What is the Shore Based Spares (SBS) Program?

• The storage and management of material assets / equipment spares. Typically consisting of insurance items and long lead-time equipment spares, that are stored in strategic locations shore-side in anticipation of preventative / predictive and situational maintenance requirements. IE.. T-AO Hubs (BARSTOW, CAX, DDYJ-Yokosuka)

• Mainly comprised of DEPOT LEVEL REPAIRABLES (DLRs)

Shore Based Spares…..How are they funded?

The Navy Working Capital Fund finances both depot level repair and procurement. Customers will requisition working capital funded DLRs under a two price system. The requisitioner will pay the net price when a Not Ready For Issue (NRFI) carcass is turned-in, or the standard price if no NRFI carcass is returned to the supplysystem.

Providing supply management policies and methods technical guidance to activities of the Navy and Marine Corps thru:

• Provisioning, cataloging, inventory management, distribution, materials handling, traffic management, transportation, packaging, preservation, receipt, storage, issue, and disposal functions.

• Management of depot level repairable components, warehousing operations,, processing depot level repairables inductions, performing production control services, operating and maintaining mega centers, providing environmental support, and performing equipment management

inducted into repair action, or DUE-In (under contract for buy) (92%)

CARCASS TURN-IN PROCEDURES

• DLRs turned-in to Supply Department must be identified with its NSN, Part Number and the Turn-in Document Number. Create DD1348-1A turn-in document using the eRMS website. Un-identified or Frustrated DLRs are required to be researched. FEDLOG, Technical Drawings, or other equivalent may be used to identify DLR.

ATAC – Advance Traceability and Control

ATAC program simplifies the retrograde process. It provides traceability or accountability, establishes HUBS for centralized Retrograde Processing and NODES for unconsolidated and Transshipment, ensures TIR reporting to the ICP for all retrograde materiel, reduces carcass tracking follow-ups and reduces delays in movement and processing of retrogrades.

Electronic Retrograde Management System

• Implemented to support Carcass Turn-in process and Carcass Tracking.

• Entry into system initiates ATAC action. Issue Requisition should be utilized to ensure proper traceability and credit for Carcass

• Mandatory for all DLR Transactions (Ordering and Turn-in)

• Technical Assistance For Repairables Processing (TARP) Reps available worldwide for assistance.

• Reach back to TYCOM N41 if questions come up

• Saves MSC shipping costs as this is absorbed by NAVICP

CASREP for a circuit card was issued. The only existing carcass was sent out for repair to a company near Baltimore, MD for repair for stock. It was later learned that they didn’t have adequate facilities to repair the board and were directed to return the board back to the stock point where is was shipped from - SAN JOAQUIN, CA.

NICP Researched a little further to discover that the OEM is Converteam in Pittsburgh, PA. The MSC team at NAVICP stopped shipment of the board and contacted Converteam and another electronics repair shop near DC.

Converteam said the item was obsolete but could possibly still be repaired overseas, taking about 9 months. The repair shop near DC said they could likely repair it. The MSC team sent a member to Baltimore to pick up the board and will send it to DC as soon as a contract award is made, within the next few days.

MSC program manager at NAVICP also researched and learned there were 2 more carcasses outstanding from earlier this year. MSC expediters were contacted and were able to locate shipping documentation for tracking purposes. NAVICP will repair one carcasses for stock spares upon receipt.

A CASREP was issued for a cargo oil stripping pump. NAVICP had 3 carcasses which were immediately moved in to Warren Pumps to cannibalize and attempt to immediately assemble a single asset .

A week later NAVICP awarded a new buy for a JP-5 stripping pump, ESD May 2010. In late Jan 2010, after learning of the poor condition of the 3 carcasses for the cargo oil stripping pump and approx 6-9 months to repair, MSC team at NAVICP contacted Warren Pumps to see if it was too late to change the configuration of the new JP-5 stripping pump being built. On 4 March 2010, NAVICP amended the new buy contract for the JP-5 pump to be configured as a cargo oil stripping pump and it was shipped out to the vessel on 29 April 2010 to satisfy the CASREP.
