As I have done for over 10 years, I continue to care for the poor, the homeless and the needy. As the founding minister of the First Apostles’ Doctrine Church and founder of the Just for Jesus Challenge Homeless Outreach, the largest faith based homeless ministry in Pennsylvania, I am always eager for and in search of any opportunity to share my testimony of how Christ has touched and eternally changed my life. Bishop Wisor’s Revival Message:

The homeless, the poor, the needy, the inmates, the least of these are EVERYWHERE and in rapidly

growing numbers. The revival message I have been called to herald is “Churches – Turn the Lights on –

They’re Coming!”

Pastors, ministers and all who can truly call Jesus, Lord and Savior, the time is here – the modern dispensation of God – to move beyond “how to get saved” to “what we must do NOW that we are saved!” We must get churches to open their doors, 24/7, to provide a refuge and sanctuary for all in their time of need, regardless of who they are or what they have done. We must recognize the duty and obligation of the church to fulfill Matthew 25:31-46. And while all churches cannot open their doors 24/7, all churches CAN help in fulfilling Matthew 25:31-46 by assisting those churches that can open their doors and become that refuge and sanctuary.

I urge you to contact me to schedule revival services – and then when your church begins to care for the poor, the homeless and those in need, TRUE REVIVAL will begin to take place!

Bishop Wisor Convinces State Police and Governor’s Office To Change Procedures for Megan Law Offender Registration

Bishop Jack Wisor recently announced that he had been notified by the Megan Law Division of the Pennsylvania State Police in Harrisburg that the State Police and the Governor’s Office have decided to change their application of a new law that radically changed how Megan Law Offenders living at the ministry must register with the State Police.

The guests living at the Just for Jesus Ministry in Brockway who are Megan Law Offenders were

notified in February that they would no longer be treated as residents of the ministry because the

new law required that all offenders living in homeless shelters must register as transients and

not as individuals with permanent addresses.

As a result of a letter that Bishop Wisor sent to the State Police and the Governor’s Office, with the help and counsel of attorneys who

practice in the federal courts arena, the State Police have determined that anyone who chooses to become a guest at Just for Jesus may

be treated as a resident with a permanent address and as such, does not need to register monthly and more importantly, does not need

to register as a transient.

Bishop Wisor is very pleased with this decision because it clearly reflects the ongoing efforts that he has undertaken to protect and

educate the residents of Brockway and surrounding communities. The new procedures put in place by the State Police in February

resulted in Megan Law Offenders being labeled as "transients" - and thereby becoming almost invisible on the State Police Megan

Law website. With the reversal of this decision by the State Police and the Governor’s Office, the residents of Brockway and

surrounding areas once again can have peace of mind and an assurance that they know where Megan Law Offenders can be found, as

long as they are living at Just for Jesus. Unfortunately, those living in other shelters may still remain invisible to the community.

Bishop Wisor has repeatedly told the community that he is sincerely concerned for its welfare and his efforts to have the application of

this new law reversed are a clear indication of his care and concern for all.

Bishop Jack Wisor Rescues Marcellus Shale Victims

In this case, a Puerto Rican family of 5, mom, dad, 3 daughters aged 6, 10 and 15 who were deserted and stranded in Roulette, Potter County. Dad was promised a good job working at a Marcellus Shale drill site only to be denied that job after he put himself and his family on a plane from Puerto Rico to Pennsylvania. With only their luggage and the handicap of speaking no English – this family was left with nowhere to go or any way to shelter and feed themselves. Bishop Wisor sent two vehicles and drivers to rescue this family – from Wal-Mart in St. Marys, where the family was dropped off by a large work van driven by other workers. Thanks to Bishop Wisor, this family was given a place to live and food to eat. Thanks to Bishop Wisor, they were connected with the Brookville Area School District and the homeless liaison, where the high school principal and Spanish teacher were very helpful and the children enrolled in school. Thanks to Bishop Wisor, the family was connected with the County Assistance Office and Community Action to assure that they received help with all governmental resources to which they were entitled. And the guests at the Brookville Just for Jesus house welcomed them, helped them become acclimated and made them feel loved and accepted after they were dropped in the cold, knowing no one in this state far from home. Bishop Jack Wisor is exposing the newest face of

homelessness in Pennsylvania – victims of Marcellus Shale.

Bishop Wisor Urges Senator Scarnati and Representative Smith to become part of the solution….. …… and to work with him and support him in addressing homelessness and the overwhelming release of

inmates and offenders in Pennsylvania. The points that Bishop Wisor laid out before Senator Scarnati and Representative Smith were:

1. Write a memo to your fellow Representatives, asking them to have their staff, especially their district staff,

identify empty, vacant or abandoned churches 2. Have them contact Bishop Wisor with the information about those churches, so that he can determine if

they would be suitable for setting up a church and a Just for Jesus outreach in those locations. 3. Speak personally to your colleagues and encourage them to do this. 4. Support Bishop Wisor in his sincere efforts to get other churches and Just for Jesus outreaches open

throughout Pennsylvania.

Community and Family Awareness of Sexual Abuse Program

The Family and Community Awareness of Sexual Abuse Program has been divinely established as an informational and educational tool for the community and families of both offenders and victims to more effectively identify the symptoms of sexual abuse in both the abuser and potential victims – and as a result, to provide a greater degree of protection for all involved.

The major components of the program include:

• Information for families and communities designed to protect them and keep them safe

• Beginning the healing and reconciliation process for offenders with their families, victims and communities

• Opening the eyes of the church to see the responsibility it has in caring for offenders, victims, families and communities

I have been shown by God how to establish a foundational program for these offenders – to protect them, the community and the other guests in the ministry. Through a number of special, voluntary guidelines that all Megan Law Offenders and Sexual Violent Predators agree to when they come to Just for Jesus, I have set in place those protections for

offenders while living at the ministry – while at the same time, providing for the safety and peace of the local community, demonstrating to any community that is willing to look, listen, observe and learn that Megan Law offenders and SVPs can live in a community without endangering anyone - when the proper program and protections are in place.
