HONOLULU, JULY 23, 1891.
A Proposed' Loan.
In spite of all the statementswhich from time to time appearin the Advertiser, in regard tothe flourishing condition of thetreasury, and the great surplusand the gilt-edg- ed reserve fund, the official organ, this morning, advises the government to goaround the corner and borrow amillion dollars, and then buildroads etc.
w Onr esteemed contemporaryhas evidently forgotten that thegovernment at present is author-ized to borrow a large sura ofmoney for public improvements, and that the only reason it"hasn't been dono, is that nobodywould lend them anything. Sincethe revolution about $100,000worth of bonds under the latestlo'an act have been sold. Theywere sold by the government at aconsiderable loss", in fact duringthe first year, the expense of".placing" tho loan, amounted to$12,000. The bonds wore notsoia ireoiy aim easily in openmarket. A small atnouut wasundoubtedly taken by small capitahsts whoso enthusiasm forannexation ran away with theirgood judgment and who expecteda boom, in case, tho stars and

and Poha-jan- r, and find theprice rather heavy. ;J3ut if our friends on the govern-ment side really wantsettlers here,we can give them an advice whichwill offer some inducements.Make alt plantations withtheir adjoining land communeproperty and let the ',settles,,cultivate on shares and pay themills for grinding their produce.Let the capitalists behind theAdvertiser establish "sugarfarms" and the settlers will come. And finally if the governmentneeds a million dollars, insteadof borrowing it which it can't do,let it force its backers from Doledown to pa' adequate; reasonableand just taxes. If that is donethere will be no need of borrow-
ing. If the treasury still shouldbe cramped for moue, reduce expenses and raise the taxes..

The owners of the well-kno- wn

Tho Advertiser who catches-win- s

The manufacturers of.Pears Soap, for instance, occasionally buy paintings that havebeen on exhibition in the Pari'sSalon and "have lithographs madefrom, them fdrtha purpose ofbringing tboir --product beforethe people. In addition to suchside issues, Pear!sponds hundredsthousands of .dollars annuallyamong the newspapers and mag-azines. We do not wish to say that ad-vertising will sell any manufac-tured article; there is no usespending money in advertising'cheap and nasty" goods be-
