OBJECTS1. FEDERATION. To supply an organisation w hich shall un ite the separate com panies of C hurch Bell R ingers w ithin th e Diocese for the purpose of m utua l support and encourage­m ent in the perform ance of the duties of th e ir office, and in the practice of th e ir art.2. RECOGNITION. To obtain full recognition of the ringers office as essentially a b ranch of th e C hurch’s w ork; th a t ringers and the ir services (qualifications for w hich dem and m uch tim e, skill and m en tal labour) m ay be placed upon a tru e and acknowledged basis.3. PROMOTION OF CHANGE RINGING. To encourage, cultivate, and foster the a r t of scientific Change Ringing by frequen t m eetings in various centres for p ractice or peal ring­ing; and to provide, as fa r as possible, instructors w hen and w here required.4. REFORM. To prom ote a proper appreciation of the ringing cham ber as a p a r t of God’s House; to encourage the bestowal of care and atten tion on the cleanliness and proper equipm ent thereof, as well as the preservation of the bells in an efficient condition; to advocate needful repa irs and renovations and to supply, w hen required , reliable inform ation and advice of a p ractical character concerning the condition of bells and the ir fittings.

CONSTITUTION1. The Guild shall be know n as the Suffolk Guild of Ringers for the Diocese of St. E dm undsbury and Ipswich,

2. The officers of the Guild shall consist of: The Lord Bishop of the Diocese as P resident, Patrons, V ice-Presidents, Ringing M aster, Secretary, T reasurer, A uditor and Technical Adviser.

3. The Guild shall consist of (a) Ringing M embers, (b) P ro ­bationers, (c) Jun io r M embers, (d) H onorary M embers, (e) Life Members.

(a) Ringing M em bers m ay be elected a t any m eeting w here the re are five o ther M em bers present, or, p ro­visionally by two other M embers, before sta rting for a peal. Ringing M em bers m ay be elected as soon as they have rung 120 changes on a tow er bell or on two hand­bells re ta ined in hand. The subscription of Ringing M em bers shall be 2s. 6d. per year.

(b) P robationers m ay be elected a t any m eeting w here th e re are five other M em bers present. This grade of M em bership is for those learn ing change ringing but who have not yet rung 120 changes on a tow er bell or on two handbells re ta ined in hand. The subscription of P robationers shall be 2s. 6d. per year.

(c) Ju n io r M em bers under the age of 16 years, who shall pay half the annual subscription.

(d) H onorary M em bers m ay be elected on a life paym ent of £2-2-0 or 2s. 6d. per year.

(e) Life M embers residing out of the Diocese, to m ake a single paym ent of 5s.

4. The Com m ittee shall consist of the President, the Vice- Presidents, the Ringing M aster, Secretary , T reasurer, Technical Adviser, the D istrict Secretaries ex officio, together w ith one elected m em ber from each D istrict. The Com m ittee will have pow er to co-opt two other m em bers and elect the ir own C hair­m an annually . Five to form a quorum .

5. The a re a covered by the Guild shall be divided into d istricts, each of w hich shall have its own C hairm an, Ringing M aster, S ecretary and Committee, who shall be elected a t the D istrict annual m eeting. Each d istric t will elect one rep re­sentative to serve on the Guild Com mittee. The S ecretary will:

(a) A rrange M eetings for practice.(b) A rrange for instruction .(c) Collect the subscriptions of all m em bers.N.B. In each com pany th e re shall be chosen a

Secretary, or C aptain, or Ringing M aster, who shall collect all subscriptions as soon as possible afte r Ja n u a ry 1st and send them to the D istrict Secretary.

(d) F orw ard these subscriptions to the G eneral S ecretary together w ith his receipt book and details of any expenditure, a t the end of the year for audit.

6. The Guild shall be affiliated to the C entral Council of C hurch Bell Ringers, and shall loyally abide by the rules and decisions thereof.

RULES1. Subscriptions shall be due in advance, on Ja n u ary 1st

annually.2. Any m em ber whose subscription is unpaid on December

31st shall lose his m em bership. No peal shall be recorded un ­less the subscriptions of all tak ing p a r t in it are paid. Lapsed m em bers m ay be re insta ted on paym ent of 2s. in addition to the annual subscription.

3. Jun io r M embers under the age of 16 m ay be elected on paym ent of half the annual subscription.

4. The Com mittee m ay allow a Tow er to com pound on pay­m ent of 2s. 6d. per bell yearly , th is to include all the ringers whose nam es shall be sent to the S ecretary at the tim e of paym ent of the annual subscription. The num ber of reports issued will equal the num ber of bells.

5. Should a ringing M ember, having paid five consecutive years’ subscription, rem ove from the Diocese, he m ay, w ithout paym ent, become a Non-Resident M ember for such tim e as he continues to reside outside the Diocese.

6. All ringing at m eetings of the Guild shall be under the direction of a Ringing M aster and shall be such as is approved by the C entral Council. The decisions of th e C entral Council shall be recognised in recording any ringing perform ances.

7. A peal fee of 6d. per rope is payable in respect of all peals rung for the Guild. Conductors are responsible for collecting and forw arding them to the G eneral S ecretary . No peal will be recorded unless the peal fees have been paid.

8. The S ecretary m ay pay on request, 2nd Class re tu rn ra il­w ay fare together w ith a m axim um of two nights hotel expenses to such rep resen ta tive attending the C entral Council M eeting provided th a t the to ta l indebtedness of the Guild for all represen tatives does not exceed £20 in any one year.

9. The Com m ittee m ay rem ove a m em ber from the Guild for a serious offence against the Objects and Rules, subject to appeal a t a G eneral Meeting.10. The Objects, Constitution and Rules can only be altered by a G eneral M eeting a fte r th ree m onths’ notice given at G eneral M eeting.

RINGING MASTER’S REPORT

Once again an average year, w ith 101 peals recorded, of these one of Bob M inor w as rung in ‘hand’. 10 peals of Surprise w ere rung by the C heshire touring p arty during th e ir few days in Suffolk and a good v arie ty of m ethods are included in our local peals—M axim us th ree , two of them being Cam ­bridge. Eight peals of Royal w ere rung again, six of Surprise including Birm ingham , w hich w as rung for the first tim e in the county, w hile only th ree of C aters (all G randsire) w ere recorded. 39 peals of M ajor include 24 of Surprise, of these one w as four spliced, London, Bristol, Cam bridge and Super­lative. Only one peal of T riples w as scored, again G randsire. M inor peals are again to the fore w ith 46, among the most in teresting are tw o of 10 m ethods rung a t Yoxford and H igham and 14 m ethods at Ashbocking. Only one peal of Doubles was rung. Yet again Cinques are m issing from our records, as also is th a t m ost m usical m ethod, S tedm an. W hilst it appears th a t Suffolk ringers still p re fe r“Tenor in ,” I still m ain ta in th a t a peal of S tedm an on ALL num bers is an achievem ent to any band. Do le t us revive th is in teresting method.

Of the 47 tow ers w here the peals w ere rung, A ldeburgh has had its first on eight, so righ tly conducted by Mr. J . P ilgrim , whose in itiative played so g rea t a p a r t in th is augm entation. M ay he have a long re tirem en t and ring m any peals on th is handy octave.

33 shared the conducting of these peals, to be headed once again by th a t ta len ted ringer and conductor Rod Pipe, w ith a to ta l of 21. D uring the year Roddy scored h is 200th peal a t 21, “good going,” w hilst his fa th e r rang his 500th. Congratulations to both and not forgetting his m other, who afte r a lapse of some 12 years has re tu rned to the peal columns w ith a peal of Spliced Surprise, four standard m ethods. Also, 1961 saw the re tu rn home of b ro ther George and D iana. Their stay, though several weeks, passed all too quickly, combining business w ith holiday restric ted th e ir ringing activities, how­ever I am sure th a t they enjoyed the com pany of old friends and new . W hilst doing a g reat iob “down under,” the ir final home-coming w ill be eagerly aw aited.

Y et again th a t “G rand Old M an” G. E. Symonds has added th ree m ore peals of M axim us to h is credit. M ay he score his “cen tu ry ,” in fac t take p a r t in m any more.

A peal of Bob M ajor to com m em orate the “first ever” to be rung' by eight bro thers 50 years ago w as scored a t Leiston. C ongratulations to Jam es and E rnest Bailey who took p art—■ m ay they take p a r t in m any m ore.

LESLIE G. BRETT, Ringing M aster

GENERAL SECRETARY’S REPORTThis has been yet ano ther useful year from the aspect of

the Guild as a whole. 36 m eetings w ere held and the signs of youth coming along w ere encouraging a t m any of these gatherings, although some w ere not so w ell supported as the organisers would have wished. W ith m em bership one up at 515 we have m ain ta ined our position num erically. B ut I would urge every com petent ringer to exam ine his conscience and qsk him self w hether he is doing all he can in finding and teaching recruits. M any m em bers are com m itted to extensive program m es of teaching and the ir w ork is to be highly com­m ended, bu t m ore instructo rs are needed if some of our silent tow ers are to come to life.

D uring the year 101 peals w ere recorded. This would have been 90 had it not been for the 11 scored on behalf of the Guild by the Cheshire R ingers P eal Tour. In th is total exclusive of the peals rung on the tour, we have to congratu late 10 first pealers and 86 first in a m ethod or on a certa in num ber of bells. In th is sphere we m ust n o t overlook the benefits w hich accrue from getting youngsters through a peal as soon as they are ready for it, so don’t be h esitan t if asked to stand in somebody’s first peal of Bob Minor. W hilst on the subject of peals we m ust congratu late all those who have passed milestones in the ir peal ringing careers and m ake particu lar m ention of the following: Mr. C. W. P ipe (500), Mr. G. E. Symonds (450), Mrs. S. R. E. P ipe (275) and Mr. W. J. B utton (250).

The A nnual G eneral M eeting was held a t Ipsw ich and was quite well attended. The service was held in St. M argare t’s.

In addition to the usual tow ers, Rushm ere was also available during the afternoon.

We reg re t to have to record the passing of George B ennett (O tley), George Flem ing (W itnesham ), J . B. P arling (Hales- w orth ), Wm. S tannard (B ury St. Edm unds) and George Wilson (Leiston). O ur sym pathy is extended to th e ir relatives and also to any o thers I m ay have overlooked to m ention by nam e.

A ldeburgh bells w ere augm ented from six to eight during the year. Suffolk is now the richer' by another delightful octave. M any ringers had the opportunity to enjoy these bells both on the dedication day and la te r a t a d istric t meeting.

O ur stock of badges has now been sold and the fu rth e r supply ordered during the year has now been received. These are on sale by the D istrict Secretaries a t th ree shillings each. As they w ere not received u n til the end of the year the cost of these w ill appear in the 1962 accounts. This expenditure will absorb th e whole of the increase in balance shown on the general account for 1961.

A t the C entral Council m eeting a t Stoke-on-Trent the Guild w as rep resen ted by M essrs. C. W. P ipe and J. W. Blythe, apologies being received from th e o ther represen tatives.

M ay I th a n k all m em bers for the support th a t they have given during the year and hope th a t 1962 w ill be one of happiness and progress.

Other restorations are pending and we hope tha t other towerswill copy their example during 1962.

TECHNICAL ADVISER’S REPORT

D uring 1961 the w rite r subm itted a fu rth e r 18 reports on the contents of our Suffolk church tow ers, bringing th e to ta l to date to 225. Though th is m ay sound qu ite a num ber it is ju st short of half the num ber of churches in the diocese, so there rem ains qu ite a bit m ore w ork to do before they have all been reported on. Of the tow ers inspected in 1961 nine contained rings of bells, being those at Cockfield, Monks Eleigh, Old Newton, Cratfield, Coddenham , H itcham , S tow langtoft (4 bells), E arl Soham, St. M ary’s B ury. Of those Cockfield and H itcham are quite unringable due to the bell fram es and bell fittings; a t the form er the fourth , fifth and tenor are cracked. A t C ratfield the tow er is in a very seriously cracked condition and the bells a re unringable because of it.

As a resu lt of the inspection of the ring of five at Old New­ton the bells w ere rung in changes for the first tim e it is thought for some 40 years. The treb le is cracked, the second is poor in tone and all w ere ra th e r hard w ork to ring. Monks Eleigh is in need of a new bellfram e and the progressive deterio ration of the going order of these bells is largely a ttrib u tab le to the m ovem ent of the existing one. This was originally designed for four bells and has been m uch modified and w eakened to house six.

A t Coddenham too th e presen t bell fram e of 1742-3 is fa r too flexible. The tow er w alls have been excavated in places to m ake room for it and four of the p its have iron b ar ends which have v ery little rigidity. Two bells, the treble and seventh are cracked in th e ir crowns and w ill need to be recast,

A t S tow langtoft the fram e is designed for six bells, pits being left for two trebles. The four existing bells are in quite fa ir order though they have not been touched by a bell-hanger for over 100 years. The bell fram e is not as adequately sup­ported and clam ped down as it ought to be and distorts as the bells swing.

E arl Soham bells w ere overhauled by Days of Eye in 1898 and p u t in a six bell fram e. In 1903 a treble w as added. H ere a leaking tow er roof has affected the th ird and tenor head- stocks and other fittings need attention.

The tow er a t St. M ary’s Church, B ury St. Edm unds, has a num ber of cracks in it a t about the level of th e base of the bell fram e and exam ination has disclosed an unsatisfactory sta te of affairs w hich w ill involve inserting a reinforced con­crete girdle a t about th is level. It m ay be convenient a t the sam e tim e to insta ll a new bell fram e to ensure th a t the trouble is com pletely elim inated.

The bells at Eye have been re-hung in the existing bell fram e w hich has been strengthened and m ore adequately sup­ported th an hitherto . The Bededication Service is expected to be in the Spring. In th e year the augm ented bells at Alde- burgh w ere dedicated and the single re-cast bell a t W estleton w as hung in a new tu rre t.

The five bells a t G reat G lem ham are now connected to a chim ing m anual and the change ringing ropes have been removed. W hen last rung in full circles the fram e distorted appreciably and a new one is necessary; un fo rtunate ly the parish felt unable to afford a new one now.

The Diocesan Advisory Com m ittee fo r the Care of Churches has considered bells on a num ber of occasions though a large num ber of facu lty applications have re la ted to repa irs to the fabrics and heating problem s. At our last Guild A nnual G eneral M eeting I did m ention th a t th e Com m ittee had no pow er to ensure th a t churches pu t th e ir bells in o rder; a t the moment, w ith every church being inspected every five years by an approved architect, a g reat deal of trouble is being noted w ith roofs, m asonry, tim berw ork generally, etc., in the church proper, w hich has to be pu t r igh t as a m a tte r of some urgency. Also the problem of the redundan t churches is not finally resolved, m any of these churches a re to be found in E ast Anglia and a num ber w ill have rings of hells.

D uring 1961 the Diocesan A dvisory Com mittee, on which your A dviser serves, approved a new scheme for the re ­building of O rford C hurch tower, the first stage will be to a level som ew hat below w here the bell fram e will finally be,

The w riter w as p resen t w hen the C retingham bells w ere rung in changes recently , the bells w ere found to be in quite good order afte r the m ild steel fram e and the fittings had been trea ted and painted. U nfortunately w ith the bells being rung a crack in the centre of the east w all over th e tow er arch into the church opens and shuts to a degree th a t causes concern, and un til the w all can be strengthened at th is point, ringing w ill have to be lim ited.

D uring 1961 your Adviser m ade two B.B.C. Television appearances to explain about bells and ringing to children in the Blue P e te r m agazine program m e.

One of the m ore hopeful signs is the im pending launching of an appeal for the overhaul of the bells and the organ of St. M ary-le-Tower Church, Ipswich. I t will be rem em bered th a t the Guild donated £25 for the w ork on th e bells as long ago as 1956. So it is to be hoped th a t it w ill now not be too long before we have a really first class ring of tw elve in the Diocese.

WEST-CENTRAL DISTRICT REPORTThe d istric t has had another good year on the whole, w ith

m eetings held a t S tow m arket, W ickham Skeith, Badw ell Ash and Gt. Ashfield, and R attlesden w ith D rinkstone, w ith an average attendance of 26. It would be very encouraging to see m ore m em bers of th e W est-Central D istrict a ttend the m eetings in th e ir own d istric t. The collections taken for the Suffolk Guild Bell R estoration Fund am ounted to £3 9s. Od.

Four evening m eetings have been held a t Redgrave, Cotton, R ickinghall w ith T hornham M agna, and W etherden. The a t­tendance w as only fair. The m em bership again shows a fu rth e r rise to 59, a n e t increase of 10. This figure consists of 48 m em bers and eleven probationers.

It is pleasing to know th a t the re are a few live places in the d istrict, bu t how m uch b e tte r it would be if we could m ake the whole area active, which I feel sure we can do if w e w ork together.

I have not found it possible to visit m any district tow ers bu t I am given to understand th a t Sunday service ringing is well m ain ta ined in m ost churches, w hich is the first duty of each m em ber, even so we should like to see m ore of you a t our meetings, w here we enjoy the fellowship of other ringers.

M ay I suggest th ree resolutions for 1962, to rec ru it a new ringer for your tow er, to v isit a neighbouring practice say once a fortn igh t and, dare I say it, to m ake an effort to attend at least one d istric t m eeting and the A nnual G eneral M eeting of the Guild.
