The House met at 10:00 A.M in the Jammu and
Kashmir Legislative Assembly Hall, Jammu.
Shri Kavinder Gupta, Hon’ble Speaker in the Chair.
At the commencement of the day’s proceedings, Hon’ble
Member, Mr. Mohammad Ashraf Mir(PDP), drew attention
of the Chair towards the selected candidates of IAS/IFS
who are under training and demanded that the list of
vacancies should be furnished to the Union Government
so that they get adjusted in the State. At the same time,
Hon’ble Members, Mr. G. M. Saroori (INC), Hakeem
Mohammad Yaseen(PDF), Shri Kuldeep Raj(BJP) and Ch.
Mohammad Akram(NC) drew attention of the Chair
towards an incident of alleged baton charged by the Police
on protestors, the other day at National Highway, Kathua
who were agitating against the alleged murder of a minor
girl few days ago and sought a statement from the
Government in this behalf. In the meanwhile, Hon’ble
Member, Mr. Mubarik Gul (NC) raised an issue regarding
immediate construction of bunkers at sensitive places
near LOC and International Border and alleged that the
land for the purpose has not been identified so far.
Subsequently, Hon’ble Member, Ch. Mohammad Akram
(NC) drew attention of the Chair towards the missing of a
person belonging to his constituency from Meerut (U.P)
and sought intervention of the Government in this behalf.
At the same time, Hon’ble Member, Mr. Abdul Majid Bhat
Larmi(NC) raised an issue regarding the alleged damage of
property of the people by security forces during the search
operation in his Constituency, the other day. Meanwhile,
Hon’ble Member, Shri Rajiv Jasrotia(BJP) drew attention of
the Chair towards lifting of ban on cutting of Khair Trees
and alleged that the government is purchasing the same
at low rates and demanded permission forselling the same
in an open market outside the State. Taking cognizance,
Hon’ble Speaker directed the Government to take notice of
all the issues raised by Hon’ble Members.
STARRED QUESTIONS
Out of 21 Starred Questions set down in the Question List,
only 07 Questions were called and orally answered. 19
Supplementary Questions were raised and answers given.
Note: -
(i)A.Q. No. 1082 at S.No. 1 and A.Q. 870 at S.No. 21 enlisted
in day’s Question List were taken in a clubbed form.(ii) A.Q. 278 at S.No. 2, A.Q. No. 1069 at S.No.3, A. Q.
No. 906 at S.No. 7 and A. Q. No. 193 at S.No. 8 enlisted in
day’s Question List were not taken up due to the absence
of respective Hon’ble Members.(iii) On a point of information, Hon’ble Member,
Sheikh Ishfaq Jabbar(NC) raised an issue regarding
apprehensions amongst the people for having shiftedthe
Central University from his Constituency to another place
in the wake of delaying tactics in its construction. In
response, Syed Altaf Ahmad Bukhari, Hon’ble Minister for
Education assured the Hon’ble Member that since
Government has no such proposal,the people of the said
area should be informed in this behalf.(iv) Hon’ble Members, Mr. Ali Mohammad Sagar, (NC)
and Mr. Vikar Rasool Wani (INC) were not satisfied with the
reply of the Government and staged a walkout from the
House in protest.(v) Hon’ble Members, Mr. Altaf Ahmad Wani (NC), Mr.
G.M. Saroori and Mr. Usman Abdul Majid of INC staged a
walkout from the House in protest alleging that the replies
to their Supplementary Questions were not given by the
Government(vi) Hon’ble Member, Mr. Javid Ahmad Rana (NC) staged a
walkout from the House in protest alleging that he was not
allowed by the Chair to raise his supplementary. UN-STARRED QUESTIONS
Written replies to 20 Un-starred Questions set down in the
Question list were placed on the Table of the House.

while as only 17 Kms had been macadamized in Pahalgam
Constituency during year 2017-18. In response, Mr. Abdul
Rehman Veeri, Hon’ble Minister for Revenue,
Parliamentary Affairs, Haj& Auqaf stated that the
information regarding the macadamization of roads in his
Constituency as shown in the reply of the Cut Motion is not
based on the facts and requested the Chair an appropriate
action against the officers/officials responsible for
providing baseless information to the House. Taking
cognizance, the Hon’ble Deputy Speaker directed the
Government to conduct an enquiry into the matter and
take action against the responsible Officer/ Official under
rules.
