New Year’s Eve Celebrations Although the Parish Council appreciates that it cannot prevent residents congregating outside the Clock Tower on New Year’s Eve. I would like to remind you all of the risks involved with such a large number of people collecting next to main roads, with people bringing glass with them (bottles and drinking glasses) and letting off fireworks. Be aware that it is an offence under section 80 of the Explosives Act 1875 to set off fireworks without a license in any highway or public place as this is a very dangerous thing to do. If you are found guilty of doing so you may have to pay a fine of up to £5,000. Penalty notices for disorder (on-the-spot fines) can also be issued by the Police for this offence. I’m sure no one would like to start off their 2014 by paying such a hefty fine.
The Parish Council has had meetings with the Police and the District Council local Licensing Officer and are doing what they
practically can to reduce the risks associated with what is an unauthorised event. Any resident coming to the Clock Tower on New Year’s Eve does so completely at their own risk. The event also sadly results in a great deal of unsightly and dangerous litter on and around the High Street, Aylesbury Road and Tring Road. The Parish Council is hoping to mobilise volunteers to clean up on 1 January as it did last year and wishes to offer thanks to all of you who volunteer your time and support in advance. If you would like to volunteer to help with the clean-up please contact the Clock Tower.

Christmas Tree Light Switch On, 4 Dec Once again our local primary schoolchildren entertained the gathered crowds with joyful Christmas songs and enthusiastic movement. John Colet School also provided talented instrumentalists including jazz which reflected the Vintage theme. The audience of families and friends were thrilled by the glad tidings that our young people always bring with them. This year Florence Nightingale Hospice Charity had chosen Wendover’s to be a Tree of Light to enable onlookers to remember loved ones not present. Senior Day Hospice Nurse Jenny Spencer-Jones stood on the podium inside the marquee to say a few words and then switch on the lights using an infra-red signal.
Robert Duggan, Chair of Wendover Parish Council, presented the cup for Best Dressed Window to Ken and Karen Johnston of Cromptons Interiors. On cue, Father Christmas then came up the High Street on his magnificent sleigh, provided by Wendover & District Round Table, and he was mobbed by ecstatic children for over half an hour. The Vintage Disco and dancers entertained for the rest of the evening which ended at 8pm.

Healthwatch Bucks—Collecting the Voices and Experiences of Healthcare Users That 2013 was a year of massive change in the NHS won’t have passed you by. You may have observed new health sector jargon and expressions like “Clinical Commissioning Groups” and “Health and Wellbeing Boards.” You may well wonder what they actually mean to you, when all you really want to know about is how quickly you can make an appointment with your GP, pick up a prescription or whether a 999 call will get you an ambulance as swiftly as you need.
Another piece of the jigsaw is the newly formed Healthwatch organisations. We have our own local one called Healthwatch Bucks and they are really keen to hear from you. Responding to what they have heard so far from service users in the county, Healthwatch Bucks is already prioritising in-depth surveys in the following areas: •Seeking the views of Buckinghamshire residents using health and social care transportation; •Examining the range of experiences related to the subject of Dignity in Care; •Analysing feedback from users of Accident and Emergency facilities in the county.

Concert raises the roof and £££s for Stoke Mandeville Hospital
The Friends of Stoke Mandeville Hospital held their annual Christmas Concert on 5 December. Guests enjoyed festive readings plus music and carols from the orchestra of The Mandeville School and the Bucks Health Choir which is made up of staff from across the Bucks NHS Healthcare Trust. The sum of £850 was raised for advanced imaging equipment for the hospital’s Endoscopy Department.

The Council of the Wendover Arm Trust has decided that renewed efforts need to be made to secure funding for restoration of Phase 11, and the final phase, 111. Income in recent years had largely relied upon the annual Canal Festival held on the Wendover Arm at Little Tring but this has not been possible since the land was purchased in 2011.
As a result of much-reduced profit from the 2012 Festival, the Trust decided to concentrate on other events, and the “Walk an Arm’s Length” held in September 2012 produced a profit of over £13,500. In 2013 two Open Days were held so that the restoration progress could be seen. This proved of much interest to several hundred members of the public and valuable additional funds were raised.
However, it is currently costing about £440 to restore one metre of canal and since all labour is voluntary all expenditure is incurred on plant and materials together with some associated overheads. Each month the Working Party, held over five days, aims to complete 20 metres of lining but adverse weather conditions over winter 2012/2013 reduced progress.
In order to maintain income for the restoration, the Trust has now engaged the services of a Professional Fundraiser since £350K to £400K is needed to complete Phase 11 with estimated completion in 8/9 years based upon voluntary
workers. Phase 111, from Drayton Beauchamp into Wendover basin is estimated at £2.6 million at today’s prices. Should substantial funding be received, then contractors could be employed and Phase 11 could be finished earlier. The Trust has already expended some £450K on this phase and has funds available to complete about half the remaining un-restored section.
Published figures show that only about 7% of canal users are boaters; walkers, anglers, cyclists and naturalists are the predominant interests. One of the “green” benefits of restoration will be a considerable saving of electricity since water will no longer need to be pumped along the pipeline as at present.
2014 is a milestone for the Trust since it will be 25 years since the original society, the Wendover Arm Group, was formed. Feeling bored and frustrated with the gym – the answer is right outside your door! I’ve been there, week after week, pounding the treadmill, looking out of the window in my local gym thinking there has got to be a more enjoyable way to keep fit and healthy. Schools News WCEJS Modeshift Stars Award The school recently received the Bronze Award from Modeshift Stars , a national on-line scheme (www.modeshiftstars.org.uk) which encourages school children and their parents/carers across the UK to “shift” their mode of travel to a sustainable one. Wendover Junior is proud to have around 75-80% of pupils travelling to and from school sustainably by either walking, cycling or scooting to school. The school works with other schools on the campus to reduce traffic congestion around the school area and encourages healthy lifestyles by promoting active modes of travel. Additionally the school runs Bikeability Level 2 cycling training as well as pedestrian road safety training. The school is very grateful to the School Crossing Patroller Sue West who does such an essential job helping to keep children safe on their school journey.
WCEJS Autumn Term Recap It’s been a very busy first term for all at WCEJS. Year 6 had a wonderful time on their residential trip in Shropshire, developing their teamwork skills and having a huge amount of fun! To enrich their learning on “Space”, Year 5 welcomed a science expert and spent a day carrying out a variety of experiments. Year 4 visited the River and Rowing Museum in Henley as part of their geography topic and produced some great artwork as a result. To learn about
their local environment, Year 3 walked round Wendover, discovering a host of interesting buildings and visiting St Mary’s Church.
This term we have raised an amazing £1338.20 for Macmillan, Children in Need, ABF The Soldiers’ Charity, Brake and the DEC Philippines Typhoon Appeal. Thank you to everyone for their generosity.
John Colet Mock Parish Council Meeting A number of John Colet Students experienced a taste of life as a Parish Councillor in December, as they took part in a mock Parish Council Meeting held at the school.
Twenty students, from years 9 and 10, played a variety of roles during the meeting. Some students acted as members of the public, others took the role of Councillors, with Toni-Anna Palombo acting as Chair. The meeting was also attended by incumbent Parish Councillors, Chairman Cllr Robert Duggan, Cllr Emma Carroll, and Clerk Charlotte Hewes.
Topics discussed included, HS2, local football pitches, Wendover Celebrates, New Year’s Eve Festival and Wendover Fair. Various ideas were put forward by all involved, including the use of plastic glasses for New Year’s Eve. Students also voted on the various proposals, giving them a real taste of how the Parish Council works and the democratic process involved.

The public does not have enough time to consider HS2 Environmental
Statement details The Chiltern Society has asked Transport Secretary Patrick McLoughlin to increase the public consultation period for HS2 to give people a chance to study and respond to over 50,000 pages of documents and maps properly.
The Government is closing the public consultation on 24 January after only 56 days. It will be the last opportunity the public has to comment on the £50 billion scheme.
The conservation group, with more than 6,000 members, says the eight weeks being given to respond to what the Government itself describes as the largest infrastructure project in Europe is far too short, particularly with the Christmas and New Year holiday in the middle.
For instance, a current Government consultation asking for public comments on the maximum speed limit for tractors lasts 12 weeks, and another due to start next week on marine conservation zones lasts for 16 weeks. John Gladwin, who is leading the Chiltern Society's opposition to HS2, said the entire consultation process is difficult for the public to participate in.
He said: "While the documents are available online, the detailed maps are very large and many people will not have computers powerful enough to handle such large data files.
"In addition people have to pay if they want additional documents to share with others, and in any event it is difficult to find out on the website how to request these papers. It amounts to a disincentive to participate."
Mr Gladwin said the society rejects Mr McLoughlin's stated view to local MPs that the consultation time is short because a HS2 environmental statement has already been published and consulted on in a draft form.
He said: "The draft environmental statement contained a significant number of factual errors and there was a substantial amount of missing data. In effect we are having to scrutinise this enormous document line by line from scratch." LATE NEWS: A public meeting regarding the process and focus of petitioning for Wendover area residents on the HS2 project has been called. The meeting takes place on Saturday 18 January at 10am at St Mary’s Church, and members of Wendover HS2 will be on hand to offer advice and guidance .

VAT Review to affect charities Significant implications for Village Halls, Charities and Public Authorities including Parish Councils are expected following an upcoming VAT review.
The EU has launched a “Review of VAT treatment of public bodies and exemptions in the public interest”, which contains 4 options with significant implications for village halls and other charities as well as public authorities, including Parish Councils. The cost of VAT has been one of the biggest, most intractable problems affecting halls. A VAT refund system could save a huge amount of the time and effort for volunteers, and millions wasted in fundraising and grant funding required to pay VAT.

Village Quiz Did anyone think that Costa would be beneficial to Wendover? Anyone living near Costa without a garage or secure parking space must be by now very frustrated with the lack of parking. There is now more or less no parking for those residents, or for anybody wanting to come to Wendover and frequent the other businesses at this end of the town. The transient traffic comes and goes fairly quickly, and none of the cash is spent anywhere else in Wendover. Bins are left out nightly, to be collected during the early hours, but often not collected until after opening time and left outside all day, empty or full! The collection of this rubbish frequently coincides with school buses and a great deal of congestion ensues. Perhaps this might serve to highlight the need for something to be done about the parking in this area of the Aylesbury Road so that we can encourage people to shop in Wendover and also help residents to be able to park near their homes.

Special Shipment for the Troops Students at the Wendover Campus of the Chiltern Way Federation put together a special shipment for British troops in Afghanistan for Christmas. Boys from the school wrote letters, collected gifts, and put together parcels for troops this year, with some help from Sweeney's Budgens. One of the teachers at the school, Ruth Denslow, has a special interest in the project as her 22-year-old son Bobby is overseas on a tour of duty at the moment. The boys have also been learning about Army life as part of the project, and are looking forward to hearing back from the troops.

Let The Chilterns Sing: A Winter Wonderland
Saturday 30 November saw a joyful musical event at St Mary’s Church when a packed church of 200 mums, dads, grandparents and children attended the second concert that the Rotary Club of Wendover and District organised to showcase both local talent and to encourage singing within our Wendover and Halton community. The Aylesbury Concert Band played, the John Colet Samba Band drummed, the Military Wives Choir Halton (MWC) sang and their children and grandchildren (aged 4 to 14) made their debut performance. The children were coached over eight short weekends by MWC’s MD; Rebecca Izard, who gave her weekend time free of charge.
Wendover Bowls Club The Club finished its “Outdoor Season“ at the end of September with the final match being the Captain Versus Chairmen Teams, all chosen in house, with a very close result. The winter season followed where “Short Mat Bowls” are played within the Clubhouse. The first half of the winter season is just coming to an end and will recommence in January. The Club is holding

Football Team Manager Wanted! Wendover Football Club is looking for a dedicated, enthusiastic and passionate individual to manage the reserve team on a voluntary basis. The team plays in division 3 of the Aylesbury District League and is progressing well with a strong squad of players.
The club is based at the John Colet school on Wharf Road and is fortunate enough to have its own clubhouse with a licensed bar, pool table, dart board and TV. The facilities are shared with the Junior club and the 2 clubs work closely together to ensure a smooth transition for juniors to move into the senior set-up. There is a dedicated committee who meet once per month to discuss all things appropriate to developing the club further.

Wendover Pool The Wendover Swimming Association and the John Colet School have been working together during 2013 to return the Wendover Pool to the community. Discussions are continuing on some of the details but WSA is very pleased to report that the main points of how this will happen have been settled and a formal agreement is in the process of being drawn up. A new organisation, Wendover Swimming CIO, a limited liability company and registered charity, has been set up and in early December was registered by the Charity Commission.
Swimming will continue as usual while the pool is formally taken over by Wendover Swimming CIO. All members of the WSA will have their membership extended, free of charge, until Monday 31 March and swimming charges will remain as they are until that date. All members will be invited to become members of Wendover Swimming CIO from Tuesday 1 April 2014.
WSA would like to thank everyone who has helped with the pool, both day-to-day and in preparation for these changes.
Scouts Selected for Jamboree Alice Digby and Adam Kellett from Wendover and Tom Robertson and Alex Wall from Aston Clinton have been selected to be part of the Buckinghamshire Unit to represent the UK at the
23rd World Scout Jamboree in Japan in 2015. They will be part of a unit of 36 young people aged 14-17, who will be guided by four volunteer leaders from the County who have been specially selected to support the unit during their adventure. Adam, Alex, Alice and Tom were selected after impressing at a special selection event held at RAF Halton in November.
Wendover Cricket Club Wendover Cricket Club thanks all those who contributed to the success of their 50/50 Auction held in November. It was well supported on the day and raised £1,700 for the club. As usual, there was a wide and varied selection of items for sale and the top price of £115 was paid for a display case of a Sir Henry Cooper signed boxing glove. Also sold was a Victorian chest of drawers for £85, a rug at £50, some old metal toys including a clockwork train made £48 and a collection of old books £62.

Excellent Poppy Appeal It is with pleasure that I can report another excellent poppy appeal. Thanks from Sparkles Sparkles is a small charity, run on a volunteer basis, which provides pre-school aged children who have Down's syndrome with weekly, specialist speech therapy. We have sessions in High Wycombe and Aylesbury and currently support 21 children from the surrounding areas. With this intensive therapy we give the children at Sparkles speech and language support when it matters; helping them to make themselves heard in the world, easing their path into childhood, communication with peers and ultimately into school.
Earlier this term I was contacted by Mrs Gould from John Colet School, Wendover, who informed me that Deputy Head Girl Amy Russell had brought Sparkles to the attention of the school council and they had voted to support us in their charitable Help Week, held in November. I was invited into the school to give assemblies about Sparkles. My three year old daughter Tara and I were given a warm welcome and the students listened carefully to my talk on what Sparkles does, why and how. Help Week was, by all accounts, an amazing week. Soak the teacher, cake bake competitions, talent shows, teacher versus student quizzes and a mufti day to name but a few of the events were brilliantly organised, executed and supported. The combination of hard work and fun has resulted in a superb donation of £3052.62 from the John Colet School to Sparkles! This sum will go directly to pay for the speech therapy over the coming academic term. On behalf of all the families involved with Sparkles, I would like to extend a huge thank you to all the staff, pupils and families of the John Colet school for their support.

New Charity in Wendover I had a recent meeting with Sian Chattle from Lindengate. I am fully supportive of this new charity which offers th erap eu t ic gard en ing activities to help those dealing with mental health issues in their recovery. Lindengate aims to meet the long term and growing demand for such gardening based activities and is acquiring a site in Wendover. Also, would it not have been an even more productive use of her time to simply removed the offending articles - it’s what I do.
I sometimes think that many people are always wanting to know what “they” are going to do about stuff. I don’t know who this magical “they” are, perhaps sometimes “they” should be “us”? As an incentive to organisations that could be bothered to put notices up but not take them down, I personally make it a point of principle not to support such lazy people in the future, no matter how many posters they might put up exhorting me to support their cause.

Parking Offences? I recently got a ticket for parking in Wendover - for being 1 minute over the agreed time. While I would not dispute that I was exceeding the time period by one minute, I was completely staggered by the subsequent correspondence, and would post this as a warning for Wendover residents. All the residents of Wendover might be interested to know that the reply, when I challenged the ticket, is that there is nothing to stop the warden writing the ticket, checking your car details etc., and waiting for you to exceed the time limit BEFORE the time limit has been exceeded.

Wendover Choral Society A pre-Christmas musical event doesn’t get much better than the performance by the WCS on Saturday 7 December at St Mary’s Church. Combined with the City of Cambridge Brass Band, their Director of Music Peter Bassano produced a programme that had something for everyone who enjoys choral music, with the opportunity to join in with seasonal carols and the bonus of a top rate brass band. Dedicated to the late Sir John Tavener (1944-2013), the music ranged over five centuries. From the exciting brass fanfares to the soaring beauty and deeply moving Orthodox inspired works by Tavener were an absolute delight. This music is far from
easy to perform and the members of the Society are to be congratulated on rising fully to the challenge.

Red Rose Garage to the Rescue I would like to say a huge thank you to Red Rose Garage for rescuing my one year old daughter who I managed to lock in the car with our only set of keys. After exhausting other options I called them for advice on smashing my car window to get to my very distressed daughter. Within minutes they arrived at my house and tried so many ways to get her out as they felt that smashing the window should be the very last resort in terms of my daughter's safety. They soon realised that as the car was deadlocked this was impossible without accessing the electrics. To cut a long story short, one man sorted out the electrics, while the other managed to open the driver's door enough to hook out the keys from under my daughter's seat. I was beyond impressed at how much they cared about 1. not distressing my daughter and 2. not damaging my car (which at the time didn't concern me in the least!). What is more, they flatly refused to accept the cash I offered them for rescuing my most precious daughter. This is a company that truly cares about its customers and goes way above and beyond the call of duty. I can't thank them enough.

Lisa grew up with her three brothers in Harpenden, Hertfordshire where she attended Sir John Lawes secondary school and could never remember not wanting to be a vet. After completing the 5 year degree course at Bristol University, Lisa graduated with a Bachelor of Veterinary Science in 2004 and became a member of the Royal College of Veterinary Surgeons. Lisa began her career at The Woolpack Veterinary Surgery, a small mixed practice in Hertfordshire, then spent two years at The Shrubbery Veterinary Centre, a busy small animal practice in Kent. Lisa moved to Wendover in November 2007, to take up her current position at Wendover Heights Veterinary Centre, as one of the 10-vet small animal team. Over the last 6 years, Wendover Heights Veterinary Centre has provided Lisa with the opportunity, extensive facilities and excellent support to develop her career and gain a wide range of experience in all areas of small animal practice. In particular, Lisa pursued her special interest in small animal medicine and completed her post-graduate General Practitioner Certificate in Small Animal Medicine in 2010. Wendover Heights continues to be an enjoyable place for Lisa to work, clinical freedom allows her to
treat every pet individually and the wide variety of patients that come through the surgery door mean no two days are the same.
When not at work, Lisa spends time with her family and friends and enjoys walking her energetic two year old Labrador Cross, Ellie, who she re-homed from Chiltern Dog Rescue last year. Lisa’s holiday time is often spent walking, too, and she has visited many places in the UK, Europe and further afield.
In September this year, Lisa took the amazing opportunity to swap treating the pets of Wendover for the street dogs of India, volunteering with Mission Rabies (www.missionrabies.com), a project developed by the charity Worldwide Veterinary Service and sponsored by among others, Dogs Trust. The aim of the project was to vaccinate 50,000 dogs against rabies in just 30 days, before World Rabies Day on 29 September. India is a rabies hotspot where every hour a person, often a child, dies from the terrible and totally preventable disease, nearly always after being bitten by an infected dog. Fear of rabies in India results
in hundreds of thousands of healthy dogs being inhumanely destroyed every year.
Lisa spent 2 weeks at each of the checkpoints in Chennai and Kolkata, working with a team of Indian and international vets, vet nurses and volunteers. Each day started early and was spent walking the streets, slums, beaches and tsunami rehabilitation areas of the cities, vaccinating, marking and recording the dogs caught by trained animal handlers in large nets. The project was an overwhelming success, with a massive 60,310 dogs being vaccinated against rabies in 30 days. Since September, the Mission Rabies all-terrain mobile veterinary hospital truck has been travelling India to continue to vaccinate and neuter dogs, train local vets to manage rabies control, educate the local population about rabies and develop a National Rabies Network. Lisa has returned to Wendover having had an incredible experience with Mission Rabies and is proud to have been part of such a worthwhile project that really will make a difference and save the lives of humans and dogs in India. Lisa plans to continue supporting the project however she can in future.

View from the Chair I hope everyone enjoyed the Christmas Event on Wednesday 4 December. Whilst there were difficulties because the road needed to be closed during the rush hour I have heard many positive comments and congratulations. Next year I’m sure we can make improvements, we shall look closely at what these need to be. If you’re interested in contributing to the success of the event next year then please let the Clerk know at the Clock Tower. It was unfortunate that Street Pedlars turned up unexpectedly and we are looking into the legal situation to see what can be done next year. A lot of credit should be directed towards the Clerk’s office and to Yvonne Bone and her Chamber of Trade Committee. The team worked well!
Last week we – together with Sarah Gould at the John Colet School – organised a mock Parish Council meeting. We had “councillors”, “members of the public (MOPs)”, the “press” and others who contributed to an interesting hour of debate and discussion. I will not spoil the press report which might be elsewhere in this paper but congratulations to all the participants. These youngsters are our future and we should be listening much more to their views On a sadder note, one of our Parish Councillors, Bob Lewis has resigned. He has been with us for just under three years and prior to being a councillor was an active member of the public. Good luck to Bob and his wife in their future endeavours.

Dog Fouling The ever present problem of dog fouling has reared its ugly head once again. This time the area is Manor Crescent. The Environmental Health Department at AVDC have asked their dog warden to patrol the area and Community Spaces, who deal with street cleansing, have been advised. If your area has a problem please report it to the Parish Council who will take appropriate action.
Clock Tower Restoration Fund
WPC has been informed that, following its unsuccessful application for a Heritage Lottery Grant in the summer, it may receive a more favourable outcome if it applied again. However, WPC has decided not to pursue this because the work required would involve more manpower than we have available and force the council to add in considerably more costs that are not essential to getting the restoration done. It would also create a delay to the planned start date of next Spring, which the Council feels is not acceptable. The project will be funded from WPC reserves, smaller local grants and the money raised by local people.
Street Light Reporting goes online The reporting of street light problems in Wendover can now be done online! It is very helpful if you can give us as much information as possible on the online form (the number of the column, the house it is opposite to or outside of etc). Welcome to Sue Kenyon We would like to welcome Sue Kenyon who started work on Friday 6 December as a part-time Community Information Officer working in the Clock Tower. Sue will be with us for at least the next three months sharing the open days of the CIO (Mon, Thurs, Fri and Sat) with Ian Gosling. Sue is already a familiar face having taught in local primary schools.
