Having just reached the milestone of our 125th anniversary, it gives me great pleasure to say Midland Park has a dynamic and rich history steeped in tradition and pride. There are so many people that contribute to the outstanding quality of life we enjoy in Midland Park. I would especially like to thank the Council, the Administrator, the Department of Public Works, the Police Department, Fire Department, Ambulance Corps and all the dedicated office staff who go above and beyond for our residents. I would particularly like to congratulate the Library Board and Staff for achieving the honor of being named Bergen County’s best library. The Midland Park Memorial Library is one of our Community’s most wonderful assets with many outstanding programs. In addition to the library’s programs, our youngsters enjoy a variety of sports year-round and on any given day, the recreation facilities are at full capacity. How & When To Pay Your Property Taxes

• Tax payments are due February 1, May 1, August 1, and November 1 of each year. There is a 10-calendar day grace period each quarter, however it is important to note that interest accrues from the original due date for any payments received after the 10-calendar day grace period.• Interest is at the rate of 8% per annum on the first $1500.00 and 18% on the amount in excess of $1500.00.• When making your payments, if you wish to receive a receipt, the tax bill in it's entirety must accompany the payment.• If you are mailing in your payment and you wish to receive a receipt, a self addressed stamped envelope should be included with your entire tax bill.• Your receipt will appear on the reverse side of your bill.

NJ Rebate Program Overview

The State of New Jersey has instituted several rebate programs regarding you and your taxes. There are currently four "relief" programs that are being offered through New Jersey State.

Senior Citizen Deduction

If you were 65 years or older as of December 31st of the pre-tax year you may be eligible for a deduction of $250.00 annually from your gross tax. Please note however that this deduction has an income limitation of $10,000 husband and wife combined. Applications and explanations can be obtained in our office.

Veteran Deduction

If you have served in the armed forces you may be eligible to receive a $250.00 deduction annually from your gross taxes. You may call or visit this office to obtain further information regarding this and any other deductions.

• Tax Bills are mailed out once a year (usually July containing four stubs: August and November of the current year and February and May of the subsequent year.)• If your mortgage company or bank has escrowed for your taxes, the original bill will be sent to them and the "advice copy" will be sent to you.• If you DO NOT receive a bill by mid-July please call our office.• If your mailing address changes, and you are still to receive a tax bill, please contact the Tax Assessor office advising where all correspondence should now be sent.

Many documents and transactions require the security and certainty of a notary seal. We can assist you with all your notary needs. A Licensed Professional Notary is available at Borough Hall. Give us a call to confirm availability and drop by.

The Tax Assessor is responsible for the valuation of property in the Borough of Midland Park. This includes any improvements that are made to the property each year.

Improvements are valued either through review of building plans or by physical inspection made by the tax assessor or his inspector. These physical inspections are usually made without prior appointments when weather permits.

An “added assessment” for the improvement is placed on the property and payable to the Tax Collector on November 1st each year.

Recyclables

Recycling Center

The collection of recyclables will take place on alternate Fridays. Commingled, includes glass, aluminum, tin, and plastic containers, and must be placed curbside in barrels. Paper and cardboard are collected tied in bundles or in paper bags, not plastic bags. Please refer to www.midlandparknj.org for additional information pertaining to recyclable items.

Vegetative waste is collected on Wednesdays from April 1 through October 21. Grass clippings should be placed in open barrels or paper bags, no larger than 30 gallons and weighing no more than 50 pounds. After October 21, grass clippings, brush and small branches (less than 1˝ in diameter) can be added to loose leaves. Large branches can be taken to the recycling center. Branches must be less than four feet in length and tied in bundles.

Materials accepted at the Recycling Center are:

• Commingled, including glass, aluminum, tin and plastic containers• Paper, including newspaper, junk mail, catalogs, magazines, telephone books and paperback books• Cardboard, including corrugated and chipboard (but not pizza boxes)• Leaves, brush and branches are accepted year-round but grass clippings are not accepted.• Household batteries, rechargeable only (no car or alkaline batteries)• Auto tires, collected during June, drop-off dates on website (no rims). Limit of 4 tires per resident per year.• Scrap metal (no propane tanks), lawn mowers (fuel removed), storm doors, aluminum siding• Clothing, shoes (drop boxes)• Computer and electronic recycling, PCs, laptops, printers, fax machines, DVD players, VCRs, and TVs• Large plastic items/containers over 5 gallons Construction materials are not accepted at the Recycling Center. You must use a private contractor to dispose of these materials. Consult the Yellow Pages under “Rubbish and Garbage Removal.”

Hazardous waste items such as oil base paints, solvents and thinners, motor oil, gasoline, antifreeze, chemicals, and pesticides and herbicides are not accepted at the Recycling Center. These items can be disposed of on one of the three Hazardous Waste Collection Days sponsored each year by the Bergen County Utilities Authority. Garbage and Trash• Garbage will be collected on Mondays and Thursdays, year-round except on May 25, September 7, and November 26.• Household refuse, non-recyclable food containers (such as pizza boxes), table waste, and disposable diapers are accepted.• Put garbage at the curb in barrels or plastic bags, with a limit of two items (bags or barrels) per pickup.• Place items at the curb AFTER 12 Noon the day BEFORE your scheduled pick-up day.• Bulk items will be collected only on Thursdays. Bulk items include carpeting and rugs (bundled), furniture, broken mirrors, and non recyclable items. No construction materials, stone, rock, concrete or asphalt will be accepted.

White Goods (Appliances, Metal, etc.)• You must call 845-753-6666 or email [email protected] (You will not receive a call or email, you will be placed on the pick-up list for the next 1st Wednesday.) No white goods are acceptable at the recycling center.• White goods are collected on the first Wednesday of each month.• Items that are accepted include washing machines, dryers, refrigerators (with doors removed), freezers, dishwashers, ranges, trash compactors, hot water heaters, lawn mowers (fuel removed), air conditioners, and grills.

"Cut It and Leave It"Grass clippings lend themselves to a natural way of recycling, the “cut it and leave it” method. It is highly recommended as a time and money saving program. Homeowners who leave grass clippings on their lawns will reduce their mowing time by 20-25% since they don’t spend time bagging. In addition, since the clippings serve as a nutrient, it saves money on fertilizer, as well as grass bags.

The Recycling Center, located on the corner of Greenwood Avenue and Birch Street, is open Tuesday from 8 am to 2 pm, Wednesday from 12 to 6 pm, Thursday from 9 am to 2 pm, and Friday and Saturday from 9 am to 3 pm. It is closed Sunday and Monday.

AmbulanceOn March 1, 1942, a group of 18 dedicated men joined together and started the Midland Park Community Ambulance. Now 77 years later your Midland Park Ambulance Corps is staffed with 20 professionally trained New Jersey State Department of Health certified Emergency Medical Technicians and 5 Drivers. The Midland Park Ambulance Corps has two ambulances and a mass casualty trailer unit. We are ready to respond to emergencies in Midland Park and provide mutual aid to surrounding towns.

Members make an ambulance corps. They come from local people who wish to help out their neighbors. Volunteers who live in Midland Park and in other towns within a 1.5-mile driving distance from the building are needed. Previous and current New Jersey EMT's, as well as people who want to take the EMT course, are welcomed. Training will be provided at no cost at several local facilities. Midland Park PoliceIn May of 2019, the Midland Park Police Department passed an on-site-accreditation assessment, conducted by examiners from the New Jersey Law Enforcement Accreditation Commission. The success of the on-site assessment was achieved through the continued efforts of all of the agency’s personnel in embracing the concept of utilizing accepted best practices in delivering the best possible service to the community.

The Accreditation standards in law enforcement assure the citizens that their police department meets specific criteria of public safety services which have been set forth by national and state commissions. The Midland Park Police Department is a professional organization and has engaged in the task of Accreditation through the New Jersey State Association of Chiefs of Police (NJSACOP) to ensure our community that their agency is held to the highest standards. Only thirty-one New Jersey law-enforcement agencies received accreditation status in 2019. The Midland Park Police Department is proud to be among this select group.

Midland Park CERT Seeks VolunteersCERT is a very integral support group for first responders such as Police, Fire, & EMS. They are a resource that is called upon when Natural Disasters occur to assist the community with information. CERT is looking for individuals that could help the community during such events. Pet LicensingAnimal Licensing costs are $12.00 for Dogs and Cats, with an additional $3 if the animal is not spayed/neutered.

Animal licensing period is the month of May. AS PER STATE LAW, RABIES SHOTS MUST BE GOOD FOR 10 MONTHS—EXPIRING NO EARLIER THAN THE FOLLOWING MARCH.

Licenses can be renewed in person at the Borough Hall, 280 Godwin Ave, Monday-Friday 8:30am-4:30pm.

Licenses can also be renewed by mail; please make the check payable to the Borough of Midland Park and include proof of rabies vaccination, proof of spaying/neutering and a self-addressed stamped envelope.

Please notify the Borough Hall office at 201-445-5720, if you no longer have a pet to be registered.

A $10.00 late fee will be strictly enforced as of June 15th. Please also note, if the license is not renewed by June 30th, a summons will be issued.

The Borough of Midland Park offers a FREE Rabies Vaccination Program

The Midland Park Board of Health will be holding its annual Rabies Program to give FREE Rabies Vaccinations on the second Monday in May from 6:30pm to 8:00pm. The program will take place at the Municipal Building, 280 Godwin Avenue in Midland Park, NJ. Dogs must be on leashes and cats must be in carriers; both dogs and cats are welcomed at any time. No retractable leashes can be used. Residents from other municipalities are welcome to bring their pets to the program.

Rabies vaccinations are required by the NJ Department of Health for ALL dogs and cats four months of age and older (but not less than 12 weeks of age). A booster vaccination should be given one year later and every three years thereafter. Please check the status of your dog’s or cat’s rabies vaccination records. Rabies is always a potential danger to humans and domestic animals if exposed to a rabid animal. Be proactive and have your pets vaccinated.

The Borough will also renew and issue new animal licenses for the May to May licensing year at the free rabies clinic. If your animal is not in need of a vaccine you can renew or obtain a new license at the Borough Hall in person beginning May 1st, Monday – Friday 8:30am - 4:30pm.

Shredding Event

Midland Park Recreation Department Youth and

Adult Programs

The Borough of Midland Park will participate in the mobile on-site residential document shredding program on Saturday, May 16th. It will be held in the Recycling Center at 20 Greenwood Ave, from 9am to 1pm.

All personal documents with or without paper clips, staples and paperboard binder covers will be shredded on site. Hardcover books, magazines, newspapers, photographs, plastic binder covers and x-rays are not acceptable for shredding. Participants are limited to 4 bags/boxes per vehicle. Hope to see you there!

The Midland Park Recreation Department provides a diverse variety of youth sports activities ranging from toddlers to teens. Current youth programs include Recreation and Travel Soccer, Football, Cheering, Recreation and Travel Basketball, Recreation and Travel Baseball, Recreation and Travel Softball, Summer Camp, Junior Football and Cheer, Zumbini, and more.

The Recreation Department also provides a variety of adult recreation activities. Current Adult Programs include Yoga, Pickleball and Zumba.

Protect Our Drinking WaterHistorically, the sources of most water pollution were attributed to industry. Today however, much of the pollution in our lakes, rivers and bays comes from the everyday actions of people – actions that we don’t give a second thought about because it’s “just the way we’ve always done it.” You may do similar things in your home, yard or garden that harm the environment without knowing it. When you sweep the patio, hose down the driveway, or dispose of grass clippings, where does the material go?For example, homeowners can have a green lawn without massive doses of fertilizers and pesticides.

Limit your use of fertilizers and pesticides:

• Do a soil test to see if you need a fertilizer.• Do not apply fertilizers if heavy rain is predicted.• Look into alternatives for pesticides.• Maintain a small lawn and keep the rest of your property or yard in natural state with trees and other native vegetation that requires little or no fertilizer.• If you use fertilizers and pesticides, follow the instructions on the label on how to correctly apply it.Make sure you properly store or discard any unused portions.

Properly use and dispose of hazardous products.

• Hazardous products include some household or commercial cleaning products, lawn and garden care products, motor oil, antifreeze, and paints.• Do not pour any hazardous products down a storm drain because storm drains usually are connected to local waterbodies and the water is not treated.

Fall Leaf SafetyA Few Safety Precautions:

• Leaves should be raked to the edge of the road, not into the lane of traffic.• Do not allow children to play in the leaves.• Safety concerns regarding leaf collection should be reported to the Midland Park Police Department at 201-444-2300.• Keep vehicles off the street on days scheduled for leaf collection in your district.• Do not park on leaves.• Keep leaves at least 10 feet away from storm water catch basins as per state storm water regulations.• Leaves at the curb must be either loose or in paper bags.• Leaves and other vegetative matter may be brought to the Recycling Center on Greenwood Avenue on Tuesdays 8:00am to 2:00pm, Wednesdays 12:00pm to 6:00pm, Thursdays 9:00am to 2:00pm and Friday and Saturday 9:00am to 3:00pm. The Center is closed on Sundays and Mondays.

Hazardous Waste DisposalThe Bergen County Utilities Authority is offering several opportunities for the safe disposal of household hazardous waste throughout the year. These one-day events are held at different locations in the county.

The household hazardous waste management program offers Bergen County residents the opportunity to properly dispose of items such as aerosol cans, paints, pesticides, solvents and many other hazardous items commonly found in a home. This program is available free of charge to all county residents.
