The Periodical Meeting of TANSEA/ Erode Branch was held at the “Poriyalar Illam”, Erode on 29th September 2013.

Er.M.Ayyamuthu, Organizing secretary welcomed the gathering. Two minutes silence was observed to condol the death of Er.C.S.Kuppuraj, Former Chief Engineer and President of TANSEA, Er. N.Kuttalam Pillai, Former Chief Engineer and Thiru. A.Ganesan, Son-in-law of Er.K. Ramasamy, Former Executive Engineer and Treasurer of TANSEA / Erode Branch.

The meeting was presided by Er. A.Annamalai, President of Erode Branch and he delivered his presidential speech.

The monthly meeting of TANSEA PWD, Trichy Branch was conducted in the Meeting hall of “HOTEL AJANTHA”, Trichy on 31.08.2013 Saturday at 10.00am with Tamil Thai Vazhthu.

The Chief Guest Mr.N.RAMASAMY delivered lecture on yoga & siddha medicine.

He discussed more than two and half hours about the yoga & siddha & also, HOW TO LIVE HAPPILY. He also explained the PRINCIPLE OF YOGA & also demonstrated the exercises practically.

Everybody enjoyed his speech and asked lot of questions and the chief guest cleared all the doubts.

T/L.Pest control (india) pvt.ltd, Trichy, explained about the pest control services for the new & old buildings with power point. Everybody enjoyed their demonstration and asked lot of questions and got cleared all the doubts.

The GB meeting of TANSEA, TNPWD was held on 14.09.2013 at 10.35 Am in Institution of Engineers (India), No 19, Swami Sivanantha Salai, Cheppakkam, Chennai 5. Er. K. Ramalingam, president / TANSEA presided over the meeting.

Er. A. Veerappan secretary/TANSEA welcomed the gathering. He paid homage and rich tributes to Er.C.S. Kuppuraj, who passed away on 08.09.2013 after brief illness. Er.K. Ramalingam lit the candle and paid homage to Er.C.S. Kuppuraj and listed out his most valuable & useful services rendered for the betterment of Engineers. He is the former president of the TANSEA, and held the post of president/ AOE, TNPWD and Anticorruption Movement. Two Minutes silence was observed to condole the death of Er.C.S.K & Er.N. Kutralampillai. Er.A.Veerappan secretary/TANSEA, briefely informed that Er.C.S.Kuppuraj introduced Er.A.Veerappan to the Association activities in 1972. He also lauded him as a best writer, social worker, and debator. Er.C.S.Kuppuraj filed a writ against the former PWD Secretary Thiru N.P.Gupta who was very arrogant, adamant and worked against the interest of Engineers Recently also he raised his voice against the extension of service granted to Er.R.G. And decided to file a PIL in this regard. Er.C.S. Kuppuraj also opposed the direct jectuitment of AEEs.

He expressed his deepest condolence to his family members friends & relatives.

An Appeal to Senior Engineers (Investment in the Guest House Fund invited)

You are well aware that TANSEA procured our senior Engineers guest house at Maduravaayil at a cost ofRs 80.00 lakhs with the Voluntary investment of our Sr. Engineers as well as inservice Engineers of TNPWD during 2010

Even the present cost of our guest house is in the range of Rs 110 Lakhs due to price rise, the expected income is not forthcoming due to poor patronage from our engineers inspite of provision of all value added services. Further there is a moral responsifility for TANSEA to refund the Investiment to the family of the deceased engineers.

It is keenly ofserved that there are many senior Engineers besides recently enrolled life members (after 2010) have not invested even the minimum amount of Rs 10000/= May we fervently appeal to those Sr. Engineers to come forward to invest in the guest house fund, releasing a minimum of Rs 10000 to Rs1.oolakhs. Please help us to serve better.

Thank you for the wonderful write up on “Sethusamudram Canal” project. The counter explanation running to pages to expose the misconceived statement of Thiru. N.Murugan IAS is full of facts. I recall my encounter with him on Cinema rules when he was serving in ‘Home’ Department.

Personal gain has taken the front seat than the cause of the society. The historical facts dating from 1822 to his date placed for the view of the public is worth lauding. Thanks to Er.Kargil Subramaniam & team.

It is very awesome to note how many selfless engineers have invested their time to collect that data and present it for the cause of the society.

The booklet has covered historical facts. visionary political leaders action on those days, impact of an sea biological existence and the commercial viability on this proposed canal, the remote sensing technology used to dispel the religious myth.

The foreign engineers like Col. Arthur Cotton, Col Ellis. have contributed a lot for India’s growth. Born & brought up in India how many of us do the service to the society. What we are today we owe to the society. Is it not our moral responsibility to give back to the society?

You & your team have the passion to serve the society. I bow down & touch the feet of honest, selfless fighting for social cause. FAMILY PENSION - Response to Er. P.Srinivasan's Letter

I have seen the letter of Engineer P. Srinivasan addressed to me in Mootha Poriyalar for simplification of pension proposals and some suggestions. I furnish my replies and the current position of pensioners in receiving pension, family pension etc.

1. The information is noted.

2. In the current Kaliyuga, the family pensioner remarry and the remarriage certificate is quite necessary. Moreover, if the pensioner dies during service periods at early age, remarriage of family pensioner is common nowadays and therefore the remarriage certificate is necessary.

3. I agree to the point that Family Pension is not granted on compassionate grounds.

4. Once remarriage takes place, the spouse is not eligible for family pension and that is Law and she is no longer spouse of the pensioner.

5. This does not require modifications

6. Non-employment certificate is not demanded by the PPO.

7. The contention is correct.

8. We have access to application Form No.14

9. As the family pensioner photo is a very old one and there is nothing wrong in asking the current photos as they are considerable changes in physical features after age. Moreover signatures differ after age and banks and post offices insist on the current signatures if they vary considerably.

10. As there is change in the physical features of face, submitting the current photo is necessary and there is no harm in sending latest photographs.

11. There are some cases in the identity of the family pensioner and there is no harm if the disbursing officer asks for verification and getting approval from AG

12. Legal Heir Certificate is necessary.

13. For instance pensioners retired before 1988 were given arrears in the year 2005 or so and in that GO the legal heirs were eligible to get the arrears. My uncle and family pensioner had passed away before the issue for GO and I got the arrears of pension to the legal heirs by producing the Legal Heir Certificate and the consent from other legal heirs to one person.

14. As there are a lot of mistakes happening in the process, there is nothing wrong in asking the family pensioner to appear in person as huge financial commitments are there. The PPO is facing difficulty that the pensioners are not informing the PPO in time about the death of the pensioner and continue to get the pension even after the death of the pensioner for some years and they find it difficult to recover the same from the Family Pensioner, Legal Heirs etc. At present the PPO Chennai is having arrears of Rs.1.5 crores to be recovered from the family pensioner and the legal heirs and that is why for the past 3 or 4 years the Life Certificate of Pensioner/Family Pensioner must be given every year and this has been made as mandatory both in PPO, Treasury and Banks and if this certificate is not given, pension/family pension is not credited to the account.

era. It is true of Er.C.S.Kuppuraj popularly known as “Ceeyeskay”. My memories go back to the sixties when I and friends of my age group entered Public Works Department as Assistant Engineers (then Junior Engineers). When office bearers of Association of Engineers met us and explained about the Association and its services, we felt happy as we were convinced that there was an organization to take care of us. Er.C.S.Kuppuraj who was the Exe. Engineer, then, was the General Secretary of the Association. Soon an Association for Assistant Engineers was formed with the blessings of the Association of Engineers. Assistant Engineers were members of both the Associations which worked together. Later Er.Kuppuraj became the President of Association of Engineers and with Er.A.Veerappan who succeeded him as General Secretary., the Associations made several achievements which were milestones in the history of PWD.

A monthly bulletin “Poriyaalar” was being released on behalf of the Associations. In it, Er.C.S.K used to write articles in English which gave impetus to the youngsters. The young Engineers were very gracefully introduced to their profession. The young Engineers were made to understand the importance of their profession and position in society. His articles which threw both light and heat in fair proportions imparted a sense of professional dignity and prestige in the young minds of the growing Engineers. I liked his style of English writing. I would never miss to go through his articles in English and Er.Veerappan’s letter in Tamil both of which I loved and both of which were lucid, direct, purposeful and effective. Er.C.S.K was a fighter to the end. When he was victimized during emergency with compulsory retirement he conducted himself exactly the same way as he preached to us and waged a long legal battle upto in the Supreme Court which he won at the end. Whether in or outside the Department C.S.K guided the Engineering fraternity in the right path.

I recollect, in a meeting at Trichy, much later, when other leading personalities spoke in Tamil Er.C.S.K excused himself and spoke in English stating that he and the people of his time were accustomed to speak in English fluently promised that he would take efforts to write and speak in his mother tongue, Tamil, in future.

He was true to his promise. He also wrote centre page articles in Tamil in the Dinamani News paper and published more than 10 books in Tamil.

As a close observer I found that, after that occasion his articles appeared in Tamil. His front page letter in “Nermai Neri” were all only in Tamil.

Er.C.S.K will continue to be a guiding light and a symbol of professional dignity for a long time to come.

- An associated research and special studies program IWS would coordinate and contract work by local universities and other water agencies

- IWS would also coordinate state training efforts in water planning and hydrology

(v) Finally, the Mission commented that the present structure of the public Works Department (a vestige of the days when construction was the primary activity and still comprising responsibility for Buildings and Architecture) was inappropriate for the increasingly important role that it should play as a state water planner and water development agency. The Department merited restructuring towards a state Water Resources Department, shedding roles connected with water and assuming greater responsibility in the water sector. GOTN look note of this suggestion for its consideration during the forthcoming months.

II. Irrigation Scheme Modernization and Upgraded Water Management

The largest short and Medium – term source of increasing agricultural productivity from irrigation would be through implementing a major program to modernize and rehabilitate existing irrigation schemes. PWD advised that existing irrigation infrastructure was dilapidated due to accumulated neglect of maintenance over many years. Water management suffered from this past neglect and was outdated. Typical problems were unreliable and poor distribution of water in a command, with tail enders frequently not getting water, and even head-enders getting unpredictable supply, not necessarily corresponding to agricultural calendar needs. It was agreed that this would be a major focus and expenditure item under the WRCP. The focus would be on water management, supported by infrastructural modernization to attain this, and borrowing from and adapting the National Water Management Project (NWMP) approach. The adaptations to the present NWMP approach would be:

(i) The decision to invest in any command would be driven by farmer interest and commitment to participate in the investment and to undertake subsequent operations and maintenance, and scheme management. Schemes where farmer interest and commitment were not present would not be modernized.

(ii) A two-stage approach would be used in any command selected:

Stage I - Command diagnostic of current operations, agricultural needs, water distribution, state of infrastructure and problems in association with farmers who would

need to form atleast an informal association for discussion, decision making and agreement on their contribution to the investment and subsequent O&M. On this basis, preparation of a command Plan of Operation and an associated set of infrastructural modernization/upgrading, up to a guideline upper limit in terms of average investment per hectare, to achieve the Plan of Operations. Implementation and monitoring of the resultant investment and water management improvement. (This stage is similar to NWMP except for the much greater farmer involvement to be now incorporated).

Stage II - Successful commands through stage I would be candidates for a further level of infrastructural modernization involving a higher level of investment and agricultural productivity. Selection for this stage would depend on success of stage I, an active Farmer Association, and formal agreement with the Farmer Association on its responsibilities and Government responsibilities.

In both stages, especially Stage II, farmer responsibilities would be significant. Specifies need to be worked out by PWD with assistance of consultants and the “Operations and Maintenance Study” (Attachment B). A tentative approach was, however, agreed. What is needed is an incentive-based linkage between farmer contributions to investment, operations and maintenance, and the performance and availability of the service. Revenues generated by farmers should go back into the command, to break the vicious circle of lack of funds, poor operations and maintenance, and lack of farmer and government commitment to upkeep and to assure and improve the service. Farmers needed to feel at least identified with the service and its management and financing. They needed to participate investment decision making, financing of the investment (even if investment contributions are modest), management and maintenance of the system, and financing of O&M. Ultimate sustainability would probably require financially and managerially independent commands, managed by farmer associations and employing their own professional cadre. Some commands might be ready to move a long way towards this already. On others, farmer participation would need progressive build-up, starting with agreed O&M responsibilities by farmers lower down the system, and their participation in command management and maintenance decisions by PWD. Scope for immediately greater financial contribution by farmers to O&M appears attainable (para 21). In all phases of evolution of the above, government and farmer responsibilities need to be clearly defined, and assistance provided to farmers to help them organize themselves.

It was agreed with GOTN that modernization and water management improvement program would be progressively and successively implemented and monitored over as large an area as realistically achievable during the WRCP. The ongoing NWMP currently covers 153,000 hectares under active work. The state surface irrigation network comprises some 2.5 million hectares of commands. Major, medium and minor, of which 1.5 million hectares under major schemes (over 10,000 hectares each) and medium schemes (2000 to 10000 hectares each), and some 1 million hectares under minor irrigation. For present purposes, a total area coverage of one million hectares could be assumed under WRCP for stage I, with a sub-set, say 50% through stage II was well. (Feasible dimensions of the program will be worked out during preparation).
