Launching of the Economic Transformation Programme (ETP) as part of the New Economic Model (NEM), by the Prime Minister on 25 October 2010 incorporating an Entry Point Project (EPP) on nuclear power deployment under the National Key Economic Area (NKEA) for Oil, Gas & Energy (OGE) sector, with target of building twin-unit nuclear power plant with total capacity of 2 Gigawatts, with the first unit in operation by 2021.

A nuclear power human capital development plan is integrated in NPIDP being formulated by MNPC. The plan provides a basis and strategy for building the national education and training capability, designed to produce sufficient nuclear power engineers, technicians and allied personnel for the development and management of the nuclear power programme and, ultimately, for the operation of the nuclear power plants and other related R&D activities.

NATIONAL SELF-ASSESSMENT OF 19 INFRASTRUCTURE ISSUES FOR PHASE 1 & MILESTONE 1

A self-assessment on the level of national capabilities and state-of-preparedness for the use of nuclear energy was conducted, based on IAEA’s recommendation.

The self-assessment concluded that gaps do exist in the infrastructure needed to support the first nuclear power project. Some of these gaps are significant and need to be resolved, to move on to the next phase, especially:

i. the need to finalise the adoption of a new set of laws, rules and regulations to define the licence requirements and establish the licensing process;

ii. the need to develop a national public communications plan and to implement it soon;

iii. the need to complete a detailed site evaluation for the first nuclear power plant; and,

iv. the requirement to publicise the national policy and strategy to implement the nuclear power programme

concise nuclear policy to guide Ministry of Education and encourage expansion of existing capabilities into nuclear fields for both higher education institutions and training centers, both private and government linked current educational system in areas of nuclear science and nuclear engineering to meet the requirements for educating and qualifying nuclear engineers and nuclear specialists in the owner organisation. capabilities for training plant personnel, for both the initial training as well as continuous on-the-job training for all plant personnel internationally for some of relevant experience required of plant personnel until it has developed the necessary capabilities to provide this experience. proper strategies in place to recruit & retain necessary individuals to operate the facility and will have to contend with other industries and other countries who will offer attractive employment opportunities to the graduates.

NUCLEAR SCIENCE & TECHNOLOGY EDUCATION

• Almost all public universities and some private universities offer science, technology & engineering programmes

• Universiti Kebangsaan Malaysia (UKM) setup Nuclear Science Department in 1978, where specific nuclear science degrees at both undergraduate & graduate levels are offered

• Universiti Teknologi Malaysia (UTM) started offering Bachelor in Nuclear Engineering in 2012 and the first batch of graduates in 2016. From 2016 onwards, UTM is expected to produce on average 30 graduates a year.

• Universiti Tenaga Nasional (UNITEN) offering nuclear engineering elective courses to all engineering students in 2009

• International Islamic University of Malaysia (UIAM) plans to offer Bachelor in Nuclear Engineering and Radiation.

• Universiti Tun Hussein Onn (UTHM) plans to offer Master of Nuclear Engineering in collaboration with Malaysian Nuclear Agency as sister campus where the 1MWt TRIGA research reactor is located.

• Training programmes under the framework of Association of South-East Asian Nations (ASEAN), including ASEAN Committee on Science and Technology (ASEAN-COST) Technical Working Group on Nuclear Power Plants (TWG-NPP) & ASEAN Ministers of Energy Meeting (AMEM) KEPCO ASEAN+3 Civilian Nuclear Energy Senior Policy-Maker Course;

• Training programmes under the Forum on Nuclear Cooperation in Asia (FNCA); • Training programmes under existing Memoranda of Understanding in the
