PPOOSSIITTIIOONN SSUUMMMMAARRYY

Assumes responsibility for the integrity of the University of Hartford’s operating budget, providing expertise on both short and

long-range strategies designed to accomplish institutional fiscal objectives. Performs all duties in full support of the

University’s brand, understanding that the positive and effective execution of these duties are instrumental to the University of

Hartford’s core business – the education of students.

KKEEYY RREESSPPOONNSSIIBBIILLIITTIIEESS %% OOFF TTIIMMEE

Assumes responsibility for overseeing the preparation and implementation of the University’s short and long

range strategic financial initiatives including, but not limited to, the University’s annual operating budgets.

Actively participates in planning and developing multi-year budget models, including the establishment of

revenue projections. Ensures the maintenance of the automated budget preparation system for the University

that captures, consolidates and analyzes detailed budgetary projections, handling highly sensitive information

with confidentiality and tact. *

Establishes, reviews and recommends budget policies and/or procedures. Using the College Financial

Analysis as well as other tools and metrics, provides oversight in the development and evaluation of budgets

and institutional spending. Monitors for significant budget variances, making recommendations to assist all

units in functioning within the framework of a balanced budget. *

Ensures that the daily operations of the Budget Office meet the needs of the University community. Provides

training, guidance and oversight for the budget revision process, personnel actions as well as use and

navigation of Banner, the University’s database of record, and Self Service Finance in an effort to assist the

University community in effectively managing their budgetary resources. Oversees position control data and

overall position budgeting within the Payroll/Human Resources modules of Banner. *

Establishes, cultivates and maintains effective working relationships with key institutional constituencies,

actively participating in multiple annual initiatives including, but not limited to, budget, position and

encumbrance rolls as well as the merit program and budget build. Manages the University’s financial

forecasting model, providing information and/or presenting modeling projections to various internal and

external constituents as requested. * 10%

Evaluates existing business and technological processes in an effort to continuously improve operational

effectiveness. Recommends, designs and analyzes business process improvement efforts to ensure the proper

implementation and use of technology concerning the budget process and its associated systems. 10%

Prepares, reviews and oversees budget and other ad hoc reporting presented to various constituents including,

but not limited to, University Officers, the Budget Advisory Team, the Finance Committee and the Executive

Committee of the Board of Regents as well as the Benefits Task Force. 10%

Assists in the year-end audit process, communicating to external auditors regarding budget and position

control issues. 5%

Represents Financial Affairs on all Academic Program Reviews as well as new program proposals.

Provides financial analysis and advice as appropriate. 5%

Performs other related duties as assigned.

Formal Education: Master's Degree required.

Work Experience: 5 years to < 7 years.

Makes decisions and final recommendations which routinely affect the activities of

Analytical. Work is non-standardized and widely varied requiring the interpretation

and application of a substantial variety of procedures, policies or precedents used in

professional. Requires extensive knowledge of a professional discipline and a

working knowledge of related fields. Understands information in several unrelated

professional disciplines.
