The Phase 2 Procurement will be done using thefollowing steps:
Two design-build teams will be selected on the basis of their qualificationsActual light rail and related work experience using the design-build approachTheir specific approach to constructing the workDemonstrated success on similar projectsQualifications of Team members and Key PersonnelSuccess in Third-Party resolution and coordination
Once the two teams are selected, each team will be contracted with to perform Preliminary Engineering (PE) work (Stage A)
The contract will be for a predetermined amount of $5 millionThe work will include completion of alignment engineering, estimated quantities, major utility relocations and station site plansEach team will also perform “discretionary” engineering tasks they believe necessary to develop a firm fixed price proposal for the design and construction

The Phase 2 Procurement will be done using thefollowing steps:
Once the Preliminary Engineering is completed, the twodesign-build teams will submit a binding lump sum fixed price proposal approximately 6 months after the start of PE
The Authority will select the design-build contractor on the basis of their price proposal and an evaluation of the Teams performance during Stage A
The Authority will contract with the selected Team to complete the design and construct Phase 2 (Stage B)
