Housing sales in the Vancouver Island Real Estate Board (VIREB) area decreased in December, refl ecting seasonal market conditions, but annual sales volume rose 13 per cent over 2014.

A total of 4,886 sin-gle-family homes sold on the Multiple Listing Ser-vice® (MLS®) in 2015, an increase of 13 per cent over the 4,335 sales recorded the previous year. Both the benchmark and average prices increased last year, up 6.91 per cent and four per cent respectively.

Inventory levels were at their lowest since 2005, down 17 per cent from the previous December. Limit-ed inventory continues to place upward pressure on prices, which has created market conditions that favour sellers.

B.C. Real Estate Associa-tion Chief Economist Cam-eron Muir predicts that housing sales in 2016 will remain robust throughout

most of the province al-though we may not see the same level of acceleration that presented in 2015.

“Th e housing market is in a very healthy position heading into 2016, fueled by consumer demand and low interest rates,” said Muir. “Lack of inventory throughout much of the province will see home buyers competing for properties, particularly in the single-family-detached market.”

Although the Canadian economy improved in 2015, uncertain economic conditions will likely keep interest rates low, with any increase coming late in the year, if at all, said Muir.

VIREB President Margo Hoff man confi rms that the VIREB housing market is now in seller’s territory, primarily caused by inven-tory levels that steadily de-clined month over month in 2015.

“We’ve been expect-ing house prices to rise

because there are now more buyers than sellers in most of our zones,” said Hoff man. “However, the VIREB market is still very price-sensitive, with over-priced homes taking much longer to sell. Pricing your

home properly for your neighbourhood is key, which is where the services of a realtor come in.”

In December 2015, 277 single-family homes sold in the VIREB coverage area, up eight per cent

from the 257 sales record-ed the previous December and a 21 per cent drop from November 2015.

Th e benchmark price for a single-family home was $338,500, up 6.91 per cent from one year ago.

Benchmark pricing tracks the value of a typical home in the reported area. Th e average MLS® price of a single-family home in De-cember was $362,128, up two per cent from Decem-ber 2014.

Th e December 2015 benchmark price of a single-family home in Port Alberni was $197,700, an increase of 12.47 per cent since December 2014.

Th e benchmark for Campbell River area was $265,200, down slightly from last year.

In the Comox Valley, the benchmark price was $332,900, up 4.24 per cent from 2014. Duncan report-ed a benchmark price of $302,300, an increase of 7.87 per cent over the same month in 2014.

Nanaimo’s benchmark price rose 5.36 per cent to $356,300 while the Parks-ville-Qualicum area saw its benchmark price rise by 6.53 per cent to $380,900.

• By the way... If your renovation project is mod-est, you may think that the “top” renovators in your community are beyond your budget. Th is may not be the case. In reality, most companies work on a range of projects, from small- to large-scale renovations.

• Above all, take your time. Investing a little of your time upfront to fi nd a renovator will be well worth it in the long run. When you begin with a list of professional renovators, the next steps are easy-in-terviewing, checking credentials and hiring the company that is right for your project.

Every January, B.C. prop-erty owners receive the annual assessment notice, telling them the valuation on which their property taxes are based. Typical-ly, there is a diff erence between the property value assessment on the notice and the market value deter-mined by a realtor. Home owners oft en want to know why.

Th e B.C. Assessment notice is BCA’s estimate of a property’s market value as of July 1 of any given year.

BCA has a database of 1.8 million properties. When a new property is created through zoning or construction, or an existing property changes, a BCA appraiser visits the site and reviews lot size, structure and other factors including whether the property is on quiet street with backyard lanes or on a busy boule-vard.

BCA appraisers do not visit each property annual-ly to update the database. Instead, they use what is called a mass appraisal sys-

tem, calculating values by evaluating prices for homes sold in each neighbour-hood, or of similar units in a strata complex as of July 1 and then applying the information to arrive at an assessed value.

BCA analyzes a range of factors for each prop-erty including house type, square footage, age, heat-ing, and even outbuildings such as garages, sheds and gazebos, as well as pools and spas.

A realtor’s market value assessment is typically current. In our active local market, six months can mean thousands or even tens of thousands of dollars diff erences. Realtors deter-mine the value of a proper-ty by scrutinizing the most recent comparable data for homes sold in a neighbour-hood on the MLS.

Realtors also examine the exterior and interior of a property in detail, noth-ing alterations and major renovations, such as new kitchens or bathrooms that aff ect the value of a home.

Th ey also take into account view lines, architectural styles and landscaping.

Where every lot and every home on the street are generally the same, both BCA’s value and the realtor’s value will be similar, assuming a stable market. Diff erences will likely occur in neighbour-hoods where every lot on every street is diff erent, every home’s architecture is unique and every view is distinct.

Diff erences also occur when property owners make changes such as renovations that BCA does not know about.

Property owners who disagree with their prop-erty assessment must fi le a Notice of Complaint (Appeal) by January 31 of any given year. Th ere is a formal appeal process. De-tails are on the back page of each assessment notice.
