues regarding animal treatment, enforcing all animal laws and ordinances, assisting the

public in resolving animal issues, and protecting the safety and welfare of the citizens

FLEET MAINTENANCE

The Fleet Maintenance is responsible for all of the police vehicle maintenance upkeep,

cleanliness, and purchasing. In addition, this Division handles most of the purchasing of

equipment, supplies, and uniforms for all of the Police Department.

PARKING ENFORCEMENT The parking enforcement officers’ primary responsibility is to ensure that drivers comply

with the City of Jonesboro Downtown Parking Ordinance. The officer will patrol and

monitor the downtown area for violations. The officer shall issue written warnings and

citations to drivers who violate the parking ordinance. The officers shall interact with the

residents, business owners and consumers to educating them on the parking ordinance.

*Parking enforcement was not active in September 2018.

RECORDS The Records Division is responsible for providing administrative and clerical support to the

department. Major responsibilities include entering the accident and incident reports

and tickets into the records database management system, assisting the general public

for report requests, performing criminal backgrounds, serving as a switchboard at times,

performing validations, and setting up and managing the payment plans out of court.

PROFESSIONAL STANDARDS

The Office of Professional Standards, a unit within Administration, is charged with the

compilation and updating of an extensive set of policies and procedures and providing

a general operations guideline and code of conduct for officers to follow. In the event

that a member of the public does experience a negative interaction with an officer,

mechanisms are in place for them to lodge a complaint. All complaints are reviewed

and investigations completed in a timely manner.
