Civilian of the Year (COY) nominees are pooled from the year’s Civilian of the Quarter recipients. While it’s possible, other nominations made for COY are rare, as their actions would have been recognized with the Civilian of the Quarter (COQ) award. The Civilian of the Quarter Award started as a navy-wide appreciation effort, and it is awarded to civilian employees who have made significant contributions to the Department of the Navy by direct effort or through the support of a specific Navy Installation Command. The Civilian of the Quarter (COQ) Award is separated into two categories: Junior Civilian of the Quarter (JCOQ) and Senior Civilian of the Quarter (SCOQ).

Katie Prestesater, MWR’s Recreation Director, won Senior COQ on 8 Feb for the first quarter of 2019. She was nominated because of her outstanding performance and effort with the 2018 Winter Wonderland, and won Senior COY because her momentum and energy even after that event never slowed. Prestesater lead her team through several new program developments, including the Fitness Center’s NOFF Zone project in September of 2019.

“It was a major honor,” commented Prestesater. “I thought it was a

representation of the culmination of the entire team’s hard work for the entire year.”

The Civilian of the Year Award(s) were presented by NASWF Commanding Officer Captain Paul Bowdich during the 27 Nov Safety Stand Down and included a plaque and cash prize.

“While I’m thrilled to have been recognized it was more important to recognize the work of my team members. Working with other managers to surprise Kayla Ashlock with Junior Civilian of the Year Award was exciting, and it was wonderful to see her receive such a high honor,” said Prestesater.

Ashlock was awarded the Junior Civilian of the Quarter for the third quarter on 19 July 2019. While Civilian of the Quarter awards can go to civilian command employees that go above and beyond their regular duties, Ashlock was nominated for COQ because she excelled at the newly assigned duties given to her with her promotion to Recreation

Assistant earlier this year. Her new ideas and passion for the projects at Whiting Park lead her to winning the Junior Civilian of the Year award.

“I was very shocked to have won the award and pleased to know I am performing above standards and I will continue to go above and beyond for the men and women who continue to do the same for us,” said Ashlock.

Ashlock feels “added pressure” now to do better in 2020 and has several plans to implement ideas that she has for Whiting Park and MWR.

“I am looking forward to bouncing off my ideas with my coworkers and seeing how we can continue to improve and grow our MWR program.”

This was both Prestesater’s and Ashlock’s first time winning Civilian of the Year. Prestesater has been with MWR for 11 years, but with NASWF’s MWR for only 2, and Ashlock has been with NASWF’s MWR for 3 years.

The Senior and Junior Civilian of the Year Awards awarded to MWR Employees.Katie Prestesater and Kayla Ashlock were awarded the Senior Civilian of the Year and Junior Civilian of the Year Awards, respectively, on 27 Nov.

Child and Youth Programs (CYP) are an inclusive community where children live, learn and play together. CYP offers quality child care in safe and healthy environments on a daily basis for ages 6 weeks to 5 years, or until kindergarten. We offer enrichment and development programs for family members of active-duty military and NAS Whiting Field DoD civilians and Contractors on a space available basis. This National Association of Education for Young Children-accredited program offers year-round developmentally age-appropriate activities for infants, pre-toddlers, toddlers, and preschoolers. The CDC participates in the USDA Food Program, which serves breakfast, lunch and an afternoon snack.Hours:Mon-Fri 0530-1830Sat, Sun & Hol CLOSED

Hourly CareHourly Care is available at our Child Development Center. This program is a short term care option (not to exceed 25 hours in a week or 12 hours in a day) that families can book up to 30 days in advance if space in the child’s age group is available. To submit a request for care, please visit www.militarychildcare.com. For more information, please call the Child Development Center.

Providers are screened through local, state and federal background checks and complete 30 hours of CDH Training, Infant/Child CPR and First Aid. Homes are inspected by Fire Prevention, Preventive Medicine, and the CDH Program and are certified by the Commanding Officer.Visit militarychildcare.com where you can find comprehensive information on child care programs worldwide, conduct a customized search for the care you need and submit a request for care at any time and from any location. For more information: 850-458-6588 or [email protected]

School Liaison Officer850.665.61057523 California St. Bldg 36, Milton, FL 32570The School Liaison Officer (SLO) serves as the communications link between military families with school-aged children, the command, and local school districts. As the “point person” for educational issues, the SLO is here to assist military families in addressing school-related issues. Whether you are part of the Navy or some other branch of service, active duty or reservist, living on base or in the community, the SLO is here to ensure that your child has access to the full range of services available in the local public schools. In addition to providing information about local public schools, the SLO also works to assist families who choose educational alternatives such as home school, private or parochial schools, independent study, or online programs. The local school district has worked diligently to assist military families as they transfer to this area. Most of your questions can be answered by local school administrators and/or office staff. The links to the local schools have been provided to assist you in making important decisions about your child’s education. However, should you find that the information does not address an issue that is specific to your family, please do not hesitate to contact your SLO for assistance.
