September 20, 2019 – Day of Action Against the Corrupt, Puppet and Fascist Duterte Regime On September 21, 1972, Ferdinand Marcos declared Martial Law on the pretext of defending democracy from the twin threats of the communist and Moro rebellions. What happened Instead was the destruction of the remaining trimmings of democracy, such as the mass media, congress, and the judiciary. The 14 years under the fascist US-Marcos Dictatorship constitute one of the darkest chapters of our nation’s history. Today, 47 years later, this bitter experience is in danger of being repeated under President Duterte’s regime. Like Marcos, Duterte uses repression and even arbitrary killings in responding to imagined threats purportedly posed by illegal drugs, rebellion and terrorism. His actions, however, indicate a looming dictatorship. Holding sway in his administration are the militarists, the corrupt, the power-greedy, and the puppets of foreign powers. We cite the following alarming developments:

1.The continued, widespread and systematic use of extrajudicial killings against suspected drug addicts and pushers, activists, critics and suspected members or supporters of the CPP-NPA-NDFP;

2.The filing of trumped up charges against members of the opposition, church people, journalists, activists, peace advocates, human rights defenders, and others being muzzled by the administration for speaking the truth against its wrongdoings;

3.The abuse of power and corruption in the release from prison of big-time criminals including drug lords and the near release of a convicted rapist and killer - ex-mayor Antonio Sanchez - which further exposes the bankruptcy of Duterte’s campaign against illegal drugs and criminality;

4.The increasing pork barrel funds of Duterte’s allies in Congress, especially the ballooning of the presidential pork barrel which includes the astounding amount of Php2.5 billion in confidential and intelligence funds that will not undergo audit and will surely be used for repression and corruption;

5.The proposed expansion of the Human Security Act (anti-terror law) that will violate basic human rights, re-imposition of the Anti-Subversion Law, militarization inschools, mandatory Reserve Officers Training Course (ROTC), restoration of the death penalty, lowering of the age of criminal responsibility, and other repressive measures;

6.The continuing reign of Martial Law in Mindanao, cancellation of the peace talks between the Government of the Republic of the Philippines (GRP) and the CPP-NPA-NDFP, and heightened militarization in other parts of the country under Executive Order No.70 and Memorandum Order No. 32, along with the appointment of military officers and police to high positions in civilian agencies. EO 70 is the expanded counterinsurgency program purportedly against armed communist rebels but actually targeting unarmed civilians and progressive mass organizations. EO 32 orders the deployment of additional police and soldiers in Negros Island, Samar and the Bicol region, which has resulted in heightened extrajudicial killings and other violations of human rights;

7.The government’s puppetry to foreign powers, particularly China, which is steadily encroaching into the West Philippine Sea, and continuing US intervention in the guise of “anti-terrorism” and “counter-insurgency”;

8. The deepening and worsening economic crisis (lack of regular jobs, low wages, destruction and annihilation of farmers’ livelihood) that gives rise to the people’s struggles,

to which the state responds to with a nailed fist.

It is imperative therefore that on Sept. 20, we remember the Filipino people’s historic struggle against injustice and dictatorship.

Let us unite to fight the different forms of repression and human rights violations that the Duterte government is systematically carrying out.

On this day, let us exalt and further invigorate our struggle for democracy, human rights, social justice, national sovereignty, and people’s livelihood.
