Malaysia’s Bid to Host the ITA-AITES World Tunnel Congress (WTC) 2020 15 th – 21 st May 2020 Innovation and Sustainable Underground Serving Global Connectivity Malaysia’s Bid to Host the ITA-AITES World Tunnel Congress (WTC) 2020 15 th – 21 st May 2020 Presented by: The host organisation, The Institution of Engineers, Malaysia (IEM) is a governing body in Malaysia that serves to promote and advance the science and profession of engineering in any or all of its disciplines and to facilitate the exchange of information and ideas related to engineering and aimed to be the premier professional organisation pivotal achieving Vision 2020 of Malaysia to be a developed nation. In order to achieve the goal of IEM, the society is promoting the sound professional engineering practice in support of the socio -economic development objectives of the nation; service the needs and interests of its members and the public and uphold the social standing image of the engineering profession; and to contribute towards nation building and shall strive to enhance society’s consciousness of science and technology. The Institution of Engineers, Malaysia was established in 1959 and the membership is currently about 40,000 and the growth rate is about 10% per annum making it one of the largest professional organisation in the country. There is more than 17 technical divisions formed under the supervision of IEM. The Tunnelling and Underground Space Technical Division of the IEM was officially formed at the seminar in 2000 under the encouragement of ITA with the objective ‘to undertake activities related to the promotion and advancement of the science and engineering of tunnels and underground space technologies’. The Congress proposed theme is “Innovation and Sustainable Underground Serving Global Connectivity” for the ITA- AITES World Tunnel Congress 2020. The theme is to reflect the innovation achievement that in line with ITA-AITES in promoting the use of tunnels and underground space for the benefits of public, environment and sustainable development for Malaysia as well as rapid growing Southeast Asia and other part of the world. It is a commitment of the Executive Organising Committee to provide an affordable congress to meet all delegates’ expectation while maintaining the low breakeven point and maximum yield through the corporate sponsorship and local supports. The Executive Organising Committee aims to keep the registration fee as low as possible with the early bird rate from MYR 2,400 (USD 530) for the presenting authors and ITA Members from Category 3 while young members is chargeable at MYR 2,100 (USD 466) and MYR 3,200 (USD 711) for non-members. Travel grant program and subsidiary for paper presenters from developing nations and students will be introduced as one of the initiative by the Executive Organising Committee to attract more paper submission and participations at the ITA-AITES World Tunnel Congress 2020, especially the members from this region. We look forward to welcome you in Kuala Lumpur 2020!

The proposed meeting venue is at the Kuala Lumpur Convention Centre, located in the heart of Kuala Lumpur City Centre precinct, known as KLCC. There are about 2,000 hotels rooms ranging from 3 to 5-star surrounding the venue, whereas the Suria KLCC Shopping Mall is connected to the conference centre. Various restaurants, entertainment and shopping is easily accessible in the KLCC precinct. The proposed congress venue is also 2 kilometres away to the Golden Triangle area, Bukit Bintang. It takes approximately 5-10minutes’ walk from the conference centre via covered pedestrian walkway. Public transportation is not required as everything is within walking distance from the venue. The Kuala Lumpur offers flexible meeting space for the ITA-AITES World Tunnel Congress 2020 and General Assembly and had good track records since the centre opened in 2004 with the biggest meeting took place with over 8,000 participants at the Congress of International Federation of Gynecology and Obstetrics (FIGO) 2006 in Kuala Lumpur. Please be informed that the meeting rooms for the ITA-AITES World Tunnel Congress 2020 and General Assembly have been booked and the space will be reserved until the bid result is announced. The Tunnelling and Underground Space Technical Division is actively involved in organising national and regional as well as international events to support the vision of the IEM. In July 1994, an International Conference cum Exhibition on Trenchless Construction – Towards Trenchless Cities was organised by The Institution of Engineers, Malaysia (IEM). The conference was held in the State of Negeri Sembilan. 17 papers were presented during the conference. In February 2000, a Seminar on ‘Design, Construction, Operation and other Aspects of Tunnels’ was again organized by the IEM. The seminar was held in Petaling Jaya in the State of Selangor. It was a very important event as the International Tunnelling and Underground Space Association (ITA) also held its executive council meeting at the same venue as the Seminar. In 2006 an international conference and exhibition on tunneling and trenchless technology was successfully organised by the IEM and ITA in Kuala Lumpur. In 2011 an international conference and exhibition on tunnelling and trenchless technology was jointly organized by IEM and Tunnelling and Underground Construction Society of Singapore (TUCSS). In March 2015 International Conference and Exhibition on Tunnelling and Underground Space (ICETUS2015) was organised by the IEM Tunnelling and Underground Space Technical Division and endorsed by ITA. The Main Sponsor of the Conference is MMC-Gamuda, the KVMRT SBK Line 1 main contractor. The Theme of the Conference is Sustainable Transportation in Underground Space Development. The use of TBM for the MRT tunnels in the city centre of Kuala Lumpur has enabled the project to be at an advance stage of completion ahead of schedule and achieved substantial cost saving. The invention and use of Variable Density TBM also contributed greatly in reducing the incidence of sinkhole occurrences in the limestone formation thus enhancing safety and gaining public trust and confident in tunnelling and underground space works. Prior to the conference a Workshop on Practical Design for Tunnels and Underground Space was jointly organised by IEM and ITA-CET Foundation and it is a timely effort to transfer up to date knowledge and information on tunnel design. The ITA executive council also held its meeting in Kuala Lumpur prior to the conference. The Conference Proceedings is a very valuable reference document to those who have interest in the learning and practice of tunnelling technologies. Apart from this, Kuala Lumpur offers a host of diverse and unique attractions for the visitor – it is a thriving cosmopolitan capital with convenient access to nature including beaches, island resorts, equatorial, virgin rainforests and some of the best diving sites in the world. The Malaysian government firmly backs the hosting of the Congress with unequivocal support from Ministry of Works, Ministry of Higher Education and Ministry of Tourism & Culture through Malaysia Convention & Exhibition Bureau (MyCEB). The local team have vast experience and networks to source for corporate sponsorship and supports from local entities, in order to maximise yield for the ITA-AITES World Tunnel Congress and General Assembly in 2020. IEM has successfully hosted the CAFEO33 in Penang in November 2015 with more than 1,200 participants.

The Institution of Engineers, Malaysia has nominated Ir. Dr. Ooi Teik Aun as the Chairman to head the Bidding Committee of ITA-AITES World Tunnel Congress 2020 and sole representative at the ITA Executive Council if Malaysia is selected to host the WTC 2020. Ir. Dr. Ooi is nominated based on his vast experience and knowledge in tunnelling and underground space as well as his experience and networks with his peers around the world. It is the mandate of Ir. Dr. Ooi to gather a strong local organising team and the support from IEM and the IEM Training Centre (IEMTC) to deliver a successful ITA-AITES World Tunnel Congress 2020. The organisation of the ITA-AITES World Tunnel Congress 2020 will be managed by a dedicated secretariat team through the recruitment and selection process by IEM to support the Executive Organising Committee in handling the event marketing & promotion, abstract management & registration, sales and sponsorship, financial control and etc. Local Exhibition Management Company (EMC), Domestic Management Company (DMC), Housing Bureau and Event Management Company will be engaged from time to time by the Executive Organising Committee to execute the planning of the Congress. In summary, the proposal of The Institution of Engineers, Malaysia will meet the requirements or compliance of the ITA Statutes and By-Laws; to host the ITA-AITES World Tunnel Congress 2020 in Kuala Lumpur. The Kuala Lumpur city will meet all expectations from congress participants including the members of Executive Council at the ITA-AITES World Tunnel Congress 2020 and General Assembly.
