  I it’s broke, let’s fix it. Tat’swhat Montanans need to do with our

dysunctional office o Lt. Governor.  Te dysunction dates back orat least a hal-century. Afer servingas Governor in the nineteen fify’s,Republican Hugo Aronson oncecommented in my presence that herarely lef the state because o his deepdistrust or his Lt. Governor, DemocratPaul Cannon.  In the 1960’s the relationship wasprobably even worse between ellow

Republicans Governor im Babcockand Lt. Governor ed James. Babcockwas out o state when a car crash killedPublic Service Commissioner JackHolmes. Without waiting or Babcock’sreturn, James quickly appointed hispolitical ally and Great Falls hometownriend, Ernie Steele, to the vacancyon the PSC created by Holmes’ death.Babcock was urious, and the animositythat grew between them resulted in

James and Babcock locking horns in abitter Republican primary contest orGovernor in 1968.  Attempting to create a moreunctional relationship betweenGovernors and Lt. Governors, the 1972Montana Constitutional Conventionchanged the State Constitution torequire candidates or Governor andLt. Governor run as a team, as nationalcandidates or President and Vice

President do. (Tat hasn’t always beenan ideal arrangement either. LyndonJohnson described his role as Vice

President in the Camelot time o theKennedy administration as “the banjopart in the halleluiah chorus.”)  In 1976 when Montana’spartnership provision was firstimplemented, Governor om Judgechose ormer legislator and state LandsCommissioner ed Schwinden as hisrunning mate. Judge gave Schwindensome real responsibility, but no trustrelationship resulted. Judge and

Schwinden ended up squaring off against each other the first chance theygot, in the primary election o 1980.  Lt. Governor George urman,resigned beore the end o Schwinden’sadministration, as did Lt. Governor AllenKolstad in the succeeding administrationo Governor Stan Stephens. Lt. GovernorDenny Rehberg lef in the middle o theRacicot administration to run or U.S.Senator. Lt. Governor Karl Ohs made no

secret o his disdain or his boring andunulfilling job and confided to me hisintention not to be a candidate or theoffice again.  Now, Lt. Governor Angela McLeanhas resigned, reportedly because apersonality conflict with Gov. SteveBullock resulted in the Governor givingthe capable and energetic McLeannothing to do.  People with ambition and ability

hate being benched. People who becomeLt. Governor, like McLean, are usuallyambitious and capable people. Why

waste their productive potential becausea Governor may either not recognize itor be uncomortable with it or somereason?  Montanans know that LtGovernors running independently o theGovernor have been problematic or ourstate, at least since the era o Aronsonand the attempt to orce them to be loyalteammates hasn’t worked either.  Lt. Governors should serve in a rea

 job. Many do, including neighboring LtGovernors o Wyoming, Utah, OregonAlaska, and Arizona. Whether calledSecretary o State or Lt. Governor, thosestates elect one person to perorm thedefined duties o Secretary o State.  We should do the same thingMontana taxpayers will be served byeliminating a useless and troublesomeoffice and benefitted by giving a capableperson a real job to do.

  Tis reorm can be accomplishedonly by amending our stateconstitution. Tat can happen by acitizen’s initiative in the 2016 generaelection or by a reerendum to thepeople rom the 2017 legislature voted on in the election o 2018. Let’srecognize it’s broke, and let’s fix it.
