ITEM 7D Staff Report Subject: CV Link Early Action Segment in Cathedral City, Including Amendments to Existing CV Link Engineering and Environmental Contracts Contact: LeGrand Velez, Transportation Program Manager ([email protected]) Recommendation: Authorize CVAG staff to amend existing CV Link contracts in order to proceed with a CV Link Early Action Segment in Cathedral City on the west bank of the Whitewater Channel between Vista Chino and Ramon Road. Authorize the Executive Director to enter into a cooperative agreement with Cathedral City and other parties to complete the project, with Cathedral City acting as lead agency. Background: In 2008, Cathedral City received a $315,000 grant from the Caltrans Bicycle Transportation Account to construct a bicycle path on the east bank of the Whitewater Channel between Vista Chino and 30 th Avenue. In 2009, the City received another BTA $405,000 grant to construct a bicycle path on the east bank of the Whitewater Channel between 30 th Avenue and Ramon Road. Over time, the project was relocated to the west bank, and Caltrans extended the deadline for each grant. After CVAG proposed CV Link along the same routes, the City authorized CVAG to include the BTA funds as a supplement to the overall CV Link project in Cathedral City. The 2008 grant (which has $195,676 remaining) will expire on April 30, 2016; the 2009 grant funding has not been spent and will expire on April 30, 2017. In order not to lose the grant funding, Cathedral City has requested a cooperative agreement with CVAG and other partners to construct the first segment of CV Link on the Whitewater Channel between Vista Chino and Ramon Road, with the City acting as the lead agency. A letter outlining the City’s request is attached, as is a map of the project location. In order to direct the CV Link consultants to proceed with development of final plans for the Cathedral City Early Action Segment, two existing contracts need to be amended: 1. The existing environmental services contract with Terra Nova will require an additional $36,595 to prepare a California Environmental Quality Act (CEQA) Initial Study/Mitigated Negative Declaration (IS/MND). 2. The existing engineering contract with Alta Planning will require an additional $77,800 for final design and outreach work. Fiscal Impact: Cathedral City has submitted a change of scope request to Caltrans so that the remainder of the 2008 grant funds can be allocated for design, engineering, and environmental clearance costs, and that the 2009 grant funds be dedicated to construction costs. CVAG staff will return to the Executive Committee in the future for an authorization to use CV Link funds for the balance of construction costs necessary to bring the project up to CV Link design standards. The existing contracts for CV Link environmental and engineering services are being paid for by an Active Transportation Program (ATP) grant. The additional environmental and engineering
