Standard Operating Procedures

The Formal Inspection of Fort Worth ISD Junior Cadet Corps Units will be conducted no later than the

end of February of each school year. The date and time is listed below for each Junior Cadet Corps

Middle School. The goal is to inspect every class in accordance with procedures outlines in the SOP.

Please coordinate with your principal to excuse cadets from class only for the morning of the inspection

to conduct the in-ranks and drill and ceremony and release of cadets back to class after lunch.

General Planning Information

1. Junior Cadet Corps Coordinator and selected JROTC AI will inspect all JCC units.

2. Evaluation will include the following areas: Classroom Appearance, Public Affairs Program, In-

Ranks Inspection, Curriculum Knowledge and Drill and Ceremony.

3. The inspection will start at the beginning of 1st period and conclude with the last period of the day

in the event the principal does not approval the release of cadets for the mass formation. JCC

instructors will coordinate an in briefing (5-10 min) with principal prior to beginning the

inspection.

Areas of Inspection

1. Classroom Appearance : Evaluation will assess the areas listed to ensure the following items are

displayed for cadets viewing and ensure the classroom is clean and neat in appearance: All Chain

of Command Photos, Current Events, Mission, Motto, Honor Code, Cadet Uniform Photos, Cadet

Creed, I Am A Cadet Pledge, and Rank Structure Photo. See classroom appearance worksheet

(page 12) for points awarded.

2. .Public Affairs: Evaluation will assess the areas listed below to ensure the following documents

or items displayed or on file. Hallway display, local newspaper article, JCC newsletter, current

activities photos identifying events, current scrapbook identifying events, elementary feeder

school visit documentation. See Public Affairs worksheet on (page 14) for points awarded.

Photographs should be displayed on the school website, a JCC Unit website or in the hallway

display in addition to a JCC Unit Scrapbook.

3. In-Ranks Inspection: Evaluation will assess the following areas during the in-ranks inspection:

Cadet Appearance/ uniform in accordance with cadet handbook, grooming (hair touching

collar), correct ribbons/awards placement, military courtesy (Yes/No Sir and Yes/No Sergeant)

and preparing class for in-ranks inspection in accordance with FM 3-21.5. See in ranks

instructions worksheet on (page 15) for calculation formula and in ranks inspection worksheet

on page (page 17).

4. Curriculum Knowledge: Evaluation will assess the cadet’s knowledge in the following areas:

Honor Code, JCC Mission, Motto, Chain of Command, Drill/Ceremony, Rank Identification,

Citizenship/Constitution and General Cadet Knowledge. See cadet curriculum knowledge

worksheet on (page 15) for calculation formula and (page 18-21) for questions and answers

review sheet.

5. Drill and Ceremony: Evaluation will assess the following areas: Class Leader’s ability to march

class in a line formation IAW 22 drill commands and cadet’s ability to respond and execute given

commands. See drill and ceremony worksheet (page 22) for points awarded.

Coordinating Instructions

1. Formal Inspections will be conducted in accordance with published schedule. The JCC instructor

is responsible for providing the coordinator a copy of the inspection itinerary two (2) days prior

to the scheduled inspection date. (A deduction of 10 points will be assessed for not submitting

itinerary on time) The Class Roster must be submitted to the coordinator upon arrival.

2. The In-ranks Inspection Worksheet must be completed for the class being inspected and

provided to the coordinator upon arrival (page 17). The following areas must be completed:

School Name, Class Period, Date, Cadet Rank, Last & First Name by squads, and (SE) for Special

Education Students.

3. JCC Instructors will coordinate the use of gymnasium for “inclement weather”.

4. References: FM 3-21.5, JCC Handbook and Attachments.

5. Each cadet will be asked 3 questions during the in-ranks inspection from the Formal Inspection

Questions.

Final Report

A written summary report will be provided to the Director of JROTC, School Principals and JCC

instructors no later than five working (5) days after each scheduled inspection.

Definitions

To ensure that the grading is consistent across all campuses, the following definitions are provided for

the inspecting officers. These definitions are divided by the rating areas.

Classroom Appearance

Arranged – Classroom has a functional logical order to the desks, furniture or other items that

capitalizes on the size and configuration of the classroom.

Aligned - Classroom has a functional logical order to the placement of desks, furniture or other items

that capitalizes on the size and configuration of the classroom. If the inspection is occurring toward the

end of the day, the alignment may not be as straight as it normally is at the beginning of the day due to

cadet use. Alignment, in this instance, should not be counted against the unit being inspected.

Displayed – Item is visible in the classroom.

Framed – Any border or means used to provide a border around the item. Attachment to a larger piece

of paper or other backing that creates a border around the item counts as being framed; stapled border

material around the item counts as framed; placing item in a protective sleeve counts as being framed.

Classroom Set – Any collection of books or student materials where there are enough for each cadet to

have a copy counts as a classroom set. Classroom sets are not required to be in binders, protective

sleeves or bound in any fashion.

Public Affairs

Displayed – Item is visible in the classroom.

Display Area – Any location on school grounds outside of the classroom where information, trophies,

photographs, etc. are placed in a manner that the majority of the student body and visitors may see the

items being presented for viewing.

Retention/Recruiting Plan – Any written document that explains the units process for adding to their

enrollment.

Retention/Recruiting Activities Record – Any means of documenting the types of Retention/Recruiting

efforts undertaken by the unit.

In-Ranks Inspection

Leader Tasks – Forming the Platoon for Inspection (Army/Airforce)

NOTE: This is a leader task and while the cadets are performing the actions and steps it is the leader

whom is graded on this portion of the inspection.

To conduct in-ranks inspections, use the following procedures:

1. With the platoon in line formation, the platoon sergeant commands Count, OFF. On the command of

execution OFF, all personnel with the exception of the right flank personnel turn their head and eyes to

the right and the right flank personnel count off with “ONE.” After the right flank soldiers have counted

their number, the soldiers to their left count off with the next higher number and simultaneously turn

their head and eyes to the front. All other members of the formation count off in the same manner until

the entire formation has counted off.

2. After the platoon has counted off, the platoon sergeant commands Open Ranks, MARCH. On the

command of execution MARCH, the front rank takes two steps forward, the second rank takes one step

forward, the third rank stands fast, and the fourth rank takes two steps backward. If additional ranks are

present, the fifth rank takes four steps backward, and the sixth rank takes six steps backward.

NOTE: After taking the prescribed number of steps, the men do not raise their arms. If the platoon

leader wants exact interval or alignment, he commands At Close Interval (At Double Interval), Dress

Right, DRESS. (See paragraph 7-6 for more information on aligning the platoon.)

3. At this point, the platoon is ready to be inspected. Typically, the squads areinspected by the squad

leaders; however they may be inspected by the platoon sergeant or platoon leader.

Leader Tasks – Forming the Platoon for Inspection (Marine Corps/Navy)

NOTE: This is a leader task and while the cadets are performing the actions and steps it is the leader

whom is graded on this portion of the inspection.

1. The purpose of this movement is to increase the distance between ranks to 70 inches in order to

accommodate the movements of an inspection party or to stack arms. It may be executed when halted

in line at attention, and at normal or close interval. If armed, rifles will be at order arms. The commands

are “At Close Interval, Open Rank,” “MARCH;” “Ready, FRONT;” and “COVER.”

2. When at normal interval, on the command of execution “MARCH,” the front rank takes two 30-inch

steps forward, halts, and executes dress right dress. The second rank takes one 30-inch step forward,

halts, and executes dress right dress. The third rank stands fast and executes dress right. If there is a

fourth rank, it takes two 15-inch back steps, halts, and executes dress right. When at close interval, all

ranks will execute at close interval, dress right dress in place of dress right dress.

3. The platoon commander verifies alignment as for dress right dress, except that he/she will verify the

70-inch distance between ranks by taking two 30-inch steps and one 10-inch step when moving from

one rank to the next. After verifying the alignment of the rear rank, he/she faces to the right in

marching, marches 3 paces beyond the front rank, and 1 pace to the guide's right, halts, faces to the left,

and commands “Ready, FRONT” and “COVER.” The platoon responds to these commands in the same

manner as when they are given following dress right dress.

a. If the platoon is about to be inspected the platoon commander, after the command “COVER”

will take one step to the front so that he/she is 3 paces directly in front of the guide, and then

execute a right face. From this position the platoon commander reports the platoon to the

inspecting officer.

b. If the platoon is to stack arms, the platoon commander, on his/her command “COVER” will

return by the most direct route to post 6 paces and centered in front of the platoon. The

commands for stack arms would then be given, paragraph 9018.

In-Ranks Inspection

Task: Ensure cadets appearance/uniform and cadet knowledge are in accordance with cadet handbook.

Conditions: Inspections can be conducted in area that will allow alignment and movement of cadets,

commander and inspecting officials.

Standards: Movements should be in accordance with instructor’s service manual standards as provided

in Army FM 3-21.5, Air Force AFM 36-220, Navy and Marine Corps P5060.20.

Cadets should be in required uniform and in accordance with cadet handbook. Questions will be

answered by cadets using military courtesy. Cadets requiring 504 modifications will be noted and

scored accordingly. The Mission/Motto/Honor Code may be asked and each will count as one

question..

Per the In Ranks Inspection Worksheet an inspected cadet may receive up to 5 points for the proper

wear of the uniform IAW the Cadet Handbook.

Example: If the inspected unit has 100 cadets the total possible awarded points In Ranks Inspection is

800 (5 pts for the uniform and 3 pts for the questions). If the unit had a total of 80 “X” on the inspection

sheets (deficiencies) then the percentage of deficiencies is 0.1 or 10% (80/800=0.1*100=10%). The unit

score for the In Ranks Inspection would be 90% (100%-10%). This would earn the inspected unit 90%

which would equal 50 points.

In Ranks Inspection Points are awarded based on a percentage of deficiencies:

70-80=20 POINTS

80-85=30 POINTS

85-90=40 POINTS

90-100=50 POINTS

Student Achievement/Cadet Discipline

Task: Increase student achievement and reduce infractions to achieve an exemplary rating for the

Annual Formal Inspection.

Conditions: Inspire and motivate cadets to achieve and to passing grades in all core subjects in a

classroom, extracurricular activities, and school/community event projects.

Standards: At a minimum the cadets will achieve at a 70% in core subject courses.

Total Possible Points for Core Course Passing Rates: Percentage points will be awarded for a passing

rate of 70% and above. Points earned for this category is the numerical value of the Core Course Passing

Rate. No points will be awarded for passing rates below 70%.

Example: Core Course Passing Rate is 69% = No points awarded.

Example: Core Course Passing Rate is 80% = 10 points awarded.

Total Possible Points Discipline Incidents: Percentage points will be awarded for incidents equal to or

less than percentage of enrollment of school population.

Example: Enrollment of school population 15% and Discipline Incidents is 18% = No points awarded.

Example: Enrollment of school population 15% and Discipline Incidents is 14% = 16 points awarded.
