Sri Lankan AEA Chairman visits PINSTECH

A delegation from Sri Lanka headed by Dr. R.L. Wijayawardana, Chairman Atomic Energy Authority (AEA) visited PINSTECH on 12-11-2012. He was accompanied by Dr. W.M.A.D.D. Wickramasinghe, Director Natural Resource Centre, Department of Agriculture, Prof. Janitha A. Liyanage, Head Department of Chemistry, University of Klaniya, and Mr. T.M.R. Tennakoon, Project Director National Centre for NDT, AEA, Sri Lanka. Director General, PINSTECH Dr. Javed Iqbal Akhter welcomed the delegation and presented a brief introduction of PINSTECH highlighting the major facilities and scientific/technical activities carried out at PINSTECH. He wished to establish close collaboration with Sri Lankan Atomic Energy Authority and other scientific and technical institutes. Chairman Sri Lankan Atomic Energy Authority indicated that Sri Lanka wants to train manpower in various areas including Hydrology, NDT & Agriculture and would like to seek help of PAEC in this regard. D.G. PINSTECH offered to extend cooperation in various disciplines of science and technology available at PINSTECH. The delegation visited various laboratories including Radioisotope /Stable Isotope Hydrology, Electron Microscopy, Central

99 99mAnalytical Facility Labs., Mo production facility, Tc & 131I production plants, Industrial Applications, Non-Destructive Testing and Central Diagnostics Laboratories.

Dr. Tania Jabbar, Senior Scientist, Health Physics Division, PINSTECH, has been awarded Ph.D. degree in the field of Inorganic Chemistry, Faculty of Chemistry University of Vienna, Austria. The title of research was “Determination of Iodine-129 in environmental samples”. She completed her research work under

the instruments and expertise available in various organizations under the umbrella of SPD, as well as to provide a platform for discussion and initiang mutual collaboration. The first day of the workshop included a brief introduction to PINSTECH and R&D activities of its various Divisions by Dr. J. I. Akhter, D.G, PINSTECH. This was followed by detailed presentations from Materials Division, Physics Division, Central Analytical Facility Division, Chemistry Division and Nuclear Engineering Division on material testing / characterization facilities available in respective Divisions.

On the second day, the participants visited different facilities and had interactive sessions with the experts working in these fields. In the concluding session, the participants exchanged their feelings and ideas on ways to enhance the collaboration in the field of materials testing/characterization both within PAEC and among strategic scientific organizations. There was strong consensus among the participants for sharing the researcher's expertise for enhancing problem solving capabilities. It was urged by the participants to arrange this kind of workshops in future. Various steps were also proposed to strengthen inter-organizational collaboration.

Radiation and Isotope Application Division (RIAD) was established at PINSTECH in 1972 and in 2007 was renamed as Isotope Application Division (IAD). The main objectives of this Division are as follows:

to carry out R & D on the use of radiation and isotope techniques in various disciplines

to promote peaceful uses of nuclear technology for socioeconomic benefits

to provide radiation & isotope based scientific and technological expertise & services to public & private sector end-users for solution of their specific problems

Since its inception, IAD is applying nuclear techniques in conjunction with non-nuclear techniques for applied research in various fields like hydrology, environment, life sciences and industry. To streamline R&D activities, the Division is divided into five applied research groups namely, Stable Isotope Hydrology Group, Radioisotope Hydrology Group, Isotope Geochemistry & Ecological Research Group, Life Sciences Group and Industrial Applications Group. IAD has highly qualified, trained and skilled manpower comprising of physicists, chemists, hydrologists, geologists, geophysicists & biologists. IAD has developed state of the art facilities for isotope analyses achieving international standards. Facilities are

2available for analysis of key environmental isotopes ( H, 13 15 18 34 3 14C, N, O, S, H, & C), chemical analysis and radioactive tracer applications. These laboratories are among the leading laboratories of international repute, which have been taking part in IAEA's programme of inter-calibration of standards in hydrology, biology and agriculture since 1989. RCA (Regional Co-operative Agreement) and IAEA have declared IAD as Regional Resource Unit (RRU) for providing expert training and analytical services to Member States in the above mentioned fields.

IAD can extend expertise and services in the following domains:

Isotope Hydrology

Origin and age/residence time of groundwaterRecharge mechanism of groundwaterInterrelation between surface water and groundwaterLeakage/seepage from dams/reservoirs and canals

The facilities and expertise have been extensively utilized for carrying out numerous problem oriented hydrological, environmental, industrial and health/nutrition studies. Several studies have been conducted for PAEC Projects including NPPs (C-1, C-2, C-3, C-4, K-2) and in-situ leach mining projects. Twenty-five applied projects sponsored by other national organizations (WAPDA, PCRWR, PSF, PMD, IRI, WASAs, OGDC) have been concluded while four are in progress. Fifty-nine IAEA projects have been completed and ten are in progress. Isotope analyses, training and expert services have been extended to 23 countries including China and South Korea.
