Student National Origin Report (SNOR)
LEAs who did not submit their SNOR report in 2007-08 received an Alert via regular mail dated February 4, addressed to the Superintendent requesting online submission during the 2008-09 submission window.
On February 27, 2009, CDE sent an email to superintendents with the letter and online system log-in process (standard LEA PIN and password).
Online submission window is February 27-March 27, 2009

Private Schools
Private schools in the jurisdiction of Title III-Immigrant eligible LEAs will be asked to submit a request to participate in the Title III Immigrant program.
LEAs will be asked to report the private schools students they served in 2008-09 (per ConApp I, June 30, 2008) and will be reimbursed in their award amount during the 2009-10 award year.

The Application ProcessYou must apply to receive funds! LEAs generating $10,000 or more apply via
the ConApp I, page 2.
LEAs generating less than $10,000 apply via consortia* and must submit an application which is anticipated to be online this year.
The deadline for application is June 30, 2009

CBET Allocations 2008-2009,2009-2010
CBET funding for 2008-09 will be decreased by approximately 15.4%.
Revised award letters indicating reductions will be sent when the award amount is determined.
CBET funding for 2009-10 will be tentatively decreased by 4.9%, in addition to the previous 15.4% reduction.

Future Funding Process
For 2009-10 through 2012-13, CBET funding will not be based on the Language Census.
The apportionment received in the base year will automatically generate an apportionment for each fiscal year 2009-10 through 2012-13.
Application forms for 2009-10 are unnecessary.

Flexibility Provisions Flexibility is granted for CBET funding
for 2008-09 through 2012-13. LEAs can choose to use the funding for any educational purpose.
LEAs may use CBET balances as of June 30, 2008 for any educational purpose during 2008-09 and 2009-10.
As a condition of the flexibility provision, an LEA’s governing board must hold an open public hearing, take testimony from the public, discuss, and approve or disapprove, the proposed use of funding.

Program Requirements The statutes for CBET remain in place.
However, statutory requirements are not in effect during 2008-09 through 2012-13. The suspended requirements include, but are not limited to:
