Foreword This standard was developed by the Project Committee on Green Product Scoring System established by SIRIM Berhad. This standard was developed with the following objectives: a) to provide a systematic and structured assessment system for green products in building and

road projects; b) to measure the number of green products used in building and road works; c) to educate and create awareness among the stakeholders on green products and services; and d) to encourage manufacturing industries to apply for green product certification based on the

current criteria by independent certification body. This standard will be subjected to review to reflect current needs and conditions. Users and other interested parties may submit comments on the contents of this standard for consideration into future versions. Compliance with this standard does not by itself grant immunity from legal obligations.

0. Introduction Sustainable consumption and production (SCP) is becoming the trend towards achieving more sustainable management of resources for future generations. At the Rio+20 conference in 2012, the need for green and sustainable procurement was emphasised with the aim to integrate environmental considerations into public purchasing practices at various levels. This standard was developed with the intention of making construction industry 'greener' in terms of the products used. The term ‘green’ within the context of this standard refers to environmentally friendly preferable attributes of a product. Environmental labels and declarations from the manufacturers are used to indicate the product as ‘green’. These labels and declarations provide information about a green product in terms of its overall environmental character, a specific environmental aspect, or any number of aspects based on life cycle considerations and assessment. Local construction industries can make use of the environmental labels and declarations for choosing the products based on environmental considerations, as well as other product aspects. By encouraging the use of green products in construction, it is anticipated that the demand for such products will increase. The manufacturers may respond to the demand by improving the environmental aspects of their products. This will result in reduced environmental stress from that product category and in the long run will foster the promotion of environmental protection and the emergence of a sustainable society. This standard on Green Product Scoring System (GPSS) has been developed based on the JKR 20801-0010-14, Green Product Scoring System, published in 2014. This standard has been developed with the intention of standardising the method to calculate the score of the green product content in buildings and road projects. JKR has been promoting the use of green products in the construction of buildings and roads, in line with the government’s green policy and initiatives. This standard has been developed with the aim of encouraging more players in the local construction industry to embark on the use of green products in their construction projects.

1. Scope This standard provides the assessment criteria and method to evaluate the content of environmentally friendly or green products used in the super structure of buildings and roads. The scoring system prescribed in this standard is applicable for new projects, refurbishment, upgrading or renovation projects. However, for refurbishment, upgrading or renovation projects, only the new components that are specified in the works shall be evaluated.

This standard provides guidance to all organisations regardless of sector (public and private), size or type, on the green scoring of products used in the construction of buildings and roads. This standard complements other green rating tools currently used in the country. This standard is not applicable to substructure and temporary works.

2. Normative references There are no normative references.

3. Terms and definitions For the purposes of this standard, the following terms and definitions apply. 3.1 ecolabelling Voluntary method of environmental performance certification and labelling. NOTE. Ecolabel identifies products or services proven to be environmentally preferable overall, within a specific product or service category.

3.2 environmental label Claim which indicates the environmental aspects of a product or service. NOTE. An environmental label or declaration may take the form of a statement, symbol or graphic on a product or package label, in product literature, in technical bulletins, in advertising or in publicity, amongst other things.

3.2.1 Type I Voluntary, multiple-criteria-based third party programme that awards a licence which authorises the use of environmental labels on products indicating overall environmental preferability of a product within a particular product category based on life cycle considerations. 3.2.2 Type II Environmental claim that is made, without independent third-party certification, by manufacturers, importers, distributors, retailers or anyone else likely to benefit from such a claim. [SOURCE: MS ISO 14021:2000]

3.2.3 Type III Environmental declaration providing quantified environmental data using predetermined parameters and, where relevant, additional environmental information. [SOURCE: MS ISO 14025:2007]

3.3 MyHIJAU Mark MyHIJAU is Malaysia’s official green recognition scheme endorsed by the Government of Malaysia, bringing together certified products and services that meet local and international environmental standards under one single mark. 3.4 Project manager Person with overall responsibility for the management of a project covering the planning, design, and construction stages and completion of the processes specified in 5.3.1 and 5.3.2.

4. Criteria for green or environmentally friendly products 4.1 Environmental related criteria In order to determine if a product is green or environmentally friendly, consideration of the following environment-related criteria during the production phase and use phase, are made. a) Environment protection Products that do not cause degradation to biophysical environment, produce waste,

contribute to air pollution and create loss of biodiversity. b) Use of renewable energy Products that use alternative fuel or renewable fuel as a replacement for fossil fuel. c) Increased recycle content Products that contain a certain amount of recycled material without compromising their

performance or products that have been recycled into the same product at the end of their first useful life.

d) Use of recyclable material Products that utilise recycled materials in their manufacturing process and materials or

products that are recyclable at the end of their useful life. e) Use of reusable material Products that utilise reused materials in their manufacturing process and materials or

products that are reusable at the end of their useful life.

f) Improved water efficiency Products that improve water efficiency in buildings and facilities. g) Improved energy efficiency Products that increase energy efficiency or reduce energy consumption in buildings

and facilities. h) Improved indoor air quality (IAQ) Products that contain less or no indoor air pollutants thereby enhancing the air quality. i) Elimination/reduction of hazardous materials Products that contain less or no hazardous materials. j) Conservation of natural resources Products that during their production stage, promote conservation of natural resources. 4.2 Life cycle approach Products identified as green or environmentally friendly are checked for their overall environmentally preferable attributes based on life cycle considerations and assessment.

5. Green Product Scoring System 5.1 Principles 5.1.1 The Green Product Scoring System (GPSS) is an assessment method that only considers the products used in the construction of buildings or roads. It does not take into account the method of construction used. However, the project owner should consider adopting green industry best practices in the implementation of construction projects. 5.1.2 The principles applied in the assessment are based on a number of criteria used and recognised in the construction industry worldwide. A quantitative assessment procedure has been adopted to assign scores to the products used in the construction and ultimately rate the buildings or road projects being assessed. All products used in the projects are required to be listed in the green product scoring sheet and are taken into consideration for the purpose of score calculation. 5.2 GPSS implementation process The process flowchart for implementation of the GPSS, which covers the planning, design and construction stages of a project, is illustrated in Annex A.

5.3 Responsibility 5.3.1 The design team shall: a) prepare a list of all products that will be used for the project; b) complete the green scoring sheets with the requested points based on the point scale

allocation in Table 1; and c) maintain the evidence of product certification and/or declaration to support the scores

requested. 5.3.2 The Project Manager shall: a) complete and submit the GPSS registration form; b) verify and consolidate the scores from the individual green products scoring sheets,

and submit the completed overall green products scoring sheet; c) ensure completion of the green scoring sheet with the requested points based on the

point scale allocation in Table 1; and d) ensure all evidence such as product certification and/or declaration is submitted

together with the registration form and scoring sheet (see Annex B). All records shall be maintained.

5.3.3 The GPSS secretariat is responsible for awarding the green product scores based on assessment and validation. 5.4 Assessment 5.4.1 The GPSS is based on the assessment of the green products used in the following areas of building and road construction projects: a) Building

Architectural works

Mechanical works

Electrical works

Civil and structural works b) Road

Road and geotechnical works

Electrical works

Structural works The lists of commonly used green products for building and road projects are tabulated in scoring sheets in B.3 and B.4 of Annex B.

The lists are non-exhaustive. Products used in a project may be selected from the list or can be added when required. 5.5 Assessment requirement and criteria 5.5.1 All products used in the construction of buildings and roads shall comply with the relevant industry, national or international product standards. 5.5.2 All products used in the construction of buildings and roads shall be categorised based on the criteria specified in the MyHijau Directory, as follows: a) Category 1

Products that have been certified under a Type I environmental labelling programme based on ISO 14024. The example of ecolabelling mark under Global Ecolabelling Network (GEN) is given in Annex E.

b) Category 2

Products that have been certified under a Type III environmental labelling / declaration programme based on ISO 14025, which shall include the product carbon footprint certification scheme.

c) Category 3

Products that have been certified under other ISO 14024 Type I-like Voluntary Sustainable Schemes (VSS) including the energy efficiency certification scheme, the water efficiency certification scheme and the sustainable timber certification scheme.

d) Category 4

Products that comply with a performance standard that includes environmental considerations such as indoor air quality and environmental protection.

5.5.3 The use of local products which can result in the saving of energy and resources in transportation is highly encouraged. 5.6 Points for green products The GPSS uses a simple point scale from 0 to 2 points to rate green products as described in Table 1.

0 The product used shall complies with product specification but does not have any form of green self-declaration or certification.

1 The product used shall comply with the relevant product specification and any one of the following requirements:

a) Type II self-declared environmental claim accompanied with verification from third party conformity assessment body;

b) Any product registered in MyHijau Directory under Category 4 (Performance Standard Compliance that relates to environment considerations such as indoor air quality and environmental protection);

c) Any material or product registered in MyHijau Directory under Category 3 sourced from sustainable and efficiency certification programme managed by recognised bodies such as Malaysian Timber Certification Council and Forest Stewardship Council, Water Efficient Product Labelling Scheme (WEPLS) by SPAN and Energy Efficiency Rating and Labelling Scheme by Energy Commission;

d) Any product manufactured by an organisation with third party certification of its environmental management system to ISO 14001.

2 The product used shall comply with the relevant product specification and any one of the following requirements:

a) Type I environmental labelling under a third party certification scheme (Example of ecolabelling mark under GEN is given in Annex E);

b) Type III environmental declaration under a third party certification scheme;

c) Registered in MyHijau Directory under Category 1 (Type I environmental labelling) and Category 2 (Type III environmental labelling).

6. GPSS rating 6.1 Rating for buildings The GPSS rating for buildings based on the cumulative green product score shall be in accordance with Table 2.

used in a building project regardless of whether they are green or not; NOTE. It may vary for different types or categories of building design and specifications.

The usage of green products in a project should only be accounted in the GPSS if 100 % of the particular product is used.
