Main purpose The primary role is to safe guard the company’s property and infrastructure by using preventative and protective measures to secure against possible threats to company established communications network. To ensure that the 3

rd

party contractors, and / or company appointed contractors comply with the requirements of wayleave conditions and monitor the activity of the contractor at the affected site.

ACCOUNTABILITIES & RESPONSIBILITIES (KEY PERFORMANCE AREAS & TASKS)

1. 3rd

Party Contractors

Establish relationships with 3rd

party contractors through site meetings and correspondence material on a regular basis. Where applicable, the Administra-tors establish whether affected or non-affected. Re-ceive affected letters and diagram from Way-leave Administrator

Assist the 3rd

party contractor with diagrams, locality maps and other means of communication to educate the 3

rd party of affected services. Receive the scope

from contractors’ work. Meet with contractors in ac-cordance with the ‘please call before you dig’ letter.

Explain / show the routes to contractors.

Scrutinise the Way leaves to send a more detailed map to inform the Contractor

2. Monitoring and Site visits

Monitor assigned route for possible threats and con-ditions that may alter the company’s communication services to its clients. Monitor by driving the route (Map routes on the GPS). (KML or OSP format to re-flect routes) Where limited map information is availa-ble: Attend Kick-Off meetings to explain where DFA services are

Monitor conditions of project sites by conducting continuous site visits. Visit sites regularly: Ensure con-tractors adhere to conditions of the Way-leave (pro-gress checks). Prioritise frequency of visits

Inform contractors where DFA builds the route.

3. Way-leave and Site Meetings

Establish a record keeping system of all site meetings and damage control on a register daily (book)

o Conduct Kick-Off site meetings with 3rd

party contractors to establish a form of communi-cation of affected services in the vicinity of the proposed project managed by the 3

rd

party

o Establish communication within 5 working days

o Complete site meeting and contractor rec-ord form upon kick off

o Fill site visit register when visiting sites in progress and comment where required

Compile and submit summary of site visit regis-ter,also attach and submit original site visit meeting form to way-leave on a monthly basis, by the 3

rd

working day of the new month

All required information and detail to be aligned to Scorecard Objectives

4. Way-leave Review

Review way-leave documents supplied to the 3rd

par-ty applicant. Way-leave documents review: Send e-mail request (or phone). Verify documents attached and establish whether they are correct

5. Damage

Compile and submit detailed damage investigation reports -investigate and gather information from Contractor. Receive information of damage: Investi-gate and compile report with supporting evidence e.g. photos and submit to Infrastructure Asset Recov-ery Officer.

6. General Administration

Attend meetings and report on outcomes. Attend Preventative Maintenance meetings:

o Weekly with Controller o Monthly with the team

Preventative Maintenance reporting: Review and report on preventative maintenance risk matrix. Feedback / progress weekly and monthly report e.g. number of Way leaves, number affected, non-affected and ways on how to improve (e.g. how to file wayleave or how to monitor)

Streamline the process (as a team) regarding admin, record keeping and review of systems in alignment with the Scorecard

7. Occupational Health & Safety

Abide to Health & Safety Regulations as set by SHEQ Requirements and in line with company H&S Protocols

8. Invocoms

Attend and participate, adhere to all Invocom perimeters set forth by PM Coordinator/ Man-agement in line with company objectives o To perform assigned tasks diligently and

timely to meet deadlines set by manage-ment

o To participate eagerly and to aid develop-ment of the department’s team and set goals

o To perform such tasks and duties in a cost saving manner

9. Miscellaneous & General

Perform any other work related duties and responsi-bilities that may be assigned from time-to-time by management

Competencies and Minimum Requirements:

Knowledge, skills, and qualifications

Grade 12

A valid vehicle Driver’s licence administrated by the Province or equivalent in Designation Code B GVM 3500kg

2 years’ relevant experience in a construction management or supervisory role and 1 year experience working with communications network infrastructure

Ideally a civil background

Excellent investigative skills

Problem solving and analytical skills

Able to provide detailed inspections reports, with relevant required preventative and corrective measures

Fluent English speaking and excellent report writing skills

Excellent computer skills, Microsoft Office or equivalent operating systems

Planning and organisational skills

Good communication and persuasion skills

Skills in Global Positional Satellite devices and interpretation of maps

Able to read and communicate construction diagrams and plans

Good presentation skills

Personal attributes

A self-starter and a team player

Must have self-respect and self motivation

Reliable

Be able to work under pressure
