The House met at 10:00 A.M in the Jammu and Kashmir Legislative Assembly Hall, Jammu.
Shri Kavinder Gupta, Hon’ble Speaker in the Chair at 10:00 hrs.
At the commencement of the day’s proceedings, all the
Hon’ble Members of Opposition stood up from their seats and raised
an issue of alleged assault on one Kashmiri student in Haryana and
demanded that the Government should ensure safeguard of those
Kashmiri students and Businessmen who are studying and working
outside the State. Meantime, Mr. Altaf Ahmad Wani and Sheikh
Ishfaq Jabbar, NC waving banners came into the well of the House
alongwith agitating Members aimed the slogan shouting. Meanwhile,
Hon’ble Member, Mr. M. Y. Tarigami, CPIM demanded that a
resolution should be passed by the House to impress upon the Union
Government to stop harassment of the Kashmiris outside the State.
In response, Mr. Abdul Rehman Veeri, Hon’ble Minister for Revenue,
Parliamentary Affairs, Haj & Auqaf informed the House that the
Government is serious about the said issue and Hon’ble Chief
Minister has already taken up the matter with the concerned
authorities but the Hon’ble Members remained adamant on their
demand for passing a resolution and continued slogan shouting.
They also condemned the a statement given by one of the Union
Ministers, the other day, terming it as an objectionable one
.Meanwhile, Hon’ble Member, Shri Davinder Singh Rana, NC wanted
to know the reasons for not furnishing the Enquiry Report in respect
of the killing of a minor girl in Kathua District. The Hon’ble Speaker
tried to pacify the agitating Members and requested them to resume
their seats but they did not pay any heed towards the Chair and
staged a walkout from the House in protest.
Note: - At this stage, Hon’ble Speaker welcomed the students ofModern School, Talab Khatikaan sitting in the Public Gallery.
STARRED QUESTIONS
Out of 26 Starred Questions set down in the Question List, only09 Questions were called and orally answered. 21Supplementary Questions were raised and answers given.

Note: -
(i) Hon’ble Member, Shri Dina Nath Bhagat was not
satisfied with the reply of the Government in respect of
his A.Q. No. 363 at S.No. 2 in the Day’s Question List
and staged a walkout from the House in Protest.(ii) Hon’ble Member, Shri Pawan Kumar Gupta staged a
walkout from the House in Protest alleging that he was
not allowed by Chair to raise Supplementary in respect
of A.Q. No. 363.

(iii) At this stage, the Hon’ble Speaker directed the
Government that Hon’ble MLAs should be taken on
board by the Hon’ble Ministers in respect of
developmental works/ activities under various schemes
undertaken in their respective Constituencies. In
response, Mr. Abdul Rehman Veeri, Hon’ble Minister for
Revenue, Parliamentary Affairs, Haj & Auqaf assured the
House that every Hon’ble Member will be taken into
confidence while executing developmental works in their
Constituencies.
UN-STARRED QUESTIONSWritten replies to 34 Un-starred Questions set down in theQuestion list were placed on the Table of the House.
Note: - At this stage, Hon’ble Member, Mr. Usman Abdul Majid,
INC stood up from his seat and raised an issue of alleged
irregularities made in Rural Development Department in
preparing and issuing Job cards in his Constituency and
demanded that the matter should be investigated through
Vigilance Organization. In response, Mr. Abdul Haq Khan,
Hon’ble Minster Incharge Rural Development, Law, Justice and
Panchayati Raj informed the House that officers concerned
have already been directed to investigate the matter and
assured that stern action against the guilty, if any, found in this
behalf.

Note: -i) Hon’ble member, Jenab Omar Abdullah raised an issue regarding
relaxation in upper age limit for aspirants of our State in UPSC
exams and stressed upon the Government to take up the said
issue with the Union Government. In response, Mr. Abdul
Rehman Veeri, Hon’ble Minister for Revenue, Parliamentary
Affairs, Haj & Auqaf assured the House that the matter
would be taken up with the concerned ministry.

attention of the Chair towards the collapse of a House due
to shooting stone leading to death of a lady and other live
stock in his Constituency and demanded compensation in
this behalf.

Calling Attention to Matters of Urgent PublicImportance:
1. Mtr. Shamim Firdous called the attention of the Hon’bleMinister Incharge Transport towards a matter of Publicimportance namely; the situation that has arisen due to non-
availability of transport from Gowk-Kadal to Bohrikadal viaHabba Kadal.

Revenue, Parliamentary Affairs, Haj and Auqaf on
behalf of Hon’ble Minister for Transport read out a
reply statement.
2. Mr. Usman Abdul Majid called the attention of the Hon’bleMinister Incharge PHE, Irrigation and Flood Control towards amatter of urgent Public importance namely; the situationthat has arisen due to non- availability of drinking water invarious villages of Bandipora Constituency causinginconvenience to the people there;

4. Mr. Gulzar Ahmad Wani called the attention of the Hon’bleMinister Incharge PHE, Irrigation and Flood Control towards amatter of urgent Public importance namely; the situationthat has arisen due to delay in construction of floodProtection bunds all over Airpath Nallah and its adjacentareas to avoid loss of life and property;

5. Mr. Asgar Ali Karbalai called the attention of the Hon’bleDeputy Chief Minister (Incharge Power) towards a matter ofurgent Public importance namely; the situation that hasarisen due to delay in installation of separate feeder fromMinji Receiving Station to kanoord Tambis villages.
Dr. Nirmal Singh, Hon’ble Deputy Chief Minister(Incharge Power) read out a reply statement.
6. Ch. Mohammad Akram called the attention of the Hon’bleDeputy Chief Minister (Incharge Power) towards a matter ofurgent importance namely; the situation that has arisen dueto non-shifting of 3.15 MVA transformer to Receiving StationPotha which is lying idle at Receiving Station Lasana.

PAPERS TO BE LAID ON THE TABLE
(i) Shri Ajay Nanda, Hon’ble Minister of State forFinance laid on the Table of the House a copy of each ofthe following reports: -a) Finance Accounts (Volume 1) for the year 2016-17;b) Finance Accounts (Volume II) for the year 2016-17;c) Appropriate Accounts for the year 2016-17;d) Accounts at a Glance for the year 2016-17; and e) Annual Technical Inspection Report or Urban Local
Bodies for the Year ended 31st March, 2016.(ii) Mr. Chander Prakash Ganga, Hon’ble Minister for
Industries and Commerce laid on the Table of theHouse a copy each of the following reports: -
a) 27th Annual Reports of Jammu and Kashmir SmallScale Industries Development Corporation Limited forthe year 2002-2003;
b) 37th Annual Report of Jammu and Kashmir MineralsLimited for the year 1996-97; and
c) 27th Annual Report of Jammu and Kashmir CementsLimited for the year 2001-02.
(iii) Mr. Abdul Rehman Veeri, Hon’ble Minister forRevenue, Parliamentary Affairs, Haj and Auqaf onbehalf of Hon’ble Minister Incharge Transport laidon the Table of the House copies of the Audit Reports onthe Accounts of the J&K State Road TransportCorporation for the years ended 31st March, 2013 and31st March, 2014 as required under section 33 Sub-section 4 of the road Transport Corporation Act, 1950.
Note: - At this stage, Hon’ble Member Mr. Bashir Ahmad Darrequested the Chair that Private Members Bill enlisted at S.No.1 ofitem 5 be taken up before item No. 4 of the day’s Business Listwhich was accepted by the Chair.
Mr. Bashir Ahmad Dar moved that: - “A Bill to amend the Jammu and Kashmir StateLegislature Members’ Pension Act, 1984(L.A. PrivateMembers’ Bill No. 25 of 2018)” be taken intoconsideration in an amended form.The Motion was carried and the Bill was takeninto consideration.Mr. Bashir Ahmad Dar also moved that the Billbe passed.The Motion was carried and the Bill was passedby the House with voice vote.
Note: - At this stage, Hon’ble Member, Shri Davinder Singh Rana,
NC supported by Hon’ble Member, Shri R.S. Pathania, BJP
requested the Chair that the sittings of the House should
be extended by two days so that all the Private Members
Bills be discussed during the current Session. In the
meantime, Mr. M.Y. Tarigami, CPIM stated that Zero Hour
and Calling Attention Notices should not be enlisted in the
day’s Business when the Private Members Bills are taken
up for discussion.
PRIVATE MEMBERS’ BILLS FOR INTRODUCTION
(1) Mr. Ranbir Singh Pathania moved for leave tointroduce “The Constitution of Jammu and Kashmir(Amendment) Bill, 2016) L.A. Private Members’ BillNo. 12 of 2016)”.
Hon’ble Member, Mr. Ranbir Singh Pathaniaspoke in support of his Motion.
Mr. Abdul Haq Khan, Hon’ble Minister for RuralDevelopment, Law, Justice and Panchayati Rajreplied the points raised by the Hon’bleMember and opposed the Motion.
The Motion was rejected by the House withvoice vote and leave to introduce the Bill wasnot granted.
(2) Sheikh Ishfaq Jabbar moved for leave to introduce“A Bill to prohibit the Advertisement, sale, purchase,consumption and manufacture of Alcoholic Drinks inthe State of Jammu and Kashmir. (L.A PrivateMembers’ Bill No. 13 of 2016)”. Hon’ble Member, Sheikh Ishfaq Jabbar spoke insupport of his Motion.
The Motion was carried and leave to introducethe Bill was granted.
(3) Mr. G.M. Saroori moved for leave to introduce “ABill to ban manufacture, sale distribution, import,export of Liquor in the State of Jammu and Kashmir(L.A Private Members’ Bill No. 19 of 2016)”.Hon’ble Member, Mr. G. M. Saroori spoke insupport of his Motion.
The Motion was carried and leave to introducethe Bill was granted.
(4) Mr. Javed Ahmad Rana moved for leave tointroduce “A Bill to provide Free Medical Treatment tothe People of BPL in the State (L.A. Private Members’Bill No. 14 of 2016)”.
Hon’ble Member, Mr. Javed Ahmad Rana spokein support of his Motion.
Shri Bali Bhagat, Hon’ble Minister for Healthand Medical Education replied the points raisedby the Hon’ble Member and opposed theMotion.
The Motion was rejected by the House withvoice vote and leave to introduce the Bill wasnot granted.
Note: - On a point of information, Mr. Davinder Singh
Rana, NC drew attention of the Chair towards the
ongoing strike by the Anganwari workers for
enhancement of their honorarium and requested the
Chair that their demand should be considered
besides resolving the issue regarding reservation of
OBC category. In response, Mr. Sajad Gani Lone,
Hon’ble Minister for Social Welfare stated that both
the issues are under active consideration of the
Government.
(5) Mr. Javed Ahmad Rana moved for leave tointroduce “A Bill to provide Free Electricity to thePeople of BPL Category and the People residing inBorder Areas (L.A Private Member’s Bill No. 15 of2016)”.
