Another year has come and gone and I am wondering if I am any smarter for it. If you are anything like me, I get caught up in the whirl of business and life during the year and find it tough to step back and assess what’s really going on. This time of year forces me to review our current business position and determine how to meet the challenges of the New Year. I am not big on resolutions, but I do try to form some working goals and plans that will guide me successfully through what looks like will be another challenging year. One thing I know for sure is that the Twin Cities North Chamber will be an organization I will depend on to help guide me through 2010. A local chamber has been an integral part of my marketing plan for over 20 years and will continue to be a valuable partner. With the Chamber being more active in public policy at the local and state level, there is someone advocating for me as a small business owner.
I hope that you will also keep the Twin Cities North Chamber as your active partner going into 2010 and use all the resources that the Chamber offers to the fullest extent.
Congratulations to all for surviving 2009 and the best of luck in the coming year.

As we close another year, the staff at the Twin Cities North Chamber of Commerce wants to thank you for your support and involvement within the Chamber. Our continued effectiveness in strengthening business in the northern Twin Cities is a direct result of your year-round advocacy and support of the organization.
Times are tough, that is no question, but with your continued support we look forward to what tomorrow brings and building a stronger future together.
The strength of the Chamber lies within the diverse amount of industries represented within the organization. No matter the issue, we know we have subject matter experts within the membership that can assist in promoting and strengthening businesses. As you can see from the graphic below, the Twin
Cities North Chamber has a very healthy mixture of businesses within the organization ranging from Business and Professional Services to Religious Organizations.
As more and more specialized groups and associations have formed focusing on certain industries and issues, Chambers of Commerce have stayed true to their one true ideal and goal: Advancement of all businesses. We do not focus on small or large businesses, one industry or another. We promote all businesses through Advertising, Advocating, Educating and Networking, By Business for Business. By working together, we are stronger and we can advance the economy.
Another strength of the Chamber is the amount of members we have. As one of the larger Chambers within the state, our advocacy means more when we are the voice of many instead of a few. As Margaret Mead once said; “Never doubt that a group of thoughtful, committed citizens can change the world. Indeed, it is the only thing that ever has.”
The Twin Cities North Chamber of Commerce Board of Directors has discussed the impact that would occur if each member within the membership would encourage just one other business to become a member as well.
In 2010, I ask that you consider inviting more businesses to join us in our quest for strengthening businesses and the economy in the northern Twin Cities.

The Economic Outlook By Martin Regalia
� The economic downturn has been particularly severe in 2009. Real GDP declined 6.4 percent at an annual rate in the first quarter, the sharpest rate of decline since the early 1980s.
� Along with slow economic growth, the stock market continued to decline through the first quarter of 2009 before stabilizing in March. The job market has also been particularly weak. We have lost more than 7.2 million jobs during this recession, and we lost more than half of that during 2009.
� One bright spot is that the rate of decline slowed during the first half of 2009. The stock market has improved since its recent lows and recently passed 10,000. Real GDP declined at a much slower rate of 0.7 percent in the second quarter, and the quarterly losses in the labor market have slowed. While the labor market will continue to deteriorate into 2010, the broader economy should see positive growth in the second half of 2010.
� Economic conditions have stabilized and the economy is finally coming out of a severe recession. The recent improvement is the result of a number of factors including lower rates of inflation, stability in credit markets, continued government stimulus from both monetary and fiscal policy, and a bottoming in the housing market.
� While the recession appears to be behind us, there are considerable risks to the forecast. Credit conditions remain tight for both households and businesses. Consumers and businesses will continue rebuilding their balance sheets after recent declines in household wealth and corporate profits. With positive but sluggish consumption growth, businesses will have little incentive to invest and/or rebuild inventories.
� Real GDP continued to deteriorate in the second quarter of 2009, but the pace of contraction was significantly less acute. The economy declined at a 0.7 percent annual rate in the second quarter of 2009, a considerable improvement from the first quarter's 6.4 percent decline. Real GDP growth is expected to rise in the second half of this year to about a 3 percent pace and strengthen a bit more in early 2010. However, as the stimulus begins to dissipate in the second half of 2010, the economy will require more balance if it is to continue improving.
� In the labor market, employment declines have been sizable and the unemployment rate will continue to rise even as the broader economy stabilizes. The unemployment rate is expected to rise through the remainder of the year, likely peaking above 10 percent early next year. The economy has lost 7.2 million jobs since the start of the recession and there are more than 11 million people who are unemployed but not looking for work or working only part time. With growth expected to remain lackluster, labor market slack will likely persist for a prolonged period.
� With global demand soft, inflation is not expected to pose a problem in the near term. While the Fed is expected to maintain its current policy at least through mid-2010, at some point it will be forced to remove much of the liquidity injected during the downturn. Doing so will not be easy, and mistakes in either direction may be costly.
� Looking beyond next year, the economy faces some daunting challenges. Inflation may pose a greater threat if the Fed is not successful in removing excess liquidity. Massive and unprecedented deficits and soaring debt levels will likely push interest rates higher, make the dollar weaker, and raise inflation above the Fed's comfort range, all while the economy suffers with high unemployment.
� With the economy growing this slowly, the possibility that an exogenous shock or a policy mistake would push us back into recession is higher than normal. With healthcare reform, energy reform, financial markets reform, and tax reform all on the political agenda, the likelihood of a policy mistake is probably higher than normal as well.
� If nothing else, it will be interesting.

It would have been easy to miss, “Sobering price tag put on health care” (Minneapolis Star Tribune, Dec. 12, page 6). The first two paragraphs
read, “Democrats trying to get a health care overhaul through the Senate got a sober warning Friday. A report from government analysts at the
Health and Human Services Department found that the nation’s $2.3 trillion annual health care tab won’t shrink under the Democratic blueprint
that senators are debating. Instead, it would grow somewhat more rapidly than if Congress does nothing.”
Having made two recent trips to D.C., I admit I’m more than cynical on the health care reform front. But is it just me, or did this revelation
deserve front-page attention? Most important, and buried on page 6, the story concludes: “Unlike estimates from the budget office, which have
mainly focused on the legislation’s impact on the federal deficit, the analysis from the Office of the Actuary looked at total public and private
costs over the next 10 years.” The report is significant in offering a long-term and broad-based perspective of the health care “reform” debate. I
find that refreshing – and worthy of more prominent headlines.
