Athletes under 23 years old (20, 21 and 22 years old, born in 1994, 1995, 1996) can participate in the event. Each federation can enter a maximum of five (5) athletes U20 (18 and 19 years old, born in 1997 and 1998). They may participate in any event but will participate with weights and heights of the implements and hurdles for senior athletes.

6. ENTRIES BY COUNTRY AND ATHLETES
Each country may enter a maximum of 2 athletes per each individual event.
Each country may enter only one team in each category of the relay events with 4 starter runners and 2
alternates.
Each country may enter a maximum of 3 athletes in combined events and race walking events.
Each athlete may participate on a maximum of 3 individual events and two relay teams.
All documentation must be sent on the official forms to the following addresses:

Incomplete entries WILL NOT be accepted (birthdates, complete names, events)
Each country must confirm by email their entries. The organizing committee will send an email with the confirmation of entries to each country.
NO SHOW PENALTY Due to the fact that the Local Organizing Committee has to make hotel reservations and logistical expenses
for all individuals entered by each delegation, it will reserve the right to charge a penalty of US $ 100.00 per person that is a no show within FINAL ENTRIES.

Each member of the team (athletes, officials, etc.) will pay a fee of US $ 250.00 at the Accreditation Centre

AIRPORT The arrival airport is the Oscar Arnulfo Romero International Airport (SAL), located 45 minutes from San Salvador. Delegations should send as soon as possible to the Organizing Committee their arrival schedule in order to properly coordinate their reception.

ADDITIONAL OFFICIALS will pay $ 150.00 (US Dollars) per night, this will cover food, lodging and internal transport. Requests for additional officials shall be made no later than THURSDAY JUNE 30 in order to verify and be assigned in the available hotels.
ACCREDITATION The accreditation center will be located in the offices of the Federation Salvadoreña de Atletismo, located at the National Stadium Jorge Gonzalez. The schedule of accreditation is:

The ages of all competitors will be verified in the accreditation center using their passport.
NATIONAL FLAG Each delegation is requested to provide two national flags. The flags will be used during the opening ceremony and flown in the stadium during the competitions.

8. COMPETITION VENUE
The event will take place at the athletic track of the National Stadium "Jorge Magico Gonzalez" located in the city of San Salvador. It has a 400 meter track certified Class II by the IAAF with two areas for long jump, one area for high jump, two zones for pole vault, two areas for javelin throws, one circle for discus and hammer, and two circles for shot put.
WARMING AREA
The track has a 90 meters warming track 90 with 2 lanes. Additionally a small soccer field located outside the stadium will be used for preliminary warm up.
The track will be available for practice all day on Wednesday July 13 and Thursday July 14. Also during the morning of Friday July 15 and Saturday July 16.
9. CALL ROOM
In the northwestern part of the stadium will be located the First Call Room where athletes must report to start their warm up. Athletes must report with his/her personal accreditation and competition number. Also, athletes must wear their official uniform. Subsequently, athletes will be moved into the stadium according to the time table to access the area of competition detailed below. In the access area for athletes to the stadium will be located the Second Call Room. No athlete may enter the second call room without reporting in the first call room. Athletes will enter and leave the track accompanied by officials.
Under no circumstances the entry into the competition area is allowed if they did not meet the parameters set out in the preceding paragraphs.

10. ATHLETES CONFIRMATION
Team leaders must confirm the names of those athletes who are already entered and will take part in the competition. Confirmations of participation of athletes will not be accepted after the deadline (see table). For events held on the first day of competition (July 15), team leaders must confirm the registration of their athletes at the end of the Technical Meeting on July 14. For events held on the second day of competition (July 16), confirmation of registration shall be made until 12:00 hours on the day before their events. Team leaders also will be able to confirm all entries before the first day of competition. Forms for final confirmation will be forwarded to the respective delegations through the Technical Information Center. These forms must be completed and delivered in the Technical Information Center according to the deadlines indicated in the following table. 12. TECHNICAL INFORMATION CENTER (TIC):
A Technical Information Centre (TIC) shall be located at the National Stadium and shall serve as the link between the Organizing Committee and the all the delegations. 13. PROTESTS Any protest shall be made in the first instance to the Referee by the athlete or an authorized representative on his/her behalf. Protest concerning the results or conduct of an event shall be lodged within thirty (30) minutes of the official announcement of the results of that event. It shall be in writing on the official forms provided by the Organizing Committee, signed by a responsible official on behalf of the athlete, and accompanied by a deposit of $100 US (IAAF Rule 146.7b).

14. TECHNICAL MEETING
The Technical Meeting will take place on Thursday, July 14, at 4:00 PM and the place will be informed soon. Teams wishing to submit questions of a technical nature must submit these questions to the Technical Delegate on the prescribed form no later than 10:00 AM July 14, at the Accreditation Center. Absolutely NO questions will be accepted from the floor during the Technical Meeting. The Technical Delegate will preside the meeting, which will be conducted in Spanish and translated to English. No more than two (2) delegates from each participating teams may attend the meeting. The agenda shall be as follows: • Roll call • Welcome by the LOC President Dr. Juan Carlos Ramirez
Greetings by NACAC President, Prof. Victor Lopez • Presentation of International Officials present • General information on timetable, qualifying rounds, raising of the bars, protest, doping control, and
opening and closing ceremonies • Answer to delegates questions (submitted previously) • Election of the Jury of Appeals - Two additional members appointed among the delegates. • Any other business. • Checking the official uniform. • Confirmation of the entries (day 1 or all event).
15. TECHNICAL OFFICIALS The Organizing Committee appoints all national judges and other supporting staff for competition. NACAC will
appoint the International Technical Officials and International Race Walking Judges.

17. TRANSPORTATION SCHEDULE A transportation schedule will be available when your team arrives to the accreditation center. Each bus will identify the hotel to which it is providing transportation. 18. AWARDS CEREMONIES AND OPEN CEREMONY The Opening Ceremony is planned for Friday July 15 at 4:00 PM at the Stadium. All delegations are expected to participate. Awards ceremonies will take place throughout the competition, as listed in the schedule of events. Medalists will report to the Awards Waiting Area upon request, fully dressed in the official uniform of their respective national federation for the ceremony. In accordance with the IAAF Rules and Regulations, awards will be distributed in the following manner:

19. MEDICAL ASSISTANCE – MEDICAL AND ACCIDENT INSURANCE All competition sites will have First Aid medical staff. First Aid team will have a central station adjacent to the track throughout the event. Individual first aid response will be available on site and in radio communication with officials. The medical service is free of charge; however, it will be the participant's responsibility to pay for any additional specialized services, including ambulance, emergency room, medical specialist consultation, hospitalization, surgery, medical procedures, laboratory, x-rays, special studies, and physical therapy treatments. NACAC INSURANCE All members of the delegation of each country will be covered by the NACAC insurance from the moment that they depart their country, through the competition until they return to their respective country. However, any medical service, hospital or laboratory tests should be covered for each country and then claim to NACAC Insurance Agency is done. For more information, contact NACAC offices.
MEDICAL AND LIFE INSURANCE Member federations are responsible for taking out insurance to cover illness or injury / life to members of their delegation and/or team when travelling internationally.

20. DOPING CONTROL Tests for doping will be conducted throughout the competition in accordance with the IAAF rules.
21. RESULTS The results of each event will be transmitted as rapidly as possible to the announcer. Results will also be displayed at the Stadium. It is anticipated that at the conclusion of each session a summary of that session activity will be made available to the Team Leader or Head Coach in the Secretariat at the stadium. A complete report of all finals will be provided after the meet and will be located in the NACAC website www.athleticsnacac.org
22. 24. NACACTFCA CONGRESS The NACAC Coaches Association (NACACTFCA) will be holding its annual congress (conference) during the NACAC U23 Championships. The conferences will be held, Friday and Saturday from 9:00 to 12:00 am and Sunday from 2:00 to 5:00 pm. The congress will be free of charge to all the NACAC coaches who are accredited by his or her delegation. The contact hours will count as continuing education for further IAAF Coaching Education Courses and Seminars. The program is:
