The quehae Municipal Commission has approved your Minutes Nos, 206 and 20 7, with the exception of motion N o r T ô ^ mëëTîng N o , 207,
At first sight, the Commisaion thinks that by adopting this requisi tion method for the control of the Town's purchases, the Council and principally the Commission would loose all control on such expenditure.
In fact, one person only is authorized to sign the req.uisition.
As long as he receives the requisi tion, the secretary-treasurer can purchase the goods. At the following meeting the account will be presented and as the expenditure will have been made, it will have to be approved. The Commission will be in the same position, the merchandise having been delivered we will not be able to refuse this expenditure.
The Commission believes this method should be completed by sumitting to the Council, at the beginning of every month, an estimate of the purchases to be made during the contg month. The Council will approve the monthly budget. It will, then,be transmitted to the Quebec Municipal ComTdssion with copies of the Minutes for their approval. The Commission will be at liberty to approve or disapprove this expenditure to be made
