Odometer Fraud
A serious and most widespread crime on used
vehicles in which buyers are left with worthless
vehicle. Odometer fraud occurs when the seller
of a vehicle represents the false reading as the
actual mileage of a vehicle to the buyer. The
myth that digital odometers cannot be
tampered is baseless as it is easy to tamper
digital odometers in comparison to analog. On
an average, every year billions of dollars are lost
by customers to odometer fraud and up to 1 in
10 used cars sold may have had their

Hiding Engine Problem

VIN cloningA growing crime in which stolen vehicles are
sometimes sold with vehicle identification
numbers (VINs) that has been taken out from a
similar legally registered car. In order to avoid
being a victim of this fraud, match all the VINs
on the vehicle.
Title Washing A dirty trick in which history of the vehicle that
has been retrieved is hidden. It is a known fact
that value of used car drops significantly if the
car has been recovered from any damage. So,
some of the dealers rebuilt the vehicle and sell
it with a new title. This is known as "Title
Washing" as the title of a car has been washed
away by the seller. To avoid title wash scam,
buyers should look at the history of the vehicle.
Examination of title document is also required
to see if the vehicle has been physically altered.
Curbstoning State laws prohibit private citizens from selling
multiple cars or vehicles. Curbstoning is when
a used dealer poses as a private seller and buys
and sells vehicles in order to gain profit.
Frequently, curbstoners sell vehicles with
hidden problems that can affect both the
safety and the value of these vehicles.
Curbstoners are generally people who buy
cheap cars, fix them and sell them to earn quick
profit. So, before buying a vehicle, just give it a

Misinterpreting Vehicle
condition Dealers sometimes sell the used vehicle to
buyers even though they have problems.
Dealers intentionally put up buyers with
defected vehicles just to gain profit. The actual
condition of the vehicle is misinterpreted by
the buyer due to lack of information.
Airbag Fraud Once airbags are installed, it is difficult to
replace them; in some cases they are
irreplaceable. It is also difficult to determine
whether airbags are present in the vehicle as
airbag covers can be replaced on the
dashboard, hence there is no clue that
whether airbags are present or not. There are
cases where airbags in a used vehicle are non-
functional; they are either outdated, or made
of badly chosen materials.

Odometer Inspection :dometer is the best way to know the
Oexact condition of the vehicle, how
much the vehicle had traveled or if any
necessary repair is required on the vehicle due to
over traveling. While buying a used vehicle,
odometer tampering is one thing that needs to
be taken care of. It is a common practice to
tamper an odometer. Hence, in order to protect
the vehic le from odometer tampering,
inspection on odometer is carried out on used
vehicles, before they are imported to another
country. It is an inspection process that assures
that the vehicle displays its actual mileage
accurately and it is planned to be able to
recognize tampered odometers in order to
prevent odometer fraud.
Protection is given to consumers by Federal and
State law, who suspect that they have purchased
a vehicle with a rolled back odometer.
According to the Law :
Ÿ A written odometer statement stating
vehicle's exact mileage at transfer time, the
date of transfer, the buyer's name and
address, the seller's name and address, and
the vehicle's make, year, body type and
vehicle identification number, must be
handed over to a buyer by the seller. Vehicle's
certificate of title should also contain
odometer disclosure information.
Ÿ Odometer tampering, selling, buying or even
marketing any device for tampering and use a
vehicle with a disconnected or non-functional
odometer with intent to defraud is against
law.
Ÿ If the seller knows that the mileage has
exceeded the odometer's mechanical limit
(i.e. 9, 99,999 miles), the seller must provide
that information to the buyer.

Ÿ Odometer is removed in order to check any
sort of tampering.
Ÿ The vehicles service records are checked to
ensure that vehicle match the stated
odometer reading.
Ÿ Vehicle's history report is also checked and
compared with other relevant information
about the vehicle.

and tear that could affect the odometer
reading.
After the vehicle passes odometer inspection, a
recognizable sticker is placed on the front
windscreen of the vehicle, in order to identify it

of unwanted pests and bugs. In the
same way cargo ships and shipping containers
from Far East countries such as Russia,
Northern China, Korea and Japan are expected
to carry egg masses of Asian Gypsy Moth.
The Asian Gypsy Moth (Lymantria dispar) is an
exotic insect pest which causes serious threat to
country's agriculture business and horticultural
industries. Ships and cargoes are common
place where adult moths frequently lay their
egg masses. The “flight season”, when female
moth lays egg is the most high-risk period and
normally goes from May to September. The egg
masses are tolerant to extreme temperature
and moisture.
To avoid this threat, vessels are required to
arrive at ports with required pre-departure
certification and free of AGM. Cargo arriving in
USA, Canada, Chile, New Zealand and Australia
are also subjected to AGM certification. Without
AGM Certification, vessel may experience some

delay or sometimes not be able to clear the
ports.
AGM measures include the following-
1. Vessel should be inspected and certified from
a recognized certification organization before it
is shipped. The certificate copy must be
forwarded to the USA or Canadian agent,
declaring that vessel is free of life stages of Asian
Gypsy Moth. The inspection on the vessel should
be done close to the departure time from the
regulated port.
2. Shipping lines prior to vessel entry in USA, New
Zealand, Chile, Australia and Canadian ports
should perform thorough self inspection on
vessels to look for, remove, and destroy all egg
masses in order to avoid vehicle re-routing, any
delay in inspection and other steps taken to
eradicate the chances of AGM entry.
3. At least 96 hours prior to cargo arrival at the
port, vessel must provide two year port of call
data to the agents who will hand over the same
to the U.S. and Canada officials.
Vessels are subjected to undergo following
actions -
Ÿ Non-certified vessels undergo an AGM
inspection at North American ports.
Ÿ The certified vessel along with required
certificates is checked in order to detect if
there is any requirement for an inspection.
Ÿ If AGM is suspected, re-inspection will occur.

Biosecurity (Quarantine)
Inspectioniosecurity (Quarantine) Inspection is
Bnecessary while importing motor vehicles
into New Zealand and Australia, it ensures
that the vehicle imported is free of contamination
related to biosecurity, internally and externally.
Contamination of biosecurity concern includes
live insects, seeds, soil, mud, clay, animal waste,
animal material and plant material such as straw,
twigs, leaves, roots, bark.
The officers of Department of Agriculture's
b i o s e c u r i t y i n s p e c t t h e v e h i c l e s f o r
contamination. Used vehicles are subjected to
full external and internal inspection before their
arrival in New Zealand and Australia.
Biosecurity officers inspect all areas of the
vehicle. If contamination is found, the vehicle are
sent for the removal of contamination.
Biosecurity officers will re-inspect the vehicle
before it is released. If the vehicle is found to
be heavily contaminated it may be re-
exported.
The importer has to pay necessary fee
required for the inspection and treatment of
the vehic le . In case, the vehic le is
contaminated, treatment is done by another
organization; the Department of Agriculture
does not have to do anything with the de-
contamination process.

due to the incidence that took place at the
Fukushima Daiichi Nuclear Power Plant in
Japan. There has been a leakage of radioactive
substance from the plant after the earthquake
in the year 2011.
Many countries where Japanese used vehicles
are imported require radiation inspection on
vehicles. The vehicle must be certified to
determine it is free from presence of any
radioactive substance. Various skilled and
experienced organizations like JEVIC, JAAI
perform inspection on cargo, vessels exported
from Japan.
The Ministry of Land, Infrastructure and
Transport of Japan, has set that vehicles
exported from Japan should contain less than
0.3 micro sievert per hour scale. To make sure
the vehicle inspected is radiation free or that
the level of radiation match with the safety
standards, an inspection is performed on
vehicles.
This is the best way to stop the radiation from
spreading and cause danger. Buyers can be
assured to receive their used vehicle free from
any radiations with certificate.

used vehicle to verify that the vehicle inspected is
not reported as a stolen in the Japanese Ministry of

ehicles nowadays have become part
Vand parcel of one's life. It is almost
impossible to pass a day without using
them. But one must look after the condition of
their vehicle from time to time. This is
important for the safety, security of drivers and
also for the environment. Experts hand on
vehicles is necessary to detect any flaws.
The Japanese Government has made it
mandatory for every vehicle to undergo
Shaken inspection after a certain period of
time. The Shaken inspection is carried out to
check any defects and illegal modification on
the vehicles. Shaken also known as "Jidōsha
Kensa Tōrokuseido", is basically an inspection
on vehicles in Japan over 250cc. The inspection
is carried out by the Ministry Of Transport to
check whether or not all vehicles on the road
are in proper condition and safe to drive. The
check also inspects any illegal modification on
the vehicle. If any illegal modification on the
vehicle is found, then the vehicle is not allowed
to be on roads.
Shaken should be performed on the vehicle at
least one month prior to the expiry date of
previous inspection. It is necessary to carry out
check at an authorized service garage or at
Transport Bureau.
Age and condition of the vehicle affects the
cost of inspection. When any repairing is made
on the vehicle, inspection charges increases.
Inspection and maintenance charges are also
applied when Shaken is done at the shop.
After successful inspection, a new Shaken
certificate is provided to the owner. Along with
the certificate, a sticker for the windscreen is
also provided indicating that the vehicle is
certified.
If the vehicle does not pass any segment of
inspection, then it is send for repairing and is re-
tested. No additional charges are imposed
when repairing and re-testing is done on the
same day. However, fees must be paid again in
case test takes place another day.
Shaken test is important tool to ensure the
safety of drivers even if the vehicles are old. This
is another good reason for importers of used
vehicles to prefer Japanese used cars from
Japan.
Such test should be made mandatory in all
countries for the safer roads and environment.

inspection of vehicles imported. The company
headquartered in London, is the largest tester of
consumer goods in the world and has a network of
more than thousand laboratories across many
countries.
Process of Inspection :
Before shipping, Vehicle export country will carry
out a physical inspection of vehicle, establishing the
exact nature of it.
The invoice and other documents are then
scrutinized, and then an accurate valuation, and
customs tariff code, is assigned. These are used, in
conjunction with the client country's published
duty rates, to calculate the correct duties and taxes
payable.
An Intertek certificate is issued to the importer. This
is used to substantiate the payment of full duty,
before the clearing of vehicles.
Intertek inspection is mandatory in some Countries
like Mozambique, Philippines, and Uzbekistan etc.
Without Intertek inspection, the vehicle will not
clear through Customs and will then require an
inspection at destination.
Process of Applying for Intertek inspection-
1. Pre Advice Form (PAF) :
Fill the PAF that will have the shipping details along
with the Proforma Invoice and Model.
2 . I f a p p l i c a b l e , D u t y a n d / o r T a x e s
reduction/exemption Document should also be
included.
2. Clearing Deficit :
After the submission of PAF is done, the Intertek will
look for deficits and errors. Until the vehicle match
up with the standards of the Country, importation of
the vehicle is not done. In worst scenario, a Non
Negotiable Report of Finding (NNRF) is issued by
Intertek that prevents the clearance of the vehicle on
the port.
This Destination Inspection (DI) will take place at the
Customs clearance point and the full costs of a pre-
shipment inspection payable. In addition a fine equal
to 10% of the CIF value will be imposed, determined
by Intertek for Customs purposes.

T( JAAI) was established in 1966 under
the countenance of the Ministry of
Transport and the Ministry of International
Industry & Trade in Japan. It is a non-profit
organization, which conduct inspections on
vehicles exported from Japan. Inspection
certificate issued by JAAI, authenticate the
quality of the used vehicle and ensures the
importers about the quality of the vehicle.
Few points related to JAAI
inspection
1. Using latest inspection equipments,
i n c l u d i n g t e s t e q u i p m e n t f o r t h e
speedometer, brakes, wheel position, and
emission gas, accurate inspections are
carried out to provide vehicle driving safety.
Required passing grades are given to
vehicles when meet the basic safety
functions of "driving, cornering, and
stopping".
2 . Dur ing appearance inspect ions ;
inspectors thoroughly inspect the interior
and exterior of vehicles, mainly vehicle
chassis. The inspection is done in a detailed
manner, so that even minute evidence of
accidents can be found.
3 . JAAI inspectors are ful ly tra ined
professionals, and are required to pass strict
testing to become JAAI inspectors. They are
subjected to attend regular training sessions
to upgrade and improve their skills.

inspection services on used vehicles
exported from Japan. The organization
performs nationwide inspection on Heavy
Vehicles, Machinery, Equipments, and
Electronic components. JIO not only perform
inspection on used vehicles, but also on new
vehicles, Aircrafts and vessels.
Inspections are performed by JIO, to determine
the roadworthiness and overall condition of
the vehicle. Inspection report is provided online
by JIO after the vehicle inspection. One can view
the report by entering the chassis number in
JIO's database. An inspection is also issued by
JIO to those Japanese and Non-Japanese
vehicles in Japan that meet the standards set by
Ministry of Land, Infrastructure and Transport
of Japan.

apan Odometer Certification Institute (JOCI) Jis a substitute organization of Nippon Jidosha
Service registered in Japan and has been
involved in certification of odometer readings in
all types of used vehicles. The institute is formed
with the aim to help the consumers to identify
vehicles with rolled back odometers.
JOCI has access to odometer reading data of all
the vehicles sold in Japanese auto auctions. JOCI
is an independent organization which provides
online odometer certification service. Once
black listed, the vehicle owner and the vehicle
will never be removed from the black list. JOCI
also provide E-certification. It is the certification
of the vehicle that shows original odometer
reading at the time of last auction or registration
in Japan.
The records of the odometer readings of the
vehicles are verified in JOCI database, which is
one the largest databases of automobiles sold
and manufactured in Japan. JOCI keep the
entire customer's record for at least seven years
and provide records whenever required.
In order to determine the authenticity of the
certificate a security code is printed on every
certificate issued.

S(SLAEA J) held their committee members
meeting at the Sri Lanka Embassy in Japan
on 6th October 2014. The main purpose was to
prepare for the next workshop event that will
going to be held in the month of November.
The President of the SLAEA J, Mr. Jagath
Ramanayake started the meeting with his
welcome speech. He stated further how
successful Sri Lanka Festival was and further
added some suggestions regarding the event
layout of the stalls to use them more proactively.
After his speech, Mr. Premarathne stated and
agreed to change the layout preparation
because, it could help to all stall owners to use
their booth in a productive way.
As the next action item of the agenda, they
started to discuss the account balances of the
SLAEA J cricket festival 2014 and the Shooting
Game event of the Sri Lanka Festival 2014.

27th and 28th of September 2014 from 10.00 am

This time in the motor association, the stall was
managed to showcase a shooting game for the
participants. Mr. Jithendra Samarawickrama,
Mr. Udaya Athukorala and Mr. Lasantha
Nandasiri was managed to get it done and was a
very attractive event at the festival.
Our special invitee, Dr. Kalum Weerasingha
made a huge contribution to Sri Lankan and the
Japanese people, while he was available in the
SLAEAJ stall during two days of the festival. Dr.
Kalum gave a perfect diagnosis and prescribed
to people who came to them with their
inabilities.

each year, when Sri Lankans living in Japan
can share all aspects of their culture, food,
dance and music show, promotion of
tourism in Sri Lanka. As every year, staff of
RamaDBK was present to help in organizing
the event. This year also, the festival was a
success with thousands of visitors coming
from all Japan.
RamaDBK president, Mr Jagath Ramanayake,

in many activities of promotion for the Sri
