Noel has been compared to 'David' - who wrote many of the Psalms in the Old Testament - because he combines voice and words to praise God, who everyone agrees is beyond being described adequately by human words or music. Noel’s programme has yet to be finalised, having announced his intention (and Jávea may be ‘a first’) where, instead of leading believing worshippers in their praise of God, Noel intersperses compositions of his and other popular composers, to explain his 'personal relationship with the Creator of the world' and the way in which God guides Noel (and his wife Tricia) to write songs and tunes that are sung in churches throughout the world. Noel arrives in Jávea from 'events' in Germany, as well as Perth, in Scotland. Noel’s songs are more like 'ballads', and he will be explaining the process which has brought about 'Songs of Worship' that have been sung in every country of the world. 'At home' in 'house- groups' of a dozen or so people or to 40,000 or 60,000 people at Wembley Stadium, Noel sees his visit to Jávea as the start of a more ‘intimate’ relationship between himself and Tricia, and the people who sing their compositions. I decided to make theeffort to attend, after an articlein an online magazine, by theMayor, referred to “opinions... written in the most absoluteignorance of the politicalreality of Xabia and the dailywork done by myself and theother councillors.”

I couldn’t ignore thepossibility that he might bereferring to me - after all, heknew as little about me as Iknow about him - so I decidedto rectify any ignorance andsat myself on the front row ofthe public seats for themeeting on Thursday 30thMay. I recognised manyfamilar faces: friends of manyyears from all politicalgroups, for whom I hadrespect and each greeted mewith a huge smile ofrecognition.

Any member of the publiccan attend and about 15 of the60-70 seats (I didn’t countthem) were occupied. A wordof warning though - beforeyou make a date in your diaryto join me in June - is that allbusiness is conducted inValenciano. Pictures of KingJuan Carlos and JesusNazareno, tower over thebackground of Jose Chulvi,and I ponder whether the Kingwould understand anythingsaid if he was present, but hadno doubt that Jesusunderstands every word ofevery language and dialect, aswell as the unspoken words ofour hearts. Would the Mayor,if the King was present,propose a Motion that - out ofrespect - Castillian Spanishshould be used. Tax-payersnot born in this region deservethe same respect, but youcan’t change the desire ofmembers of a ‘Club’ to speak

in their own language - howmany Brits still speak‘BackSlang’? I never got thehang of it. But back to themeeting.

Jávea Council Meeting - 30th MayA lot has changed in the 10 years since I lastattended a monthly meeting of Jávea Councillors.In those days, meetings were in CastillianSpanish, the Chairman was Juan Moragues Pons,and there was an array of cables, connected tomicrophones in front of him, to tape recoders orlive transmission to SEUR or the local TVchannel, just like happens in Denia.

receiving a reply for 10 months, I tookthe opportunity when the Mayor and Imet last Christmas, to ask him why I’dnot received the courtesy of a reply?

He replied, in front of witnesses“You had a meeting with AMJASA, andare satisfied with what you were told” -which was a shock to me, as I’d neitherattended, nor been invited to anymeeting. Someone, it seems, had beentelling the Mayor of Jávea porky pies!

I wrote and asked Jose Chulvi if hewould investigate why he had beeninformed of a successful meeting - whennone had been held - because itundermined the position of Mayor ofJávea?

That was two letters to which(though they were entered officiallythrough the Townhall registry), there hasbeen no reply.

Seeing ‘my Facebook friend’ Jose,parking his car in the street, I asked himwhen he was going to reply to mywritten requests? His answer: “I’m not!”

He did respond however, byremoving myself (and my son withwhom he had had no contact) from hisFacebook friends.

I felt betrayed - and the hurt hasremained with me. CR

On Thursday 9th May, wanting to showmy 100% support for Jose Chulvi, Ipersonally delivered to the PSOE sedein the Convent Square, my applicationto join the PSOE as a MILITANTE.Wonder how long I have to wait for areply and my membership card? I kept aphotocopy - just in case, for Madrid.

FRIENDNOT A

FRIEND?It’s hard to be sure, until you startreceiving reports that you’ve beencriticised - behind your back - in a waythat is untrue. Facebook was founded onthe concept of Friendship.

When Jávea Mayor, Jose Chulvi,announced a Facebook page for hisEnglish-speaking friends, I immediatelyjoined because I have always backed100% whoever was the Alcalde (Mayor)of Jávea, even when the way they hadbeen elected, appeared undemocratic tothose unfamiliar with ProportionalRepresentation.

My support is 100% - out of respectfor the ballot box, but support can oftenbe lessened by the actions of the personto whom you want to remain loyal.

In the first issue of Jávea Jeard, weincluded a two-page article about theMayor’s ‘Facebook Friends’ meeting atthe Parador. As far as I can remember,the report didn’t include a singlemalicious reference to the Mayor, thePSOE President, George Thomas, orCouncillor Doris Courcelles, whom Annand I have regarded as a friend forlonger than we’ve been on Facebook.

Having written on behalf of everyAMJASA water customer to theresponsible Councillor to ask forchanges to a tarrif which denied cheapwater (a renewable resource) to peoplewith pools and gardens, and not

MUNICIPAL LAND SALERAISES CASH FOR

INVESTMENTMore than 300.000 €uros will be raisedfor projects of the Participatory Budgetscheme (with suggestions often routedvia Agenda 21) from the sale of amunicipal plot of land.

Heritage Councillor AntonioMiragall confirmed a plot of land of1,147 square metres located in the PlanParcial Mar Azul in Calle Barraca,Portichol, has been successfullyauctioned with a winning bid of 300.000€uros plus IVA. The successful bidderhad 10 days to make the transfer ofpayment with the money going entirelyinto investment.

As confirmed in the budgets for2013, the sale of municipal assets inJávea will be used to fund some of theprojects which were voted for byresidents in the last round ofParticipatory Budget forums.

100.000 €uros will be allocated torepair of pavements in the port areawhilst 60.000 €uros will be used torefurbish a section of Vía Augusta,whilst some money will be used to createa simple park area after the old GuardiaCivil barracks were demolished inAdmiral Basterreche in the port. Therehave been at least two previous projectsto use the area for a pensioners club.

Other investments to benefit from thesale of municipal land includeimprovements to the town's historicalheritage, such as the illumination of theiconic windmills on La Plana (40.000€uros) and improvements made to theruins of the 18th century Castell de laGranadella (18.000 €uros) which sits onthe headland protecting the beautifulcove of Granadella. In addition,investment will also benefit youngermembers of the community with schoolgames areas that are in need of repair.

The governing body declared that theseinvestments, together with those alreadybudgeted in the account for 2013, suchas the renovation of the Central Cinemaand the Surco building as well as therepairs to the Casa Candelaria,demonstrate the commitment of theTownhall to citizen participation throughthe Participatory Budgeting schemewhich the Townhall wants to make asrepresentative as possible.

4th July added to Players Summer ShowThe all-but sold out JáveaPlayers’ Summer Show –thereare just a few seats left for theMonday night – is to play anextra night.

Originally Jávea Councilwere unable to make the Casa deCultura available for the Thursdayevening but now find they are able

to do so and the Summer Show willnow play the full week fromMonday July 1 to Saturday July 6.

Just as the priest finished his talk, thepolitician arrived, full of apologies atbeing late. He immediately began tomake his presentation. "I'll never forgetthe first day our parish priest arrived,"said the politician. "In fact, I had thehonour of being the first one to go tohim in confession."

Can Cold WaterClean Dishes?

John went to visit his 90-year-oldgrandfather in a very secluded rural areaof Saskatchewan. After spending a greatevening chatting the night away, thenext morning John's grandfatherprepared a breakfast of bacon, eggs, andtoast.

However, John noticed a film-likesubstance on his plate. He questionedhis grandfather, "Are these platesclean?"

His grandfather replied, "They're asclean as cold water can get 'em. Just yougo ahead and finish your meal, Sonny!"

For lunch the old man madehamburgers.

Again, John was concerned aboutthe plates, as his appeared to have tinyspecks around the edge that looked likedried egg. He asked, "Are you sure theseplates are clean?"

Without looking up, the old mansaid, "I told you before, Sonny, thosedishes are as clean as cold water can getthem. Now don't you fret. I don't want tohear another word about it!"

Later that afternoon, John was onhis way to a nearby town, and as he wasleaving, his grandfather's dog started togrowl and wouldn't let him pass.

John yelled and said, "Grandfather,your dog won't let me get to my car!"

Without diverting his attention fromthe football game he was watching onTV, the old man shouted, "Coldwater,go lay down now, yah hear me!"

Spanish InheritanceTax and HabitualResidenceThe Valencian Community, amongstother autonomous regions in Spain,allows huge reductions on inheritancetax. Conversely, Spanish Inheritance Tax(aka Succession Tax) can be a nightmareif you don’t qualify for these reductions.

To qualify, the deceased AND thebeneficiary would need to be habituallyresident in the Valencian Community.Habitually resident is defined asspending the majority of the 5 yearsprior to death, in the ValencianCommunity.

In the UK, inheritance tax ischargeable on the deceased’s estatewhen it is worth more than £325,000(£650,000 if unused allowances areincluded). In Spain, it is the beneficiarywho is taxed. The rate of tax will bedetermined by the relationship, wherethe parties are resident, and whatexisting wealth the beneficiary has.

In the Valencian Community, the taxfree allowance is €40,000. This wouldapply to children (over 21), parents andspouses. Children under 21 haveincreased allowances. In addition, thereis a 99% reduction on the remaining taxdue. As mentioned, these allowances andreductions are only applicable tohabitual tax residents and those who arein Group 1 or 2 as detailed in theSpanish Inheritance Tax Rates section.

Those who do not qualify - such assome unmarried couples, or those whoare non-resident, would expect anallowance of around 16.000€(15.956,87√ to be precise) with nofurther reductions. There are a numberof other factors but these are the basics.

Tax is payable on gifts as well asinheritances and the rules are verysimilar to inheritance tax - albeit withsome restrictions on how much can begifted to benefit from the reductions.

Valencia reinstates Wealth Tax For most parts of Spain, Wealth Tax(Impuesto sobre TransmisionesPatrimoniales) was reinstated for the taxyear 2011. Madrid, the Balearics, andValencia continued to apply a 100% taxcredit.

However, it was announced byValencia in July 2012 that they wouldremove this credit and reinstate the taxfrom the year 2012. This means reportswill have to be made in 2013.

The basic provisions are that tax isdue on assets over 700.000€ (perperson) and an additional allowance ofup to €300,000 applied to the mainresidence but only for residents. Thescale of charges is 0.5% to 2.5%depending on individual circumstances.This was not meant to effect manypeople but with the introduction of thenew Overseas Assets Declarations wecan see more and more people affectedby Wealth Tax and you are welcome tocontact me for more information.

It is a relatively simple concept but(according to the editor of Jávea Jeard,one that many people do not understand:the relevance of currency exchange.

It is simply the transfer of fundsfrom one country to another and fromone currency denomination to another.

We can most easily learn, bylooking at some examples;-

Spot ContractsMr B recently decided to purchase aproperty in Spain for 200,000€. Whenhe approached his bank, Mr B wasoffered an exchange rate of 1.14, so contacted Currencies4you and wasoffered 1.17, a much more favourableexchange rate, saving him around6.000€.

Regular PaymentsMrs M is an old age pensioner currentlyliving in Spain. She needs her companypension sent from England to Spain on amonthly basis as she needs the money tolive on. By using her bank she is gettinga poor exchange rate and it also takes 7days for the funds to appear in herSpanish bank account.

When Mrs M came toCurrencies4you she found the processfar simpler. She set up a bankers ordermaking it an automated process. Assoon as the funds arrive atCurrencies4you they are converted at abetter exchange rate and are in herSpanish bank account within 24 hours.This has given Mrs M an extra €1.000each year.

It is, of course, possible to do this byasking your bank in the UK to sendmoney to your bank in Spain. By usingthis method to move say £100,000 youmay well be £4,000/£5,000 worse offthan using a currency exchangecompany. The same ratio can be appliedto smaller amounts eg pension transfers,car purchase etc. You benefit - no matterhow large or small your transfer.The transfer will be completed byCurrencies4you within 24 hours of it

leaving the originating bank, thusdispelling the myth that your money isheld in limbo for 3 or 4 days sointermediaries can earn short-terminterest. Some currency exchangecompanies take a little longer.

Spain is number one forUK ‘benefit fraud abroad’

With an estimated 800,000 Britons livingin Spain, it’s the number one country inthe world for Britons committing ‘benefitfraud abroad’

More allegations are made aboutpeople living in Spain whilst continuingto receive UK benefits than in any othercountry where British expats live.

Investigators from the Department ofWork and Pension on 17th June, issued afresh appeal to British expats to reportanyone they suspect of fraudulentlyclaiming UK benefits whilst living inSpain, to help stop taxpayers’ moneybeing wasted on benefit thieves when itcould be spent on valuable public servicessuch as hospitals and schools.

Married couple Peter and MarilynFlanders from Exmouth, Devon lied tobenefit officials about having no incomeor property in order to claim a variety ofmeans-tested UK benefits includinghousing and council tax benefit.

It later transpired that the coupleowned a villa in Spain that, if declared,would have made them ineligible for thebenefits. In total they had fraudulentlyclaimed over £30,000 of UK taxpayers’money. They were given confiscationorders and ordered to repay the moneythey had stolen or face imprisonment.

David Freud, Minister for WelfareReform, said: “Taxpayers’ money shouldbe going to the people who need it most,not lining the pockets of criminals. Thevast majority of British people overseasare law abiding. But those who arefraudulently claiming benefits whileliving abroad are committing a crime. Weare determined to put a stop to it.”

Investigators say the most commontypes of benefit fraud in Spain involve l people who are on means-testedbenefits going abroad but failing todeclare their absence l have undeclared property abroad andare working while claiming sicknessbenefits.

In Spain, claims for Income Supportor Pension Credit are the most frequentlyinvestigated for fraud.

Benefit fraudsters are thieves, so ifyou suspect someone of committingbenefit fraud in Spain call the free andconfidential fraud hotline on 900 554 440.

I always thought Flamenconeeded to be delivered by someone talland slim, but Suzanne proved otherwise.Jávea is fortunate to have this talentedcouple living nearby.

A raffle was organised by LornaAinsworth and prizes included itemsdonated by internationally renownedartist and Jávea resident Mia Griffin,restaurant vouchers from La Cocina andLe Gourmand, voucher from the longestablished residencial kennels, CasaAntigua, a book by Toni Mari, renownedsculptor and whisky and wines from

members of XD. The raffle generated asurplus of 250 €uros.

He had been askedby the Town Hall to include street-lightand Town Hall offices in his remit, aswell as a punitive overcharge byIberdrola, when the pumping station atPedreguer had used twice as muchelectricity, because of a fault. (Soundsreasonable doesn’t it, but what would theAMJASA reply be if there was a leak onyour side of the water meter, discharginghundreds of cubic metres of desalinatedwater, back into the water bed? (FatChance! Editor’s comment).

AMJASA has won the lawsuit it hadwith the former manager worth 60.000€.

Membership MattersThe new Membership Secretary washaving health issues, and her predecessorwas living away from Javea, so LindaMcGilicudy had volunteered to help.

Jávea and Gata askRegional Government todeclare a disaster area

Damage caused by hail on an otherwisequiet Monday afternoon, affected 90%of crops, the most affected being grapes,oranges and vegetables.

Jávea Councillors approved a XabiaDemocratica motion at their Plenumsession on 30th May, for the area to bedesignated a disaster zone due to thedamage caused by the hail on theprevious Monday afternoon. Theproposal was supported by allCouncillors.

Councillor for Agriculture andFishing, Juan Luis Cardona, told us thepetition will be sent to the appropriatebodies, as well as the RegionalGovernment. On the Thursday morning(the day of the monthly meeting)Cardona spoke to the representatives ofthe Valencian Farmers Asociation (AVA)in Jávea to prepare the petition.

According to what the farmers toldhim, damages caused by the hailaffected over 90% of their crops.Grapes, oranges, olives and vegetableswere the most affected, due to the forceand size of the hail that swept across thefields.

Juan Luis Cardona also madecontact with the neighbouring town ofGata to coordinate with them in thepetition for the declaration of a disasterarea. The Councillor explained that GataTown Hall send him the motion whichhad been presented and also ratifiedunanimously, so that a joint requestcould be made.

Jávea has also established the Officeof Agriculture, located in the OAC(Citizens Advice Bureau), as the pointwhere those affected must notifyincidents caused by the hail. Other partsof the region where the hail didsignificant damage were Pedreguer,Orba and Benidoleig, according toAntonio Mezquida, AVA representativein Denia. Citruses and vegetables werealso damaged by the effects of the hail.The AVA representative pointed out thatit is too soon to estimate the economicloss, as it remains to be seen how themarked fruit evolves and how manyoranges fall from the trees in the comingdays. He also said that the hail damagedtrees and tore off leaves,

Couple win their claimagainst Monarch

A BRITISH couple who waited 26hours for a delayed flight from Mallorcahave won a landmark case against oneof Britain’s largest airlines.

Kim Brittain, 61, and his wife Sue,55, sued Monarch after 200 touristswere stranded at Palma de MallorcaAirport.Their victory is one of the first of itskind in the British courts and could openthe floodgates for thousands of othercases.

It comes after the European Courtof Justice declared that airlines must paycompensation for delays caused by theirown failures, such as technical faultsand staff problems.

A judge at Worcester County Courtawarded the couple their fullcompensation claim of 504€, plus legalcosts.

The ruling follows a judgement lastOctober in which the European courtsfound passengers should be entitled tocompensation of up to €560, plusexpenses, for delays longer than threehours.

The Sales Process - what can you‘realistically’ expect?Following on from my article on‘Treating Customers Fairly’, I thoughtI would take you through a typical salesprocess so that you, the investor, can seeif you are being treated fairly, or gettinga raw deal!

The advisory process starts with ameeting in which the adviser shouldgather from you numerous facts andfigures, which will enable him/her toprovide you with suitable advice. Thereis no standard format as to how thesefacts are gathered, but they willnormally constitute the advisercompleting a ‘Confidential Fact FindQuestionnaire’, covering such topics asfamily details, income and expenditurelevels, existing assets, wills, investmentrequirements, risk, etc.

It is important during this ‘fact-finding’process that you impart all informationrequested, as failure to disclosesomething could result in improperadvice being given. The moreinformation you provide, the better youradviser will understand yourrequirements and the better the adviceyou receive.

At the same time, you should use thisopportunity to quiz the adviser onnumerous matters, such as regulation,qualifications, remuneration and servicelevels to name a few. This is youropportunity to decide if the adviser isright for you!

Following the ‘fact-find’ process, theadviser is now in a position to offer youa suitable solution. This will normallytake the form of a ‘Suitability Letter’.This ‘Suitability Letter’ is basically a‘snap-shot’ of the information gatheredduring the ‘fact-finding’ process, andwill re-confirm your existing status,point out any requirements whichshould be looked at (such as Wills) andmake recommendations in respect of

new monies for investment and/oralternative structures to that which youalready hold.

It is extremely important that the‘Suitability Letter’ stipulates any chargesand fees which you will have to pay inrespect of the investmentsrecommended. This is especiallyimportant if you are being advised to‘change investments’. In addition to theinformation being provided to youwithin the ‘Suitability Letter’, youshould also be provided with numeroussupporting documents relating to theinvestments which are beingrecommended. These can take the formof ‘fund fact-sheets’, ‘key featuresdocuments’, ‘personal illustrations’,‘brochures’, etc. These documentsshould also be up-to-date.

Having been presented with all thisinformation, the adviser should nowleave you alone to go though it in yourown time. You should not be asked tocomplete the ‘application’ there andthen. You should be given time to digestthe information, fully understand itscontent, and be in a position to make aninformed decision yourself. However, ifyou do not understand something or ifsomething is not totally clear, you mustseek clarification.

Once you are satisfied that all is right foryou, it is now time to establish your newinvestment. The application can becompleted with the assistance of youradviser (if you prefer), or you cancomplete it by yourself. However,

before you actually put pen to paper, youshould once again go over everythingwith your adviser, to ensure your fullunderstanding of the term (i.e. is a termspecified or is it open-ended?), access(are there penalties for earlyencashment?), charges (what are theinitial and ongoing fees/charges?),commission levels (what exactly willyour adviser earn? This should be the‘gross’ commission and not just thecommission actually payable to anadviser which is usually quite a bit lowerthan the ‘gross’ amount payable), andafter-sales service levels.

Receiving a good after-sales service isparamount. The client-adviserrelationship can only develop with asound and efficient after-sales service,which should comprise at the very least,of regular updates (valuations) andregular (annual) financial reviews.

Spaniards flock toGermany to escape

recessionA RECORD number of Spanish peoplemoved to Germany last year, faced withsoaring unemployment and economiccrisis at home.

According to figures from theGerman Federal Statistical Office(Destatis), the number of Spanishimmigrants arriving in Germany in 2012increased by 45 percent to 29,910.

That was the greatest number ofSpanish entrants to Germany sinceDestatis first compiled the statisticalseries in 1996. More than six millionSpaniards were out of work in the firstquarter of 2013, with the jobless ratehitting a record 27.2 percent.

Overall Immigration to Germanyreached a 17-year high in 2012, withwaves of Poles, Romanians, Bulgariansand Hungarians also heading to the EUeconomic powerhouse.

The most immigrants came fromPoland, with 68,100 new arrivals, while45,700 came from Romania, and 51,500arrived from Hungary and Bulgaria.But the greatest increases came fromperipheral eurozone countries such asItaly, Portugal and Greece. Some 4,000more immigrants arrived from Portugalin 2012, while 10,000 more came fromGreece and 14,000 from Italy.

Jávea Councillors vote torestore the town Ciné

Jávea City Council, at their Plenumsession on 30th May, approved twogrant requests to the Provincial Councilof Alicante for inclusion in their 2014Aid Plan.

Although our Mayor, José Chulvi,often remains silent during thediscussion of Motions (he is, after all,the CHAIRMAN of the meeting) I liketo think that, as the PSOE Diputado forJávea and Denia on the AlicanteRegional Council (Diputación) José willalready have laid the foundation for theapplication with his Alicante colleagues,before submitting it for approval fromJávea.

The first application involvesrestoration of the Central Cinema,involving complete restoration of thehistoric building located in PlazaHermanos Segarra Llamas. TownPlanning Councillor, Pere Sapena, toldcolleagues the project respects thestructure and facade of the firmercinema, completely renovating the floorand installing removable seats toencourage multipurpose use.

The work is estimated at 930.528€,of which 537,000€ will be provided bythe town in two grants with 394.000€from the Provincial Government.

The other work for which assistanceis the roundabout between Avenida delPla and Arenal, a contract valued at275.000 €uros and for which the CityCouncil requesting a grant of 120.000€or 43%

In urban planning and construction,the monthly meeting of Councillors alsoapproved the Jávea General Plan, whichupdates the map and notes the changesmade since the previous update.

New Help Centre in Jávea ParkJávea Town Council has opened amultipurpose space called "Espai CivicPunt" in Jávea Park, which has manyimmigrant residents, and will hostactivities to strengthen the social fabricand promote the participation ofresidents. The project was carried outwith a grant of 67.500 €uros from theEuropean Integration Fund. Theobjective is to combat truancy, drugabuse and social exclusion and avoidcreating ghettos. The new social focalpoint is on the ground floor of Avenidadel Pla number 35 and is staffed by asocial worker and an educator. (Perhaps someone can explain WHY, ifthe centre is for Immigrants, its title is inValenciano? If you don’t recognisewhere Av. del Pla 35 is, I discovered it inthe former premises of Euro Bazaar, onthe Southern tip of the Javea Park‘Horseshoe’. JJ Ed.)

Staff at the ‘Civic Punt’ foundthemselves the focus of generalmunicipal enquiries i.e. enquiries inrelation to Town planning and Services,rather than just social services issues aswas intended.

People have also made requeststhere, such as a for local library, culturalactivities at the Arenal, improved streetcleaning and garden maintenance andthe installation of waste paper bins inJávea Park Square. The problem of howto develop the square remains a thornyissue because the centre of the‘horseshoe’ of surrounding apartments,bars and charity shops is privatelyowned and the town hall cannotintervene - although it has bye-laws itcan use. Some have suggested it shouldbe made into a proper plaza, wherechildren can play, and people can sit.

password to connect, but access islimited to 2 hours per day- per device.

The Centre is open Monday toFriday from 9am to 2pm plus Tuesdayand Thursday from 4pm to 6pm.

Commission on home evictionsJávea Townhall has established a specialcommission to act as a go-between inthe eventuality of people being evictedfrom their homes as a result of beingunable to pay the morgage or rent. TheSocial Services Department alreadyprovides support for families trapped inthis situation, but its hoped that thecomission can mediate to achieve acompromise, so that evictions anddemonstrations outside Bank premisescan be avoided.

Spain signs up to EU plan to combat youthunemploymentJávea hopes to benefit from a six-billion€uro fund set up in February as part ofthe European budget to obtain up to 60billion in soft loans to be awarded tocompanies who hire people under theage of 25. The plan is to run between2014 and 2020 and will be officiallypresented after the Berggruen Instituteconference later this month, involvingintellectuals, economic and politicalleaders from across the globe.

50% of second-generation immigrants say they feel‘Spanish’Spain "is no longer a country ofimmigrants," says Alejandro Portes, co-author of a report on integration amongsecond-generation immigrants. In astudy carried out by the Ortega y GassetUniversity Institute and PrincetonUniversity, a comparison between thesame target group in 2008 and 2012shows a 20 percent increase in thenumber of second-generation childrenwho feel Spanish - from 30% to 50%.

DEATH of Industrial Sector in the Marina AltaIf the Marina Alta had hopes todiversify its economy and boostindustry, everything has been ruined.The crisis has not only sunk theconstruction sector, new industrial

projects have failed without exception.In December 2006, Benissa TownCouncil awarded a contract for theextension of its industrial area toIniciativas Costablanca, S. L. But lastDecember, that is six years later, itannulled the award considering that itwas better coming under directmanagement. The company has filed anappeal against the Town Hall, landingthe project in court.

Meanwhile, in Teulada, the streetsof a new industrial area have been built,but nothing more. The programme (thesector has 100,000 square metres) wasawarded to Vives Dalmau in 2008.Today the land is used by productivevineyards surrounded by streets,sidewalks and light boxes. And, withinwalking distance (a little over a km), isthe La Pedrera industrial estate whichbelongs to Benissa. No one in theMarina Alta recognised that industrialplanning must be regional. Industrialareas have been developed such asBeniarbeig (48,374 m2) which has notgot off the ground. In Denia, thepolygon Madrigueres (487,415 m2) issuffering lack of investment. The MariaAlta region has 2.8 million squaremetres of industrial estate (0.35% of theland). El Verger with 586,865 m2 takesthe biscuit with industry employing10.18% of the working population in asector which is unlikely to take off.

The lost decade, an expressionthat sounded terribly pessimistic at thebeginning of the Great Recession, isnow something of a best-case scenario."I call this Spain's Great Depression,"says Francisco Comín, a professor ofeconomic history. Marketing the Med to touristsA number of interesting points came outof the one’day conference on Tourismon June 7th- One was that the concept of"The Mediterranean" had a goodreputation, for example among theNordic countries - so much so thatCroatia is using this adjective in itstourism marketing. Secondly: it wasbetter to look at the average expenditureof tourists rather than stats on thenumbers of tourists; thirdly, that brandsmust be created which survive changesin administrations. The importance ofbuilding a brand and applying it wasalso emphasised.

Graduates caught in a debttrapThis year, the 2,235 graduate and PhDstudents who received loans from theEducation Ministry for the 2010-2011semesters will have to start paying backaround 300 euros a month. But in acountry with nearly six millionunemployed, finding a job is almost amiracle, and that's despite the fact thatthese university students long ago gaveup on finding work in line with theirlevel of education. The long financial crisis the Spanishand British health systems face, makesit essential that every € or £ investeddelivers the very best results. Severalleading figures from the sector tookpart, including the Head of Europeanand Global Affairs at the UK’sDepartment of Health, NickThomlinson, Scottish NHS 24 ChiefExecutive, John Turner, Health Advisorfor the Community of Madrid, JavierFernández-Lasquetty, and NorthernIreland Minister for Health, Social Careand Public Safety, Edwin Poots. Theaim of the conference was to shareexperiences and inspire new ideas onhow to reduce costs without impactinglevels of patient care.

Nick Thomlinson referred to this lastpoint, stating it was not easy to sustainthe health needs of citizens with anageing population that requiredincreasingly complex treatments.Thomlinson claimed both healthsystems were amongst the best in theworld: to put that into figures, he statedthat the British system provided care tono less than three million people aweek.

Thomlinson posed the question: “Whywould we want to change the way itworks if it is considered one of thebest?” and answered by saying: “Thesedays we have to make more efficientuse of resources.” He admittedadjustments in investment to guaranteethat most of the National Health Service(NHS) resources would be investedlocally.

Thomlinson also mentioned telecare as agood way to save money and at the sametime improve patients’ health care. Fernández-Lasquetty agreed UK andSpain’s public health systems wereexcellent, but pointed out “in Spain’scase it cost a lot of money to maintain.”

The Health Adviser for the Communityof Madrid said a system whose onlysource of financing was taxes dependedon the evolution of the economy, and thismade it very vulnerable. In his opinion,the recent changes and privatizationsproposed for the Spanish healthcaresystem were facilitating not only largecost savings, but also the achievement ofthat much sought-after structuralsustainability.

John Turner highlighted two key datesfor the Scottish health system. Firstly2015, the deadline set for improving thecare conditions of 10,000 patients anddesigning improvements andtechnological advances in the treatmentof 55,000 more - all part of theframework of the Living It Up plan.Secondly, 2020, the deadline to carry outa reform of the public health sector,decentralize powers and move forward inresearch and development throughincreased investment in the sector.

The Northern Ireland representative,Edwin Poots, highlighted a keydifference between his country and thosementioned previously: the youth of itsinhabitants (it has the youngestpopulation in the UK), would undergo animportant change. According to Poots, inthe next 15 years, the population over 65would double. That obviously implied anincrease in the number of diseases andpathologies. And whilst the annualexpenditure on healthcare for thatpopulation segment was around €6,000per head, he said that “changes arenecessary.” That was why NorthernIreland had introduced so called multi-sector collaborative networks, whichmade the most of the services of itsprofessionals, provided patients with carecloser to their home, and reduced thenumber of unnecessary visits to hospital.Poots also recommended increased use oftelecaring which, in Ireland, has lead to amore efficient service and earlyintervention with patients that haveneeded it.

MORE SPEED HUMPSFOR JÁVEA’S ROADS

The municipal department of JáveaTownhall has agreed on minormaintenance work that they claim willimprove road safety in the municipality.

They include two new zebracrossings where Avenida Palmela joinsthe beginning of the road from Cape LaNao (Avenida Pla). These are in additionto other recently completed crossingsbetween Supercor and Iceland.

Until now, zebra crossings have beebpainted on the asphalt and pedestrianscomplain that drivers ignore pedestrian'spreference. The reality is that parking isallowed so close to pedestrian crossingthat pedestrians waiting to cross arehidden from the driver’s view,

The zebra banding will now bepainted on ‘Speed Humps’ but in blackand white, instead of the more familiarred and white.

Jávea Townhall recruits for 30temporary jobs for the

unemployed without benefits

Jávea Townhall has released the criteriato be met for a programme of urgentemployment within environmentalprotection, for 30 people who are in aprecarious socio-economic situation.

As explained by the Mayor andCouncillor for Personnel, José Chulvi, theplan is especially designed for peoplewho are unemployed, and because oftheir previous work history, are unable toreceive unemployment benefit. Also, theplan will have a positive impact on theimage of the municipality and theprotection of the environment, as the‘brigade’ will be responsible forconducting fire prevention work in theforest areas of Granadella, Tossal Grosand the Montgo, cleaning andmaintenance of water gullies, (barrancos)and clearing of public roads aftertorrential rain.

These tasks, in a municipality whichhas 3,000 hectares of forest, are key topreventing fires in summer and leaveclean the gullies before the rainy season,so the work will take place this summerand also involve the cleaning of morethan 100 streets and rural roads proposedby the Councillors for Agriculture andEnvironment. To qualify for thesepositions it is mandatory that theapplicant speaks and understandsSpanish and must have been registeredin Jávea as unemployed for at least ayear. Among the merits used by theselection panel, will be whether or not theapplicant is part of a family that has beenreceiving social assistance, are youngerthan 30 or older than 45, belong to a largefamily, have children for whom they areresponsible, are unemployed or havemortgaged or rented residence.

The aim of the plan is to help themaximum number of families in distress,so only one job will be awarded perhousehold. The contracts have a durationof three months and a gross salary of1,156€ for labourers and 1,224€ forforemen.
