2018022005 Martis Wildlife Area Restoration Project

The Truckee River Watershed Council is proposing the Martis Wildlife Area

Restoration Project, which consists of stream and habitat restoration on Martis

Creek and tributaries to the creek. Objectives for the project include: improving the

ecological function of the Martis Creek system, increasing the floodplain area,

restoring riparian bed and aquatic habitat, and reducing excess sedimentation in

Martis Creek. Restoration work will involve grading creek banks to reduce

streambank erosion and improve floodplain function, introducing bioengineered

check dams to increase water surface elevations, replacing aging and failed

culverts, and restoring native plant communities. The project is located within the

US Army Corps of Engineers Martis Creek Lake & Dam Project in Martis Valley,

CA, approx 3 miles south of the Town Truckee.

framework for the management of ASRA's 30,000 acres acreage as a State

Recreation Area.

2008042100 CSU East Bay Hayward Campus Master Plan

The proposed Master Plan outlines all aspects of physical development and

planned land use to support the academic and enrollment goals of CSUEB for its

Hayward campus through 2030. The proposed Master Plan will allow the Campus

to accommodate its Master Plan Ceiling as approved by the CA Postsecondary

Education Commission of 18,000 Full Time Equivalent Students (FTES) and a

commensurate number of faculty and staff. The proposed Master Plan includes a

land use plan and additional policies that will guide existing academic programs

and support services as they modernize, expand, and improve.

The proposed Master Plan will allow the campus academic facility capacity to

increase in order to serve about 5,400 FTES more than it can accommodate with

existing facilities. To accommodate the projected growth in enrollment and

academic activities, the proposed Master Plan includes a building program that

envisions the development of an additional 1.1 million sq. ft. of non-residential

building space on the campus, and the development of approx. 3,700 additional

student beds and up to 220 faculty and staff housing units on the CSUEB Hayward

campus. The proposed Master Plan includes a land use map that locates major

uses and buildings to guide the siting of future campus facilities. The land use

map proposes to maintain the current general configuration of land use son the

campus, which consists of an academic core surrounded by other campus uses,

open space and residential uses.

2009081079 Pier B On-Dock Rail Support Facility

Project would reconfigure, expand, and enhance the existing rail support facility

located at Pier B in the Port of Long Beach. The Project would result in additional

railcar storage and staging capacity, including 36 additional rail tracks for

locomotive refueling, railcar repair, and to accommodate the assembly of cargo

trains up to 10,000 feet long.

Project would require realignment of Pier B St., closure of an existing grade

crossing at 9th Street, and additional realignments and closures of number of local

streets to provide a sufficient area for expansion of the rail yard. Utility lines would

be newly constructed or relocated into subsurface utility corridors located between

tracks. The full build-out of the Project would require removal of existing ramps to

and from the Shoemaker Bridge.

2011032006 Agnews East School Site Project

Project consist sof the approval of DTSC of a RAW for the Former Agnews State

Hospital East submitted by Santa Clara Unified School District, dated Jan. 31,

2018. DTSC's response action is being undertaken pursuant to the regulatory

authority granted under Chapter 6.8 Division 20 of the Health and Safety Code.

The purpose of the RAW is to remediate potential risk to human health and the

environment by reducing or eliminating future exposure to soils impacted by

elevated concentrations of the following Contaminants of Concern (COCs):

organichlorine pesticides (specifically, Dichlorodiphenyldichloroethylene (DDE),

Dichlorodiphenyltrichloroethane (DDT), dieldrin, heptachlor epoxide, and technical

chlordane), arsenic, lead, and polychlorinated biphenyls (PCBs). The project also

includes mitigation of natural-occurring asbestos (NOA) by capping impacted soil.

Capping will occur during construction, after building demolition and grading

activities are completed by the Santa Clara Unified School District.

proposed project will accommodate a design speed of 25 mph, will consist of 12

feet lanes with 6 feet shoulders, and 3 ft. unpaved hinges. The realignment of

Lime Kiln Road will also include realigning side streets shoulders, and 3 foot

unpaved hinges. The realignment of Lime Kiln Road will also include realigning

side streets Kennedy Road and Es La Vida Road; these roads will intersect with

2018028006 Temporary Emergency Permit for Level II Emergency Response Disposal

Treatment by Detonation, Naval Air Facility (NAF) Bombing Range R-2510

DTSC, pursuant to authority granted under, the CA Code of Regulations, Title 22,

Division 4.5, Chapter 20, Section 66270.61, will issue an Emergency Permit to

Naval Air Facility (NAF) located in El Centro, CA to treat hazardous waste by open

detonation.

The permit applicant is a Level Two Emergency Response Disposal of Items at

Naval Air Facility (NAF) El Centro. The items requested to be treated by open

detonation are one (1) Dud smoke grenade and one stun grenade. These items

were generated for training purposes from the Naval Air Station (NAS), North

Island located on the Naval Base Coronado (EPA ID CA7170090016) in San

Diego, CA. These items have been determined by Explosive Ordinance and

Disposal (EOD) personnel to be an explosive hazard and are currently being

stored at NAS North Island in an Explosive Ordinance and Disposal (EOD) safe

holding area. As NAS North Island does not have a permit for treatment of

hazardous waste at this location, DTSC has determined that an emergency permit

must be issued. There are no feasible alternative treatments available.

NAS North Island EOD personnel have determined that the items are unstable and

considered unsafe for continued storage. The items will be transported (under

EOD special care and handling guidelines) to the Naval Air Facility Bombing

Range R-2510 (EPA ID CA6170090017) in El Centro, CA where EOD personnel

will treat by open detonation. The NAF Bombing Range in El Centro has been

chosen as the closest, safest, and most appropriate location for disposal. Per

NAF El Centro's 2007 Range Condition Assessment, this type of disposal by

detonation is highly effective and does not adversely impact soil, groundwater, or

air. The proposed detonation will be performed in a manner that minimizes

potential environmental effects or impacts.

This parcel is located in a residential subdivision and, due to its elevation, was

acquired by the City in 1982 for purposes of constructing a water reservoir to serve

the residents of Paso Robles. Since that time, the City has conducted further

planning and analysis and determined that it no longer needs to construct a water

reservoir on that property.

2018028011 Rehabilitate Trippet Ranch Parking Lot

The Trippet Ranch area of Topanga State Park has dealt with erosion that

channels along fire roads above the area, flows through the parking area and is

resulting in gullies below the parking lot that are undermining oak trees and could

soon undermine a picnic area as well as the parking lot. In addition, sediment

transferred into the nearby drainage is likely violating RWQCB requirements for

the discharge of pollution into this drainage, which leads to Topanga Canyon

Creek.

The parking lot would be rehabilitated including, but not limited to, improving

ingress and egress, improving accessibility within and surrounding the parking lot,

surface rehabilitation, signage, pathways, landscaping and other minor

appurtenances. Stormwater management features would be installed within the

parking lot as well as both up and downstream of it. Geotechnical testing shall

also take place to determine the specifications for project components.

Resource protection measures shall be incorporated into this project. These

measures may be obtained by submitting a request to the project Environmental

Coordinator listed below.

Bellii pusillus), Southwestern Willow Flycatcher (Empidonax traillii extimus),

Agassiz's desert tortoise (Gopherus agassizii), and Stephen's kangaroo rat

(Dipodomys stephensi), including the permanent loss of 12.04 acres and

temporary loss of 72.68 acres. The project is expected to result in incidental take

of Agassiz's desert tortoise and Stephen's kangaroo rat, which are designated as

threatened species under CESA, and Willow Flycatcher and Least Bell's Vireo,

which are designated as an endangered species under CESA. The ITP

referenced above as issued by CDFW authorizes incidental take of species listed

under CESA that may occur as a result of Project implementation.

Management Project (Project), which involves the implementation of measures to

manage sediment accumulation at the Rio Bravo Hydroelectric Project (Rio

Bravo), Federal Energy Regulatory Commission Project No. 4129. Sediment

management methods include sediment pass through (sluicing) and mechanical

sediment removal.

Mechanical sediment removal involves suction dredging in the Rio Bravo

impoundment every 1-5 years and the use of excavators to remove sediment from

the Rio Bravo canal every 5-10 years. For each mechanical sediment removal

event, OWD estimates that approx. 10,000-34,000 cubic yards of sediment could

be removed from the impoundment and approx. 5,000-10,000 cubic yards of

sediment could be removed from the canal. Sediment would be stored in

designated disposal areas on Rio Bravo property.

Sluicing through the Rio Bravo sluiceway is triggered by flow criteria, upstream

sediment transport, and/or natural turbid flow conditions, and may occur multiple

times each year. OWD designed sluicing triggers to maximize sediment mobility

and limit impacts to biological resources. OWD estimates that approx.

1,000-1,500 cubic yards of sediment would be displaced downstream during each

sluicing event.

Evaluation and consideration of the proposed truck restriction ordinance is a

requirement of a settlement agreement based on a 2011 lawsuit filed by the

Center for Community Action and Environmental Justice challenging the county of

Riverside's approval of the Mira Loma Commerce Center. The city of Jurupa

Valley is subject to the settlement agreement.

Based upon the Consent Judgement, the city agreed to comply with specific

settlement terms. On Feb 20, 2014, the city initiated traffic studies on Etiwanda

Ave from SR-60 to Hopkins St. Info concerning the traffic studies was presented at

the city council meeting of Dec 4, 2014. Pursuant to requirements outlined by

Caltrans, it was noted that a diversion of trucks to other roadways would need

further study to identify potential impacts of noise and air quality. Implementing

truck restrictions would also require support from adjoining communities.

On Feb 5, 2015, additional study work for traffic, air, and noise were initiated. The

findings presented on May 5, 2016 revealed truck restrictions along Etiwanda Ave

would also cause impacts to residents along Country Village Rd, north of SR 60.

The truck restriction route was expanded to include Country Village Rd between

SR 60 and Philadelphia Ave.

splice case, inspect cable for corrosion/moisture, cut cable and re-splice, then

Pomerado Rd and north of Twin Peaks Rd. The owner is proposing a subdivision

map and grading that will create 10 residential lots, associated infrastructure, and

public trails in accordance with the city's GP. Ultimately 10 homes would be

constructed with a gated entry. The homes will be clustered on the westerly portion

of the project site on lots ranging in size from one to seven acres. This clustering

is allowed under the Poway Municipal Code to promote the preservation of unique

topographic features and open space. An area totaling approx 59 acres will be

open space.

accomplish the realignment work, the 1,400 foot segment of SR 25 will be

and shoulder backing along the more standard curve radius, a single existing

culvert will be extended, and the new roadway will be paved. Restoration seeding

and plantings will be established in those temporarily disturbed areas and those

areas of the former roadbed which are not part of the new alignment. The Project

will result in permanent impacts 0.73 acres of upland habitat for the CA tier

salamander (Ambystoma californiense), and 1.82 acres of temporary impacts to

the same. CA tiger salamander is listed as threatened under CESA. Permittee

will mitigate the project-related impacts to the Covered Species by purchasing

4.18 credits from the CDFW-approved Sparling Ranch Conservation Bank prior to

initiating the Project.

removal and construction activity will be performed via barge. The existing timber

fender system will be removed via barge by mechanically cutting or breaking the

existing pile off at or near the mudline. A total of 200 16-inch timber piles will be

removed employing this method, 100 piles per. All piles will be placed in a

containment basin along with any attached sediment or debris after removal and

disposed of at an off-site facility.

The new fender system will be installed via barge. A total of 104 new piles will be

installed at pier 6 and 7 via barge mounted cranes with vibratory hammers. Eight

36-inch diameter steel pile sand ninety-six 24-inch diameter steel piles will replace

the existing 200 creosote 16-inch timber piles. The eight new 36-inch steel piers

and the ninety-six 24-inch steel piers will create a permanent loss of aquatic

habitat of approx. 5,105 sq. ft. over 0.12 acres. The previously existing fender

structure had an area of 4,266 sq. ft. over .10 acres. The completion of the new

fender structure shall result in the net permanent impact of 839 sq. ft. over 0.02

acres.

converted an agricultural well to domestic water well. The existing well was

connected to the existing water system through 2,700 feet of 24-inch piping. The

piping was buried to run along a gravel road near the Kern River Canal, and under

a set of railroad tracks to connect in with piping from the rest of the existing water

system. The 24-inch piping that runs under the railroad tracks ws enclosed in a

36-inch casing, 57 feet long. The project will provide for the operation of the
