Jason Owen – The Three Media’s and Spectrum Management in Australia 1 The Three Media’s and Spectrum Management in Australia: December 20 th , 2015 History: Throughout the late twentieth century, wireless voice communications in the Broadcast, Entertainment and Media sectors moved from the VHF band through to the UHF segment driven mainly by government changes in order to leverage more efficient use and revenue generation through the selling of such spectrum. Today, the Broadcast and Event industries in Australia primarily use the 450- 520MHz band for their voice and data communications, most of which are still run in analogue. There are also multiple DECT and VOIP products in the market, however none of these has really had any penetration into the three media’s in real numbers when compared to two-way radio’s. One of the limiting factors that keep users in this 450-520Mhz band is the capital required to move into other segments of the spectrum, as it requires a complete hardware replacement. It is worth noting that the Event sector has shown some willingness to move onto trunked and/or digital systems. The scale of efficiency offered through trunking can work in the Events world if engineered properly. However, for television, it is almost completely ignored. Supporting this is a large range of vendors along with a suite of different technology’s delivering voice and/or data across that band. Industry reluctance to change should also be considered and acts counter to government aims in the broader spectrum management challenge. From an engineering perspective there is a huge gap in suitably qualified personnel with relative experience to manage diverse Rf sites. This falls back to the collapse of technology training around 15-17 years ago, with most of the top-end of Rf engineer’s in Australia, now in the over 40 age group. There is also a huge reluctance to purchase suitable test and measurement equipment in the industry. This leads to poor engineering of systems, quite often over powered with poor cabling, antenna choice and intermodulation issues. We should also acknowledge that in the larger scheme of user groups, the conflated Broadcast, Entertainment, and Media sectors are quite small. If we consider all three levels of government, first responders, and defence who have literally 10’s of thousands of handsets within one organisation, the Broadcast and Events industry is relatively quite small. This has a direct effect on our ability as an industry to lobby for legislative and/or framework changes that suit our needs both current and future. Moreover, our reluctance to engage and/or change, has left us in poor stead with such bodies and today makes the argument all that harder to have.

ACMA’sLicensingScheme:ThisisoneareathatcausesthemostconfusionwhenattemptingtomanagespectrumlicensinginAustralia.AcknowledgingthattheexplanationIamofferingisnotacomprehensiveone,therearebasicallytwotypesoflicensingavailableforusersofUHFradios;nationalandsitebased.Thenationallicenceofferstheusera,‘nointerferencenoprotection’caveatwhichinlayman’stermsmeans,youcannotinterferewithanyotherserviceonthatchannel,andconverselyyouwillnotreceiveanysupportifyoureceiveanyinterferenceonthatchannel.Examiningsomeofthehighownershiplicencesinourbandrevealalicensedusergroupofwellover100ownerswhoallholdnationallicencesforthatonechannel.Intodaystechnologydrivensociety,thechancesofhavingmultipleusersonthesamenationallicenceatacomplexRfsitetoday,ismediumtohigh,withnoonepartyhavingtherighttoasktheothertoturnofftheirserviceiftheyarebothonthesamenationallicencedfrequency.Thesecond,morecontrolledoptionistheSiteLicence.Here,aserviceisgeographicallytiedtoaspecificlocation.Beitafootballstadium,motorracingcircuit,horseracingtrack,orbuildingrooftopintheCBD.Theselicencesareprotectedfrominterference,butmustalsonotcauseanyinterferencewithotherco-channelsitelicencedservicesinthearea.Therearesomegeographicboundariesaroundthere-useofSitelicences,thesearedifferentforhighandlowpower,simpleandduplex,furtherfuellingtheneedforspecialisedRfpersonaltomanagethisinfrastructure.Thedaysof‘wingingit’arewellandtrulyover! Whatthistranslatesto,isifyouownanationalduplexlicence,andthereisahighpoweredsiteduplexlicenceonyourchannelwithin100km’syoucannotuseyournationallicence.Asyoucanimagine,inbuiltuparea’swheretheuseofUHFservicesishigh,thechancesoffindinganationallicencetouseisminimal.Moreover,withthenewlimitsimposedpost2014(moreonthisbelow),theriskofthisbeinganunworkablesolutionisgreatlyincreased.Changespost2014:2014sawaraftofchangestothe450-520MHzbandthatweoperatein.Shufflingofmultiplegovernmentservicesdownontothe450-470Mhzsegmentandthereassignmentofmanyprivateservicestoabovethatmeantasqueezeforspectruminanalreadyheavilyutilizedband.

Oneofthebiggestchangesistheshallowingofthepoolofnationalsimplexandduplexassignmentsavailableacrosstheband.Wenowfaceapoolof22nationalduplexpairstobeassignedacrossthecountry.Forthoseuserswithexistinglicencespriortothischange,therewasarangeofoptionsincludinghavingyourlicencesre-assigned(tooneofthe22),orkeepingitinitscurrentguisefornow!ThiswasatthedeterminationoftheACMA,andingeneralwasavailableontheirwebsiteforuserstodigestwellbeforethechangesweremadeofficially.Toputtheshortcomingsofsuchasmallpoolintoperspective,largeeventscanusewellover100differentsimplex/duplexchannelsatonesite.Thesechangesmakemanagingspectrumevenmoredifficultasthenationallicensingschemenotonlyofferslow-value,butisalsoaself-managedsystem,whichisfraughtwithincompetenceandpoorlyskilledoperatorscapableofruiningthebest-madeplansbynotcentrallymanagingtheirspectrumonlargesites.Italsoraisestheriskofusersignoringthecomplianceandrunning‘withoutacare’,theeffectsofcoursecanbecatastrophic.ThebestoptionhereistoownsitelicencesforallthemajorvenuesaBroadcasterorEventcompanymayworkin.ThisfromanengineeringPOVisthebestoptionasyouhaveprotectionandingeneralhavebeenassignedchannelsthatwontinterferewithothersitelicenceswithintheserviceguaranteearea.However,financiallyitisadisaster,andwilldriveupthecostofownershiptobusiness’soperatingradiosystems.Intimeswhereeverycentisscrutinised,havingsuchalargeincreaseinspectrumlicencingisachallengeforoperatorstomanageandfundongoing.FutureChallenges:Themergingofanever-developinglegislativeframeworkmanagedbytheACMA,andtechnologyadvancesinsomewaysdrivenbythesechanges,allowsavendortoleveragethe‘need’forindustrytoadoptnewtechnology.Todaytheyaremutuallyinclusivewithmanufacturersoftenabletolobbygovernmentmoreeffectivelythanendusers.InmanycasesthisisaworkablesolutionfromanoperationalandengineeringPOV,howeveralsorequiresaheavycapitalinvestmenttoalignthecapabilitiesacrossabusiness,letaloneanindustrysectorlikeBroadcast!Thiscapitalinvestmentiswhereitallcomestoahalt,especiallyifthereisaperceivedchangeindelivery.IE:DigitalvAnalogue.Broadcast,Entertainment,andMediaarealsotraditionally;veryreluctanttochangewhenitcomestoacommunicationsplatform,‘itworks,whychange’or‘dowehavetochange?’beingthecatchphrasesendemicintheindustry.Thiswillbediscussedinmoredetaillater.WhatIseeintothefutureisanongoingprocesswherelikeothertechnologysectors,wewillconvergeplatformssuchas4G,FM,Wi-fi,andonlineallintoonehandset.TheenduserbeinglargelyunawareofhowtheirvoicegetsfromAtoBasthehandset/networkwillmakeitsowndeterminationonwhattransmissionmediumtotakeinternally.Again,formanyusergroupsoutsideofthethreemedia’sthiswilldeliverarealincreaseinvalueaffordedtocommunicationssystems.Mediaorganisationswillneedtobeopenmindedinfacingthefuture

technologyoptionsaslegacyonesareeitherlegislatedoutofexistenceornolongersupportedbyvendors.ExpectationsintheBroadcast,Entertainment,andMediasectors:IrememberwhenIfirststartedintelevisionbackin1991.Itwasthedaysofanalogue,of4:3andVHF.Today,manyoftheexpectationsfromthosedaysstillexistasthebenchmarkforwhatcontentcreatorsanddisseminatorsdemand.Specificfunctionalitysuchasconstanttransmitservices,low-latency(analogue),andreliabilitybuttresswhatisamusthavesuiteoffeatures.Unpackingeachofthese,wefirstexaminetheconstanttransmitservice.Usedtodirectandinformtelevision,radio,andeventstaffofastep-by-stepproductionworkflow.Iseethisastheprimarybattle-spaceforchangefromanaloguetodigital.Itisthelifebloodofanylivetelevisionbroadcastyouwatcheverysingleday.Thisdovetailsintotheseconddeliverablebeinglatency.Theabilityforatelevisiondirectortocallcamerashots,orcue’sfortalentisparamounttoexecutingaslickliveproduction.Introducinglatencywithdigitalsystemsisatleastfornowsomethinguserscomplainaboutasitbeing,‘notthesame,tooslow’.Ibelievethateventually,analogueserviceswillsimplydisappearfromtheoptionswhenlicensingservices,andthattechnologywillimprovethelatencythusgivingusaworkablesolution.Therealquestionistime…Thethirdexpectationliesaroundreliability.OverthepasttenorsoyearstherehasbeenanincreaseinwhatIcall‘userbeta-testing’.Manufacturerswithpressuretogetproducttomarketinthefastpacedtechnologyworld,releaseproductswithaclose-toworkingfeaturesetandlettheuser’sbeta-testthedevice.Manufacturersthenfollowupwithfirmwareupgradesinordertosolvethoseissues.Severalmanufacturersarealsocentralisingtheirmaintenancefacility,whichunlesssupportedbyalocalofficeordealers,buildstimeingettingequipmentreplacedorrepaired.Thishasseveralflow-oneffectsinthemediaindustrybecauseweareatrue24/7/365industry.One,withoutquestionitdamagesthebrandofthatdevice.Two,itdilutesthewillingnesstochangeifthenewproductisnotafinishedproduct,andthree,itraisesthepotentialforthemediatobeleftbehindwhereotherindustrieshaveadoptedtheirbusinesstosuitnewtechnologyratherthanwaitfortheopposite.Wheretofromhere:ThispaperwaswrittentohighlighttocurrentchallengestheBroadcast,EntertainmentandMediasectorsfacewiththeirwirelessvoicecommunications.Thereisnoquestionthatsince2014,wenowfaceaspectrumthatneedstobemanagedproperly,andwithconsiderationforinvestment.Thesechangeswehavegonethrougharedefinitelynotthelast,asanindustrywemustbereadytoquestionourworkflow,andourneedswhenitcomestocommunications.Technologydevelopmentneedstobeembracedandbuiltintoourcommunicationsparadigm.
