What is the STCW- F Convention ?

• International Convention on Standards of Training, Certification and

Watchkeeping for Fishing Vessel Personnel (STCW-F), 1995

• Adoption: 7 July 1995

• Entry into force: 29 September 2012.

STCW-F Background

• The 1995 STCW-F Convention sets the certification and minimum

training requirements for crews of seagoing fishing vessels of 24

meters in length and above. The Convention consists of 15 Articles

and an annex containing technical regulations.

• The STCW-F Convention is the first to establish basic requirements

on training, certification and watchkeeping for Fishing Vessel

Personnel on an international level. The Convention inclueds

minimum standards related to training, certification and watchkeeping

for Fishing Vessel Personnel, which countries are obliged to meet or

exceed.

The importance of the STCW-F .

• Presently, it is estimated that annually more than 24.000 lives are lost

world-wide during fishing operations which is a most deploring record

indeed.

• The IMO recognices the need for a response to the safety crisis in the

fishing industry and has a number of instruments addressing the

issue. One of these instruments is the STCW-F convention.

How do Norway implement the STCW-F.

• In Norway the implementation process started in 1998.

• The theoretical training for master, chief engineer and OOW on

Norwegian fishing vessels are based on the requirements in the

STCW- 78 covention as amended. (International Convention on

Standards of Training, Certification and Watchkeeping for Seafarers,

1978)

Required sea service

• To issue a certificate for master, and OOW on a Norwegian fishingvessel the Norwegian regulation require sea service on a fishingvessel corresponding the requirements in the STCW- F convetinon.

• Norway has no particular certificates for cheif enginers or engine officers on fhishingvessels. All cheif enginers or engine officers on Norwegian fishingvessel hold a certificate according to the STCW-78, as ammended.

Safety training for officers

• Any Master, Chief engineer and OOW on board Norwegian fishing

vessels have safety training in accordance with Chapther VI of the

STCW-78 convention and the requirements of the STCW Code

section A- VI/, A-VI/2-1, A-VI/3 and section A-VI/4 including minimum

stadard of competence in medical care.

• Thus the requirements in Norwegian regulations exceeds the

requirements i the STCW-F convention.

Safety training for the ordinary fisherman

• Norway has since 1986 required basic safety training for all

fishermen.

• To ensure that the basic safety training for fishermen is in accordance

with the requirements of the STCW-F convention chapter III, NMA will

in near future initiate the work on developing a new curriculum for this

training. This work will be performed in close collaboration with the

fishermen association.

When has Norway completely implemented the STCW –F

convention?

• The goal is to complete the implementation of STCW- F convention

by 1. January 2013.

• Regarding basic safety training for the ordinary fishermen, all

Norwegian fishermen will be in accordance with STCW-F convention

chapter III from 1. January 2018.
