Upfrontby Emmanuel Legrand, Music & Media editor -in -chief

Thomas Middelhoff may have been portrayed in corporate -image advertisements in Germany wearing a Star Trek uni-form a few months back, but it appears that all is not wellaboard the bridge of his starship Enterprise.

Bertelsmann's Captain Kirk has pledged to transform apreviously rather conservative media company into anaggressive and efficient entertainment giant fit for thechallenges of the 21st century. But with the latest devel-opments from Gutersloh, the small German town wherethe group is headquartered, some now wonder if The Voy-age Home (Episode IV) has not been too fast and too far,and if he has not passed The Final Frontier (Episode V).

The departure of Bertelsmann's e -business wizzAndreas Schmidt is just the latest blow to his masterplan.Schmidt will not be missed by the people in the music divi-sion who thought it was entering Undiscovered Country(Episode VI). After all, it was he who steered the contro-

versial deal with Napster. Schmidt reportedly had littleregard for content, just as long as it fed the pipes he wasin charge of, and some BMG executives remember quitevividly the heated discussions which took place when theNapster deal was being debated internally.

Sources point out that if BMG's top management hadnot led an Insurrection (last episode to date) over thetransaction, the terms of the deal would have been evenmore damaging to BMG's music assets. Incidentally, thiswas one factor leading to the departure of BMG's thenCEO Strauss Zelnick.

Schmidt was widely regarded as one of Middlehoff's keymen, and his unexpected departurecomes after a series of blunders orquestionable strategic moves.

Bertelsmann still remains a fami-ly -owned business, and Kirk mightfind himself facing The Wrath of Khan(episode II), in the shape of the Mohnfamily. Remember, in Star Trek Gener-ations Captain Kirk finally passes thebaton to a new Starfleet commander,Captain Picard...

Finnish stations cease webcastingby Jonathan Mander

HELSINKI - In a protest againsthaving to pay extra fees to thecountry's collecting societies, allbut one of Finland's commercialradio stations have ceased simul-casting their output online.

For the past three or four years,Finnish collecting bodies Teosto andGramex have been requiting musicstations to pay between euros 840and 1,600 per month for the right tosimulcast their output over theInternet, in addition to those sta-tions' regular payments for musicplayed on their AM and FM output.

However, M&M understands thatmost stations have been paying lessthan the required amount, and thestations' decision to cease webcast-ing has been inspired by a belief that

Gramex was about to get tougher onthe collection of online royalties.

"We believe it is unjust that wehave to pay extra copyrights feesfor simulcasting [on the web]," says

GRAMEXNRJ Finland's programme directorKari Laakso. "We produce oneproduct which we then broadcast, and listeners access the program-ming via various different players,be it a radio or some 'Net applica-tion like Real Player."

The only commercial station con-tinuing to simulcast its service on theInternet is Radio Helsinki. The sta-tion is aiming to set a precedent byreaching an agreement with Gramex.

"We don't want to be a sacrificial

lamb dragged through court battles, which would cost more time andmoney than this issue warrants,"says the station's programme man-ager Axa Sorjanen. "In our discus-sions Gramex has been willing toreach an agreement."

Gramex managing directorHannu Marttila says there needsto be more dialogue. "None of theother stations have been in contactwith Gramex before or after theystopped online simulcasts," hesays. "When stations decide toresume online simulcasts we'll justneed to make new contracts."

The stations which have termi-nated their webcasts say they willonly return re -commence simulcast-ing if they are not charged addition-al copyright fees or when Internetradio becomes a profitable business.

MILAN - With three awards each,Italian rock veteran Vasco Rossi andEnglish -language singer Elisa werethe big winners in the second officialItalian Music Awards, heldat Milan's Rolling StoneClub on November 26.

As with the inaugural edition, which took place in February, theAwards were organised by industrybody FIMI and were based on thevotes of 400 industry experts.

The event was not broadcast liveon television or radio due, according

to the organisers, to the effects of Sep-tember 11.

However, V2 Italy's general man-ager Alessandro Massara notes that"On December 12 there's a DanceMusic Awards show taking place and

you'll find TV, internationalartists, everything. Theabsence of television andinternational celebritieswas conspicuous."

FIMI director generalEnzo Mazza is more posi-tive. "The music was good, and I was pleased thatpolitical representativesfrom city, provincial, region-al and national level were

present," he says. "As an industry, weare often accused of being weak interms of our political clout, but thisshowed that we're beginning to havesome impact."

Toni Verona, head of indie label AlaBianca, predicted that "in two or threeyears' time, this could be the keyevent in the Italian calendar, on a parwith Sanremo."

Overall, the ChrysalisGroup posted a pre-tax lossof £16.8 million (euro 27m),compared with a £900,000profit in the previous 12months.

M&M REPORTS

A few down -beats at Amsterdam Dance EventDespite an extremely healthy attendance, this year'sAmsterdam Dance Event, held in Amsterdam fromNovember 15-17, nevertheless reflected some of the jit-ters that are currently afflicting the international dancemusic business, as Menno Visser reports.

Given the current international cli-mate, Conamus, the organisers ofthe sixth annual AmsterdamDance Event (ADE), were relievedthat attendance figures for the2001 conference were 30% up onlast year and that, at times, it washard to find a place to sit down inthe networking and businesslounges.

At the same time, however, thetone of much of the panels andspeeches was decidedly downbeat.

In his keynote speech,of US urban label Tommy Boy TomSilverman bemoaned radio'sunwillingness to break new artists, the fact that there are too manyalbum releases, and lawyers whowork cynically for themselves andignore artists' rights.

He also criticised dance musicA&R executives who were "into themining business rather than themusic business." Silvermanexplained that by just looking atregional sales figures and takingtheir pick of tracks "they are notcreating, just digging."

But there some encouragingsigns for small dance music compa-nies, according to Silverman.

"The independents are the cock-roaches of the industry," he said."Our smallness is our strength." Healso offered a word of advice: "Justdon't be afraid, and make sure youkeep on paying royalties on time tobuild your reputation."

Beate Geibel, head of internation-al, Europe, for German label UCMG,

Tommy Boy's Tom Silvermandelivers his keynote address

outlined some of the problemsEuropean dance music indies face.

"The risk at the beginning fallsto the indies," he commented duringADE's A&R panel. "The cheque-book signings by the majors arekilling the market. You need a videoon [German music TV channel]Viva to score a hit, but they onlypick six out of 70 videos weekly. Weleave those kind of risks to a major."

Geibel said that the rising popu-larity of lounge music was a boon."Lounge albums easily sell 20,000copies without any marketing," hesaid, adding: "In general, produc-ers should be more open minded. The kids are bored and out there.

M&M's Gary Smith interviewsNile RogersSometimes the weirdest stuff cancross over!"

The current tactic is to recoupthe expenses of the cheque -booksignings from the compilationsmarket, with some tracks appear-ing on dozens of different compila-tion albums.

At the Marketing Concepts InDance panel, Mark Doyle, creativedirector at UK's Jazz FM dancecompilation brand Hed Kandi, said: "It helps to be selective. Wedeliberately pick out things thathave no presence in the market."

Overhyped at previous ADEs,the role of the Internet in market-ing dance product was played downthis time round. "Internet market-ing is an addition," said Doyle. "Itis far too easy to ignore e-mails-the delete factor is 10 times higherthan direct marketing."

Howard Corner, head of market-ing at UK independent label Mute, agreed. "Viral marketing resultsare difficult to quantify," he said."Online marketing is only the icingon the cake of a marketing plan.We do market some tracks on ourwebsite, but that is just a nice ges-ture to the collectors."

Presented by the EuropeanBroadcasting Union, the tone ofthe Radio and the Internet panelwas similarly muted.

Mike Riemel, marketing repre-

Nerveless artists were invited during the Demo-lition panel tohave their tracks championed or crushed by an expert team dur-ing the opening day of the ADE: (left to right) Michel de Hey; DJZki; panel moderator Lars Brandle (international editor, BillboardBulletin); Nile Rodgers; and Eddie Gordon (head of Neo Records).sentative at German online danceinitiative Klubradio.de, admittedthe company was surviving onevent broadcasting, adding rathercolourfully "we hope brand chan-nels will save our ass".

The legendary writer, producerand bass player for US disco actChic, Nile Rodgers, was interviewedon stage by M&M dance correspon-dent Gary Smith. He had a word ofcaution for the dance music sector.

"By producing big and glam-orous videos we make the newartists of today think they need

money and a contract to be able tocompete," he said. "Nowadays it'shard for artists to believe they canmake it on the basis of a song. Themoney is so important that peoplecan't afford to make mistakes any-more. We made mistakes, and itmade us better artists."

On a lighter note, Rogers talkedabout that fact that he is currentlyin vogue as a producer. "All my lifeI'm the young guy making old peo-ple look cool, now, by working withBritney Spears, I'm feeling like theold guy," he joked.

Night time was the right timeOne aspect of the ADE which dogged previous events was the discrepancybetween the conference's serious business/networking value and the some-times tacky evening/night-time entertainment.

This was largely due to the fact that ADE organiser Conamus had littleor no control as to which acts their partner clubs chose to have perform attheir venues.

But the fact that last year it was decided that the ADE needed to be morebroadly inclusive by bringing in more left -field talent seems to have had agalvanising effect on the quality of the acts performing.

Thursday night at the Paradiso kicked off on just the right note with arivetting set from Si Begg under the name SI Futures. Begg/Futures has anice line in thunderous electro-funk that is as forward -looking as it isrespectful of the legacy of the early 1980s. Although "live" is probably a mis-nomer in view of the fact that he was alone with his samplers, the combina-tion of some fabulous music, taken from this year's standout album TheMission Statement (Novamute), and a backdrop of swirling psychedelic visu-als, made for a thoroughly entertaining 60 minutes.

Downstairs at the same venue, two local DJs, Arnold & Willem started offslowly, but by the time the hall had started to fill up they were pumping.Their combination of nu and old skool electro, with plenty of deep and dirtyfunk, proved that these days crowds are more concerned with overall quali-ty than whether it is this year's thing.

At the newly -refurbished Cubic, the evening started with local DJMarcella spinning some splendid deep house until a dreadlocked NileRodgers came on stage to perform a short, but sublime, set by Chic.

With guitar in hand and accompanied by two female vocalists, Rodgersproved just how timeless Chic's music is and, for the under 30s, how guitarsand dance music can go together. At the end of the set Rodgers punched theair and, without the slightest hint of irony, shouted: "Disco music forever!"

Elsewhere, the much -talked about Supperclub featured a line-up thatincluded the cream of local DJs alongside bill -topper DJ Sneak. In-house DJRoelove kicked off the night with a tasteful selection of chilled, deep housemixed with up -tempo ethnic tricks and the occasional burst of soul music.

He was followed by Natarcia. Her combination of progressive house, soul, funk and twisted world music was beautifully mixed and paced. It was anexemplary set.

As indeed, was that of DJ Sneak. Wearing an extremely outre fur -linedhunting hat, the man -mountain was on sizzling form. The moment when hedropped the bootleg house mix of Hall & Oates' I Can't Go For That wasabout as good as it gets.

EMI finds Irish rockers something to Relishby Ann Scott

Thanks to strong songwriting anddistinctive vocals, rock outfitRelish are poised to emulate ThinLizzy and translate adulation athome in Northern Ireland intointernational sales.

On the back of three hit sin-gles, radio listeners in Irelandvoted Relish Best New Hope 2001at the prestigious IRMA Awards, while they also stole the limelightat The Big Buzz Awards in Belfastin October 2000 after winningBest New Irish Band. This year,Ocean Colour Scene took Relishout on tour, and U2 invited theband to support them at SlaneCastle.

Signed three years ago to EMIIreland, A&R director ThomasBlack tells M&M: "Relish is one of our priorityacts at the moment. Bridging the gap betweensoul and rock, the band have been able to makegradual international progress in a broad crosssection of European countries, particularlySpain, Germany, and France."

Relish have recently been touring radio sta-tions across England and Scotland performingacoustic sessions and interviews to promote cur-rent single, Rainbow Zephyr, which was A -list-ed by UK rock station Virgin Radio, nationalpublic AC/MOR station BBC Radio 2 and C -list-

ed by BBC London (full -service). The video forthe single has been added to MTV Select'splaylist. James Curran, deputy programme con-troller at Virgin, says: "Virgin Radio has given alot of support to Relish's first single You I'mThinking Of, which we found a gloriously soul-ful track for the summer. It had strong refer-ences to classic Stevie Wonder, although theirmost recent track Rainbow Zephyr displays arock sensibility. It's this fusion of rock and soulwhich gives Relish such a refreshing sound-plus they have one of the finest vocalists

around."Looking forward to the band's

third UK single release in thenew year, Black insists, "Relishare not a singles band. The sin-gles give a good introduction totheir music and open up thebroader picture. With more air-play and gigging we hope to makea dent in the UK charts withWildflower next year."

Wildflower, the band's new JohnLeckie/Al Clay -produced album, was released in the UK on October29 and to date has sold 20,000units, according to EMI interna-tional product manager RobertWood. Last March, the album wentto number six in the Irish charts, while the only other territory torelease the record to date wasSpain, on September 24, where it

has sold just over 2,500 copies. Wood says thatJapan is releasing the record on February 6 and"[we're] hoping that Germany, Belgium andThailand will do so in the New Year."

Relish will also be included on a Russian compi-lation album entitled Maxidrive, which will featurethe single You I'm Thinking Of alongside tracksfrom artists such as Coldplay, Gorillaz, Starsailorand Depeche Mode.

Relish are currently on tour the UK withWheatus.Additional reporting by Adam Howorth

Vincens sounds the realdeal for Warner Norwayby Kai R. Lofthus

After Scandinavia's pop glut of recentyears, there's a renaissance in moreauthentic sounds taking place, led byartists such as 24 -year old Vincens.

Vincens' debut album, Play 4Real-a feisty mix of R&B and hip-hop-was released on October 22 byWarner Music Norway, debutinglocally at number 37. According to thelabel, there are firm plans to releasethe album over Christmas viaWarner's otherScandinavian affiliates, and there are alsorelease commitments inline from markets suchas Germany, theNetherlands, Italy, theFar East and Australia.

"We're aiming for the20-35 age demo, andemphasising Vincens'ability to perform live,"reveals Warner MusicNorway marketingmanager Fred Engh. "Ithink he's a perfect fit for the compa-ny. Within Warner, we don't have anartist of his stature in Europe orAsia."

Although a Norwegian native,Vincens' musical and artistic flairwas fostered while living in SaltLake City in the US. "To come for-ward in Norway and say that youwant to be a pop star is usually notvery well received," says Warner

Vincen

Music Norway managing directorMats Nilsson. "But I like Vincensbecause of his determination, hismusic, his voice, musicality, and hiskarma."

The artist himself constantly sur-rounds himself with music-both hisown and others, including the likes ofJoe, Prince, Jon B., and MichaelJackson. "I love spending my time inthe studio," says Vincens. "My mainpriority is to locate the personalityand distinctive character of every

song."At Norwegian radio,

reception to the youngsinger was initiallylukewarm, but pickedup after MTV Nordicadded the videos to thesingles Where's the LoveGone and Who GotPlayed. MTV alsoshowed behind -the -scenes footage of thevideo shoots for both sin-gles and forthcoming cutThe Letter.

Public national CHR station NRKPetre and national commercial AC -station P4 have subsequently giventhe first two singles Powerplay status. At NRK Petre, music director AtleBredal describes Vincens as "anexquisite representative for blue-eyedsoul. The guy is clearly a skilled vocal-ist, and not least, he is 'for real'. Itshines through that he really wants toaccomplish something with his music."

DESTINY'S CHILDEMOTION (COLUMBIA)Release date: November 12Dubbed the mostsuccessful girl band inthe world following hitslike Bootylicious,Independent Women andSurvivor, Texan trio

Destiny s Child have not let themselves downwith the Gibb brothers -penned pop balladEmotion. Currently at number three in theEuropean Radio Top 50 chart, as well asenjoying a decent 18 placing in M&M'sEurochart Hot 100 Singles, the change of stylefrom their usual upbeat R&B material hasproved ingenious. As songwriters, the BeeGees have also re-recorded the track for theircurrent Greatest Hits package on Polydor.Destiny's Child are the latest in a string ofcontemporary acts to use Bee Gees material, others being Steps, Wyclef Jean and 'N Sync."It's a beautiful song," says Vladi Barrosa, head of music at CHR station Radio 24 inSwitzerland who has played all of Destiny'sChild's hits. "Songs like that get a lot ofattention around here. I'm not a great fan ofcovers, but this is great," he adds. SSD

GALLEONSO, I BEGINEGP/EpicRelease date: Europetbc (France, June 23)This outfit from Marseillesconsisting of Phil themusician and Michel the DJhas been making its mark

on the local scene for a couple of years prior to thisdebut single, which entered the French singleschart in June and spent most of the summer in thetop 10. With its strong hook and cleverarrangement it is not surprising that French radioprogrammers jumped on it straight away and it isentirely predictable that their counterpartselsewhere in Europe would follow at some point.Although the record is not scheduled for release inthe UK until February 2002, Sam Zniber, programme director at dance station Galaxy 102,which broadcasts from Manchester added itnonetheless. "I heard it on the radio while inFrance on holiday and it grabbed me immediately."Zniber managed to get hold of the record after hesaw the band performing at the NAB Europe Radioshow in Paris on November 12. "I programmed itsoon thereafter because this track is exactly whatGalaxy 102 is all about. In fact, I think this couldbe the biggest international dance hit to come outof France since Lady by Modjo. The song gets airedabout four times a day at the moment, a numberthat is likely to increase." RC

DANCE BEATThe weekly dance chart comment by Harald Roth

After four weeks at the top of the chart, KylieMinogue's Can't Get You Out Of My Head(Parlophone) has to settle for the number two slotthis week. The new number one, American duoii0's Rapture (Made/Ministry Of Sound), is cur-rently topping local dancestore charts in TheNetherlands, Belgium and France. The track isalso riding high in the Danish club chart, whilelocal chart debuts in Sweden and Italy add furtherweight to the track, which topped the Dance TraxxMovers chart as early as seven weeks ago. The 11thUS -signing to top the Dance Traxx chart, HO arealso performing well at home in the US, whereRapture has peaked at number two on theBillboard Clubplay chart.

Canadian act Delerium feat. Rani returns to thetop 40 this week with Underwater (Nettwerk) at 24thanks to high dancestore chart debuts in the UKand Ireland. Meanwhile, Mary J. Blige's FamilyAffair (MCA) is inching its way up the chart, climb-ing from 15 to 11 following local dancestore chartdebuts in France and Poland.

German act DuMonde Vs. Lange's Memory(Superstar Recordings) is the highest new entrythis week at number 36. So far, the chart positionis based on support in Germany alone, whichleaves unlimited scope for growth.

A bit further down the chart, Australia'sfinest Josh Abrahams debuts at 39 with a trackthat charted some years ago in Australia,Addicted To Bass (Festival). Abrahams has nowre -issued the track under his new aliasPuretone, which has been licensed to SonyMusic Europe and from there sub -licensed toindie Gusto for the British market.

Danish percussionists Safri Duo, who won theBest Nordic Act award at the MTV EuropeMusic Awards earlier this month, could be goingback to the top of the Dance Traxx chart withnew track Baya Baya (Universal). The third sin-gle off the classically -trained duo's Episode IIalbum moves up from 46 to 30 this week, thanksto support in Sweden, Norway, Germany and theact's native Denmark. Safri Duo spent fiveweeks at number one in the Dance Traxx chartwith debut single Played -A -Live (The BongoSong) in the spring.

ON THE AIRM&M's weekly airplay analysis column

Cher (pictured) is backat the top of theEuropean Radio Top 50,three years after Believestayed at number one onthe chart for five weeksat the end of 1998 andthe beginning of 1999,when it was knocked offthe top spot by Emilia'sBig Big World(Universal). In 2001,The Music's No GoodWithout You (WEA)

takes the number one crown from MichaelJackson's You Rock My World (Epic). Jacko'scomeback triumph, which saw him top the airplaychart for 11 consecutive weeks, is this week alsoovertaken by Alicia Keys' Fallin' (J Records),Destiny's Child's Emotion (Columbia) andAnastacia's Paid My Dues (Epic). The latter fliesup to seven from last week's 16, and forcesJackson's offering down to number eight. But it'snot all bad news for the king of pop, as his newtrack Cry makes an impressive leap from 31 to 19in its third week on the chart.

Another high climber, Robbie Willams andNicole Kidman's cover of the Frank and NancySinatra classic Somethin' Stupid (Chrysalis) racesup from 42 to 17 in its second week on the chart, and also tops the Most Added listing this week. Atruly diverse collection of stations have added thetrack this week-ranging from CHR station CoolFM in Belfast, Northern Ireland to AC formattedRadio NRW in Oberhausen, Germany and nation-al full -service broadcaster RTL in France.

Further down the chart, Janet Jackson andMissy Elliot get together on Son Of A Gun(Virgin), the highest new entry at 41. Stations tohave added the track this week include StockholmCHR/Dance station Power Hit Radio, CHR for-matted Eins Live in Cologne and 96.4 FM BRMBin Birmingham. "These are two core artists forPower," says Power Hit Radio's head of musicRobert Sehlberg. "The fact that they are togetheron this makes it really fresh for an R&B/dancestation like us." The track is on C rotation so farbut Sehlberg says itis likely to move upto a higher rotation.

Alicia Keys' (pic-tured) Fallin' (JRecords) makes itto number two onthe European RadioTop 50 this week."This is a verystrong track here,"says Sehlberg. Afew home grownacts are also gettingthe chance to shine on Power this autumn-eurodisco prince E -Type, who delivered the EuropeanChampionship 2000 anthem Campione 2000, isback with Life, and fellow Swede Mendez's Blancais also getting its chance. "It's a mix of pop, rapand latin-it sounds a bit south american," saysSehlberg. Chilean -born Mendez raps in a mixtureof Spanish and English.

Faithless' Tarantula (Cheeky), Pink's GetThe Party Started (Arista) and Wyclef Jean'sversion of the Pink Floyd classic Wish You WereHere (Columbia) are the hot tips to enter thechart next week.

Bee Geescontinued from page 1

by Christmas, with a world-widesales target of 10 million units.

"This is our Beatles' Number 1,"says head of international marketingat Polydor UK Greg Sambrook. "It'sa crown jewels type of project for us."

Two weeks after release, word -wide sales figures are alreadynudging the two -million mark.

A collection of 36 tracks, TheRecord is the Polydor act's firstglobal greatest hits package since1990, and the label hopes thealbum will still be selling aroundChristmas 2002. "It will be a classiccatalogue item," predicts Sam-brook.

The main thrust of the market-ing campaign is based around retailand TV. The incentive for fans whoalready own most of the band'smaterial is four tracks written bythe brothers but recorded by themfor the first time.

A promo pack containing thefour newly -recorded tracks (IslandsIn The Stream, Immortality, Emo-tion and Heartbreaker) has beensent to DJs and radio stations, although radio appears to be slowin picking up on it.

"We didn't expect that peoplewould suddenly playlist them,"explains Sambrook. "But it gave usa reason to approach them andhope they will give it a spin. If weget a play or a mention, it's great."

The enduring quality of the Gibbbothers' compositions has beendemonstrated by the number oftimes their songs have been coveredby younger artists in recent years.

Bernd Albrecht, head of music atCHR/Alternative station ORB/Fritzin Potsdam, Germany is currentlyplaying the Destiny's Child cover ofEmotion.

"Emotion does not sound half -a -century old," he says. "Their time-less song -writing skills can create agood base for someone like Des-tiny's Child to interpret in theirown way. That's why artists allover the place pick their songs towork with."

Heartbreaker, a montage of oldBee Gees video footage, was ser-viced to music television two weeksago to help promote the album, sofar with little impact. But Sam-brook emphasises that the cam-paign is "not time -sensitive at all.We don't need a hit to sell this. Thekey point is to attract the fanbase."

The label is pitching differenttypes of content to media acrossEurope. A documentary, The BeeGees Story, was shown on commer-cial UK terrestrial TV channelCarlton in September, and is beingsold to territories internationally."There's been a tremendous reac-tion from markets around theworld," says Sambrook.

Debuting on Music & Media'sEuropean Top 100 Albums chart atnumber 12 last month, and movingup to number 11 the following week,Polydor's aim is to get The Recordinto Europe's top 10 and keep itthere well into the new year.

UK government to accept radioindustry's ownership proposalsby Jon Heasman

LONDON - The UK government hasgiven strong indications that it is like-ly to accept the proposal regardingradio ownership agreed by the RadioAuthority and commercial radio tradebody the CRCA in July this year.

Issued by the Department of Cul-ture, Media and Sport and the Depart-ment for Trade and Industry, the lat-est consultation paper on media own-ership not only states that thegovernment is "attracted to this solu-tion" but says it "could deregulate fur-ther and would welcome views onwhether these proposals [from theCRCA and Radio Authority] constitutesufficient liberalisation."

The joint position hammered out bythe Radio Authority and CRCA (M&M,July 14) involves abolishing the exist-ing "points" system (which restricts, ona national basis, the number of sta-tions a single radio company can own)

and proposes instead that there shouldbe at least three different local radiooperators in areas where there are anadequate number of licences.

The consultation paper is stillunclear, however, as to the stance theforthcoming Communications Bill willtake on cross -media ownership. Butthe government has come clean on anumber of other issues. In a move thatwill disappoint US radio companieslooking to move into the UK market, the government says it will keep thecurrent prohibitions on the non -Euro-pean Economic Area ownership ofbroadcasters. It will, however, lift thecurrent restrictions which preventlocal authorities, advertising agenciesand religious organisations from own-ing radio and TV companies.

The consultation period lasts fortwo months-the deadline for respons-es is January 25-and will inform thedraft Communications Bill due forpublication next year.

Sanremo changesThe boycott by the labels, which

account for an estimated 50% of theItalian market, became public knowl-edge on October 13, the enrol-ment deadline for the SanremoGiovani section. A subsequentmeeting was held in Romebetween a delegation from theItalian music industry andRAI's top executives.

"We find that they are nowmore open to our needs and Iam confident that things will change[in the future]," says one executive.

Universal Music Italy's president,Piero La Falce, who attended themeeting, tells M&M: "I have been giv-en assurances that, for the followingyear's festival at least, there will bebetter co-ordination among the recordindustry, the town of Sanremo and theRAI."

While the official reason given byEMI/Virgin's president, RiccardoClary, was that "although we have anumber of interesting young artists indevelopment, we feel that none ofthem are appropriate for this type oftelevision event," Universal's La Falce

continued from page 1

was a little more forthcoming aboutthe situation.

"Sanremo is a massive TV opportu-nity, but we feel that the musicindustry needs to have greaterinfluence in the writing of therules," he says. "Sendingartists to Sanremo is costlyand, when you consider thehuge financial support that thetown receives for staging thefestival, we don't see why the

industry can't get some help. We alsowant RAI to provide better coverage ofmusic throughout the rest of the year."

The decision to target SanremoGiovani, rather than the main compe-tition, appears to motivated by theFestival's calendar. While the line-upfor the principal event has yet to beannounced, there is a precise deadlinefor the Giovani section, for which par-ticipants have to pass through a selec-tion procedure.

Despite no Universal or EMI Vir-gin artists being present, the first TVshowcase of the Sanremo Giovanisection went ahead on RAI asplanned on November 14.

Schmidt departslaunch as a one -destination Web sitein 2002. Schmidt also handled Bertels-mann's controversial alliance withNapster.

These moves appeared to have con-firmed BeCG as a powerhouse withinthe Bertelsmann empire and hadraised Bertelsmann's profile in theglobal digital music sector.

But the BeCG shake-up looked setto have reduced Schmidt's authoritywithin Bertelsmann, and he is nowleaving "to pursue new entrepreneur-ial opportunities."

"Andreas Schmidt has played amajor role in making Bertelsmann theinternationally -leading enterprise indigital music distribution today, " saysClaus Eierhoff, Bertelsmann's Direct -

continued from page 1

Group CEO.Industry analysts are unsurprised

by Schmidt's departure. "Because hehad strong ideas and was dynamic, heclashed with several senior Bertels-mann executives," surmises MarkMulligan, music analyst at JupiterMMXI in London.

Interestingly, Napster will not bemanaged by the new BeMusic, but byDirectGroup Bertelsmann. "Napster isstill an unknown quantity and verymuch outside the industry, and thereare still litigations that haven't beendropped," Mulligan observes.

Melinda Meals, BeMusic's NewYork -based director of communications, said the strategic partnership withNapster won't change.

Edel continued from page 1

Manasse, managing director of Edelin Sweden and prior to that MD ofEMI in Norway. "Now it's all aboutbecoming the best European indepen-dent record company."Recent changes at Edel include:

In the UK, Clive Black, formerMD of the EMI label, has been hired totake over Edel's UK record operations.Black, whose label Blacklist wasalready under Edel's umbrella, has abrief to beef up the company's A&Ractivities and develop new talent.

In Sweden, a further six employ-ees are to be let go by Edel Records, which had already reduced its stafffrom 23 to 18 employees. The new cutswill leave the company half the size itwas a year ago. Edel and PlaygroundMusic Scandinavia, the Edel-backedmarketing and licensing joint venturebetween Mute Records, Beggars Ban-quet Group, and Play It Again Sam,already share office space and distrib-ution facilities, as Edel continues tomerge its sales operations with that ofPlayground.

In Norway, Edel has announcedstaff cuts which will see its 10 -strongteam being pruned back to just five, effective January 1. "We had to strikefirst before events struck us," saysgeneral manager Kristian Aartun.M&M understands that Edel's Norwe-gian affiliate is expected to start utilis-ing Playground's Norwegian salesstaff.

In Denmark, Edel's subsidiary isplanning some minor staff cuts aspart of an ongoing rationalisationplan, according to Edel Denmarkfinance director Nils Trier. "We con-sist of two operations, Edel and MegaRecords, and Mega will physicallymove into our offices in mid -Decem-ber," Trier says. "Of course there willbe some rationalisation moves, so wedon't have overlaps." Details of thelayoffs will be announced in a fewweeks' time, "but it won't be nearly asdramatic as the cutbacks we've seenin Sweden and Norway," promisesTrier.

In the US, Edel Music has soldits 80% stake in RED Distributionback to Sony Music Entertainment. The price was not disclosed. Sony sold80% of RED to Edel in August 1999;the major kept 20% and has been per-forming fulfillment and credit and col-lection functions for the independentdistributor.

Manasse says he sees Edel's inde-pendence as giving the label an oppor-tunity to act as an alternative to themajors, and as a benefit for its artists,who-he claims-receive more atten-tion than at a major. He freely admitsthat the changes at Edel should havebeen implemented long ago.

"This should have been done a fewyears ago, when Craig David broke,"he says. "A few bad decisions havebeen made, among other things thechoice of partners and in strategicthinking, which has been based onacquiring similar companies insteadof buying content. I believe and hopethat it's not too late to focus on thecore business, which is an A&R-drivencompany with a community feel and ahungry independent spirit."

HOTLINEEdited by Jon Housman & Emmanuel Legrand

Hotline has learned that BMG Europe presidentThomas Stein is expected to appoint currentregional director of BMG Spain and PortugalJose Maria Camara to a new sub -regionaldivision that will include France, Italy, Spain andPortugal. Reporting to Camara will be BMGFrance president Bruno Gerentes and BMGItaly managing director Adrian Berwick.

News that the Mondadori publishingcompany in Italy has initialled an agreementwith the Sole 24 group for the acquisition ofCHR/Dance Italia Network has been provokingcontroversy at all levels, given that Mondadori isowned by the country's prime minister, SilvioBerlusconi. Any increase in Berlusconi's alreadyextensive media interests is certain to raise morethan a few political and legal issues.

An agreement is about to be signedbetween Universal Music UK andGeorge Michael (pictured), althoughHotline understands the deal will belimited to the release of anew single inthe first quarter of 2002, with an optionon an album. Michael had beenexpected to resume his links with Virgin, whichreleased his 1999 album Songs From the LastCentury, but the recent departure of EMI chiefexecutive Ken Berry seems to have made thatmove far less likely.
