We will launch the Reduce, Reuse, and Recycle (“3Rs”) Initiative at a MinisterialConference in spring 2005 hosted by the Government of Japan. In cooperationwith relevant international organizations such as the OECD, we will seek throughthis initiative to:

• Reduce waste, Reuse and Recycle resources and products to the extent economicallyfeasible;

• Reduce barriers to the international flow of goods and materials for recycling andremanufacturing, recycled and remanufactured products, and cleaner, more efficienttechnologies, consistent with existing environmental and trade obligations andframeworks;

• Encourage cooperation among various stakeholders (central governments, localgovernments, the private sector, NGOs and communities), including voluntary andmarket-based activities;

• Promote science and technology suitable for the 3Rs; and• Cooperate with developing countries in such areas as capacity building, raising public

awareness, human resource development and implementation of recycling projects.

- It is estimated that the total waste generation in the world in 2050 will be more than double the amount in 2010.

“State of the 3Rs in Asia and the Pacific”Collaborative project among 3R Forum member countries, secretariat and experts to publish a report to show:• Progress made on 3R policy implementation in the region• Practical knowledge on challenges faced by member countries,

market conditions for waste management and 3R businesses, and possible solutions.

• Information available in effective manner through same format and same set of indicators for each country

• Accumulation of experiences and lessons through development of report and knowledge base in a regular basis and comparable manner

International Contribution through Japan’s Advanced Technology

・Japanese waste management and recycling industries have established the advanced technologies in 3R and waste management, in order to meet social needs.

・To contribute to reduction of environmental burden and establishment of a sound material-cycle society on a global scale by introducing Japanese advanced technology to developing countries suffering from waste problems.

・Ministry of the Environment Japan promotes Japan’s Advanced Technology overseas.

*The market of municipal solid waste in 8 major Asian countries (incl. China, India and Thailand) is estimated to reach 17 trillion yen in 2020.

Accept, via the means of government institutions, waste, etc., that cannot be appropriately treated at developing countries but that Japan possesses the capacity to treat, and alleviate the negative impact on the environment and health at developing countries and effectively utilize such waste as resources.

Facilitate export of recyclable waste that has only limited utilization domestically and meets the requirement to not cause environmental pollution.
