Introduction• Reasons for initiation

of the project for the use of biomass and other RER in Pancevo;

• Economic, environmental and social benefits of RER in Pancevo,

• The town of Garching as a possible model for planning the implementation of RER.

Strategic documents in Serbia for the use of renewable energy resources

• Spatial Plan of the Republic of Serbia from 2010 to 2020 (Official Gazette of RS No. 88/10);

• Regional Spatial Plan of the Autonomous Province of Vojvodina until 2020, Novi Sad, December 2011;

• National Sustainable Development Strategy (Official Gazette of RS No. 57/08);• National Environmental Protection Program (Official Gazette of RS No. 12/10); • Energy Development Strategy until 2015 (Official Gazette of RS No. 44/05).

Laws of importance for the use of RER

• Energy Law (Official Gazette of RS No. 57/11, 80/11, 93/12 and 124/12);

• Law on Planning and Construction (Official Gazette of RS No. 72/09, 81/09, 64/10, 24/11 and 121/12);

• Environmental Protection Act (Official Gazette of RS No. 135/04, 36/09);

By-laws of importance for the use of RER

• National Renewable Energy Action Plan,February 2013;• Biomass Action Plan from 2010 - 2012. (Official Gazette of RS, No.

56/10);• Regulation on the conditions and procedure for acquiring the status of

privileged power producers (Official Gazette of RS, No. 8/13) ;• Regulation on the Measures for Giving Incentives to Privileged Power

Producers (Official Gazette of RS, No. 8/13);• Regulation on the Criteria for Issuing Energy Permits, Application

Contents and Manner of its Issuance (Official Gazette of RS No. 23/06 and 113/08);

• Regulation on the list of projects for which impact assessment is mandatory and the list of projects for which the assessment may be required EIA (RS Official Gazette No. 114/08).

Possible restrictions on investment in generation of energy from RER

• Inadequate infrastructure for the use of RER;• Insufficient incentive in the purchasing prices for electricity

coming from RER (Feed-in tariff);• Complex and lengthy process of obtaining energy, location,

building, water and use permits, as well as the privileged power producer status;

• Overestimated possibilities of utilization of some RER in Serbia;

• Environmental consequences of the use of biomass as an energy resource;

• Lack of biomass market - a potential problem of long-term continuous and adequate supply of biomass power plants, and storing of biomass.

Page 9: Ivan Zafirović, Balkan Net Pancevo, May 14 , 2013

Conclusion • Ambitious goal(s) of the energy policy in Serbia in

the area of RER (27% of RER in gross final energy consumption in Serbia for 2020)

• Relatively well developed legal and institutional framework;

• The necessity to simplify the procedure for investing in renewable energy and establishing a biomass market;

• Examples of good practice in Serbia as an additional incentive for investment in Pancevo for generation of energy from RER.
